TECHNICAL SUMMARY

Internal (Individual) Workshops as well as a Join Workshop took place from August 17 to 24 and on August 25, respectively, taking into consideration the need of “coordination of actions to combat child labour in view the achievement of expected results of the TACKLE Project, strongly and efficiently, and, the elaboration of a National Plan with the involvement of the principal stakeholders as well as the sharing of resources through a Quadripartite Intervention (Government, Employers, Employees and Non Government Organizations”. Due to the absence of the Consultant for family reasons, most of the Internal Workshop were followed by Gaspar Estêvão, ILO Local Coordinator, based on a previously discussed and designed matrix (annex 1), and have produced the attached Sector Plans (Annex 2) Through Sector Plans, the Join Workshop focussed on the updating of the current Action Plan (October 2011/February 2012) and the elaboration of the following Plan of Action (March 2012/August 2013) I. METHODOLOGY

1. Compilation of Sector Plans into a Consolidated Plan based on the 4 objectives established in the Project (Annex 3)

2. Presentation of SMART process (annex 4), enhancing the definition of activities or objectives that should be Specific, Measurable, Achievable, Realistic, and Time based and an exemplification with some activities from the Consolidated Plan;

3. Distribution of the participants into 4 Working Groups (1 Objective per Group);

4. And a Plenary Session for the presentation, discussion and agreement on the results.

II. RESULTS

1. A compilation of the Sector Plans and the presentation of a Consolidated Plan allowed the participants to have a Global Perspective of the activities suggested by all and to discuss on the pertinence of each activity as well to decide on its inclusion or its withdraw, based also on the principle of complementarities.

2. The SMART process facilitated the reformulation of the activities in the perspective of their clarity and the targeted objectives.

3. The Groups focussed on 4 specific tasks: a. Analyze and reformulate, if necessary, the activities using the SMART process;

b. Review all the activities based on the principle of complementarities, withdrawing or joining activities, where appropriated;

c. Include for each activity the IMPACT INDICATORS and the MEANS OF VERIFICATION;

d. And, finally, review the Budget based on the previous results. III. FINAL COMMENTS 1. It could have been better, in terms of time, to present the SMART process during the Internal Workshops, as previously scheduled. This could facilitate mostly the inclusion of the Impact Indicators, which seem to be one of issues that participants need to discuss more deeply.

2. During the debates, participants raised the necessity of including one important issue that have not been looked seriously, the lack of civil registration for children and adults, which could be one of the causes of children entering child labour.

3. In consequence, the participants strongly recommended the understanding of the “Child Labour Situation” in Angola through a NATIONAL STUDY. And, while the process is being organized, all available resources have to be used to call the attention of all in a massive sensitization campaign against visible acts which violate the rights of children and the General Labour Law, in terms of age, moral and physical integrity of the employees.

4. Finally, the Plans agreed during the Workshop (Annex 5) is one step in this process, but, which will need the approval of high responsible of each sector represented in the Workshop.
