Contents

This technical regulation establishes procedures and requirements for notification and registration of sanitizing products. This draft Resolution has the objective to update, streamline procedures and reduce bureaucracy, to establish definitions, general characteristics and technical requirements for packaging and labelling, for notification and registration of products classified as sanitizing, with the purpose of better health risks management. This draft Resolution applies to all products defined as sanitizing. The notification and registration procedures of sanitizing products were done taking into account risk assessment and risk management. The sanitizing products are classified according to their risk, objectives, sales and use.

The sanitizing products classified as risk 1shall be notified, and must attend to the provisions of Resolution RDC 42, 13 August 2009, in addition to the requirements of this Resolution. The sanitizing products classified as risk 2 shall be registered. Anvisa will grant a period of 360 days for all products previously notified and registered tobe adjusted to this Resolution, after its entry into force. This resolution will revoke Resolution RDC 184, 22 October 2001, Resolution RE 3168, 22 September 2006, and items 3.2 and 3.3 of the Annex of the Resolution RDC 38, 28 April 2000.

Contents

This technical regulation establishes procedures and requirements for registration of new biological products and biological products. This draft Resolution has the objective to ensure quality, safety and efficacyof these medicines. This Resolution applies to new biological products and biological products to be submitted to Anvisa´s analysis to obtain a registration.

The following biological products are covered by this Resolution:

I - Vaccines;

II - Antibodies;

III – Hemoderivatives;

IV - Biomedicines classified as:

Medicines obtained from biological fluids or tissues of animalorigin; and

Medicines obtained by biotechnological procedures.

V - Monoclonal antibodies;

VI – Products containing live microorganisms, attenuated or dead;

VII – Probiotics;

VIII – Allergens.

Only biological products registered at Anvisa, manufactured or imported by establishments authorized by the federal government and licensed by the state government, can be commercialized and distributed in Brazil.

This resolution will revoke Resolution RDC 315, 26 October 2005.

Contents

This technical regulation establishes requirements for acceptability of medicines brand names and supplement differential names (additions to differ one medicine from another), and issues about the adequacy of brand names already registered at Anvisa. This draft Resolution regulates the formation of medicines brand names with the objective of identifying, mitigating and eliminating the high health risk associated with medication errors resulting from the adoption of similar names to different kind of medicines. The criteria set forth in this draft Resolution shall apply to all products that must submit to registration or notification at Anvisa. The requirements set forth here do not apply to generic medicines and immunotherapy, which shall use the common

name of the active principle of the medicine. The brand name, if applicable, must also attend the requirements set forth in the specific regulations that apply to specific categories in which the applicant intend to register the medicine. The definition of medicines brand name for the purpose of this draft Resolution is: name adopted to differentiate it from others of the same company or other companies, proposed by the holder of the registration of the pharmaceutical product under which it is identified, sold and advertised. Supplement differential name is defined as the complementary designation of a medicine brand name, with the function of differentiating it from other products already registered by the company and reduce the risk of medication errors. This draft Resolution revokes Resolution RDC No. 333, 19 November 2003.

The main purpose of this draft Commission Regulation is to adapt the Annexes of the CLP Regulation to the 3rd revision of the GHS and to clarify certain technical provisions and criteria in the Annexes.

Common cultivars and common food crops are among the categorical exemptions to the provisions of the Act. The Act does not define the terms "common cultivar" and "common food crop" but instead gives authority to the U.S. Department of Agriculture and the U.S. Department of the Interior to define these terms by regulation. Our proposed definitions would specify which plants and plant products will be subject to the provisions of the Act, including the declaration requirement.

In accordance with NHTSA's 2007 Motorcoach Safety Plan and DOT's 2009 Departmental Motorcoach Safety Action Plan, NHTSA is issuing this NPRM to propose to amend the Federal Motor Vehicle Safety Standard (FMVSS) on occupant crash protection (FMVSS No. 208) to require lap/shoulder seat belts for each passenger seating position in new motorcoaches. This NPRM also proposes to require a lap/shoulder belt for the motorcoach and large school bus driver's seating positions, which currently are required to have either a lap or a lap/shoulder belt. Although motorcoach transportation overall is a safe form of transportation in the United States, several motorcoach crashes in 2008 have illustrated that motorcoach rollover crashes, while a relatively rare event, can cause a significant number of fatal or serious injuries in a single event. NHTSA's safety research on motorcoach seat belts, completed in 2009, shows that the installation of lap/shoulder belts on motorcoaches is practicable and effective. We believe that the seat belt assemblies that would be installed on motorcoach passenger seats pursuant to this rulemaking could reduce the risk of fatal injuries in rollover crashes by 77 percent, primarily by preventing occupant ejection in a crash.
