More specifically by (i) improving the coverage and conditions of roads and bridges in the territory of the Recipient; (ii) strengtheningthe Recipient's institutional capacity to manage and administer the road sector; (iii) establishing financing mechanisms for road maintenance; (iv) promoting the use of local resources in roads construction and management; and (v) improving road transport safety. The project development objective of this phase of the APL is to improve access of the population to all-season roads through maintenance, rehabilitation and upgrading of the classified road network. The indicators to assess the achievement of the PDO are (i) the percentage of classified roads in good and fair condition, and (ii) the percentage of the rural population within 2 km of an all-season road. Intermediate outcomes have been defined as follows: (a) improved road sector management capacity; (b) enhanced execution of the road maintenance program; and (c) timely and cost-effective implementation of the IDA financed rehabilitation and upgradingof sections of the National Road N1. Project Development Objectives

Project Development Objective (from Project Appraisal Document)

The primary objective of the overall Roads and Bridges Management and Maintenance Program (RBMMP), is to stimulate growth and contribute to poverty reductionthrough improved road infrastructure, better sector policies, and enhanced roads sector management. Implementation Status OverviewOverall implementation performance is rated Moderately Satisfactory (MS). The most critical implementation aspects are related to the resumption of several design consultancies inInhambane and Sofala provinces, preparation of bid documentation for launch of emergency works in Gaza province, and resolution of quality issues relating to Xai-Xai/Chissibucaroad.

U Security concerns in parts of Inhambane and Sofala provinces led to the suspension of five design consultancies and one works contract in October 2013. The security situation has: improved and ANE is currently negotiating the resumption of these contracts. Most of these contracts are expected to resume by the first quarter of FY15.o0 The second Additional financing was declared effective in two tranches; IDA and Strategic Climate Fund credits and grants in July and GFDRR /DFID Grant in September 2014. Ther contract for assessment of damages, preparation of conceptual designs and bidding document for reconstruction of roads and bridges in Gaza Province was signed, albeit with delay..0 The project has a financing gap of US$73.6 million for which the Government has recently (September 2014) requested IDA's assistance. The financing gap is expected to be filled in-Q time for the commencement of implementation of the medium-term rehabilitation works.

Following a tentative agreement to address cracking of the Xai-Xai / Chissibuca road, the contractor carried out pilot repairs on a five kilometer road section. However, a finalresolution remains elusive owing to issues relating to the guarantee of remedial measures carried out by the contractor.

Procurement Management: The previously noted improvement in the quality of documentation and response time has been sustained since the prior ISR. The overall performance ofthe implementing agency is still rated Moderately Satisfactory (MS). This rating shall be reviewed based on the outcome of a thorough analysis of the procurement performance of theagency as part of the Independent Procurement Review (IPR)/ Post-Procurement Review (PPR), to be carried out in December 2014.Disbursement and Financial Management: The FM rating for the project at the end of January 2014 remains Moderately Satisfactory (MS).
