BACKGROUND INFORMATION: Ms. Zhang's massage application is before you today for review that could not be approved administratively. Ms. Zhang was arrested on July 28, 2020 and August 11, 2020 for domestic battery by Las Vegas Metropolitan Police Department (LVMPD). Ms. Zhang is requesting to be granted a license under NRS 640C.580 and is before you today for review under NRS 640C.700.

Summary of Xiaofeng Zhang arrests/charges:
8/11/2020 -Arrested by LVMPD for domestic battery.
Narrative from LVMPD report: On 8/11/2020 at approximately 1242 hours, officer XXX operating as marked patrol unit along with officer XXX and officer XXX responded to a call for service in reference a
family disturbance at the location of 7943 XXXXX Ave in Las Vegas. Details of the call stated original
person reporting Zhang, Xiaofeng claimed negative any battery occurred and second person reporting, Zhao XXXX claimed battery did occur.
Officer XXX made contact with original person Zhang, Xiaafeng and she stated the fof/owing occurring: Zhang stated the reasons she called the police was because her daughter, Zhao XXXX had received funds from her insurance claim from a fire that took place at Zhang's home. Zhang stated she asked Zhao for the money to which Zhao replied that she was not going to give Zhang the money back. Zhang stated that she never got physical with Zhao because she knew that if she were to put hands-on Zhao that she
would go to jail for domestic battery like she had in the past.
Officer XXXX spoke w;th Zhao, and she alleged the following offered: Zhao alleged that she was "dead asleep" in her bedroom when her mother Zhang walked in and began yelling at her about an insurance claim. As Zhao was in her bed, she alleged that Zhang began to "push me on my face." Officers
questioned Zhao as to haw Zhang was pushing her on her face and Zhao could not give an explanation,
all she could say was that whatever mark she had on her, must have come from her mother pushing her. Officers did observe some reddening on Zhao's face at the corner of her eyes, as well as some scratches on the tip of her nose which looked like she could have scratched herself on a wall. When speaking with Zhao, her story was inconsistent, and she does not give specific details to what had occurred in her room. Due the fact Xiaofeng Zhang used unlawful force and violence (pushing} upon the person of another, she was arrested for domestic battery.
DA denial resulted in case being dropped. No charges, fines or fees resulted in the case. Denial letter
attached.
7/28/2020 -Arrested by LVMPD for domestic battery.
Narrative from LVMPD report: On 7/28/2020 Officer XXX, operating as a marked unit along with XXX operating as marked patrol unit, responded to 7943 XXXX Ave, Las Vegas in reference a family
disturbance. The details of the call stated a Battery had occurred between a mother and daughter.
Upon arriving we made contact with the person reporting as Zhao, XXX. Zhao stated she and her mother, Xiaofeng Zhang were arriving home at around 2150 hours on 7/28/2020. Zhao told us the doors on her
mothers Audi QS are heavy and due to the fact, the vehicle was parked on an incline, Zhao used her foot to assist in opening the door and keeping It open in order to exit the vehicle. Zhao said Zhang became angry at her for using her foot to open the door and began yelling at Zhao. Zhao told us her mother began hitting and scratching Zhao and yelling at her to get out of the car. Zhao admitted to hitting and
scratching her mother back in self-defense. I observed a small scratch on Zhao's forearms. Zhao denied medical attention and digital photos were taken of her injuries.
Zhao's mother, Zhang was gone on our arrival. Zhao stated her mother drove back to her place of work
after Zhao called the police. Zhao told us Zhang works at a Spa located at XXXX 5. Jones, in Las Vegas.
When officers made contact with Zhang at the spa, she told us about the altercation inside her car due to
Zhao using her foot to open the door. Zhang stated she was angry and " ... did like that", making a hitting
motion. I asked Zhang to clanfy what she meant. Zhang admitted to pushing and hitting Zhao to get her
out of her car. Zhang stated Zhao also hit and scratched her back. Due the fact Xiaofeng Zhang used
unlawful force and violence (pushing, hitting and scratching) upon the person of another, she was
arrested for domestic battery.
Plea of Submittal with case to be dismissed after diversion. Community service of 20 hours in lieu of fine (or fine of $200.00) and stay out of trouble. Both actions were completed on 2/4/2021 and case was dismissed. Fine of $200.00 was paid on 2/4/2021. Criminal complaint attached indication Ms. Zhang willfully and unlawfully use force or violence upon person of another.
05/04/2012 - Cited by NSBMT for practicing without having a license. Was given a fine of $500.00 with admin fee of $150.00. Ms. Zhang paid citation on 09/20/2012.
