Formed for the purpose of taking up the practical aspects of meeting expectations arising out of the TFA;

A written decision on the classification, origin, valuation etc. of the commodity issued by Customs to the applicant prior to an importation or exportation.

TRADE FACILITATION AGREEMENT

ARTICLE 3: ADVANCE RULINGS

- Places an obligation on WTO Members to provide advance rulings on tariff classification and origin

- Encourages Members to provide advance rulings on Customs valuation, relief/exemption, quotas and tariff quotas, etc.

- Sets out procedures on application, issuance, modification, review, publication etc. on advance rulings
