Structure of Electricity Organization
To provide an adequate supply of energy throughoutCambodia at reasonable and affordable price,
To ensure a reliable and secured electricity supply atreasonable price, which facilitates investment in Cambodiaand development of national economy,
To encourage exploration and environmentally and sociallyacceptable development of energy resources needed forsupply to all sectors of Cambodia economy,
To encourage the efficient use of energy and to minimize thedetrimental environmental affects resulted from energysupply and consumption.
ENERGY POLICY

CAMBODIA POWER STRATEGY
A-Development of Generation
B-Development of Transmission lines
C-Development of Rural Electrification
Increasing diversify of power supply such as Hydro, Coal power, Importing electricity, biomass and others renewable energies to meet the electricity demand and reduce fuel oil for power generation.
Develop the national transmission line, GMS & ASEAN power grid, maximize mini-grid to rural areas, upgrading the HV, MV & LV.
Supply from the National Grid, Mini-grid, Grid extension and stand-alone system;
Renewable energy(biomass, solar, hydro)

Goal of the Rural Electrification Development Program
Policy Target
Action Plan
The main action plan in electricity power development
plan is to reduce the generation cost and increase the
rate of electrification by:
• Import lower cost power source from neighboring
countries
• Construct and put in service the large scale generation
such as hydro, coal, renewable energy: solar biomass…
• Power transmission from the generation source and
interconnected between provincial towns
• Extension distribution network through out the country

Tool Currently used for Energy Planning
Currently Tool for Preparing Energy Planning used
Tool as follow:
• Tool MEAD-E for estimating energy demand forecasts
• Tool LeaP for formulating the energy balance
• Tool PSSE for calculating load on transmission
operating power system.
•Tool WASP for generation planning.
15
The Challenges in Energy Planning
In Energy Planning some challenges as follow:
• Lack of Data
• Data need to maintain and update
At least 90% of
all households in
Cambodia have
access to grid
quality electricity
by the year 2030.
100% of villages
in Cambodia have
access to any type
of electricity’s
services by 2020.
Presently, 87% of
villages and
72.16% of
households access
to grid quality
electricity.
Electrification Target
15
Year 2030
Year 2020
Year 2018
Target: Improve the current level of electrification by promote electrification
in those areas not serviced yet by grid expansion, cross border supply, mini
grids and renewable energy.
17
Cambodia set priorities to achieve the Government’s
goals:
- By 2020 100% of village access to electricity.
- By 2030 at least 90% of households access to
electricity.
To achieve these goals its required huge investment
from the Government, other multilateral sources
the participation from pravite sector.
