Project background.

• The transport and logistics sector in Europe is one of the fastest growing industries with a very heterogeneous structure.

• In the last 10 years, new occupations appeared and traditional occupations have changed fundamentally.

• For many of the (new) occupations, there does not yet exist any formal vocational training up to now.

Project aims.

FRAMEWORK NETWORK

• improve transparency and comparability of transport and logistics qualifications in Europe ...

• establish a forum for the anticipation of future skill needs …

… by developing a sectoral qualifications framework for transport and logistics.

… by consolidating a European Logistics Skills Network.

TARGET GROUPS: logistics companies, employees, training providers, social partners, regulatory bodies.

The Logistics Qualifications Framework / 1st draft.

Based on numerous work process analyses carried out in logistic companies in the project partner countries between November and December 2014, a first draft of a LogisticsQualifications Framework has been developed. This happened in three steps.

Page 11: Www.project-metalog.eu Educational Research Institute Conference Warsaw, Poland 23-24 April 2015 Simone Ludl – Claudia Ball DEKRA (DE)

METALOG | Metaframework for Logistics | 2013-2015 | www.project-metalog.eu 11

The Logistics Qualifications Framework / 1st draft.Step1 describes the identification p of work processes. The LQF is meant to show all relevant work processes in the field of transport and logistics. As a result of close observation and meticulous documentation of the individual work tasks, 10 core work processes common across companies and countries were identified.

Page 12: Www.project-metalog.eu Educational Research Institute Conference Warsaw, Poland 23-24 April 2015 Simone Ludl – Claudia Ball DEKRA (DE)

METALOG | Metaframework for Logistics | 2013-2015 | www.project-metalog.eu 12

The Logistics Qualifications Framework / 1st draft.Step2 Each work process shows different fields of competency which were differentiated in step2. The fields of competency within one work process are gradient from simple to more complex competency requirements.

METALOG | Metaframework for Logistics | 2013-2015 | www.project-metalog.eu 13

The Logistics Qualifications Framework / 1st draft.Step3 The LQF is closely related to the European Qualifications Framework (EQF) and therefore serves to make qualifications in Europe better comparable. So in step3 all work processes have been allocated to levels which are corresponding with the EQF levels. ‐Some single work processes belong to more than one level.
