WORKSHOPS and TRAINING on POCSO Act by DCPCR and NDMC
PREFACE:
A Workshop cum training was organized by DCPCR at its office on 5th Floor, ISBT Building, Kashmere
Gate, Delhi-110006 on dated 2nd September 2019 from 2.00 to 5.30 PM. There were more than 50
volunteers from various agencies working for the cause of Children in Delhi namely AGAPE BLESSED
FOUNDATION, OUR VOICE, HAQ, JUSTICE & CARE, CRY, NAV SRITI, MUDITA FOUNDATION, VISHVA
SATSANG, PARVARISH, PRAYAS, PAHAL etc. The Orientation programme was organized to celebrate
a Safety Week in collaboration with the North MCD in their schools in the second week from 9th to
14th of September. The purpose of the Safety Week is to bring multiple stakeholders- Officers, SMC
Members, Parents, Teachers and Students together to raise awareness about sexual safety of the
children in accordance with the POCSO Act 2012 and catalyse an already existing mandate and
strengthen the process for the MCD to monitor henceforth in the 700 schools of Delhi NCT of Delhi
Govt.
INTRODUCTION:
Jyoti Duhan Rathee, a member of DCPCR initiated the Orientation programme by delivering a
keynote address on the ‘Safety Week Celebration’ which would mark conducting a very precise and
effective awareness campaign to educate children, teachers etc. in MCD schools by the trained
Social Workers. She said that Our Constitution guaranteed the Fundamental Rights to all Children,
covering their Rights to Survival, Protection, Development and Participation. Any sort of
perpetration and abuse to the child is a subject of punishment under the provisions of Juvenile
Justice Act, 2015 and POCSO Act, 2012. She also acquainted the participants of the assumptions and
issues related to conducting such programmes among minor children who are innocent. She
suggested the participants to submit a copy of personal ID with a Photograph and instructed to get
every participant registered with personal details with contact number. The detailed report of
training school wise must be submitted to the concerned participating Agencies by the Social
Workers.
TRAINING:
Then, Archana Agnihotri meticulously trained us with the help of a Power Point Presentation
regarding how to address the children with an effective approach on Safety from unwanted TOUCH
of body by known or unknown persons. She covered subtitles like Parts of the human body
especially the Private Parts, Safe and unsafe touch, Precaution to be taken by the child in case of
unsafe touch by others, Reliable Circle which consists of four reliable persons- Mother, Father,
Friend and Class Teacher. She explained in details on issues relating to DISCLOSER by children and
invited suggestions from the participants. She suggested that the trainers must keep in their minds
that they were going to represent their concerned agencies as well as DCPCR. So they must be
careful regarding any discloser by children. Sometimes they might not be allowed by the Principal of
the school. Maintaining Confidentiality is an important aspect in Discloser. Child must feel herself
safe in revealing the factual incidence of any sexual abuse or molestation happened with her. She
also suggested the participants to download the MERI AWAZ App. which entails the detailed
information on different aspects of POCSO. She told us the function and role of CHILDLINE which is
basically a forum of prompt action and redressed of cases of all sorts of child abuse either in house
or outside.
DISCUSSION:
Enquiries were initiated and welcomed by Jyoti mam. Several questions were asked by the
participants regarding various aspects of the Awareness Campaign and appropriate answers were
given as following:
1. Reporting of case of Discloser- To whom the cases of Discloser should be reported? It was
suggested that the concerned agency head must be reported and that will come tto
authorities of DCPCR. There must be a separate space for discloser as the child may hesitate
to reveal her incidence before her teacher. Discloser of Previous Incidence can also be heard
and noted. Any case of discloser must not be reported to Police. It was suggested that
reporting of cases of discloser always mean to serve the best interests of the child. It is not a
threatening role.
2. No trainer is allowed to take photographs of the gathering of awareness session from front.
The child in discloser should also strictly not to be photographed.
3. The whole session of awareness campaign must not exceed 45 minutes.
4. Maximum children should be trained along with their teachers as many principals of schools
have especially mentioned regarding the training of the teachers on POCSO.
5. No case is registered of a child below 7 years of age.
6. Children should be suggested to tell their parents to download the App. “MERI AWAZ” which
entails the details of POCSO Act.
7. Children must be taught to make themselves safe in case of being abused.
8. Where there is no projector in the school, the trainers are suggested to make Placards based
on the messages to be delivered before children.
PARTICIPATION of Agape in the Orientation Programme:
AGAPE BLESSED FOUNDATION lead by Ms. Bindiya Sarkar is one of the pioneering agencies in
Delhi which concerns itself in all initiates by Govt. Institutions and makes its effective
participation in it with its enduring performance. Bindiya Sarkar participated in the Orientation
programme along with Medhavi Kaushik, Vijeta Yadav, Deepak, Ravi Raj Kamal, Neha Saini,
Girendra Kumar,Bharti, Vikas, Kritika Gabriel.
Next Phase:
From Agape Blessed Foundation 8 trainers were appointed for Safety week training in North MCD
schools by DCPCR. Authority letter was issued to them. In four days we got 50 schools details to
cover. Before going to the schools for training Agape Team met in office for preparation and had a
more preparation session on 8th September 2019 with all the trainers.
