PROVISO | Following the Cook CountyDemocratic Party’s announcement lastweek to slate Rep. Karen Yarb-rough (D-7th) in her bid for Cook County Recorderof Deeds a local politi-cian has stepped up tobat for the 7th-Districtseat.

Rory Hoskins cur-rently serves as theCommissioner forAccounts and Financeand Vice-President ofthe Council for theVillage of Forest Park.Hoskins role includesoversight of theFinance Department,the Village Clerk’sstaff, and the FireDepartment.

Since joining theVillage Council,Hoskins has served on the LegislativeCommittee of the West CentralMunicipal Conference and has represent-ed the Forest Park in both WashingtonD.C. and in Springfield. In 2009,Hoskins met with the Illinois Departmentof Transportation’s Secretary, GaryHannig, and secured funding for the re-construction of Harvard and Jacksonboulevards in Forest Park. Also in 2009he convinced our community’s state rep-resentative to allocate $200,000 to fundthe renovations to the police detectives’office unit.

“I’m going to people who know meand making a case to people,” Hoskinssaid. “The race is more about ideas and atrack record than it is about checks from

special interests.” Hoskins said about hisrun. Hoskins’ committee, Citizens forHoskins, is on track for campaignfundraising. Most of his contributionshave come from members of the public,and those folks have given in muchsmaller amounts. About his campaigntalking points, Hoskins said in an inter-view with the Forest Park Review, “”Aswe move forward, I’d be happy to sharemore information with you,”

Hoskins 39- years-old, is marriedfather of four children. He is currentlyenrolled as a full-time third year law stu-dent at Loyola University Chic-ago.Prior to law school Rory worked in eco-nomic development holding both publicsector and private sector jobs and holds a

masters degree in socialwork that was awarded in1999. He has volun-teered in a variety ofcommunity settingsincluding schools, ParkDistrict of Forest Park,and in Special Olympics.

In a role that is notdirectly related to Villagegovernment, RoryHoskins has served asPresident, for the ProvisoTownship DemocraticOrganiza-tion. Hoskinsstepped down temporari-ly to run for re-election inForest Park. As a youth,Rory participated in a

variety of sports. He was captain of hishigh school’s soccer team and earned therank of Eagle Scout. Youth programsare important to Hoskins. He is current-ly a coach in the Forest Park YouthSoccer Association, and is working withthe Park District and the local school dis-trict to establish a Teen Center in ForestPark.

Emanuel Chris Welch, the president ofthe Proviso High School District 209Board of Education, has expressed inter-est in running for the 7th District seat,too. Welch ran against Yarbrough in the2006 primary and the voter’s, by a landslide, 3-1 margin, rejected him.

COOK COUNTY | “Check the Box”urges State Rep. La Shawn K. Ford (D-Chicago). Ford iscalling attention toan easy way forconcerned citizensto support crimeprevention effortsand after-schoolprograms by sim-ply checking adonation box ontheir Illinoisincome tax formnext year.

“When it comesto finding a worthy cause to support,researching the program, contacting theagency, filling out paperwork, and mail-ing a check, even those with the best ofintentions get exasperated or put it offuntil next time,” Ford said. “By putting acheckbox on the state income tax form tosupport the After-School Rescue Fundand the Crime Stoppers Association Fund,it is easier than ever for concerned resi-dents to support these efforts.”

Senate Bill 2293, recently signed intolaw, creates two new state funds, theAfter-School Rescue Fund, which waschampioned by Ford in House Bill 1282,and the Crime Stoppers Association Fund.The new funds will be able to receivedonations from Illinois taxpayers whocheck a box on their state income tax formand indicate the desired donation amountof one dollar or more. If the filer is oweda refund, the amount of their donation willbe deducted before remittance, and if thefiler owes taxes, the donation will beadded to the amount owed. No otherwork is required by the taxpayer, and thestate Department of Revenue will makesure the funds reach the intended pro-gram.

In 2010, approximately $1.3 millionwas raised across the state for a variety ofcauses included on tax forms, accordingto Ford. This is down from 2009, whichsaw $1.4 million in donations, and 2008,when $1.6 million was raised. State lawrequires each fund on the income taxcheckoff form to raise at least $100,000each year to remain on the form for thenext year. “Because these funds needdonations to remain eligible to be on theincome tax form, I plan to make a dona

ELMWOOD PARK | Elmwood Park hasan auxiliary police force. They’re paid,part-time officers who carry guns andhelp with traffic duty, crowd control andwriting tickets. But in Elmwood Park,the auxiliary officers appear to haveanother job: helping politicians get elect-ed.

Six new auxiliary police officerssworn in last week—a shiny new badgein the hands of a local kid made good.But FOX Chicago investigators had aquestion for him: Did he have to do polit-ical work? Before Kevin Forrest evercarried a badge and gun, he carried polit-ical petitions, going door-to-door to getsignatures for longtime Elmwood Parkmayor Peter Silvestri. He offered Forrestcongratulations after swearing him in.Forrest denied doing any political workand then refused to comment when askedagain.

Apparently a lot of Elmwood Parkauxiliary officers enjoy knocking ondoors and engaging in politics. FOXChicago News and the BetterGovernment Association obtained a listof all 32 auxiliary cops since 2008. Itappears every single one— all 32 offi-cers— have either passed political peti-tions for Silvestri and other Elmwood

Park politicians, or contributed cash toSilvestri’s political campaign fund.

Silvestri, who also serves as a repub-lican Cook County Commissioner, saidthat perfectpolitical scoreamong the aux-iliary police isentirely volun-tary. He saidneither he noranyone else hasever pressuredthe officers todo politicalwork - whichwould be ille-gal. “Youknow what, wedon’t put a gunto anybody’s head and we don’t threatenanybody’s job,” Silvestri said. “We’renot that dumb. It just doesn’t happen.”

Steve Schiro worked as an ElmwoodPark auxiliary officer until 2008. Lastyear he was laid off from his job in thevillage’s public works department. “Thehead of the auxiliary police would beblunt. Do it or hand in your badge,”Schiro said. “We don’t need you.”Schiro said just to get considered for theauxiliary police job he had to do politicalwork. He also said officers were told bythe unit’s captain they had to keep doingpolitics in order to keep their badges andget assignments. “You have to go to theprecinct meetings. You have to get peti-tions signed. You have to buy cocktailparty tickets,” Schiro said. “Fundraisers.Those are the things you have to do.”

Schiro said they even handed outpolitical assignments and signs duringmeetings of auxiliary officers in the base-ment of the Elmwood Park police station.He also said some of the better door-knockers, like himself, were farmed outto do political work in neighboring sub-urbs for the mayor’s political friends.“It’s Pete’s political puppets,” Schirosaid. “That’s what people would callthem. Because if he says do this, theywould all do it. And if they didn’t, they’dbe yanked.”

In building this database FOXChicago and the BGA also found a strongcorrelation between the officers who didthe most political work – those whopassed the most petitions and gave themost money - and those who got the mosthours as auxiliary cops. “The more youwere involved political,” Schiro said,

“the more they rewarded you.” “Theones who make the most money are thebrass, so to speak,” SIlvestri said. “Thecaptains, the sergeants, the lieutenants.And obviously they’re probably interest-ed in being supportive of the administra-tion. But they’re not compelled to do so.”

When asked how it was possible thatall 32 auxiliary cops did political workwithout being asked to, Silvestriresponded: “Is it possible they just wantto participate?” Silvestri asked. “Is it pos-sible they like being part of ElmwoodPark and want to participate in thisadministration organization? For the last few years I have beenconsumed with one question thathas placed me in the top 1% of the

student body during my college years:What are the ‘A andB level’ studentsdoing each semesterthat no one else is?Why do they consis-tently do well? Andhow can I get to andmaintain that samelevel of success?Equipped withthose questions I went on a manhunt tofind out what success looks like andhow I can make success mine.

I realized the best students weren’tmuch different than I was and I decidedto study the top students and find outtheir habits. I quickly found out the eas-iest way to become a successful studentwas to find the honor roll students andhang around them. As I began to hangaround them I started to notice they doand love the same things I did: they allhad iPod’s and loved listening to musicjust like I did, they loved going to pro-fessional sports and concerts just likeme! They watched videos, went to themall, and travelled like me. They hadvarious personalities and styles, butthey all seemed to follow the same codeor set of rules when it came down toschool. I spoke with many top studentsand took notes while speaking witheach one. After speaking with the suc-cessful students I created a ‘success list’, and as I listed different principles thateach individual students used, I noticedthat there were many principles but theyall fell into one of 5 categories;Priorities, Goal Setting,Communication, Progress, and TimeManagement.

It was the previous principles that Iused which eventually made me a suc-cessful student as well. I also createdmy own definition of a successful stu-dent; one who perform well academi-cally, is active in campus life andextracurricular activities (Team sports,

organizations, and clubs) and has asocial life that stretches beyond theparameters of the college classes (Youmust have life outside college to remainbalanced).

Most students ask ‘Why be success-ful’? Why go the extra mile? To which Ialways answer ‘if you needed openheart surgery which doctor would youwant to operate on you? The one whogoofed off, hardly came to class andalmost got kicked out of the medicalprogram or the one who was serious andmade medicine her life’s work?’ Theanswer is always unanimous. Just likeyou want the best people operating onyou to ensure a safe surgery and recov-ery; others want you to be the best toensure they receive the best product orservice you eventually will provide.

The first principle shared by all highachieving students is PRIORITIZA-TION: What is the #1 reason you attendcollege? Your answer should be some-thing close to wanting to get a degree,and education. With that being said itbecomes easy; 1. School 2. Extra-cur-ricular activities 3. Social Life.

When I was in college I and everyother high achieving student realizedthat school was always first (because itwould eventually make me successful)and everything else is second! Problemswill occur in your life when the second

priority becomes the first. Whenever theorganization or club you participate inbecomes more important than attendingclass you are doomed for a mediocresemester. It doesn’t matter how impor-tant or noble the event you are partici-pating in, if it causes you to lose focuson class time or study time you don’tneed it.

While in school, its best to only haveone or two extra activities because, toomany activities will require time takenfrom study and your original goal whichis to become a successful student.Student who achieve great levels of suc-cess make a decision to only do certainactivities and drop everything else. Forinstance, if you are a cheerleader, thenbe a cheerleader, student and enjoy yoursocial life. You don’t have time to be acheerleader, activist in the community,chapter president of the dog walkers ofAmerican, work with habitat forhumanity and be a student which meansyou’re going to have to make somedecisions in order to be a successful stu-dent. If you’re having problems getting

out of activities and organizations thenlearn to use the word ‘no.’

You can start today on becoming asuccessful student by making a decisionto be the best and hanging around thetop students. If you wanted to be anNBA Player who would you go hangaround? You would hang around NBAplayers or others who want to play justlike you. So if you want to be an ‘A’student who do you go hang around?Other ‘A’ students.

Commissioner John Fritchey wants to

eliminate the Recorder of Deeds office

and consolidate the duties under anoth-

er county office to save the taxpayers

money.12th

District Commissioner Fritchey

plans to introduce the proposal before

voters in a referendum on the 2012 bal-

lot, he said in a press conference on

Monday. To implement the plan that he

will need at least 9 of the 17 commis-

sioner’s votes. Fritchey is hoping for

the support of County Board President

Toni Preckwinkle, who has veto power.

Fritchey says that by combining the

offices of the County Clerk and

Recorder of Deeds the county will save

over $1 million in taxpayers’ money.

“Cook County has historically been a

bastion of politics, and employees, and

bloat and excess,” Fritchey said. “When

you take a look at the functions of the

Cook County Clerk’s office, and those

of the Recorder’s office, they share

functions that can be, ought to be, and

should be merged into one office.”

“I’m not asking the commissioners to

get rid of the office. I am asking them

to let the taxpayers of this county decide

how to better spend their money.”

Recorder of Deeds, incumbent,

Eugene Moore, who does not plan to

seek re-election next year, tossed out the

idea. “If anything, they should put more

responsibility in the Recorder of Deeds

office,” Moore said. Moore’s chief

deputy, Darlena Burnett, who is consid-

ering a run for the job, said there is “no

evidence that consolidating an office

with another office is going to represent

savings.”The Recorder’s office operates an

annual budget of $40 million manages

and about 400 employment positions.

The office is responsible for recording

titles, liens and deeds. The Clerk’s

office, which Fritchey suggests could

maintain the duties, is responsible for

maintaining vital records such as death,

marriage and birth certificates and civil

union licenses.

SPORTS Panthers keep playoff hopes alive;PW soccer team doing wellSports with Mike Sandrolini

Proviso | In order to keep its playoffhopes alive, Proviso West’s footballteam had to pick up a win at LyonsTownship last Friday. And the Panthers did just that in con-vincing fashion, defeating the Lions,41-14.

“Our backs were against the wall,and we clicked at the right time,”said Panthers coach Famous Hulbert.“Our season was on the line. The keywas we played with a lot of emotionand passion. We got them fired up,and they made a great effort and exe-cuted at a high level.”

Particularly senior quarterbackQuincy Cole, who rushed for threetouchdowns and passed for twomore. Cole’s scoring runs of 2, 18and 42 yards were part of his totalfor the evening of 130 yards rushing.He also passed for around 150 yards.“On offense, we’ll go as far asQuincy Cole takes us,” Hulbert said.“When Quincy is on, he’s the bestquarterback in the (West SuburbanSilver) conference.”

However, it was linebackerIshmeal Akui who got the ballrolling for Proviso West (4-4, 2-3).Akiu, sidelined with an injury thepast few weeks, returned to the line-up and scored on a 45-yard fumblereturn to give the Panthers a 7-0 leadin the first quarter. “We got our emotional leader back,”said Hulbert, referring to Akui.“That sparked us.”

West took a 21-0 halftime advan-tage thanks to Cole’s 2-yard TD runand his 66-yard scoring pass to CraigLottie. Proviso West closes out theregular season at home against OakPark-River Forest. A victory puts thePanthers at 5-4 and likely assuresthem of a spot in the postseason forthe third consecutive year.

On paper, the contest vs. OPRF isa winnable game for Proviso West.But the 3-5 Huskies do have JakariCammon, whom Hulbert says is “thebest running back in the confer-ence.” “He’s good,” Hulbert said. “I

like him. It’s going to be a challengefor us to stop him. He appears to bethe heart and soul of that footballteam. He’s a heckuva football play-er.” Here’s what the Panthers mustdo to win Friday and get into theplayoffs, according to Hulbert: “Getbetter, improve on last week’s per-formance, keep everyone (academi-cally) eligible and healthy, and playour best game of the season,” hesaid.

Proviso West soccer

The Panthers’ boys soccer teamhas quietly become one of the betterclubs in the West Suburban Silverthis season. Proviso West closed outthe regular season last week on awinning note by defeating York, 3-1.Emmanuel Carrasco, Luis Martinezand Daniel Delgado each talliedgoals for the Panthers, while sopho-more goalkeeper Matthew Cabralesturned aside 22 York shots.

“He’s been working hard direct-ing the defense,” Proviso West coachDavid Vassallo said of Cabrales,who has 144 saves so far this season.“He reads the attack well. He’s in theright spot at the right time, and he’sgot a good pair of hands.” Vassallomoved Carrasco, a senior, fromdefense to forward midway throughthe season, and Carrasco hasresponded by scoring a team-highsix goals. “He’s really done a nicejob scoring for us,” Vassallo said.

Senior Jose Rodriquez and juniorJosue Arias, the team’s new sweeper,anchor the Panthers defensively.“They’re working well together,”Vassallo said. “We have a reallysolid defense and we really trustthem.”

The team’s biggest triumph of theyear so far is arguably its 3-1 winover Glenbard West Sept. 20. Itturned out to be the co-WSS champi-on Hilltoppers’ only conferenceloss—and the only defeat GlenbardWest has endured during a streakwhere it’s won 10 of its last 11

games. “We’re the reason they’renot 6-0,” Vassallo said. “We’re real-ly starting to move the ball well.We’re doing a lot more passing thanwe have in the past. We’re gettingpossession of the ball at midfield,

and they’re putting the ball up for-ward for the strikers.”

The Panthers took a 7-6 recordinto their regional opener Tuesday atArgo vs. the host school. Argo is thefourth seed in the Hinsdale sectionalcomplex, while the Panthers areseeded 13th. If the Panthers get pastArgo, they likely would face fifth-seeded Hinsdale Central for theregional championship on Saturday.The Red Devils handed ProvisoWest a 1-0 loss on a penalty kickduring the regular season, andVassallo is hoping his team gets anopportunity for a rematch withHinsdale. “It would really be a niceregional game with them if we getthere,” Vassallo said. “That would bea game to watch.”

The Pirates grabbed an early lead

during their West Suburban Goldmatchup with Leyden last Saturdayat home, then lost the lead in the sec-ond quarter but came back to tie thegame twice during the second half.Leyden, however, put together what

proved to be the game-winning drivelate in the fourth quarter and pulledout a 35-28 victory.

Leyden’s win spoiled an other-wise solid offensive performance bythe Pirates (1-7, 1-4). LangdonJohnson gained over 100 yards rush-ing and also returned a kickoff deepinto Leyden territory during the thirdquarter to set up a 12-yard touch-down run by Ryan Jones which tiedthe game at 21-21.

After Leyden regained the lead(28-21), East quarterback MalcolmHilliard galloped for a 55-yardtouchdown to even the score onceagain. Hilliard also had a 1-yard TDrun in the first quarter, and Jonesrushed for a 30-yard score in the sec-ond quarter.

The Pirates will attempt to end2011 victorious when they visitMorton (2-6) on Friday night.
