    EXECUTIVE SUMMARY

    The draft Coastal Zone Policy was discussed at all 19 coastal district towns, facilitated by the districtadministration during September-October, 2003.

    In these meetings, relevant district level government officials, civil society, media, NGOs, chambers

    & trade associations, teachers, farmers & fishers representatives and others participated. In some

    cases, Honble Members of Parliament, Mayors attended as special/chief guests. These meetings

    received wide media coverage locally and also covered by national newspapers, radio and TV.

    The draft document was appreciated and given general endorsement. With contributions from these

    mettings, the draft was modified for further reconsideration.

    An endorsement was also received on delineation of the coastal zone.

    1 INTRODUCTION

    The special characteristics of the coast, calling for approaches to development that are distinctive to

    those for the rest of the country, is reflected in A National Strategy for Economic Growth, Poverty

    Reduction and Social Development (ERD, 2003), which identifies the need for accelerated

    development for:

    The deprived population of char areas, coastal and hard-to reach areas under special rural

    development programs through both government and NGO/CBO efforts. Area specific programs

    will be emphasized for integrated development of the disadvantaged localities and population

    groups (ERD, 2003: 39).

    The need for such area specific programs in coastal Bangladesh was recognized in a number of

    earlier initiatives and the policies and programs of many government agencies. The earlier initiatives

    include:

    the Off-Shore Islands Development Board (1977-82);

    the Bangladesh National Conservation Strategy (1987);

    the UN/ESCAP-GoB Coastal Environment Management Plan for Bangladesh (1987-

    88);

    the formation and activities of the Special Parliamentary Committee on Coastal Area

    Development (1988-90); and

    the Coastal Area Resource Development and Management Association (CARDMA).

    At present, at least 30 or more major projects are active in the coastal zone, supported by many

    development partners and Govt. of Bangladesh and implemented by a number of GoB agencies and

    NGOs. These projects are contributing to the over-all development of coastal zone, each with its

    own objectives, targets and stakeholders. All of these projects are building blocks of coastal zonedevelopment.

    The origin of the present process of integration, however, started in 1999 when a Policy Note on

    Concepts and Issues in Integrated Coastal Zone Management in Bangladesh was prepared by a

    number of senior officials from several ministries and departments. This followed a study tour by

    these officials in South-East Asia and the preparation of a Concept Note and Development Process

    in ICZM by a joint donor identification mission. Through further donor missions and discussions

    within GoB it was agreed that a small office, the Program Development Office for Integrated

    Coastal Zone Management Plan (PDO-ICZMP) should be established. A number of facilitating

    inter-agency institutional structures including an Inter-Ministerial Steering Committee and a

    Technical Committee were conceptualized and made operational with the Ministry of Water

    Resources as the lead Ministry and the Water Resources Planning Organisation as the lead agency.

    To ensure a rapid start to this process, existing funds of the Meghna Estuary Study (funded by the

    Government of the Netherlands) were used to recruit an interim team of consultants, including a

    team leader, to start activities from January 2000. This bridging phase, which lasted until July 2001,

    was followed by an interim phase, funded by the Netherlands, that lasted to January 2002. During

    this interim phase, DfID joined with the Netherlands to support the coastal development process and

    terms of reference for a joint project were prepared and consultants were selected. The present office

    started formally from February 2002.

    General approach & output

    The purpose of ICZMP is taken as to help overall coastal development. This represents a changefrom the current situation characterized by open access to all comers and the unsustainable

    exploitation of resources, low level of transparency and little stakeholder participation in

    management to a desired future situation characterized by sustainable, structured, rational and

    transparent coastal zone management with low levels of resource conflict, high levels of stakeholder

    participation and a skilled, supportive institutional environment. This process of change aims to

    enhance community development and improve livelihood conditions paying due attention to

    different social variables, including gender.

    The challenge is to develop an innovative approach to make the above meaningful and operational.

    The PDO-ICZMP Project organized a Dialogue on Conceptualization and Design during the period

    between September 29 and October 06, 2002 to further conceptualize the ICZM output and

    approaches. A total of 57 participants attended this Dialogue representing GoB agencies, NGOs and

    development partners.

    This Dialogue re-emphasized the

    need for the six outputs but

    categorized three of them as key

    outputs (the Coastal Zone Policy

    (CZPo); the Coastal DevelopmentStrategy (CDS); and the Priority

    Investment Program (PIP)) and

    three others as cross-cutting themes

    (the improvement of community

    capacities to enhance their

    livelihoods; an enabling

    institutional environment; and the

    knowledge base). This was

    endorsed at the 5th Inter-Ministerial

    Technical Committee on ICZMP held on April 20, 2003.

    Coastal Zone Policy (CZPo)

    The main purpose is to formulate and agree on a complementing process of harmonization of

    individual sectoral policies and planning activities and to establish a process of ICZM, which

    facilitates improvement of community livelihoods and enhances the benefits of development efforts.

    The CZPo will be drafted through a carefully designed process and in close interaction with other

    organizations.

    The Coastal Zone Policy(CZPo) lays down GoBs vision, objectives and principles of ICZM. Such

    a policy would identify the intended beneficiaries of a CZPo, stress the harmonization of different

    sectoral policies and clear the ground for an enhanced interaction between different levels ofgovernment. GoBs aim to develop ICZM as a process to improve livelihood conditions of coastal

    communities will be clearly reflected in this policy. This would include the development of

    government capabilities for implementing the critical steps for subsidiarity and decentralization.

    Supporting studies

    The following studies were carried out to support the formulation of the CZPo.

    An updated Coastal Zone Management: An analysis of Different Policy Documents has been

    finalized and circulated (January 2003).

    Following the activity above, an assessment of implementation of existing sectoral policydocuments has been finalized and circulated (April 2003). This assessment has been prepared by

    discussing with 84 personnel from 13 different ministries and agencies.

    Following the results obtained in earlier studies, an initiative was taken to analyze the

    formulation process of selected policies and subsequent strategies and plans (August 2003). The

    draft report accommodates comments and suggestions from various ministries and agencies.

    Attempts have been made for the delineation of the coastal zone. A proposal was made and

    discussed during the 5th

    Inter- Ministerial Technical Committee (TC) meeting on April 20, 2003.As per decision of the TC, the elaborated proposal was sent to all agencies and a number of

    agencies submitted comments. Accommodating these comments, a delineation of the coastal

    zone was adopted at the 6th Inter- Ministerial Technical Committee (TC) meeting on October 25,

    2003.

    Drafting CZPo

    The drafting of the CZPo is also a process and has gone through several steps.

    An outline was prepared and presented during the Dialogue in Sept./Oct. 2002.

    An annotated outline of the CZPo was prepared in February 2003, based on an agreed structure

    discussed during the Dialogue.

    This annotated outline was discussed with a group of selected experts on March 06 and March

    08, 2003 resulting in a preliminary draft

    This preliminary draft was presented at a national workshop on May 12, 2003. Secretary,

    MoWR and His Excellency the Ambassador of the Netherlands in Bangladesh participated the

    workshop as special guests. A total of 47 participants -- representing various ministries,

    government departments, development partners and NGOs -- attended the workshop.

    Based on discussions and comments made during the workshop, written comments forwarded

    separately and intensive internal discussion, the 1st draft was prepared in August 2003.

    A Bangla version of the draft was prepared in September 2003.

    This Bangla version of the draft Coastal Zone Policy was discussed at all 19 coastal district

    towns, facilitated by the district administration during September-October, 2003.

    Marine Fisheries Act should be strongly implemented

    Shrimp specialist should be present at district level

    Commercial exploitation of marine fish should be judicious

    Law and order situation in the shrimp ghers should be controlled

    To control forest destruction in the Sundarbans, strong measures should

    be taken. Bangladesh Army, Bangladesh Navy, Coast Guard could play animportant role

    Forest based industries could be set up

    River bank movement cause problem in boundary demarcation of the

    districts.

    The needs of the districts are different for each district. This could berecognized in the policy.

    Uncontrolled use of pesticides causing damage in the natural system. This

    should be emphasized properly.

    The role of NGOs is not clearly mentioned in the policy.

    Potential of river water use as drinking water should be explored

    Utilization of local resources at local level should be envisaged

    Siltation of rivers should be emphasized Policy implementation is a major concern.
