Setting up a joint Call Secretariat
The CONCERT partners involved in the WP4 will constitute the Call Steering Committee (CSC)
ANR (France), FCT (Portugal), SSM (Sweden)
The CSC will monitor all actions taken by the JCS
A Joint Call Secretariat (JCS) will be established at ANR(France):
Coordinate the preparation of the two joint calls
Central helpdesk to the applicants during submission
Organization of the eligibility check and evaluation process

Experts database
Set up a database of competent experts:
Gather Complementary scientific skills for evaluation tasks within CONCERT
Independent from CONCERT Consortium members
Have to sign a declaration of commitment, a declaration concerning confidentiality of information, and a declaration of interests
If needed, CONCERT members could suggest suitable independent and competent new experts

Launch of the Call
Call pre-announcement
To maximize the early mobilization of the radiation protection research community
The EC will be duly notified of the Call Text
At least 14 days before the expected date of publication
Launch of the Call for proposals, publication of the documents
Date in agreement between the Coordinator, on behalf of the MB, and the CSC, in consultation with EC RTD Fission Unit
The call will be opened for the submission of proposals for at least 60 days

Proposals submission
During the proposals submission:
The JCS will act as central helpdesk to the applicantsregarding all aspects of proposal drafting and submission
Call applications will describe their proposed funding scheme
Amount of envisaged EC CONCERT grant contribution
Envisaged contributions from CONCERT member organizations (in kind contributions by consortium members and their linked third parties)

Proposals submission
After proposal submission, the JCS and the CSC will beresponsible for:
The formal check of the submitted proposals (JCS)
The organization of the eligibility check of the applicants according to European eligibility criteria

The JCS will select the Peer Review Panel (PRP) members(approval by the CSC)
To review the submitted proposals
Selected from the expert database
Should have the necessary complementary scientific skills
The PRP members and their institution should not intendthemselves to respond to the Call for Proposals
Selected experts must sign declarations of Confidentiality,Commitment, Interests.

Each application should be reviewed by at least threePRP members (one “Rapporteur” and two “Readers”)

Evaluation of the Proposals
After the Peer Review Panel (PRP) meeting and thereviewing process:
Anonymised detailed evaluation reports will be prepared by thePRP and sent by the JCS to the applicants

Funding of the Proposals
Task 1.5: Negotiation of projects to be funded throughCONCERT open research calls

Monitoring of the calls
Assessing the calls for proposals:
Determine whether the calls are efficient and relevant
Set of indicators (CSC): number of submitted proposals, number of partners, countries involved, etc.
Report on “lessons learned”:
Will be produced at the end of the first call, by CSC and presented to the CONCERT MB
The ESAB will be asked to evaluate the process in total and to prepare recommendations
The second call procedures will be modified accordingly

Monitoring of the funded projects results
Monitoring of the funded projects:
Evaluate their impact and contributions towards the development of radiation protection research in the European Research Area and the implementation of CONCERT objectives
Carried out by the JCS through periodic reports (mid-term and final term)
List of indicators will be identified by the CSC and proposed to the CONCERT MB: publications, patents, collaboration, exchange of personnel etc.
Results will be presented to the CONCERT MB
Main outcomes will be disseminated (in collaboration with WP5)
