Two vacant posts of Technician Gr.I in GP Rs.2800/-, at TL Side and , which

are found excess to the requirement of SSE/TL/NCJ side may be surrendered

CHAPTER – I

1.0 INTRODUCTION

1.1 THIRUVANANTHAPURAM (TVC) DIVISION was formed on 2 October

1979 as the 53rd division in the country. This is one of the six administrative

divisions of the Southern Railway Zone. It has its Zonal headquarters at

Thiruvananthapuram, the capital city for the state of Kerala. It is the

southernmost railway division of India and manages 108 railway stations in

the states of Kerala and Tamil Nadu. The major stations of the division are

NagercoilJn, Thiruvananthapuram Central, Kollam Jn, Kottayam, Alappuzha,

ErnakulamJn, Ernakulam Town, Aluva and Thrissur.

1.2 NAGERCOIL JUNCTION (NCJ) became operational on 15 April 1979. The

rail-link to Kanyakumari was established only in 1979, Kanyakumari District is

connected through direct train services with all leading metropolitan cities in

India like New Delhi, Mumbai, Chennai, Bangalore and Kolkata through Nagercoil

Jn. The Chennai Nagercoil sector is the largest profit making line in south

India. The Trivandrum-Nagercoil-Kanniyakumari line was opened on 15 April

1979. The NCJ is one of the tourist’s important railway stations of south India

and it is alsoserving as district headquarters of Kanyakumari district.

1.3 NAGERCOIL DEPOT:The Nagercoil Coaching Depot was started functioning

on 01.04.1979 withdealing of one Pass Through passenger train NCJ-TVC-

NCJ. The depot is holding 485 coaches which is the second largestcoaching

depot of TVC division. There are 12 trains PM( 27 rakes), 1 train SM , 15

PFTR trains and 22 Pass through trains are dealt. Out of 27 rakes 15 are

Express rakes and 12 are Passenger rakes.NCJ depot has been upgraded as

ADME depot w.e.f05.04.2006.All trains maintained at NCJ depot are long

distance trains including the longest train in India –“ VIVEK Express “

running from Dibrugarh and CAPE - No. 15906 (SM) and the second longest

train “ Train No. 16318/16317(PM) “ Himsagar Express running between

CAPE and JAT now running up to Shri Mata Vaishno Devi Katra from

04.09.2015. There are 4 platforms, 3 pit lines, 4 stabling lines and 2sick lines

at the depot. One CNC Pit Wheel Lathe was commissioned on 07.07.2015.

1.4 Even though there are various wings in the Electrical Branch viz., Traction

Distribution, Power, Train Lighting, AC Coach Maintenance, EMUDepots and

AC Loco,this work study pertaining to Air condition (AC) and Non-AC

Coaches/Train lighting (TL) Maintenance of Nagercoil (NCJ) Depot of TVC

Division.

1.5 The SSE/Elec/NCJ Depot is responsible for carrying out the scheduled

Primary, Secondary maintenance and sick line attention of both AC and Non-

AC coaches (TL) of Mail / Express and passenger trains holding in this depot

besides the Manning of AC Coaches.

1.6 An analysis is made to study the present system of working and assess the

manpower requirement for AC CoachMaintenance and Train Lighting Coach

Maintenance of NCJDepot for the present level of workload based on

yardstick provided by Railway Board vide letter No.2000/Elect(G)/181/21-

Pt.(Policy circular No.RB/EL-03/04) dated 22/30.11.2004 and need basis

where required to arrive the Man Power Requirement

CHAPTER – II

2.0 PRESENT SCENARIO

2.1 TVC DIVISION is carrying out Train Lighting activities at Nine Depots viz.,

NCJ, TVC, KCVL, QLN, KTYM, ALLP,ERS and TCR. AC Coach Maintenance

Depots of the Division are NCJ, TVC and ERM and few staffs are operated

from KCVL (Kochuveli) and ALLP(Alappuzha) also. The depots are under

the control of Sr.DEE/TVC with SSE incharge of these depots.

SSE/TL&AC/NCJ is the overall incharge of Nagercoil depot and looks after

the AC and Non-AC (TL) Coaches Maintenance and Manning of AC Coaches

combined.

2.2 The Book of Sanction and Actual staff strength of Train Lighting and AC

Coach Wing of NCJ Depot is furnished in Annexure – I.

2.4 The maintenance of AC and TL Coach Activities are carried out simultaneously

along with the C&W Maintenance activities in the pitline itself.

2.5 The work loads of Train Lighting (TL) and Air Conditioned (AC)

Coach Maintenance Depots pertaining to Coaching stock, which has

been classified into the following activities.

(i) Primary Maintenance of total coach holding of Air-Conditioned

(AC)and Non-Air-conditioned (TL) Coaches of the Depot. It is inclusive

of Spare coaches for POH (Mechanical) and Traffic purposes. This

activity conducted in special lines called pit lines

1. Safety inspection such as under frame safety checking and Earth

leakage attention,

2. Break down attention such as roof checking

3. Attention of non-generation coaches

4. Replacement of defective cell and regulators

5. Failure attention of junction boxes, fuse and distribution boxes

6. Preventive maintenance such as Trip attention, Fortnight inspection,

monthly inspection, three months inspection, six months inspection and

nine months inspection as per schedules

(ii) Secondary Maintenance of AC and Non-AC coaches belonging to

other depots and nominated for the secondary maintenance at the

particular depot. This is termed as “Other End Maintenance”.However,

this is worked out on the actual number of coaches arrived / handled at

the depot. This is also carried out on pit lines under frame safety

checking

(iii) PF Turn round attention: For some trains the link timings may be so

less and hence they cannot be moved to the pit lines of the depot for

secondary maintenance at the non-parent depot. Even then, some

maintenance attention is essentially required at the end of the journey

within time gap of 3 – 6 hours generally. En-route failure attention of AC

Coaches in passing trains is done against control messages. Switch ON &

OFF of fans and lights is also done for the PF turn out trains

2. Rolling in examination of all trains

3. Temperature checking

4. Charging of saloon and tourist cars

(iv) Train Passing Duties: Through the “rolling in and rolling out”

examinations conducted by Mechanical Branch cannot be compared with

TLD checks; it helps to detect some failures. The complaints reported to

TLD, AC staff by SM/ASM/Guard, Ticket examiners and others can be

attended by this check if the stopping time is more than 10 minutes or

so. Such train passing checks are not required within 200km of another

check.

(v) Sick Line Attention: Sickline attention of AC and Non-AC coaches in

sickline or pit line. Generally, this activity is carried out on separate sick

line/pitline after detaching the coaches which cannot be made fit along

with other coaches of the same rake.

(vi)Sick line activities of AC & Non-AC coaches are

1. IOH activities

2. Replacement of “V” Belts and axle pulleys

3. Replacement of defective regulator, alternator, batteries, Battery

chargers and AC equipment.

4. Generation testing of coaches by dyno-drive.

5. Repairs to battery boxes.

6. Removal of tension gear assembly to facilitate the work of Mechanical

department.

7. Repairs to mobile charging units, emergency light fittings

8. Replacement of defective compressors, compressor motors, blower fan

motors, condensers, pumps etc.,

(vii) Miscellaneous activities

1. Attention of IRCTC special trains,

2. Attention of Officers saloon,

3. Stores collection from CDMS/QLN, GSD/PER & GOC

4. Carrying out other depot inspection etc.

(viii) IOH schedules of AC and Non-AC coaches at IOH Shed / Sick line.

1. Removing and re-fixing of alternator wire and tension rod for replacing

the bogie

2. Battery cleaning and painting of battery box and roof attention

3. Generation checking

2.6 System of Train Lighting in Coaches:-

Now a-days almost all the coaches are provided with 110V, DC electrical

fittings except a few coaches like VPU, VP etc., most of the coaches are

provided with self-generating equipment. The TL system generates current

from the Axle rotation during running and the current thus stored in under

slug batteries is used for train lighting purposes.

2.7 Important duties of Maintenance staff:-

i) Checking the condition and twist of ‘V’ belts, Axle and alternator pulleys

terminal connections, earthing, ohm value, keyway, rubber pad, correct

seating, pulley and wheel hub distance, Axle pulley gap, spring tension, split

and cotter pins, alternator junction box, lubrication, etc., are important

activities connected with alternator.

ii) In the case of regulators:- connections, tightness, components, electronic

items, fixing cover, rubber pads, correct fitting and locking arrangements,

hose provision for wires, etc., are to be checked.

iii) Batteries:-120 AH, 6V secondary cells connected in series require cleaning,

filling with distilled water, checking of gravity and voltage, corrosion and

sulphur coating removal, battery fuse checking, application of petroleum jelly

at terminal connections, leakage current checking and cell package checking.

iv) Roof Checking:-There are 27 – 31 numbers of fans and 37 – 41 light points

in each carriage. The checks required mainly for carbon brush, spring, noise

level, bearings, blade condition, guard, current leakage, individual switches,

fuse link, distribution fuse board (22 numbers in a coach), rotary switches (4

Nos.), Passenger alarm circuit, emergency lights (4 Nos. per coach), Mobile

Phone chargers and general wiring conditions.

3.4 In order to adopt Uniform yardstick for Coaching Stock (Electrical), Railway

Board has given guidelines for uniform bench marking norms for providing

Maintenance and Escorting staff for AC coaches, as well as Maintenance staff

for Train Lighting coaches vide letter No.2000/Elec (G)/181/21-Pt. (Policy

Circular No. RB/EL 03/04) dated 22/30.11.2004 is placed as Annexure – II.

The above norms other than sick line are inclusive of rest giver (RG) but

leave reserves (LR) may be provided as applicable. For sick line both LR & RG

included.

3.5 Staff required for TL Coaches:-

The NCJ Depot has got a total sanctioned staff strength of 89 excluding

supervisors and Ministerial staff. For TL Coach Maintenance the actual staff

strength is 76.

a. There are 661 Non-AC (TL) coaches are for Primary maintenance/Week

(Table 3.3.1).

b. There is only one weekly train of which 19 Non AC (TL) Coaches

Nominated for Secondary Maintenance/Week (Table 3.3.2).

c. The Passing Trains at NCJ (Table 3.3.3)

3.6 AC Coach Maintenance:-

The total AC Coach holding for Primary Maintenance is 49 coaches. Out of

which all the 49 coaches are Roof Mounted Package Unit (RMPU) coaches.

There is only one secondary maintenance coach, in which 0.5 AC coaches are

handled per day. The AC staff are not distinctly separated for maintenance

and manning of AC coaches in running trains. The ACCM or ACCIC are

originally deputed from Technician Trade only. The helpers those utilised for

manning of coaches and termed as ACCA. Though there are clear yardstick

for the staff requirement for both maintenance and manning the same was

not revised after the contracting out of the maintenance of RMPU AC

Coaches. It has considerably reduced the activities of maintenance staff.

As far as the AC Coach Maintenance, comprehensive Annual Maintenance

Contract(AMC) through outside agency is available for the maintenance of 25

KVA invertors of different make through the OEMs and for the maintenance

of various makes of Roof Mounted AC Package Units in the (RMPU) AC

coaches based at TVC Division for a period of three years valid from

March’2015 to March’2018 about Seven crores value for the whole division.

Since the major portion of AC Coach Maintenance is being done by outside

agency, the balance of Non-AC Coach Maintenance activities only carried out

in the AC coaches are being done by departmental staff.

Hence Non-AC Coach (TL) weightage is given for the calculation of

Man Power Requirement for AC Coach Maintenance.

CHAPTER– IV

4.0 PLANNING BRANCH’S REMARKS ON CO-ORDINATING OFFICER’S VIEWS :

The work study was opened on 12.05.2017 and commenced on 07.06.2017.

The copy of the preliminary work study report was handed over in person to the

Co-ordinating Officer DEE/Chg./TVC on 09.08.2017 requesting him to offer his

remarks within 15 days from the date of receipt of the preliminary work study

report.

In this regard, a reminder letter to the co-ordinating officer was also sent on

09.11.2017 to offer his remarks within 17.11.2017, even after lapse of 106 days no

reply has been received till date.
