A Message from the Board Chair Sandra J. Talbot…. This past year has proven to be a busy year for the Woodstock Police Service, as well as the Police Services Board. As always, providing the best police protection and service delivery to our community remains our first and foremost goal, while also remaining fiscally responsible to our citizens. One priority identified in our Board’s self-assessment was to move to an electronic format to access our meeting material, thereby reducing time and photocopying expenses. This year also saw the Board’s and Senior Administration’s continued focus on the 2012 - 2015 Business Plan, using it as a guide to achieving our identified priorities in local policing. In March, we were happy to host an Ontario Association of Police Services Boards and Ontario Association of Chiefs of Police Zone 4 meeting. This group is comprised of municipal police services including Brantford, Halton, Hamilton and Niagara Region that are governed under Section 31 of the Police Services Act, as well as other smaller communities and township areas who are serviced by the OPP under Section 10 of the Police Services Act. At that meeting, Chief Freeman was awarded the Queen Elizabeth II Diamond Jubilee Medal after being nominated by his peers. In May, we launched our Crime Mapping Program on our website so that members of the public can see crime data relating to trends in our community. A Drug-Drop-Off Program was also initiated with nearly 2,300 grams of prescription drugs and medication safely disposed of. In September, we welcomed 5 new Auxiliary Unit members bringing our current complement to 12. The Auxiliary Unit conveys crime prevention messages and supports our regular members as needed. As a Board, we have started looking at the addition to our existing Headquarters, in order to create the organizational efficiencies we need to move forward effectively. We have been planning and working towards 2015, when the project is scheduled to begin.

____________________________________________ A Message from Chief Rodney B. Freeman…. It is clearly a distinct privilege for me to present you with the Woodstock Police Service’s 2013 Annual Report. The dedicated men and women of this police service worked throughout the year to fulfill their professional commitment to our citizens, that of “Protecting Our Community.” This 37 page report does not even come close to capturing all of their successes and achievements, but provides a mere snapshot of the year’s many highlights. To the citizens of the City of Woodstock, thank you for the constant support that you extend to our members, reflecting the fact you value their role and efforts in keeping our community safe and orderly. As expressed by Sir Robert Peel in 1829, “The ability of the police to perform their duties is dependent upon public approval of police actions.” This community’s consistent support and often expressed appreciation of our members is unquestionable – thank you. To the members of the Board, thank you for the support you have extended to our organization throughout this past year, just as you have for the last 5 years. Your governance role and civilian oversight is essential to ensuring our community receives the quantity and quality of municipal policing our citizens so richly deserve. To the men and women of the Woodstock Police Service, I salute you for your enduring commitment and constant professionalism while sometimes facing adversity, unjust criticism from uninformed, ill-informed or corrupt sources, and in bravely facing the all too frequent dangers associated to fighting crime, maintaining the public’s peace and protecting our citizens. You perform a vital service through a noble profession. I thank you and it is important that you know your professional accomplishments are meaningful to our citizens. During 2013, officers responded to a total of 15,346 calls for police service from members of the public. This is a very small reduction (0.93% or 144 calls) from the 2012 level. These calls for service ranged from routine daily occurrences dealing with a variety of civil and criminal issues affecting our community’s quality-of-life right up to a homicide investigation in August; the most serious offence in the Criminal Code of Canada. The members of the Woodstock Police Service consistently strive to provide our citizens with a prompt, reliable and professional police response to all calls for assistance received from the public.

Excerpt from the Woodstock Sentinel Review January 15th, 1964: Woodstock Police answered 7,940 service calls last year, an increase of 653 over 1962, Police Chief W. J. Ennis said today. The mileage of police cruisers increased by 5,000 miles. Chief Ennis also noted that beat patrolmen found 1,213 business establishments unlocked, an increase of 197 over the previous year.

The Criminal Intelligence/Drug Enforcement Unit has mounted an aggressive enforcement campaign over the last few years in an effort to disrupt and displace the illegal drug culture operating within our city. That effort is clearly having an impact in addressing the illegal drug market that clearly impacts all the crime categories. This important issue is currently one of our Service’s operational priorities, as identified by the recent community/business survey. Balanced with this enforcement effort are anti-drug abuse educational programs, as well as efforts to promote the availability of local treatment programs and other support agencies in place to assist those in need.

First Annual “Drug Drop Off and Safe Disposal” Day

During Police Week in May, members of the WPS Auxiliary Unit, Cst. Steve McEwen, Deputy Chief Daryl Longworth and community volunteers established a very successful “drug drop off” program in the city, where residents could safely dispose of old prescription drugs without fear of the drugs falling into the wrong hands where they may be abused.

Constable Steven McEwen (pictured) is assigned to the Community Service/Media Relations officer positions. In this role, Constable McEwen continues to work together with students, teachers, parents and administrators in the elementary schools across the City of Woodstock. As Community Service Officer (CSO), Constable McEwen regularly engages local youth in rapport building, by attending schools to deliver information on various topics to students from JK to grade eight. These topics include bullying, drug awareness, proper use of 911, internet safety, bike and pedestrian safety and providing information on duties of a police officer. Constable McEwen continues to deliver a portion of the Values, Influences, and Peers (VIP) Program to all grade 6 classes, a part of the London District Catholic school Board and Thames Valley District School Board curriculum. Constable McEwen is a resource available to school principals for incidents that occur at the schools involving students. The Woodstock Police Service is committed to working together with the schools to resolve issues in the early stages. In a few cases, criminal charges have been laid. Constable McEwen is also responsible for the supervision of co-op students selected from the local high schools. These students are given an opportunity to be involved in the internal operation of our police service and assist Constable McEwen in his duties. The CSO partners with groups to offer public education on risk reduction and crime prevention. He also works with other groups within the city including: Big Brothers and Big Sisters, Special Olympics, Tim Horton’s Earn-A-Bike Program, Risk Watch, Senior’s Groups, the Oxford County Injury Prevention Team, as well as other groups and committees. Again in May 2013, Constable McEwen and Constable Hiiuvain staged another successful Police Week Program at Museum Square. The event was well attended bringing many people downtown. Other agencies in attendance included members of Oxford OPP, RCMP, and the Military Police. In July, the Woodstock Police Service conducted another very successful Tim Horton’s Earn-A-Bike Program. Ten local youth were involved in working in our local parks cleaning up trash, painting and gardening. In the end, each youth earned a brand new bike supplied by our local Tim Horton’s outlets. In November 2013, Constable McEwen along with community members involved in Rotary Club, Lions Club, Oxford EMS, Woodstock Fire Department and our school boards ran

another very successful Racing Against Drugs Program at the Oxford Auditorium. Students from all across Oxford County were able to attend and participate in “pit stops” where they learned about the dangers of drug and alcohol abuse, internet safety, fire safety, rail safety and other topics. With the assistance of our very dedicated Woodstock Police Auxiliary Unit, a number of events including the Woodstock Santa Claus Parade, Victoria Day celebrations, and our Christmas Fill-A-Cruiser Charity Food Drive in partnership with Sobeys and Salvation Army were attended. The “Lock It or Lose It” crime prevention initiative was conducted throughout the year in various locations across the city. Constable McEwen is also our Media Relations Officer, handling inquiries from media outlets as well as issuing daily press releases describing police activity within our community. Additionally, he responds to requests for radio, television and newspaper interviews including requests from our local Rogers TV, Heart FM and Sentinel Review newspaper. In 2013, Constable McEwen and Constable Hiiuvain initiated the use of Twitter, along with our Facebook page to communicate with members of the public. We will continue to improve our use of these social media platforms throughout 2014.

This year has been an exciting one that saw numerous events which pushed forward our Service’s motto of “Protecting Our Community.” The focus of the High School Liaison Officer Cst. Eric Hiiuvain (pictured) has been “Protection through Prevention”. Cst. Hiiuvain has worked in partnership with the five high schools, building a positive relationship between the youth and our Police Service. He has presented to a variety of classes; law, careers, science and health. Cst. Hiiuvain also had the distinct pleasure this year to bring Rachel’s Challenge to the local high schools. Through gifted presenters, the story of Rachel Scott, the first victim of the Columbine shooting, was given to the five high schools. Rachel’s Challenge has worked to change school climate, decrease bullying, incidents of threat, depression and suicide. They focus not on school shootings, but on transforming student outlooks to increase compassion, self-esteem and acceptance. Part of this event included schools adopting a “Friends of Rachel” Program. Through this program, the students continue to bring forward Rachel’s message of how a simple act of kindness can change the world.

This year also saw the Woodstock Police Service connecting to our community through Social Media. Cst. Hiiuvain with Cst. McEwen brought forward the Woodstock Police Service’s Facebook page. Since its introduction on October 2nd, 2010, our Facebook profile has seen little use and had a very limited reach. In April of 2013, it was recognized that our Service had to move forward and we saw the great potential of a Social Media presence. Since reinventing our public profile in April 2013, to December of this year, we saw our “Likes” (members of the community who use Facebook, clicking that they like our page) going from around 30 to over 700, and our reach going from 239 to over 2,500 (this is the total number of people who saw our posts). On May 15th, we joined Twitter as part of 2013 Police Week’s theme, “Walking the Digital Beat.” We now have over 450 followers who read our tweets. Cst. Hiiuvain also assisted in bringing the “Code Red” lockdown procedures (utilized by the high schools), to other businesses and services. Cst. Hiiuvain along with other officers worked with Fanshawe College, Firestone as well as Woodingford Lodge to assist them with creating and setting emergency procedures in place. Other events Cst. Hiiuvain assisted with were: the Prescription Drug Drop Off day, the Special Olympians and their basketball fundraisers, Big Brother/Big Sister Kids n’ Kops program and Take Your Kids to Work Day for the grade 9 students.

As Woodstock Police Service’s Crime Stoppers Liaison, Cst. Hiiuvain assisted in a variety of events to promote the importance of this program, as well as its’ message to the community. Working alongside Cst. Trevor Lamb of the OPP, Cst. Hiiuvain performed his duties as coordinator, as well as

attended the “Shred It” event, Dairy Capitol Run, Woodstock Street Fest, the Woodstock Santa Claus Parade and various Zone meetings for the Crime Stoppers Program. Constable Hiiuvain has also worked with the Student Crime Stoppers which are linked to our local high schools in promoting the Crime Stopper message to our youth.

The Service’s training officer, Cst. Paul Hill, is responsible for coordinating the training of all members of the Service, including all training mandated by Federal and/or Provincial Ministries, Police Services, and/or the Chief of Police. Members of the Service also receive ongoing training in relation to new legislation, Ministry directives, CPR and First Aid requirement(s), and any other training needs as identified by the Chief of Police. Cst. Hill has been involved in police training since 2008 and was assigned full-time to the Service’s Training Unit in early 2013. Over the course of the past year, all uniform members as well as Special Constables and Auxiliary Unit Officers received their annual Use of Force training, which included firearms training. Additionally, there was enhanced spring and fall training sessions provided to members. This training covered a wide range of topics and was provided in both a practical and classroom setting, involving guest speakers from within the community. The topics ranged from Health Risks for First Responders, Active Shooter Training, Domestic Violence, a review of Impaired Driving Case Law, to information from Canadian Mental Health in dealing with person(s) suffering from Alzheimer’s and Dementia. Members of the Woodstock Police Service are constantly provided with ongoing educational and training opportunities through senior courses at the Ontario Police College and online resources, such as the Canadian Police Knowledge Network (CPKN). In policing, as with any profession, the training provided for our members is an ongoing, constant and vital process for the delivery of professional policing to our citizens and community. In addition to facilitating the training, Cst. Hill is deployed to uniform patrol duties throughout the busy summer months, to support patrol officers on the front line during our busiest time of year.

Woodstock Police Chaplain Colin F. Nanton 2013 was a year of planting and cultivating for Colin Nanton as your Service Chaplain. Colin's role as Chaplain, unlike Chaplains in many other police services, is to support our membership in their needs, both personal and professional. While many Chaplains are strictly charged with supporting the community, Colin interacts with the men and women within our Service. He participates in events and meets with members both on and off duty to provide his support. He joins our officers on general patrol on a regular basis.

This year, Colin continued his studies at McMaster Divinity College as a full-time student in the Masters Degree Program in Theology. Graduating in 2014, he intends to continue his studies in the PhD program, pursuing a doctoral degree in Leadership. He has also taken on a role as professor at Fanshawe College in the Police Foundations Program, teaching Ethics and Leadership to the first-year students. He has been named adjunct professor with the Institute

for Law Enforcement Administration (ILEA), Plano TX and teaches in their Ethics Train-the-Trainer Program, as well as continuing his role with the Police and Family Conference. Chaplain Nanton’s presence within the Woodstock Police Service continues to be of valuable support for our members. We look forward to our continued association for the benefit of our members and the community.

Over the last few years the Woodstock Police Service Information Technology (IT) Unit has been progressively upgrading its’ computer systems to provide a more efficient and resilient network. These upgrades reliably deliver the necessary tools to our officers and civilian staff in order to support them in performing their police-related duties for the community more effectively. Just to name few of these progressive initiatives, IT has implemented a brand new website for community visibility and education at www.woodstockpolice.ca, facilitated the implementation of new in-car computer terminals, and created a modernized redundant server infrastructure. Looking forward, our 911 Communications Centre data network will be upgraded, making our centre one of the many Next Generation 911 services across Ontario and Quebec. These improvements will be the base structure for the much needed “Text with 911 (T911)” feature for the deaf, hard of hearing and speech impaired community. In addition, advanced features such as “In call location update” allowing the Call-taker to acquire a real-time location for active wireless calls and the delivery of all dropped/hang-up 911 calls to the 911 Centre will be reliably achieved. The IT Unit is looking forward to the technology challenges we will face in 2014. Successfully addressing these challenges will enhance the safety of our community and improve the safety of officers on the frontline of policing our city. The Woodstock Police Service Auxiliary Unit has completed another successful year assisting with many community events, crime prevention programs, and in supporting our officers on general patrols throughout the city. Our Unit now has 12 fully trained members contributing volunteer hours to our Service under the guidance and supervision of Auxiliary Liaison Officers Sgt. Marvin Massecar, Cst. Don MacKenzie and Detective Cst. Ryan Wright. During 2013, members of the Unit completed 924 hours of community events, 1,200 of ride-a-long hours with officers on frontline patrol, 445 hours of training and 258 hours of administrative duties for a total hourly commitment of 2,827 hours for the year – outstanding! The members of the WPS Auxiliary Unit attended 49 separate community events spanning 68 days – predominently over the spring to fall seasons. ← In October, Woodstock Police officers partner with elementary school students in the Student Radar Program, designed to create driver awareness to the start of the new school year and the return of young students to our sidewalks and school crossings.

Every citizen complaint and internal investigation ordered by the Chief of Police is thoroughly conducted and reviewed. When considering the incredible number of police – citizen contacts made annually in a wide variety of sometimes hostile and difficult circumstances, these very few conduct investigations are well within acceptable limits. The fact there were so few formal complaints reflects positively on the genuine professionalism of our officers who face policing challenges every shift.

The Police Services Act requires members of a police service to submit a use of force report to the Chief of Police whenever the member:

1) Draws a handgun in the presence of a member of the public, excluding a member of the police force while on duty, or discharges a firearm;

In each of the 48 incidents requiring an application of force by police, with the exception of destroying injured animals, the officers were dealing with actively resistant offenders or circumstances that justified measures to protect their safety or the safety of members of the public. Each use of force incident is reviewed by a senior command officer. It was determined that in every incident, the officers responded appropriately to the level of active resistance demonstrated by the suspect being dealt with. Woodstock Police officers responded to over 15,000 calls for service from members of the public and they dealt with a wide variety of assaultive, violent, actively resistant and/or armed offenders in 2013. When considering the unpredictable nature of frontline policing, these statistics are well within acceptable margins.

Chief of Police Commendation Awarded

On May 13th, 2013, Cst. Michael Routly was presented with a Chief’s Commendation in recognition of his timely and professional response to a “suicide in progress” call. Cst. Routly’s effective emergency response clearly saved the life of a person in great distress that particular day.

Parliament Hill – Ottawa – WPS Contributes to Mandatory Minimum Sentencing

On May 9th, 2013, Chief Freeman was honoured to be invited to address the Standing Senate Committee on Legal & Constitutional Affairs in support of a Private Member’s Bill C-299 relating to the serious criminal offence of kidnapping. While on Parliament Hill, Chief Freeman was privileged to be introduced to our country’s leader, the Right Honourable Prime Minister Stephen Harper. Last year, also in May, Chief Freeman had previously been invited to Ottawa to testify before the House of Commons Standing

Committee on Justice and Human Rights in relation to this very important amendment to the Criminal Code. On both occasions, Chief Freeman spoke in strong support of M.P. David Wilks’ Private Member’s Bill calling for a mandatory minimum 5-year prison term for any offender convicted of committing a stranger-kidnapping of a child under the age of 16 years. This was an extremely rare opportunity for a police chief to testify before both a Parliamentary Committee and a Senate Committee. In June of 2013, Bill C-299 received Royal Assent from the Parliament of Canada, thereby establishing a mandatory 5-year prison term for those convicted of this heinous criminal offence. M.P. New Recruit

Constable Graham Reeves was hired in August to fill a vacancy created by an earlier retirement. Deputy Chief Daryl Longworth and Chief Rod Freeman were pleased to attend the formal graduation ceremony for Constable Reeves, held at the Ontario Police College on November 28th. WPS wishes Cst. Reeves great success in his career.

Also in attendance during the graduation March Past to support Cst. Reeves were Police Service Board members Past Chair Nancy O’Grady and Board Vice Chair Mary Anne Silverthorn.

Queen’s Diamond Jubilee Medal Awarded In March, Chief Freeman was awarded the Queen’s Diamond Jubilee Medal by the Canadian Association of Chiefs of Police (C.A.C.P.), in recognition of his career achievements and contributions to progressive policing and the C.A.C.P. The President of the Ontario Chiefs of Police, Halton Regional Police Chief Stephen Tanner, presented the medal to Chief Freeman on behalf of the C.A.C.P.

On December 14th, in partnership with Sobeys, the dedicated members of the WPS Auxiliary Unit conducted another successful “Fill-A-Cruiser Campaign”, filling 9 police cruisers with groceries generously donated by our citizens.

In 2013, two Woodstock charities, the Oxford County Unit of the Canadian Red Cross and the Canadian Tire Jumpstart Program, each received $15,000 from the November 9th gala proceeds. Additionally, this year the committee donated $1,000 each to four worthy community charitable causes: Inn out of the Cold, the Woodstock YMCA, the Southgate Centre and the Salvation Army.

Domestic Assault Services of Oxford’s (DASO) “Walk a Mile in Her Shoes” Violence Awareness and Fundraising Campaign

Once again, the members of WPS supported DASO through their participation in the “Walk a Mile in Her Shoes” event, held in June.

On May 25th, members of the Woodstock Police Service joined local Special Olympians in the “Annual Law Enforcement Torch Run in Support of the Special Olympics.” This torch run begins at police headquarters and the finish line is at another of our strong community supporters and partners – Boston Pizza. There, WPS members and Olympians celebrate our partnership and our hope for another successful year for the Olympians. The Mission of the Special Olympics – Ontario is “To provide year-round sports training and athletic competition for individuals with intellectual disabilities.” WPS members are in full support of that Mission and continue to support our Special Olympians.

Police Week – May High School Resource Officer/Crime Stoppers Liaison Officer Cst. Eric Hiiuvain participates in the Oxford Injury Prevention Team’s Distracted Driving Simulator during Police Week celebrations, held in May at Museum Square in downtown Woodstock.

Mothers Against Drunk Driving – Oxford County Chapter

The Woodstock Police Service and our Auxiliary Unit members were pleased to support the new Oxford County MADD Chapter in a voluntary toll fundraising and awareness event held in November.

United Way’s “Day of Caring” Program

On June 6th, along with many other community volunteers, Chief Freeman & Deputy Chief Longworth helped prepare and distribute healthy morning snacks to students from kindergarten to Grade 8 in the “Healthy Snacks Program” at St. Patrick’s School. The members of WPS are strong supporters of the United Way’s many community-based programs aimed at improving the quality of life for those in need of support.

(www.woodstockpolice.ca) “CrimePlot” - A Crime Mapping Program for Citizens

In May, the Woodstock Police Service launched a new local crime mapping tool that is publicly available by clicking on the “CrimePlot Crime Mapping” icon on the Woodstock Police webpage at www.woodstockpolice.ca.

This new program, originally created by the Midland Police

Service, will allow our citizens of Woodstock to visualize criminal activity and police calls for service in and around our community.

The mapping data is an extract from our master database and only contains incidents that meet public disclosure eligibility. We won't provide detailed locations for any specific incident and the co-ordinates have a margin of error induced to help anonymize the visualizations.

Incident classifications that could lead to the identity of a victim have not been included on this map. Confidentiality and privacy issues for incidents involving sudden deaths (natural causes), suicides, suicide attempts, mental health issues, domestic violence, child abuse, etc. are fully respected.

In addition, we don't publish frauds, court process, bail violations and other generic incident types that would be meaningless to visualize unless you were made aware of the details of that specific incident. We classify such catch-all types of incidents as "Police Assistance" and don't visualize those since we are not at liberty to disclose the particulars of that particular type of calls for service.

Since we only show a subset of our police data, you cannot expect the numbers of mapped incidents visible to a viewer are a complete reflection of how many incidents that are actually on file for the day(s) or time range you selected.

Crime prevention and community safety are joint responsibilities of both the members of the Woodstock Police Service and all our citizens!

Cst. Steve McEwen

In May, through a local media release, Cst. Steve McEwen publicly announced a new online bicycle registration program available to citizens through our website at www.woodstockpolice.ca.

After a bicycle owner registers some very basic contact information, such as: the bike’s make, model and serial number, officers on patrol will be able to track down the original owner through the Service’s database, when found bikes are reported or brought into the station.

To assist the public in learning about the online registration program, local bicycle retailers such as SportChek and Canadian Tire, have partnered with the Woodstock Police Service to distribute information handouts to buyers.

This program originated with Cst. Steve McEwen, our Community Services Officer, and the talented members of our IT Unit. It is designed to provide our citizens of Woodstock with one more avenue of accessing the police, and to assist in protecting and recovering their property.
