WORKING OF TRADE UNION- HMS

INTRODUCTION
The Hind Mazdoor Sabha is a national trade union center
in India. It is third largest trade-union federation in India
after the All-India Trade Union Congress(AITUC) and the
Indian National Trade Union Congress(INTUC). It was
formed by the Socialists in 1948 but has little real
connection with the Socialist Party. It is one of the least
political and most pragmatic trade-union federations in
India. The HMS is affiliated with the International
Confederation of Free Trade Unions.
HISTORY
The HMS was founded in Howrah on December 24, 1948
by socialists, Forward Bloc followers and independent
unionists. Its founders included Basawon Singh (Sinha),
Ashok Mehta, R.S. Ruikar, Maniben Kara, Shibnath
Banerjee, R.A. Khedgikar, T.S. Ramanujam, V.S. Mathur,
G.G. Mehta. R.S. Ruikar was elected president and Ashok
Mehta general secretary. In March 1949, HMS claimed to
have 380 affiliated unions with a combined membership of
6,18 ,802.
MEMBERSHIP
According to provisional statistics from the Ministry of
Labor, HMS had a membership of 33,42,213 in 2002. (13%
of the total trade union membership in the country).
In 1949 HMS became a founding member of the ICFTU.
Currently, it is affiliated with the International Trade
Union Confederation.
OBJECTIVES:
To promote the economy, political and social interests of
the workers and to improve their terms and condition of
employment.
To form a federation of union from the same industry or
occupation at the national level.
To promote the formation of cooperative societies and
the foster worker’ education.
WORKING OF TRADE UNION
HMS has been functioning as an independent and
democratic trade union Centre free from the pulls and
pressure of the political parties, employers and the
government.
It stands for industrial democracy, worker’s education,
cooperative movement and for building the trade union
movement as an effective instrument.

HMS is against the concept of a market-driven economy
and privatization. The free market is solely profit
oriented and has no social concerns.
STRUCTURE OF ORGANIZATION
The general council compose of the president, not more
than five vice president, general secretary, not more than
two secretaries, a treasure and other member
representing various industrial sections. The office
bearers are elected at the annual convention.
HMS AFFILIATED FOR……
HMS has unions affiliated in Transport sectors
such as Railways, Seafarers, Port and Dock Workers,
Air Transport), Coal, Chemicals,
Textiles, Mines, Engineering, Steel , etc.
PURPOSE OF THE ORGANIZATION
HMS is a national trade union organization, not affiliated
to any political party, aims at securing workers rights at
workplace and other benefits, including safe working
and living conditions
RESPONSIBILITIES RELATED TO OCCUPATIONAL SAFETY AND HEALTH
Collection information on Occupational health, hazards
and safety.
Disseminate information through the workers education
Programmes.
Conduct research on issues of concern to unions.

Occupational safety and health services
provided : Publish information in the HMS Bulletin and
through documents in the training Programmes.
Bring to the notice of the Government the health and
safety problems of the workers.
Occupational safety and health training
activities : The target group is the workers and language
used is English and Hindi along with the local language
of the state where the activity takes place.
