Moving forward
The new long term E2BA roadmap should answer key questions:
1. What is our destination? -> Updated Vision2. What are the trends and drivers for the future? -> Scenario Analysis3. Where are we now? -> Detailed assessment of the SoA4. What barriers and challenges do we foresee on our road(s) to the
destination? 5. What do we need to overcome the barriers and to take up the
challenges?
We should be measurable with clear milestones to check progress and redirect priorities -> Reviewing and monitoring

vision 2050/2020

Roadmap in summary
• Responds to the updated E2BA Vision• Has a time horizon to 2050 with focused priorities and
implementation plan till 2020• Takes account of the key areas and directions set out in the first
roadmap• Covers research, development and market validation (including
business models) and captures the dependencies between areas to foster systemic approaches, interoperable solutions, etc
• Feeds into deployment plans for subsequent work by e.g. DG R&I, DG Energy, DG Enterprise, EIB, …
www.e2b-ei.eu
Inputs
• Revised E2B Vision• Review of E2B first multi-annual roadmap
• Policy targets (e.g. for CO2 emissions)
• Review of national and international roadmaps, existing ‘future scenarios’, position papers
• Lessons learnt from the portfolio of running EeB project and other energy related projects (e.g. ICT4E2B Forum and Building up)
• Links with other EU initiatives: KETs (e.g. Advanced Materials), KICs (e.g. InnoEnergy)
www.e2b-ei.eu
Who will give input to the roadmap?
• Active and committed involvement of AIAG members and all E2BA members, exploiting the National Liaison Points multiplying effect and national/local reach
• Facilitated by a “super partes” expert organisation in roadmapping (which does not need to be an expert, or even particularly knowledgeable, in the area of energy efficient buildings and construction). Such facilitator will be selected through a public Call for Tender open to organisations outside E2BA members at the time when the call is launched.
• Open and wide consultation is key:– At the various stages, consultation will be required beyond the E2BA and
NLPs reach
– Close relationship with ETPs, running initiatives and roadmaps as SET Plan (PV, Renewable Heat and Cooling, …), Green Cars, FoF, KETs, EIT KICs, IEA, Research Infrastructures…

Possible Layers of Analyses
We could have layers describing:1. Trends and drivers leading to scenarios and challenges2. (Market) needs and product/service opportunities with quantified
targets/functional requirements3. Research and technology areas where gaps and promising
alternatives are identified to address the needs above4. Other enablers and cross cutting non technological aspects:
Regulation, Standards, Training, Financial, Sharing knowledge across supply chain, Research Infrastructures etc
5. Anticipated Outcomes: e.g. Revenue, enable large scale deployment, input to other EU initiatives, etc.

built environment, market threats and opportunities• This will include reviewing existing scenarios for the future,
national and international roadmaps, major position papers, relevant forthcoming EU legislation, …
• It may include development of a new set of scenarios, to help develop clear implications for the built environment
• Identify priority areas where specific detailed technology roadmaps will be deployed
Proposed Roadmap Content
www.e2b-ei.eu
D. Identifying the enablers, gaps, barriers and challenges and elements of future research and innovation programmes
The opportunities for research and demonstration will be highlighted in more detail, including:
• Defining priorities and main areas to address in details• Developing technology roadmaps and identify more promising research areas,
including timelines, resources and milestones• Description and analyses of value and innovation chains: who should be mobilised,
who is needed?• Covering research, development, demonstration and market validation, and
capturing interdependencies to foster systemic approaches, interoperability etc.• And considering review, monitoring and follow up actions to steer the process and
realise real market implementation at EU scale
Proposed Roadmap Content
www.e2b-ei.eu
D. Identifying the enablers, gaps, barriers and challenges and elements of future research and innovation programmes
In addition to technical aspects, this will include a review of the need for regulation, standards, training, financial instruments, knowledge sharing etc, taking account of:
• The changing world: trends, policies, business and market opportunities
• Identification of the development stage in relevant technology (from embryonic to mature), and expected time-to-market
• Non-technological issues (e.g. consumer acceptance, financial and economic issues)
• Availability of resources
• Lesson learned from the portfolio of running EeB projects
Proposed Roadmap Content
www.e2b-ei.eu
Step E: Final Roadmap Integration
E. Final Roadmap Integration• Assemble top level roadmap
– Take inputs from each working group and specific roadmap
– Identify overall outcomes from combining all the areas
– Identify any remaining gaps in responding to the opportunities and market needs, and fill these in
– Highlight and articulate the role of E2BA in each area– Capture other areas outside the direct scope of E2B that
complementary programmes may cover (e.g. green cars, PV etc)
– Articulate ultimate value and outcomes
– Create a live document hyperlinked / done with special software
– Include a detail explanation of each key topic
• Work progress to be reviewed regularly with E2BA Executive Board and E2BA Scientific Council

Consultation Methods
• At the various stages, consultation will be required beyond the E2BA Executive Board and Scientific Council.
• Wider consultation with E2BA members will be carried out particularly towards the end of Step C and Step D to make sure that consensus is reached on key directions and preliminary findings before the overall integration. The E2B Info Day in July 2012 could be used as a focal point for this.
• National Liaison Points will be used to consult more widely on Step C, possibly using surveys or in-country workshops designed by the Roadmap Team and delivered by the NLP
• A further step in consensus building will be launched between September and December 2012, possibly facilitated by an extension of the services by the consultant awarded for previous steps, if delivery is judged satisfactory.

Tasks to be performed by E2BA BEFORE the Call for Tender
•Update of the Vision towards an energy efficient built environment: a shared and integrated vision for the E2BA roadmap has been defined among E2BA and main stakeholders. Key measurable targets have been identified building on EU and national/regional initiatives;•Identification of Trends and drivers for the future: the main drivers and trends are being analysed by the Association to identify implications for the built environment, market threats and opportunities and to integrate those views with existing scenarios and national and international roadmaps. An analysis of major position papers, relevant forthcoming EU legislation is being investigated to evaluate their possible development in a new set of scenarios. Quantified targets will be derived for which fulfilment novel integrations of existing technologies or completely new technologies would need to be developed;•Identification of priority areas for detailed technology roadmapping: based on the quantified targets identified above, priority areas will be identified as building pillars of the new multiannual roadmap and for which new research and innovation would be needed to overcome both technological and non technological barriers (i.e. envelope, ICT, …).
