Open data — is the idea that certain data should be freely available to everyone to use and republish as they wish, without restrictions
from copyright, patents or other mechanisms of control.(Wikipedia )
The role of open data in the implementation of the principles of open government: Data disclosure initiative is the foundation of open government in many countries of the world:
transparency of public authorities forming the basis for civilian control new services for citizens and business
Open data initiative is one of the core tasks of the “open government” development process.

OPEN GOVERNMENT- OPEN PORTAL
Open government - systematization and reduction to the general concept of previously initiated projects, instruments and initiatives on the disclosure of information and communication with citizens. Herein, these processes are necessarily accompanied by the presence of doctrines or sets of public rules which establishes the principle of transparency of the state to society, as well as the relevant requirements for the state authorities.

LEGAL FRAMEWORK
Law on the openness of public authorities and administration was adopted (May 2014).
Interdepartmental working group for improving the "e-services" sub-index in the UN ranking of the "Electronic Government" has been established (February 2015).
Guideline and Instructions on collecting, processing, storing and publishing of open data and the publishing of the datasets in machine-readable formats (CSV, XML, RDF) were developed.
A list of priority open datasets to be posted on the portal has been identified.
Draft of the Cabinet of Ministers Resolution on further development of the Open Data Portal and the use of public information of government agencies in the Internet has been developed.

OPEN DATA PORTAL
Launched on March 20, 2015. The interface is in two languages (Uzbek and Russian);
Initially, 80 datasets from 8 ministries and agencies were defined;
Currently, the portal contains nearly 260 datasets on 15 topics from 25 organizations;
Through the portal, users have downloaded nearly 16,000 datasets;
Data on the following areas are being published: territory, economy, health, education, population, transportation, culture, ICT, real estate, business, tourism, environment, sports, insurance and justice.
