Sanction of the President of India is hereby conveyed to the sanction amount of Rs. 8.00 crore (Rupees Eight crore only) and release of Rs. 6.72 crore (Rupees Six crore Seventy Two lakh only) towards non-recurring Grant-in-aid-General to National Institute of Design, Ahmedabad for non-recurring expenses for the financial year 2016-17. 2. The grant-in-aid will be regulated in accordance with the provisions contained in the Up- scaled scheme/guidelines. The Grant-In-Aid is also subject to the provisions contained in Chapter 9 of the General Financial Rules, 2005, as amended from time to time, read with the Government of India's decisions incorporated there under, and any other guidelines which may be issued in this regard, and in particular to the following conditions: (i) The grant shall be utilized for the purpose of recurring expenses (as per enclosed Annexure). (ii) The grantee institution shall maintain dedicated separate bank accounts for the Government Grants received and utilized. In addition, a separate Bank account shall be maintained for the Government Grants. * (iii) The Grant released will be utilized by National Institute of Design, Ahmedabad by 31.03.2017 for the purpose indicated in para 2(i) above. Sanction of the President of India is hereby conveyed to the sanction amount of Rs. 8.00crore (Rupees Eight crore only) and release of Rs. 6.72 crore (Rupees Six crore SeventyTwo lakh only) towards non-recurring Grant-in-aid-General to National Institute of Design,Ahmedabad for non-recurring expenses for the financial year 2016-17.

2. The grant-in-aid will be regulated in accordance with the provisions contained in the Up­scaled scheme/guidelines. The Grant-In-Aid is also subject to the provisions contained inChapter 9 of the General Financial Rules, 2005, as amended from time to time, read with theGovernment of India's decisions incorporated there under, and any other guidelines which maybe issued in this regard, and in particular to the following conditions:

(i) The grant shall be utilized for the purpose of recurring expenses (as perenclosed Annexure).

*(The bank account should be same which was authorized for operation at the time ofregistration under the 'Central Plan Scheme Monitoring System' (CPSMS) of the Ministry ofFinance).

(v) National Institute of Design, Ahmedabad should maintain a register ofpermanent and semi-permanent assets acquired wholly or mainly out of theabove grant in the prescribed format and copy thereof should be furnished tothis Ministry.

(vi) Assets acquired wholly or substantially out of Government Grant shall not bedisposed of without obtaining the prior approval of the sanctioning authorityof Grant-in-aid.

(vii) The accounts of National Institute of Design, Ahmedabad shall be open forinspection by the sanctioning authority and audit, both by the Comptroller &Auditor General of India under the provision of C&AG (OPC) Act, 1971 inaccordance with the provisions laid down in Section 14 of the C&AG (DPC1971) as amended from time to time and Internal Audit party of the PrincipalAccounts Office of the Ministry of MSME, whenever it is called upon to doso.

The grantee shall submit the Utilization Certificate in the prescribed formGFR-19A duly signed by the Head of the Institution/Grantee latest by31.03.2017. The utilization certificate in respect of grants should also disclose

reached against the amount utilized were in fact reached, and if not, thereasons therefore. They should contain an output-based performanceassessment instead of input-based performance assessment.National Institute of Design, Ahmedabad shall furnish an AuditedExpenditure Statement of Accounts of the financial year 2016-17 alsoindicating separately Activity-wise and head -wise on before 30.04.2017.Grant-in-Aid shall be utilized subject to the Economy and other Instructionsissued from time to time by the M/o Finance or by the Competent Authority.The unspent balances available with National Institute of Design, Ahmedabadhave been taken into account.National Institute of Design, Ahmedabad shall certify that the utilizationcertificates due for submission for the Grants-in-aid sanctioned in theprevious years containing all the relevant details under GFR 212(1) have beensubmitted to the satisfaction of the Minister (Ministry of MSME).National Institute of Design, Ahmedabad shall certify that no grant-in-aid forthis purpose or activities have been applied for or obtained from any otherMinistry or Department of the Government ofIndia or State Government.National Institute of Design, Ahmedabad shall adhere to all the relevantprovisions of GFR and any other instructions/guidelines issued by theGovernment from time to time, while making procurement/purchases of.goods and services including compliance to GFR provisions in case of out­sourcing of services and engagement of consultants.National Institute of Design, Ahmedabad has been exempted from executionoftb~,_9QX!.(t_NatiQnal.Institute.of Design,-Ahmedabad-shall; however, furnishan undertaking that it will comply with all the terms and condition stipulatedin the sanction order.

(xvi) National Institute of Design, Ahmedabad should send pre-receipted bill tothis Ministry for payment of the amount drawn against this sanction.

(xvii) In no case the grant released under this sanction will be utilized for anypurpose other than those indicated in the sanction. The grantee shall notdivert the grants and entrust execution of the Scheme or work concerned toanother Institution or Organization and shell abide by the terms & conditionsof the grant and follow/adhere to all the relevant provisions of GFR regardingGrants in aid. If the grantee fails to utilize the grant for the purpose for whichthe same has been sanctioned or does not adhere to the terms & conditions ofGrant and GFR provisions, the granteellnstitution shall be required to refundthe grant with interest @ 10% per annum.

(xviii) National. Institute of Design, Ahmedabad should ensure that there should be atleast 50 participants in seminar and workshop and efforts should be made toselect participants from SC, ST, OBC, PH, women & minority categoriesof MSMEs. Further, while incurring the expenditure austerity measures shouldbe taken into account as issued from time to time by competent authority.

(xix) Director, National Institute of Design,Ahmedabad will send the detailed progressreport of programme including schedule, attendance sheet of participants theiraddress, Mobile number, status of enterprise, Category with signature. Break-

wise, photographs and outcome of the scheme also indicating in this reportwithin one month after completion of the activity and periodical reports to thisoffice. The Director, National Institute of Design, Ahmedabad will ensureuploading of data of entrepreneurs on www.msmedatabank.in.

(xx) Director, National Institute of Design, Ahmedabad may use the fund as perprescribed up-scale guidelines of Design Clinic Scheme (guideline of thescheme is available on the official web-site www.dcmsme.gov.in) relating tothe programs. The expenditure under the sanction is maximum Saving, if any,will be surrendered to the Govt. Account during 2016-17.

(xxi) The grantee institution shall not utilize the interest earned on the non­recurring grants-in-aid released to the institution for any purpose. Theinterest earned shall be indicated in UC which can either adjusted in nextrelease or to be refunded to GOI after grants-in-aid sanctioned is utilized.

(xxii) Director, National Institute of Design, Ahmedabad will provide all technicalinputs including preparation of background documents/course materialidentification of suitable topics and faculty for presentation. The financialsupport by Gol may cover wherever necessary, the expenses towards rent forvenue, training materials, audio/video aids, TAIDA and honorarium to the GuestFaculty, expenditure on transport, purchase of stationary items, refreshment andother miscellaneous expenses as per Govt. of India rules viz. F.R.-46 (11-Honorarium to guest faculty), S.R. 190a (travelling allowance to persons who arenot in civil. service), Government assistance is only-for oI:ganizaj:iQI1?-Le:)(12~Qsesof the proposed event and not for capital items like equipments etc .Further, theprocedure prescribed under GFR including the various guidelines under theeconomy measures shall be followed.

3. The total release under this object head, including the present sanction would beRs. 8.00 crore during the current financial year as against the Budget provision (BE)ofRs. 10.00 crore for the financial year 2016-17.

4. The expenditure involved will be met from within the sanctioned budget grant of theMinistry under Demand No. 58 Major Head 2851 village & small industries, MinorHead 00.102.95 small scale industries, Object Head 95.01.31 Grants-in-aid (General).
