1. Overview

1.1. General

This document gives guidance on the organisation, tasks and responsibilities of examiners taking Skill Tests, Proficiency Checks and Assessment of competence (AoC) on behalf of FOCA. It describes the procedures related to tests/checks based on FCL legislation. This document does not cover EASA Air Operations Regulation requirements. However, general guidance is given in Annex 1. All persons authorised by FOCA as Examiners shall adhere, in their duties and activities therein, to the applicable documents and guidance material such as EASA Part.FCL, FOCA Examiner Guide, official FOCA Forms, Work Instructions and all other necessary documentation in pursuance of their tasks.

Examiners shall keep in mind; when conducting Skill Tests, Proficiency Checks and Assessments of Competence, you are doing so in the interest of flight safety.

1.1.1. Objective

The aim of this document is to support: a lean but highly efficient examiner system. the presence to our stakeholders and the aviation industry. the cooperation with our stakeholders and the aviation industry. a highly qualified examiner corps. a collegial and trustworthy relationship with our FOCA examiners. and improve examiner training by using feedback from the examiners. and introduce an electronic platform as a tool for the control and supervision of pilot

Skill Tests, Proficiency Checks and Assessments of Competence (AoC). the harmonisation of examiner procedures for:

1.1.2. 1.2. Oversight and Supervision of Skill Tests, Proficiency Checks and Assessments of Competence

Notification and recording of examination details to enable oversight and supervi-sion Introduction of an internet based control tool (www.flexco.ch)

As all licence Skill Tests, Proficiency Checks and Assessments of Competence are con-ducted on behalf of the Authority, FOCA shall have the possibility to supervise this activity. To enable FOCA’s obligation for oversight, notice of all Skill Tests, Proficiency Checks and Assessments of Competence shall be given at least 48 hours in advance on www.flexco.ch, which is provided by SBFP. Tests, Checks and AoC’s conducted within a Swiss AOC as part of the company examiner system shall be notified on a monthly basis. Exemptions may be granted by FOCA, SBFP only.

2. Evaluation

2.1. Proposal and nomination of Examiners

Examiner candidates may be proposed by Swiss training- and commercial organisations. SBFP shall then evaluate the demand for examiners on the requested class, type, licence level or other specific qualifications. The basic rule for evaluation shall be:

FOCA shall have an adequate number of examiners to fulfil the Skill Test, Proficiency Check and Assessment of Competence tasks of Swiss licence/certificate holders.

Under no circumstances shall the personal interests of an examiner candidate be taken in-to consideration during this evaluation.

2.2. Requirements

Examiners shall be proposed by an Organisation, either an Operator, an ATO or by FOCA directly, if there is a specific demand on a particular class or type of aircraft. The Organisation must operate the type of aircraft for the requested Examiner Authorisa-tion. The supporting ATO shall be authorised to instruct on the class or type for which Examiner Authorisation is sought.

2.3. Candidate Assessment

The assessment is to be conducted by FOCA and shall include: 1. Internal FOCA screening (e.g. feedback from SB Sections) 2. Language assessment, if an examiner candidate does not at least possess a LPR of

ICAO level 5 (*). 3. Evaluation of the candidate’s performance as instructor during a training session (**).

instructional techniques 4. Personal interview with the examiner candidate taking into account:

character loyalty and integrity trustworthiness personal appearance Written test on knowledge of EU-Basic Regulation 216/2008, Commission Regula-

tion (EU) No 1178/2011 as amended 5. Written test on theoretical knowledge appropriate to the level of licence.

3. Balloon Examiner

3.1. Notification of Exams for Balloon Pilots

Prior notification of Tests, Checks and AoC’s shall be given by the Balloon Examiner using the electronic tool www.flexco.ch, which is provided by SBFP.

3.2. Exams for Balloon Pilots

Tests, Checks or AoC’s for Balloon Pilots shall be carried out by a Balloon Examiner. The Balloon Examiner shall be present in the balloon basket. Where the Examiner is the PIC of the flight, he shall have the required valid rating.

3.3. Minimum Flight and Instruction Experience to become a Balloon Examiner

FE(B) for BPL and LAPL(B) (FCL.1005.FE (e)(1))

3.4. Balloon Examiner

Balloon Examiners are assigned to a designated Balloon Examiner by FOCA/SBFP. Balloon Examiners normally report to the assigned Balloon Examiner. The second contact person for all Balloon Examiner issues shall be the FOCA/SBFP

SP(A) Inspector. Balloon Examiners are authorised to perform Tests, Checks and AoC’s provided that

notice for the relevant exam has been given to FOCA/SBFP, at least 48 hours in ad-vance, using the electronic tool at www.flexco.ch, which is provided by SBFP. Exemp-tions may only be granted by FOCA/SBFP.

Balloon Examiners are assessed and periodically supervised by the FOCA/SBFP SP(A) Inspector.

3.5. Revalidation of Balloon Examiner

The FOCA/SBFP SP(A) Inspector, the FOCA assigned Balloon Examiner, or a FOCA/SB Inspector delegated by SBFP, shall conduct the supervision/Assessment of Competence and make the decision to revalidate the Balloon Examiner authorisation.

4. Sailplane Examiner

4.1. Notification of Exams for Sailplane Pilots

Prior notification of Tests, Checks and AoC’s shall be given by the Sailplane Examiner us-ing the electronic tool at www.flexco.ch, which is provided by SBFP.

4.2. Tests, Checks and Assessments of Competence for Sailplane Pilots

Tests, Checks or AoC’s for Sailplane Pilots shall be carried out by a Sailplane Examin-

er on the sailplane. Sailplane Examiners shall sit on the seat not normally occupied by the Pilot. This seat

shall be equipped with full controls. Where the Sailplane Examiner is the PIC of the flight, he shall have the required valid

rating.

4.3. Minimum Flight and Instruction Experience to become a Sailplane Examiner

FE (S) for SPL and LAPL(S) (FCL.1005.FE (d))

Min 300 h Min 150 h flight instruction or 300 flights as FISailplane FE(S) for the extension of SPL privileges to commercial operations (FCL.1005.FE (d)(2))

4.4. Sailplane Examiner

Sailplane Examiners are assigned to a designated Senior Sailplane Examiner. Sailplane Examiners normally report to the assigned Senior Examiner. The second contact person for all Sailplane Examiner issues shall be the FOCA/SBFP

SP(A) Inspector. Sailplane Examiners are authorised to perform Tests, Checks and AoC’s provided that

notice of the relevant exam has been given to FOCA/SBFP, at least 48 hours in ad-vance, using the electronic tool at www.flexco.ch, which is provided by SBFP. Exemptions may only be granted by FOCA/SBFP.

Sailplane Examiners are assessed and periodically supervised by the assigned Senior Sailplane Examiner.

4.5. Revalidation of Sailplane Examiner

The FOCA/SBFP SP(A) Inspector, the FOCA assigned Senior Examiner Sailplane, or an Inspector FOCA/SB delegated by SBFP, shall conduct the assessment and make the de-cision to revalidate the Sailplane Examiner authorisation.

4.6. Organisation for the Supervision of Sailplane Examiners

Supervision shall be organised regionally. The assigned Senior Sailplane Examiners report to the FOCA/SBFP SP(A) Inspector.

4.7. Organisation for the Supervision of Senior Sailplane Examiners

The FOCA/SBFP SP(A) Inspector, or a FOCA/SB Inspector delegated by SBFP, supervis-es/assesses the Senior Sailplane Examiners.

5. Single Pilot Aeroplane – SP(A) Examiner

5.1. Notification of Tests, Checks and Assessments of Competence for SP(A) Pilots

Prior notification of Skill Tests, Proficiency Checks and AoC’s shall be given by the SP(A) Examiner using the electronic tool at www.flexco.ch, which is provided by SBFP.

5.2. Skill Tests, Proficiency Checks and AoC’s for SP(A) Pilots

Skill Tests and Proficiency Checks for SP(A) Pilots shall be carried out by an SP(A) Examiner on the aeroplane.

The SP(A) Examiner shall sit on the right-hand Pilot seat (or, on the seat equipped with controls and not normally occupied by the Pilot).

As the SP(A) Examiner is the PIC of the flight, he shall hold the required (valid) rating.

5.3. Minimum Flight and Instruction Experience to become a SP(A) Examiner

5.4. SP(A) Examiner

SP(A) Examiners (FE, CRE, IRE, FIE) are assigned to a designated SP Senior Exam-iner; they might also be assigned directly to the SP Inspector

SP(A) Examiners normally report to the assigned SP Senior Examiner. The alternative point of contact for all Examiner matters shall be the FOCA/SBFP

SP(A) Inspector. The activities of company SP(A) Examiners may be limited to the company they are

assigned to. SP(A) Examiners are authorised to perform Skill Tests, Proficiency Checks and As-

sessments of Competence, provided that prior notification of the relevant test, check or AoC has been given to FOCA/SBFP, at least 48 hours in advance, by using the elec-tronic tool at www.flexco.ch, which is provided by SBFP. Exemptions may only be granted by FOCA/SBFP.

SBFP may limit the total number of Examiner authorisations with regard to the number of Examiners available for the respective class or type of aircraft.

SP(A) Examiners are supervised and periodically assessed by the assigned SP Senior Examiner.

5.5. Revalidation of SP(A) Examiner

The assigned SP(A) Senior Examiner, the FOCA/SBFP SP(A) Inspector, or a FOCA/SB Inspector, delegated by SBFP, shall conduct the supervision and make the decision to revalidate the SP(A) Examiner authorisation.

5.6. Organisation for the Supervision of SP(A) Examiners

6. Multi Pilot Aeroplane – MP(A) Examiner General This work instruction provides detailed guidance regarding licensing matters, where the exam-iner acts on behalf of FOCA/SBFP. The mandatory items for an OPC in accordance with the requirements of Part.OPS are very similar to those of the LPC based on Part.FCL and it is common to combine the checks as an LPC/OPC. Further information for AOC-holders can be found in Annex 1.

6.1. Notification of Skill Tests, Proficiency Checks and Assess-ments of Competence for MP(A) Pilots in accordance with Part.FCL

6.2.3. Skill Tests and Proficiency Checks for MP(A) Pilots on the aeroplane For aeroplane types where no approved simulator is available, Skill Tests and Proficiency Checks on the aeroplane require an approval from FOCA in accordance with Operations Directive OD-012E. The request for approval shall include: the reason why the examination cannot be conducted on a simulator. the date of the examination, as well as the location/airports and the registration of the

aeroplane to be used.

The crew composition shall be as follows: Two Pilots at the controls Both Pilots have the required type rating (‘current’ or expired), or have completed the

respective type training course. The other Pilot at the controls is a type rated TRI. Furthermore: The TRE shall not normally be part of the crew. If there is no TRI available, the TRE

shall be in either Pilot’s seat. The TRE is allowed to log both PIC time and TRI-instructor-time. The subsequent MP(A) Pilot Skill Test/Proficiency check must be carried out in a simu-

lator, unless otherwise approved by FOCA.

6.4. MP(A) Examiner

An MP(A) Examiner shall be proposed by an AOC-holder or ATO for the initial application and the Examiner revalidation.

6.4.1. Independent MP(A) Examiners

Independent MP(A) Examiners are normally not limited to one single company. Independent MP(A) Examiners report directly to the FOCA/SBFP MP(A) Inspector, or

to the assigned Senior Examiner. Independent MP(A) Examiners are authorised to perform Skill Tests, Proficiency

Checks and Assessments of Competence for Type- and Instructor ratings, provided that prior notification of the relevant test, check or AoC has been given to FOCA/SBFP at least 48 hours in advance, by using the electronic tool at www.flexco.ch, which is provided by SBFP. Exemptions may only be granted by FOCA/SBFP.

Independent MP(A) TRE’s and SFE’s shall not take ATPL Skill Tests, unless delegated by SBFP. The request for ATPL Skill Tests shall be submitted in accordance with the guidelines of the FOCA Examiner Guide and the relevant checklist (available on the FOCA website). Independent MP(A) Examiners shall send invoices to FOCA for Skill Tests, Proficiency Checks and Assessments of Competence only if conducted with Swiss licence holders.

6.4.2. Company MP(A) Examiners General An examiner performing a combined LPC/OPC (license proficiency check in accordance with EASA Part.FCL - OPC in accordance with EASA Air Operations Regulation) shall take into account the different objectives. In respect of licensing matters, he acts on behalf of FOCA/SBFP. For all matters concerning EASA Air Operations Regulation, the Nominated Person Crew Training shall define specific standards and procedures in the re-spective OM-D. More information regarding OPC can be found in Annex 1.

The activities of company MP(A) Examiners may be limited to the company they are

assigned to. Company MP(A) Examiners report to the Company Chief Examiner (CCE). The second contact person for all Examiner matters is the FOCA/SBFP MP(A) Inspec-

tor. Company MP(A) Examiners are entitled to conduct Proficiency Checks for Revalidation

and Renewal of Type Ratings as well as Skill Tests for the initial issue and Instructor Assessments of Competence.

Company MP(A) TRE’s/SFE’s shall not take ATPL Skill Tests, unless delegated by SBFP. Requests for ATPL Skill Tests shall be submitted by the Company Chief Exam-iner (CCE) or designated QC unit.

6.4.3. Company Chief Examiner – MP(A) A Company may designate a Company Chief Examiner who preferably holds an MP(A)

Senior Examiner Authorisation. The Company Chief Examiner reports to the FOCA/SBFP MP(A) Inspector in all mat-

ters relevant to licensing. The Company Chief Examiner shall be the person in charge of his company’s MP(A)

Examiner Team. o He is the first point of contact for the Company Examiners in respect of their du-

ties. o He shall manage the activities of all his Examiners. o He shall provide a list of planned Skill Tests and Proficiency Checks to the

FOCA/SBFP MP(A) Inspector on a monthly basis. Exemptions may be granted by FOCA, SBFP only.

o He shall check all the examination forms (including all the required attach-ments) either by himself or by establishing an examination form quality control system within the company. All examination forms shall be sent to FOCA through the Company Chief Examiner or the designated quality control unit.

o He is responsible for the correct application of FCL requirements during all Tests/Checks and AoC’s within his organisation.

o He is the point of contact for any problems relating to Tests, Checks and AoC’s discovered by the FOCA Quality Control division.

o He is responsible for evaluating the need for new MP(A) Examiners within the organisation.

o He is in charge of preparing an Examiner candidate for the FOCA assessment. o He shall train and support his MP(A) Examiner candidates in order to pass the

initial Examiner Assessment of Competence conducted by the FOCA/SBFP MP(A) Inspector, or a FOCA/SB Inspector delegated by SBFP.

o He shall ensure that all of his Company Examiners are able to conduct at least the minimum number of Skill Tests, Proficiency Checks or Assessments of Competence in order to fulfil the revalidation criteria.

o He shall coordinate the administration of MP(A) Examiner Authorisations for ini-tial issue, revalidation and renewal (if required).

o He shall ensure that the required Examiner Assessments of Competence of his MP(A) Examiners are carried out by himself or by a Senior Examiner of the company.

o He is responsible for ensuring that his Examiners attend the Examiner refresher course in due time.

o He shall select and nominate Senior Examiners to FOCA if he needs assis-tance in supervising his Company Examiners. FOCA shall verify this nomina-tion.

o He is responsible for reporting any changes affecting the status of Company Examiners, such as: contact details (address), medical problems - particularly those affecting, or likely to affect, the capacity of the examiner to continue in his duties, retirement, loss of ratings, leaving the company, etc.

7. Single Pilot Helicopter – SP(H) Examiner

shall be in either Pilot’s seat. The TRE is allowed to log both PIC time and TRI-instructor-time. The subsequent MP(H) Pilot Skill Test/Proficiency check must be carried out in a simu-

lator, unless otherwise approved by FOCA.

8.4. MP(H) Examiner

An MP(H) Examiner shall be proposed by an AOC-holder or ATO for the initial application and the Examiner revalidation.

8.4.1. Independent MP(H) Examiners

Independent MP(H) Examiners are normally not limited to one single company. Independent MP(H) Examiners report directly to the FOCA/SBFP MP(H) Inspector, or

to the assigned Senior Examiner. Independent MP(H) Examiners are authorised to perform Skill Tests, Proficiency

Checks and Assessments of Competence for Type- and Instructor ratings, provided that prior notification of the relevant test, check or AoC has been given to FOCA/SBFP at least 48 hours in advance, by using the electronic tool at www.flexco.ch, which is provided by SBFP. Exemptions may only be granted by FOCA/SBFP.

Independent MP(H) TRE’s and SFE’s shall not take ATPL Skill Tests, unless delegated by SBFP. The request for ATPL Skill Tests shall be submitted in accordance with the guidelines of the FOCA Examiner Guide and the relevant checklist (available on the FOCA website). Independent MP(H) Examiners shall send invoices to FOCA for Skill Tests, Proficiency Checks and Assessments of Competence only if conducted with Swiss licence holders.

8.4.2. Company MP(H) Examiners General An examiner performing a combined LPC/OPC (license proficiency check in accordance with EASA Part.FCL - OPC in accordance with EASA Air Operations Regulation) shall take into account the different objectives. In respect of licensing matters, he acts on behalf of FOCA (SBFP). For all matters concerning EASA Air Operations Regulation, the Nominated Person Crew Training shall define specific standards and procedures in the re-spective OM-D. More information regarding OPC can be found in Annex 1.

The activities of company MP(H) Examiners may be limited to the company they are

assigned to. Company MP(H) Examiners report to the Company Chief Examiner (CCE). The second contact person for all Examiner matters is the FOCA/SBFP MP(H) Inspec-

tor. Company MP(H) Examiners are entitled to conduct Proficiency Checks for Revalidation

and Renewal of Type Ratings as well as Skill Tests for the initial issue and Instructor Assessments of Competence.

Company MP(H) TRE’s/SFE’s shall not take ATPL Skill Tests, unless delegated by SBFP. Requests for ATPL Skill Tests shall be submitted by the Company Chief Exam-iner (CCE) or designated QC unit.

All Company Skill Test, Proficiency Check and AoC forms shall be forwarded to the Company Chief Examiner or the designated quality control unit within the company. Company Skill Test, Proficiency Check and AoC forms shall not be sent directly to FOCA.

Company MP(H) Examiners shall not send invoices to FOCA for company examiner duties. FOCA shall in return, only invoice the company for the issue of the new licence.

8.4.3. Company Chief Examiner – MP(H) A Company may designate a Company Chief Examiner who preferably holds an MP(H)

Senior Examiner Authorisation. The Company Chief Examiner reports to the FOCA/SBFP MP(H) Inspector in all mat-

ters relevant to licensing. The Company Chief Examiner shall be the person in charge of his company’s MP(H)

Examiner Team. o He is the first point of contact for the Company Examiners in respect of their du-

ties. o He shall manage the activities of all his Examiners. o He shall provide a list of planned Skill Tests and Proficiency Checks to the

FOCA/SBFP MP(H) Inspector on a monthly basis. Exemptions may be granted by FOCA, SBFP only.

o He shall check all the examination forms (including all the required attach-ments) either by himself or by establishing an examination form quality control system within the company. All examination forms shall be sent to FOCA through the Company Chief Examiner or the designated quality control unit.

o He is responsible for the correct application of FCL requirements during all Tests/Checks and AoC’s within his organisation.

o He is the point of contact for any problems relating to Tests, Checks and AoC’s discovered by the FOCA Quality Control division.

o He is responsible for evaluating the need for new MP(H) Examiners within the organisation.

o He is in charge of preparing an Examiner candidate for the FOCA assessment. o He shall train and support his MP(H) Examiner candidates in order to pass the

initial Examiner Assessment of Competence conducted by the FOCA/SBFP MP(H) Inspector, or a FOCA/SB Inspector delegated by SBFP.

o He shall ensure that all of his Company Examiners are able to conduct at least the minimum number of Skill Tests, Proficiency Checks or Assessments of Competence in order to fulfil the revalidation criteria.

o He shall coordinate the administration of MP(H) Examiner Authorisations for ini-tial issue, revalidation and renewal (if required).

o He shall ensure that the required Examiner Assessments of Competence of his MP(H) Examiners are carried out by himself or by a Senior Examiner of the company.

o He is responsible for ensuring that his Examiners attend the Examiner refresher course in due time.

o He shall select and nominate Senior Examiners to FOCA if he needs assis-tance in supervising his Company Examiners. FOCA shall verify this nomina-tion.

o He is responsible for reporting any changes affecting the status of Company Examiners, such as: contact details (address), medical problems - particularly those affecting, or likely to affect, the capacity of the examiner to continue in his duties, retirement, loss of ratings, leaving the company, etc.

9. Senior Examiners

9.1. Prerequisites for Senior Examiner (acc. to AMC1 FCL.1020/1025) Senior Examiners: shall have a minimum of 3 years of experience or have conducted at least 30 Skill

Tests, Proficiency Checks or Assessments of Competence as Examiner. shall be respected within the aviation community. shall have comparable qualifications to a Flight Inspector. shall have close co-operation with the respective SBFP Flight Inspector, which is

based on mutual trust and respect. shall not normally hold a management or Postholder function to avoid conflict of

interests. shall be in a position to have the necessary time available to fulfil the tasks. shall be loyal to the task and towards FOCA.

9.2. Nomination of Senior Examiners Nomination of Senior Examiners shall be done according to the needs of SBFP. 10.4. Examiner initial Assessment of Competence Applicants for an examiner certificate shall demonstrate their competence to an inspector from the competent authority or a senior examiner specifically authorised to do so by the competent authority responsible for the examiner’s certificate through the conduct of a skill test, proficiency check or assessment of competence in the examiner role for which privileg-es are sought, including briefing, conduct of the skill test, proficiency check or assessment of competence, and assessment of the person to whom the test, check or assessment is given, debriefing and recording documentation. Following the initial Examiner course, the normal route for a candidate to obtain an Examiner Authorisation is, to practice the conduct of Skill Tests, Proficiency Checks and Assessments of Competence under the supervision of an experienced Examiner, before undergoing the Examiners Assessment of Competence.

Balloon Examiner candidates shall be tutored by a FOCA assigned Examiner Sailplane Examiner candidates shall be tutored by the assigned Senior Examiner SP(A) Examiner candidates shall be tutored by the assigned Senior Examiner MP(A) Examiner candidates shall be tutored by the Company Chief Examiner Helicopter Examiner candidates shall be tutored by the assigned Senior Examiner

Candidates shall be well prepared before enrolling for the Examiners Assessment of Compe-tence.

The respective SBFP Inspector, a designated Senior Examiner, or a FOCA/SB Inspector delegated by SBFP, shall conduct the initial Examiners Assessment of Competence in the relevant category for which Examiner authorisation is sought.

Having agreed the content of the test with the Inspector/designated Senior Examiner, the Examiner applicant will be expected to manage the entire test. This will include briefing, the conduct of the flight, assessment and debriefing of the ‘applicant’.

The Inspector/designated Senior Examiner will discuss the assessment and the proposed result of the examination with the Examiner applicant before the Pilot/Pilots is/are debriefed and informed about the result.

As the Examiner applicant does not hold an Examiner Authorisation, the Inspector or the designated Senior Examiner must sign the check form.

If a candidate does not complete the Examiners Assessment of Competence within the 12 month period immediately following the initial course, his Examiner application will be can-celled.

10.5. Examiner Assessment of Competence for Revalidation

One of the skill tests, proficiency checks or assessments of competence completed dur-ing the last year of the validity period shall have been assessed by an inspector from the competent authority or by a senior examiner specifically authorised to do so by the com-petent authority responsible for the examiner’s certificate. A Senior Examiner conducting examiner Assessments of Competence shall hold the same rating, instructor and examiner privileges as the Examiners being supervised. This is not applicable for FOCA/SBFP Licensing Inspectors.

10.6. Senior Examiner Supervision 10.6.1. Senior Examiners initial Assessment of Competence – (if required by SBFP)

The initial Senior Examiner Assessment of Competence shall be conducted by the re-sponsible SBFP Flight Inspector, a designated FOCA Flight Inspector or a Senior Exam-iner specifically authorised by FOCA. It shall be done while the Senior Candidate is con-ducting an Assessment of Competence of an Examiner.

10.7. Revalidation For the revalidation of an Examiner Authorisation, 3 conditions shall be fulfilled:

1. Conducted at least 2 Skill tests, Proficiency Checks or Assessments of Competence every year;

2. Attended an examiner refresher seminar provided by FOCA, during the last year of the validity period.

3. One of the Skill Tests, Proficiency Checks or Assessments of Competence completed during the last year of the validity period shall have been assessed by an inspector from the competent authority or by a Senior Examiner specifically authorised to do so.

Holders of multiple Examiner Authorisations shall fulfil the revalidation requirements for each type of Examiner Authorisation (e.g. Aeroplane SP, Aeroplane MP, Balloon, Sail-plane and Helicopter).

For Revalidation, an Examiner shall send the following forms to SBFP:

Examiner Revalidation Application (Form 67.040) - for each Examiner Authorisation type.

Supervision Report (Form 67.030) Course Confirmation - Examiner Refresher Seminar.

10.8. Renewal

If an Examiner Authorisation has expired, the following questions need to be clarified with the responsible SBFP Inspector, before renewing the Authorisation: Why did the Examiner Authorisation expire? Which of the revalidation criteria was not fulfilled? Is there a need to revalidate the expired Authorisation?

Renewal Procedure:

1. Participation in an Examiner Refresher Course. 2. Conduct of an Examiner Assessment of Competence with the responsible SBFP In-

spector, a designated FOCA Flight Inspector or a Senior Examiner, specifically au-thorised to do so.

11. Withdrawal/Revocation of Examiner Authorisation and Termination of Contract

The authorisation may be limited, suspended or revoked at any time by FOCA in, but not limited to, cases where the holder: requests termination or limitation of the authorisation no longer meets the requirements severely or repeatedly violates rules or instructions gives rise to doubts about his integrity gives rise to doubts about his ability to conduct checks in a safe and orderly manner

Issue of a formal warning is at the discretion of SBFP.

The withdrawal or revocation of an authorisation may be with immediate effect, if there is an imminent safety risk.

For the assessment in Switzerland, SBFP shall provide the respective Flight Inspec-tor free of charge.

Travel costs incurred by the Inspector/designated Senior Examiner for the training flight assessment shall be covered by the candidate or the sponsoring/supporting or-ganisation.

Accommodation costs incurred by the Inspector/designated Senior Examiner for the training flight assessment shall be covered by the candidate or the sponsor-ing/supporting organisation.

12.2.2. Examiner Standardisation Course

For the initial Examiner course, SBFP shall provide the respective Flight Inspector(s) free of charge.

No allowance will be paid by SBFP to the candidates for the course time. Travel and accommodation costs incurred by the candidate shall be covered by the

candidate or the sponsoring/supporting organisation. 12.2.3. Refresher Examiner Course

For the Examiner refresher course, SBFP shall provide the respective Flight Inspec-tor(s).

No allowance or travel costs will be paid by SBFP to MP Company Examiners. Such costs incurred shall be covered by the company or sponsoring/supporting organisa-tion.

As this course is designated as a one-day course, accommodation costs shall be covered by the Examiner himself.

12.2.4. Examiner Assessment of Competence (AoC)

For the Examiner Supervision, SBFP shall provide the respective Flight Inspec-tor/Senior Examiner.

Travel costs incurred by the Inspector for the Examiner Assessment of Competence will be covered by SBFP within Europe.

Accommodation costs incurred by the Inspector/Senior Examiner for the Examiner Assessment of Competence shall be covered by the candidate or the sponsor-ing/supporting organisation.

Annex 1: Additional information for AOC Holders Operators with an AOC are required to give additional recurrent training and Skill Tests and Proficiency Checks as specified in EASA Air Operations Regulation. The mandatory items for the OPC are very similar to those of the LPC and it is usual to combine the checks as an LPC/OPC. EASA Air Operations Regulation does not give specific guidance on the conduct of recurrent checks and the standards that should be required. However, the flight crew is required to demonstrate competence in carrying out normal, abnormal and emergency pro-cedures. If the crew member is to be qualified to operate under Instrument Flight Rules (IFR), the tests are required to be conducted in IMC. An Operator may wish to set higher standards than those detailed for Licence purposes, but it is not acceptable to specify lower standards. AOC Operators must specify their company requirements for recurrent Skill Tests and Profi-ciency Checks in their Operations Manual Part D. These should be forwarded for acceptance to FOCA/SBOC. AOC Operators must specify in their Operations Manual Part D what action is to be followed in the event of a failure to pass an OPC. There should be a clear statement that the flight crew member may not thereafter act as a crew member on commercial air transport or public flights until an OPC is passed. Recurrent training, Skill Tests and Proficiency Checks are intended to ensure a high stand-ard of competency in all aspects of a particular company’s operation. The Operations Manual Part D should therefore specify the required training frequency of rarely used items pertinent to the company’s route structure, such as Surveillance Radar Equipment (SRE) approach. It should also ensure compliance with SOPs, particularly in the event of aircraft emergency situations. For example, unlike the LPC, which is set to check manual flying skills, the OPC should be used to provide guidance and practice, and should encourage appropriate use of automatic human responses. For all questions regarding the conduct of the training and Skill Tests and Proficiency Checks programme requirements in accordance with EASA Air Operations Regulation, examiners shall be instructed appropriately by their Postholder Training. Supervision shall thus be as-sured by FOCA via the operational monitoring activities in close coordination with the licens-ing department formally responsible for all examiners.
