1. Establishment of powerful organizations

The Shanghai Emergency Response / Mitigation Committee was established on March 5, 2006.

It consists of 50 members from various government agencies and departments related to the issues of flooding, severe weather, fire, traffic accidents, chemical accidents, nuclear power accidents, public health, earthquakes, and marine emergencies.

SMB is one member of the Emergency Response / Mitigation Committee.

On October 26, 2006, the 12th Session of the Standing Committee of Shanghai People’s Congress passed “the Measures taken to practice the Meteorological Law of the People’s Republic of China in Shanghai” at the 31st meeting, which makes clear that the obligations and responsibilities of the SMB in natural disaster emergency response and

prevention.
