Reportnet: What is it?

• Reportnet is a system of

integrated IT tools and

processes; based on the

active use of the WWW;

• supports the European

environmental reporting;

• aims to improve the harmonisation and

standardisation of all Eionet data flows (from

detailed definition of the requested data to the

generation of the final information products);

•has been developed since 2000 and has been in

operational use since 2002.

General characteristics of the

reporting data flows

•Main stakeholders: data requesters (report to) and

data provider (reporting data)

•Processes involved: • Delivery (delivery envelopes)

• Quality Analysis (automatic and manual)

• Aggregation (individual deliverables into common

dataset)

• Analysis

•Confirmation - correctness of the delivered data

•Regular repetitions: frequency of reporting

•Reporting = snapshot of data in certain time period

•Keeping history of reporting data

Example: Common Database on

Designated Areas (CDDA) - 1 ROD - Reporting obligation:

• Countries to EEA to UNEP-WCMC

• Frequency: Annually

• Geographic: Europe wide

Example: Environmental Noise

Directive (END) Reporting - 1

Objectives:

• Determine exposure through noise mapping

• Adopt action plans to prevent and reduce environmental noise and to preserve noise quality where it is good

Objectives

and practice

Current use of spatial data:

• Noise modelling, mapping, assessments, planning

• Provided in reporting: not on harmonised, standardised ways: very detailed in some cases; generalised (simplified) in other cases; provided as maps only or in diverse data formats (pdf, images, …)

Example: Environmental Noise

Directive (END) Reporting - 2

• Expectations from INSPIRE – improvement in reporting:

• Harmonised, timely and high-quality spatial data

Directive (END) Reporting - 3

Reporting obligation:

• European Union Members States

• 7 reporting obligations

• Diverse time frame:

• Noise maps II in 2012

• Action plans II in 2013

Complexity – several

INSPIRE data

specifications;

INSPIRE - generic;

END – specific,

extensions and data

integration!

Challenges to be answered

•GOVERNANCE • Harmonising time frames: INSPIRE <> thematic reporting

• Legal confirmation - data has been reported

• Responsibility for maintaining “old reporting versions”

• SEIS principles

•CONTENT • Conceptual: INSPIRE data models extensions & changes

• Generic & spatial (INSPIRE) <> details (reporting)

• Spatial data (INSPIRE) and non-spatial data in reporting

•TECHNICAL • Re-using INSPIRE components in reporting data flows

(metadata, services, registers: UML models, code lists)

• Interoperability INSPIRE <> Reportnet (concepts, tools)

• INSPIRE infrastructure availability
