WSET Covid-19 Emergency Measures APP Guidance for Remote Invigilation

Remote invigilation (sometimes referred to as online or remote proctoring) exams for Level 1 (Wine, Spirits, Sake) and Level 2 (Wine, Spirits)

In response to the current global health epidemic, WSET has finalised plans to offer Remote Invigilation (RI) exams in English to support our APPs. This additional service enables candidates to take exams once their course has finished.

Due to access restrictions in Mainland China it is not possible for candidates to take RI exams there. Candidates located in Mainland China should not be registered for RI exams. If a candidate is registered for an RI exam in Mainland China, it is likely that they will not be able to access it. WSET will not be liable for any costs associated with that exam or any resits. Please be assured that when WSET introduces computer-based testing at APPs, it will be available in Mainland China. WSET will announce plans relating to the roll out of computer-based testing at APPs before the end of the year.

Access tests are being conducted in the UAE to support the provision of exams in the UAE. If you are interested in taking part in an access test in the UAE for RI exams please contact your BDM.

To prepare your APP for RI exams please ensure that you follow the steps below:

1. Carefully read this document as it contains important information for you and your candidates.

2. Read the Candidate Information document carefully to familiarise yourself with the process that candidates will need to follow to sit an RI exam

3. Fully brief your candidates about RI so they can decide if they want to sit their exam via RI instead of attending a regular paper-based exam.

4. Arrange a time and date for your class to sit their exam. 5. Submit an RI Exam Order Form with your Candidate Registration Form (available on the APP

Global Campus). 6. Email the Candidate Information document to your candidates linked in the Additional

Resources at the end of this document and available on the APP Global Campus. 7. Review attached Appendix C – WSET Remote Exam Violations with your candidates.

Committing any of these violations may render a candidate’s results invalid.

What is remote invigilation?

Remote Invigilation (RI) enables a candidate to sit their Level 1 or level 2 exam on a computer in a secure, invigilated environment from their home where they are monitored via webcam, screen sharing technology and a secondary recording device. Candidates will still need to register for their WSET exam through their APP, and initial communications and the Candidate Information document will be sent to the candidate from their APP.

Is there a minimum number of candidates I must have for each exam? No, you can place an order for one or more candidates. The date and time noted on the RI Exam Order Form will apply to all candidates on the Candidate Registration Form. If you have multiple groups of candidates sitting exams at different times, please submit separate orders for each group as you would with paper-based exams.

Can a candidate sit the exam at a date and time of their choice? The exam will be held at a fixed date and time of your choosing. You will need to have previously agreed the time and date of the exam with the candidate(s) as you would have for a paper-based exam. You will need to note the date and time that the exam is due to take place when you send the RI Exam Order Form and Candidate Registration Form to [email protected]. The candidate will only have access to the exam at this date and time. There are a few days each year that the RI service is not available – these are listed on the Global Campus.

Can candidates living at the same address take the exam at the same time? Please inform us if you are registering candidates for an exam who live at the same address. We may need to make some special arrangements for them to sit the exam, including setting the exams at different times. Multiple candidates taking an exam at the same time and at the same location can cause bandwidth to become insufficient. Can remotely invigilated exams be taken in any language? No, RI exams are only available in English.

How much does Remote Invigilation cost? The cost of an RI exam (for all qualifications) at Level 1 is £58 and at Level 2 is £78.

Why is Remote Invigilation more expensive than a paper-based exam? This is an additional service compared with paper-based exams and factors in the ongoing investment of developing and hosting a secure global digital platform. Each exam is independently reviewed by an Invigilator to ensure it meets our rigid criteria and guidelines, we are committed to maintaining the security, quality and integrity of the service we provide.

If my candidates have already sat a WSET course or have paid for a future course can I charge them an additional fee for a remotely invigilated exam? We anticipate that the overall cost of conducting an RI exam will not be substantially higher for our APPs – courier fees, invigilator fees, room hire costs and other add-ons (refreshments, for example) will not be applicable with RI. However, if it does prove to be more expensive, then a small fee to cover costs only can be passed onto the candidate. It is your decision if you would like to run RI exams, and it is then the decision of your candidate if they want to sit an RI exam or not. A paper-based exam must be offered as an alternative as soon as it is safe to do so.

Can candidates choose between remote invigilation and paper-based exams? Some candidates may prefer to wait and take their exam on paper at your premises once Covid-19 restrictions are lifted and your APP is able to reopen. It is important to make your candidates aware that this option is available so that they can make an informed choice.

What should I tell candidates about remotely invigilated exams? When a candidate is interested in taking an RI exam via your APP, please provide them with the Candidate Information document so that they can assess their suitability for this type of exam. We would recommend you also talk them through how an RI exam works and what technology and facilities they will need to have access to.

What happens if a candidate does not have a device that enables them to sit an exam via remote invigilation? If a candidate does not have device(s) that meets the specification to sit an exam via RI they will not be able to take their exam remotely. Please refer to attached Appendix B – Remote Invigilation Devices for supported and unsupported devices.

Do candidates need an internet connection to sit the exam? Yes, the exam will be accessed online and is dependent on a strong and stable internet connection.

Please note that candidates should not tether an internet connection but rather have a WIFI or hardwired internet connection for the exam.

What else can I do to ensure my candidates are confident taking a Remote Invigilation exam? We want to ensure candidates are as well-prepared as possible for their exam. It is vital that candidates understand the importance of the Candidate Information document and that you draw their attention to the room setup video and the list of exam violations within it. To thoroughly prepare candidates, many APPS have found it helpful to host conference calls a week or more before the exam to stress the importance of successful system checks, exam room setup and potential exam violations. These conference calls or additional communications from you could decrease the

number of candidates required to re-sit an RI exam. Please review the Common Causes for Resists document linked in the Additional Resources below and found on the APP Global Campus.

Can Reasonable Adjustments be supported with a Remotely Invigilated exam? It is possible to accommodate candidates’ reasonable adjustments with an RI exam. Please contact [email protected] as soon as possible. Normally WSET requires 4 weeks’ notice for reasonable adjustments to be applied to an exam. However, depending on the adjustment and how soon WSET can review the supporting documentation this time frame may be reduced.

How can I place an order for a remotely invigilated exam? To place an RI Exam Order please complete the RI Exam Order Form and submit it with the Candidate Registration Form to [email protected] with the exam level in the subject line. An example of an RI Exam Order Form can be found in Appendix A below and can be found on the APP Global Campus.

When do I need to place my order for a remotely invigilated exam? Due to processing time, we require 15 UK working days’ notice at a minimum for an RI Exam. Please submit your RI Exam Order Form and Candidate Registration Form at the same time. This applies to all Level 1 and Level 2 qualifications. Level 3 exams are not available via RI.

What is the difference between the regular Exam Order Form and the RI Exam Order Form? You will not be required to provide satellite information for an RI exam but you will be required to state the UK date and time of the exam as well as the local time and date of the exam. Please do not schedule exams to start after 10:30 pm UK time. It is possible to schedule an exam to start at 00:00am (midnight) the next day UK time. RI Exam Order Forms can be found in the APP Global Campus.

Do I need to fill out a different Candidate Registration Form? When you place your RI Exam Order you need to submit the standard Candidate Registration Form (CRF), but you must supply an email address for the candidate. Without an email address we are unable to schedule the candidate for an RI exam.

For USA based APPs, please submit the CRF clearly marked as ‘USA only’ in the RI Exam Order Forms section on the Global Campus. In addition to the candidate’s email address, you will need to also provide the physical address where the candidate will sit for state sales tax purposes.

What happens when I submit my Exam Order Form and Candidate Registration Form? When WSET receives your RI Exam Order Form and Candidate Registration Form, they will be processed as usual. You will receive a confirmation email that your order has been received within 3 working days.

Can I cancel a remote invigilation exam order? Please notify [email protected] as soon as you are contacted by a candidate to cancel a RI exam. With seven working days’ notice, the APP will be able to cancel without charge. Once inside the seven day window, all exams will be charged, unless the exam is covered under Special Considerations as outlined in the APP Handbook. Please review your Refund Policy to reflect these dates.

What happens if a candidate cannot sit a remotely invigilated exam that they are scheduled to sit? If a candidate is unable to sit their exam, they should inform you as soon as possible. Any cancelations occurring with less than seven working days’ notice will still incur a charge. You will also need to contact [email protected] with the candidate details and reason they cannot sit their exam as soon as possible.

Can I swap candidates if someone can’t make an exam they have been scheduled for? Providing the candidate change is requested 15 days before the exam, it will be possible to make the change. It is not possible to make changes to candidates registered for an exam once the 15-day threshold has passed.

Is there a restriction on the exam dates and times that I can schedule an exam? Yes. There is a list of dates that it is not possible to hold RI exams. Please refer to this list which is available on the Global Campus and linked in the Additional Resources below.

Exams cannot be scheduled for after 10:30pm UK time. The exams can be scheduled from midnight the following day.

What information will candidates receive once I place an order? WSET will provide APPs with a Candidate Information document for you to send to your candidates when they express an interest in registering for an RI exam. This will let them know what to expect and provide checks to establish if they are able to sit an RI exam. The document will contain a link to a video showing specific examples of how to prepare for an exam, please encourage them to review it carefully. This video is linked here for your review as well. Once the RI Exam Order Form and Candidate Registration Form have been processed, candidates will receive at least two automatic emails from WSET prior to their exam:

Email 1: is sent 10 days before the exam, it will contain information detailing the necessary devices to sit an RI Exam and provides a link to perform a system check. Encourage candidates to perform the system check as soon as possible to avoid last minute issues. Do not wait!

Email 2: is sent three days before the exam and will only be sent to candidates who have not yet performed a system check reminding them to do so.

Email 3: is sent 72 hours before the exam time and will include a link to access their exam. The link will not be valid until the exam time. Remind candidates to notify you immediately if this is not received.

You can see examples of these emails in the Global Campus. APPs are responsible for providing candidates with RI exam dates and times. RI exam dates and times will NOT be included in the automatic emails to candidates from WSET. A sample email template to communicate the Exam Date and Exam Time to candidates along with helpful information for exam day can be found in Appendix E.

To ensure that emails are received directly to your candidate’s inbox please ask your candidates to add [email protected] to their approved senders list. Remind candidates to check their spam and to let you know immediately if they are nor received.

What happens if a candidate has questions before the exam relating to their device suitability? Please make sure that you share the Candidate Information document with any individuals thinking of sitting an exam via RI, this will contain guidance on device suitability. As noted above the first email will provide candidates a link to perform a system check on their device that they are intending to use for their exam. When a candidate is conducting a system check they will have access to 24/7 chat support to help resolve any issues. Please note, the chat support is only available in English. Failure to complete a system check and/or using an unsupported device may render a candidate’s results invalid if we are unable to confirm exam integrity due to technology issues.

If the candidate has issues during the system check that online service cannot resolve, ask the candidate to email you with the following information that you will then need to send to [email protected]:

a. Nature of issue; including any screen shots and error message

b. The primary and secondary devices; including operating systems they were using

Where do candidates need to put their devices? Candidates should place their main device in a location where it will be comfortable to sit and take their exam, but the location must have a strong and stable internet connections. Candidates will need to plan ahead. Their secondary device (phone or tablet) will need to be positioned 3m/ 10ft to the side of them, so that invigilators can view the candidate and the laptop.

Can a candidate access their exam before it is due to start? No. The candidate will receive the link to their exam, but it will not be accessible until the scheduled start time. The exam set up begins at the appointed time.

What happens if the candidate has an issue starting their exam? If a candidate experiences any issues getting into their exam there is an online chat function that they must use to help resolve any issues. Candidates should remain patient and calm when waiting for assistance as the online chat function is helping multiple exam takers at the same time. It is important for Candidates to know that if they start on-time, they should have enough time even

with an issue to enter the exam and complete it within the prescribed time frame. Set up time will not shorten the exam window. A guide with screenshots showing candidates what to expect during the exam setup can be found here.

The system check noted in the emails is imperative to resolving any number of device issues that cannot be taken care of as the exam is about to start.

How will candidate ID be checked before they sit their exam? Candidates must present an official photo ID document to validate their RI exam. If their ID scan is not clear there may be delays in processing their exam. Please make sure the joining instructions you provide to your candidates informs them that not only is ID essential, but that it must be clearly visible on the scan. They should take it out of any covering and hold it flat in front of the webcam when instructed, making sure that there is no glare or reflection and that their fingers are not covering any part of it. A member of our Exams team will reach out to your APP if any IDs need validating before processing the entire cohorts’ results.

The name on their ID must be the same as their name on the Candidate Registration Form. If you or a candidate is unsure of what ID is acceptable, please refer to the APP Handbook or contact [email protected].

Will it be easy for a candidate to cheat during an exam? No. The technology behind RI is new to WSET but is already used by different organisations and exam boards around the world. To sit an RI exam the candidate will be invigilated via:

• The webcam on their primary device records their face during the exam to monitor eye movement, etc.

• Their desktop is recorded via screen sharing to ensure that they are not accessing other programmes

• Their secondary device records the candidate from a distance to make sure that they do not have access to materials that could enhance their exam performance

WSET has provided a list of exam violation guidelines. These are included in Candidate Information document we will ask you to send to candidates and explain what they can expect from an RI exam. Exam recordings are reviewed by WSET to ensure exam conditions are met. The list of possible Exam Violations can also be found in Appendix C below.

What happens if a candidate loses their internet connection during an exam? If a candidate loses their internet connection during the exam, once reconnected they will be able to enter back into the exam by clicking on the link in the exam email. The candidate will be able to resume their exam where they left off – they will not lose any exam time due to the lost connection. If a candidate loses internet connection their exam will be flagged and reviewed by WSET.

What happens if my candidates have a problem during their exam? Although there is no requirement for the Main Contact or Exams Officer to be available to candidates on the day of the exam, we would strongly encourage someone to be available to assist

with any last-minute issues. We have provided an FAQ document which will help you rectify common technical issue – the link is available in the Additional Resources below or on the Global Campus. If no APP staff member is going to be available, this should be made clear to your candidates in advance.

If they experience a problem during their exam, they will need to access the online help chat which will give them support. The chat service is only available in English. The help chat is available 24/7 so availability does not impact when you can host your exam. Candidates should remain patient and calm when waiting for assistance as the online chat function is helping multiple exam takers at the same time. More information can be found in the Exam Issue-FAQ document in the Additional Resources below and can also be found on the APP Global Campus. If the issue is unable to be resolved with the chat service, the candidate should email you with the following information that you will then need to send to [email protected]:

a. Nature of issue; including any screen shots and error message

b. The primary and secondary devices; including operating systems they were using

Should I contact my candidates after their exam? WSET surveys candidates after they have taken their exam, whether paper based or RI, to gather feedback on their experience. In the same way that we would expect APPs to check on their students’ satisfaction at the end of a classroom-based course and exam, this should be done for RI candidates as well. Some of the issues raised may be little different from those you are used to, which is when the FAQs may be useful.

Please remember that WSET’s standard policies and procedures still apply. If something unexpected and beyond the candidate’s control came up during the exam, such as a power outage or a fire alarm, then you may need to file a Special Consideration request on their behalf. If a candidate is not satisfied about their result, the standard complaints procedure applies, and candidates should file their complaint to their APP. More information can be found in the Guidance for APPs on Candidate RI Appeals document in the Additional Resources below and can also be found on the APP Global Campus.

Can I view the video of candidates sitting their exam? No, you will not be able to view the video footage of the candidate sitting the exam. This will be viewed by WSET and our RI service providers only.

When can I expect to receive the Grade List? Results will be issued to APPs within 3 weeks of the exam date. This allows for security checks by our external service providers, which take up to a week, followed by WSET’s internal checks and verification – we want to ensure that integrity of our qualifications is upheld at all times.

Certificates will be dispatched six weeks after the exam. The lockdown restrictions in the UK mean that there are currently some delays with sending certificates to APPs, but we will endeavour to get them to you as soon as possible after restrictions have been lifted.

Will I know if a candidate does not sit an exam?

WSET will not be able to confirm who did and did not sit a scheduled RI exam until the Grade List is issued. Candidates who did not sit

their exam will not appear on the Grade List.

How will WSET ensure remote invigilation exam results are consistent with paper-based exam results? RI exam papers are the same as those used for paper-based exams and are marked to the same marking keys. Results are reviewed against paper-based papers to ensure consistency. All candidates taking an RI exam will be given the opportunity to provide feedback via an online survey when they complete their exam.

Can candidates resit a remotely invigilated exam? Resit eligibility for RI exams is the same as for paper-based exams: candidates may apply to resit the examination if they are unsuccessful. This can be an RI exam (if available) or a paper-based exam. They must pay the appropriate re-sit exam fee. You do not have to schedule special resit exams for candidates who have taken an RI exam – they can be accommodated alongside other candidates in another scheduled exam at your APP. Candidates who have passed are not permitted to retake to improve their grade.

What will I receive with the grade report from WSET Exams? In addition to a standard grade list from the Exams team noting results for you to pass onto candidates, you will also receive an additional notification of any exams that have been disallowed for any of the following reasons:

1) Technology Failure- This may happen for a variety of reasons, such as internet access issues, use of unsupported devices, or battery failure, some of which are beyond candidates’ control. There is no suggestion of deliberate malpractice, and retake exams will not have the grades capped. However, we would ask you to emphasize the importance of carrying out the pre-exam system and device checks with your students and taking the exam in a room with a strong and stable internet connection.

2) Failure to Maintain Exam Conditions-Exam Violations- Despite multiple reminders, candidates do commit exam violations. The most common are taking notes, wearing a watch, allowing another person in the exam room, and using multiple screens. When violations outlined in Appendix C occur, it can make it impossible for our invigilators to determine if the integrity of the exam has been maintained and a resit will be required. Again, there is no suggestion of deliberate malpractice, and retake exams will not have the grades capped.

Candidates who have had a remotely invigilated exam disallowed should be offered the option of doing their retake exam on paper if they prefer, subject to lifting of any Covid-19 restrictions that might be affecting your APP. Candidates whom did not sit the exam will not appear on the Grade List.

Sample templates that you can use to communicate results to candidates when a remotely invigilated exam has been disallowed have been provided in Appendix D.

If there is an issue with a candidate’s exam will I still be charged? Refunds will not be given for an RI exam unless 7 working days’ notice is given that an exam will not occur or the exam is covered under Special Considerations as outlined in the APP Handbook. Examples of when exams will not be refunded are:

• Exam was sat on an unsupported device and the exam could not be validated • Technical issues occurred during the exam where one or more video feeds dropped, and the

exam integrity could not be validated • Your or your candidate did not provide a correct email for the candidate to WSET and it is

not corrected at least 7 days prior to the exam • The candidate suffers a power or internet outage on the day of the exam and is unable to sit

the exam • The candidate had technical issues with their device that could not be resolved with online

support.

Appendix B – Remote Invigilation Devices

To sit a remotely invigilated exam it is required that the devices you intend to use meet the following technical requirements and are setup properly. You will need two devices as follows:

Appendix C – WSET Remote Invigilation Exam Violations

Candidates agree to abide by the exam regulations and will not commit any of the exam violations noted below. Failure to do so may render a candidate’s results invalid. WSET reserves the right to permanently exclude candidates found guilty of misconduct from WSET qualifications. It is very important that candidates consider how to set up their home to prevent accidental violations. The highlighted violations are violations that candidates commit most often.

Appendix D – Sample Templates for Communicating Results

FOR TECHNOLOGY FAILURE

For WSET exams to be considered valid, exam conditions must be maintained throughout the exam. For remotely invigilated candidates, this is verified by reviewing the video of your exam. If a clear and unbroken video feed of the exam from start to finish is not available, exam conditions cannot be verified.

WSET has reported that they do not have a complete video feed of your exam from start to finish. This may happen for various reasons, such as internet access or wi-fi issues, use of incompatible devices, or battery failure. As a result, it has not been possible to process your video and your exam cannot be marked. We will contact you to discuss your retake options. You may retake your exam as either a paper-based or remote invigilated exam. The retake will count as your first attempt so there will be no cap on the grade you can achieve.

Please note that WSET cannot validate exams where there is no continuous video feed, even if this occurred for reasons beyond your control. This does not represent grounds for complaint or for a special consideration request.

FAILURE TO MAINTAIN EXAM CONDITIONS – EXAM VIOLATIONS

For WSET exams to be considered valid, exam conditions must be maintained throughout the exam. For remotely invigilated candidates, this is verified by reviewing the video of your exam. If violations of exam conditions are found during the video review, the exam cannot be marked.

Please be assured that there is no suggestion that you were trying to cheat. However, the failure to maintain exam conditions means your exam cannot be marked. Below you will find important and helpful information to prevent day of exam issues. Soon you will start receiving automated emails from WSET that are very important to ensure that you can take the exam on your specified exam date. Please let us know immediately if you do not receive a Systems Check email by < provide date that is 10 business days from exam date> and/or by < provide date that is three business days from exam date>. Notifying us too late could mean that you are unable to sit your exam and requires you to pay a re-sit fee.

You will receive two or three emails from WSET once you have been registered for your exam:

Email 1: is sent 10 days before the exam and will contain information relating to what devices you need to sit an RI Exam. It will ask you to perform a Systems Check.

Email 2: is sent three days before the exam and will only be sent to those candidates who have not yet conducted a system check advising you to do so ASAP.

Email 3: is sent 72 hours before your exam and will include a link to access your exam.

Post Successful System Check Tip:

After successfully completing a System Check, please ‘Force Stop’ the application on your device otherwise it will continuously run during the days leading up to your exam date. Not Force Stopping your application before the exam day, can cause application glitches with your camera which could invalidate your exam if Remote Invigilation Reviewers are unable to see your exam environment clearly. The most serious mistake you can make is to not read the Remote Invigilation Candidate Information that is attached. Please read this to avoid committing exam violations that could disqualify your exam and require you to retake it with an additional fee of <list re-sit fee> at a later date. Exam Day Advice: 1) Prepare you exam space before you setup your exam devices. This includes making

sure your desk is clear and that you have an idea of where/how you will setup your secondary device.

2) Make sure housemates or coworkers know not to bother you during the exam 3) Ask housemates or coworkers not to stream anything during your exam- you must

have strong Wi-Fi bandwidth 4) Keep potential Exam Violations in mind. Real people are reviewing your recorded

exam and are marking down every minor to major violation you could unknowingly be committing if you have not read the Appendix B- Exam Violations

5) Do not take notes during the exam and do not have notes placed around your exam space
