    The strategic plan is the culmination o a collaborativeprocess undertaken by the Wikimedia Foundation and theglobal community o Wikimedia project volunteers through2009 and 2010. The process aimed to understand andaddress the critical challenges and opportunities acing theWikimedia movement through 2015. It has culminated in a

    series o priorities and goals, as well as specic operationalinitiatives or the Wikimedia Foundation, that will dene themovements continued success.

    The Wikimedia Foundation is the U.S.-based 501(c)(3)

    non-proft organization that operates and manages the

    Wikimedia projects: Wikipedia, Wiktionary, Wikibooks,

    Wikisource, Wikinews, Wikiquote, Wikiversity, Wikispecies,

    Wikimedia Commons and MediaWiki. The Foundation

    presents this document on behal o the community o

    strategic plan contributors, the Wikimedia Foundation

    Board o Trustees, and the global community o

    Wikimedians.

    In July 2009, we launched our frst-ever strategy-development project designed

    to produce a fve-year strategic plan or the Wikimedia movement.

    From the outset, we believed that an open process would result in a smarter, moreeective strategy. Just as Wikipedia is the encyclopedia anyone can edit, we wantedthe strategy project to invite participation rom anyone who wanted to help.

    As the project unolded, more than 1,000 people rom around the world contributedin more than 50 languages. We received more than 900 proposals aiming to meet awide variety o challenges and opportunities. We conducted more than 65 interviewswith experts and advisers. We carried out a survey o more than 1,200 lapsed editors.And we staged hundreds o discussions both ace-to-ace in cities around the world,and via IRC, Skype, mailing lists and wiki pages.

    Non-prot strategy consultancy The Bridgespan Group provided rameworks, dataand analysis. Discussions were acilitated by Eugene Eric Kim o Blue Oxen Associatesand by longtime Wikipedian Philippe Beaudette.1

    The project lasted a ull year and resulted in 1,470 content pages on the wiki. Thatwork has been summarized and condensed, resulting in this document.

    Women and other under represented groups will need to be

    invited/recruited, and the culture o WMF projects will need

    to be adjusted to accommodate them when they arrive. Some

    o these changes are happening already, such as the ocuson making the sites more user riendly or people that are

    less technically savvy. But other changes will be needed,

    too. It will be important to acknowledge the discomort that

    current users will eel when proposals are made or changes.

    And we need to help everyone adjust to the idea that changes

    are truly needed in order or WMF to accomplish its mission.

    We value openness and diversity

    The Wikimedia movement is global. So ar, Wikimedia has projects in more than270 languages, and chapters in 30 countries. The Wikimedia Foundation maintainsan international sta and board o trustees. A healthy mix o demographic and culturalcharacteristics everywhere throughout the movement is key to Wikimedias success.

    We are a volunteer-driven movement

    The Wikimedia projects and chapters are created and managed by volunteers. TheWikimedia Foundation works in service to our shared goals, making investments thatwill increase the communitys eectiveness in building and developing the projects

    and achieving our shared vision.2

    Wikimedia is a movement, a vision, and a set o values

    Wikimedia is made up o hundreds o thousands o people who collectively orm amovement. This movement is rooted in a set o core values that shape our vision andguide our work.

    Knowledge should be ree

    Access to inormation empowers people to make rational decisions about their lives.We believe the ability to access inormation reely and without restrictions is a basichuman right. Our vision requires that the educational materials we collect and createtogether be ree or others to use and reuse. Our work also depends on ree and open

    ormats and technologies.

    Share with every human being

    The Wikimedia movement strives to include every single human being in our workby making our knowledge resources available and providing the venue or all peopleto share their knowledge. We prioritize e orts that empower disadvantaged andunderrepresented communities, and that help overcome barriers to participation.

    Inormation shall be accurate and unbiased

    People trust us because they know we resist attempts to skew our content. We knowthat no one is ree rom bias. But we believe that mass collaboration among a diverseset o contributors, c ombined with consensus building around controversial topics,are powerul tools or achieving our goals. We strive to provide inormation that isaccurate, neutral, veriable, comprehensive and unbiased.

    We must protect our independence

    The Wikimedia Foundation depends on donations to provide the inrastructure or theWikimedia movement. In order to stay ree o infuence, we reserve the right t o reuse

    donations that could restrict our operations or steer us away rom our priorities andmission. We seek nancial contributions rom a large number o donors, in order toavoid over-dependency on any single revenue source.

    Wikipedia was ounded in 2001 as an eort to create and distribute a reeencyclopedia o the highest possible quality to every single person on the planet.5

    Less than a decade later, Wikipedia has become the th most-visited site in theworld, used by more than 400 million people every month.6In most o the world,between 20 and 50 percent o Internet users regularly visit Wikipedia.7

    Wikipedia is available in more than 270 languages. Each is a uniquely crated culturalproduct; they are not translations or copied versions o each other. There are over17 million Wikipedia articles across all language versions, and 8.5 million media lesin the Wikimedia Commons database. All are available under a ree license.

    Internet users use Wikimedia projects. Usage rates o more than 20 percent are not unusual in many other regions.Findings were developed with data rom comScore and the International Telecommunications Union.

    Over time, skepticism about the Wikimedia model o collaborative content creationhas evolved into appreciation o Wikipedia as a dependable starting point or researchabout almost any topic. Exper t assessments have continued to nd Wikipedias errorrate to be comparable to that o traditional inormation sources, while its overallbreadth, depth, and topicality ar exceeds that o any general reerence work.8

    But there is much more we can do.

    The uture o the Wikimedia movementAs we celebrate our 10th anniversary, it is an ideal moment to refect on our

    accomplishments and commit to a path orward. Wikimedia is and will remain adecentralized movement comprised o readers, editors, the Wikimedia Foundation andchapters, advisers and like-minded organizations each playing dierent ormaland inormal leadership and support roles. This plan captures our common aspirationsand priorities. It articulates the work we will undertake to achieve our shared goalsover the next ve years, and refects our collective vision or the uture.

    Wikimedia projects are among the most-visited sites in the world, howeverWikimedia does not yet have a technological, operational and nancial inrastructurecommensurate with peoples reliance upon it.

    To meet the needs o readers, the Wikimedia Foundation must invest in developingmore robust technology and operational systems, as well as solid, sustainable revenuestreams. Wikimedia needs to make improvements to the r eader experience and tocreate better tools or collaborative content creation. In the immediate uture, thisneed will require an increased investment in t echnical and undraising operations.

    Tokyo, Mogadishu, and Brisbane? Im not sure how to

    translate this extremely exciting aspect o the Wikipedia

    community into actual policies or motivating new users,

    except to suggest that Wikipedians actively work on

    improving the diversity o the Wikipedia community.

    The editing community is the lieblood o the Wikimedia projects, and its continuedhealth, diversity and growth is critical to t he movements uture. It is a core principleo Wikimedia that anyone can edit, and we want to have a huge and diverse set ocontributors.

    In recent years, despite continued growth in articles and readership, the Wikimediaediting community has plateaued near 100,000 active editors.9 Our work is bothunique and new, so it is not yet clear whether those numbers will prove sucient tosustain mature Wikimedia projects such as the English or German Wikipedia.10 It isclear, however, that the less-mature Wikimedia projects will struggle to grow urther,unless their pool o editors expands.

    Large segments o the worlds population do not edit the Wikimedia projectsproportionate to their real-world numbers. The people who write the Wikimediaprojects are disproportionately male, young, and rom countries in the Global North:12

    Four out o ve editors are male.13

    Increasing both the total number o editors, and their diversity, is a key priority orthe Wikimedia movement. We need to improve our dispute resolution processes toprevent editor burnout. We need to recognize and reward editor excellence.

    We need to invite r eaders to become editors particularly women and people in theGlobal South. We need to improve the editing interace in order to reduce barriers t oparticipation. When people try editing or the rst time, we need to support and coachthem.

    Through 2015, the Wikimedia Foundation will:Wikimedias fagship project, Wikipedia, empowers people to learn about whateverthey want. Wikipedia succeeds because it is huge and comprehensive: it hasinormation on practically every topic imaginable. But when Wikipedia does not haveinormation on a topic, or our inormation is incomplete or inaccurate, we must dobetter.

    Wikipedias coverage is skewed toward the interests, expertise, and language skills othe people who created it. For example, our coverage o biographical and pop culturetopics is very strong,16 but our coverage o Arica is quite weak.17 We oer much moreinormation in German than we do in Hindi.18

    Global participation is key to breadth and completeness. We need to encourageglobal participation via partnerships with universities, cultural institutions and othergroups who align with our mission. Outreach eorts by local Wikimedia chaptersand community members will help. The processes, tools, and policies that manageand organize our work also infuence the quality o the end product. Thereore,the Wikimedia Foundation will prioritize improving tools or collaboration, qualityreview and labeling, as well as new tools to enable readers and experts to aid inthe assessment o inormation quality. Beyond simply increasing the breadth andcompleteness o our coverage, we must drive toward a measurable increase in thequality o inormation we oer.

    We want to help readers understand what they are getting by providing them withinormation quality labeling. We also want to provide clear and responsive channels orreaders to report quality problems, and get them investigated and resolved.

    The number one social need o human beings is the need or approval. The

    Wikimedia Foundation can (and should) use this to its advantage, and besides, every

    nonproft organization should have a recognition program or volunteers. An award

    Through 2015, the Wikimedia Foundation will:

    Internet penetration specically broadband is growing, and that growth will enablemore people to readWikipedia rom their desktop or laptop computers. The WikimediaFoundation will work to ensure our sites are as ast and reliable or people in developingcountries as they are or people in North America and Europe.

    Wikimedia will need to expand its capacity to support access through other channels.The most critical will be mobile. Forecasts predict 6.5 billion mobile subscribers by2015, and shipments o Internet-enabled handsets are expected to grow 29 percent,reaching almost 900 million units by 2015.221Mobile phone usage will continue to growat a aster rate than personal-computer usage o the Internet. For many people in theGlobal South, the mobile phone will likely be their rst, and potentially only, point oaccess to the Internet. Wikimedia needs to provide a good experience on mobile phones.

    Not everyone will be able to have Internet access in the immediate uture. More thanhal the worlds population will not have ready access by 2015, even including mobiledevice access, and or many (possibly most) the cost o being always online will betoo expensive. Those people have very limited access to inormation rom any source,and are thereore the people that would be most helped by the Wikimedia projects.Wikimedia needs to create and make available low-cost and no-cost ofine versions oits projects in a variety o ormats, including print, in order to ensure inormation gets topeople who otherwise would have no access to it.

    Today, the Wikimedia sites reach about six percent o the worlds population, whichis roughly a third o o Internet users.19 Wikimedia has achieved particular successamong Internet users in the Global North. The reach o Wikimedias projects andin particular Wikipedia, which accounts or 96 percent o all page views has grownexponentially since Wikipedias inception.

    Use o the projects around the world, however, is not uniorm. Large numberso Internet users, part icularly in countries with large and r apidly growing onlinepopulations such as India, have lower levels o use than the global average. 20Wikimedia has dramatically lower reach in the Global South, which includes regionswith the worlds most rapid growth in Internet usage. In the coming years, a keychallenge or Wikimedia will be to replicate its earlier successes in developing editingcommunities that create valuable, high quality knowledge resources in languages theyare literate in, to engage a growing readership in all parts o the world.

    Increase reach

    Through 2015, the Wikimedia Foundation will:The wiki was invented in 1995. Using it collaboratively to create an encyclopedia wasa social innovation. We need to continue to make technical and social innovations inorder to keep pace with changes in how readers are accessing inormation, and sothat we can do an even better job o enabling powerul collaborative work.

    Innovation in the context o a global movement is dependent on the voice andparticipation o thousands o individual volunteers. Beyond organizing our own e orts,we must ally with like-minded open source and ree knowledge organizations andinitiatives.

    Some areas ripe or innovation are obvious. While it is easy to read the Wikimediaprojects, participating is hard. Few tools exist to support on-site networking, dialogueand task management. Projects such as Wiktionary and Wikimedia Commons haveonly limited technical support or the specic problems users ace. Even the readerexperience is airly austere, with limited means to explore topics, visualize inormationand conduct searches.

    The prolieration o mobile phones, smartphones, e-readers and netbooks necessitatesdramatic improvements to acces sibility, usability and participation on the se and otherplatorms. For millions o people, these platorms, not the personal computer, are therst exposure they have to the Internet.

    The most surprising and important innovations are likely nowhere on our roadmap.Exploring the unknown will be at least as important as developing solutions to knownproblems. We must continually support our global community in experimentation,learning and discovery, and must regularly translate successul experiments into anormal part o the Wikimedia experience. This will be essential to reaching our ve-year targets.

    The Wikimedia Foundation is young. As it t akes on new responsibilities andproactively works toward the movements priorities, its spending will increase. Duringthe strategic planning process, the sta o the Wikimedia Foundation, with the helpo The Bridgespan Group, developed detailed assumptions about stang, operatingand capital expenditures, and other costs the Foundation would incur over the nextve years. Based on these projections, we estimate that the Foundations budgetmight grow to approximately $50 million by 2015.

    The resourceswell need

    Revenue PlanIn 2009, the Wikimedia Foundation decided to ocus its undraising energies on amany small donors model, and in 200910, the Foundation raised $8 million rommore than 250,000 individual donors, signicantly more than the previous year.23

    We will continue this approach, because it:

    Aligns undraising with the rest o the Wikimedia movement. It is global and itempowers ordinary people.

    Enables the organization to stay ocused on its mission and strategy. It reducesthe possibility that needs and desires o large unders could pull the organizationo-target.

    Creates the correct incentives. Wikimedia should be accountable and responsiveto its readers and editors.

    Reducesrisk.It ensures that donors will not inappropriately grow to become morevalued to the organization than editors.

    Is highly efcient and eective. It is by ar the most scalable model.

    Is highly stable. Individual donations happen on a relatively predictable scheduleall year round.

    Is inclusive o chapters and the global Wikimedia community. Individual donationscan easily become part o community-level undraising.

    In addition to seeking increased support rom community donations, Wikimediawill continue to raise limited but critical unds rom oundations, major donors, andlicensing and other business par tnerships.

    We believe that major donors and oundations contribute important resources tothe Foundation, including connections to useul expertise, thought leadership, andpotential partners. As a matter o general practice, however, the Foundation will nolonger enter into restricted grants or non-core operational activities and programs.

    Wikimedia chapters rst emerged out o a desire among volunteers to createorganizations that could serve the Wikimedia movement on a local level. As o 2011,30 chapters have ormed, with extensive coverage within Europe and more limitedcoverage in Asia and South America. Most chapters are still small, entirely volunteerorganizations.

    Chapters are independent organizations ounded to support and promote theWikimedia projects within a geographic region. Like the Foundation, they aim toempower and engage people around the world to collect and develop educationalcontent under a ree license or in the public domain, and to disseminate iteectively and globally.

    Chapters are engaged in a range o activities in support o Wikimedias vision:

    Outreach activities to expand and add diversity to the community o volunteerscontributing to Wikimedia projects.

    Communications to improve the understanding o Wikimedia and engage withand respond to media and other stakeholder inquiries.

    Advocacy on behal o ree knowledge.

    Community-building activities to help reinorce social bonds.

    Knowledge-creation projects to add valuable resources to Wikimedia projects.

    Stabilize infrastructure Chapters provide important capacity or the movementswork, however most are still young. The chapters will need to improve their capacityto serve their communities at a greater scale o impact.

    Increase participation Chapters will continue to play an active role inorganizing and unding in-person community gatherings and in conducting outreachprograms to bring new, diverse groups to Wikimedias projects.

    Improve quality Chapters will continue to support the work o editors and pursueopportunities to ree knowledge in their geographies or use in the projects. They alsohave an important role in creating content partnerships with cultural institutions intheir geographic area.

    Increase reach Chapters provide the local expertise, inrastructure and passionthat can help to spur project growth. As the movement ocuses more energy onthe Global South, it will be valuable to build chapters in A sia, Sub-Saharan Arica,the Middle East & North Arica, and Latin America.

    Encourage innovation Chapters should encourage innovation among thecommunities they ser ve and experiment with new approaches to their work.
