• No definitions of the term “child abuse and neglect” in legislation – no official statistics on victims of child abuse and neglect

• Late detection of child abuse and neglect cases• Physical and emotional abuse against children on the

part of their parents is allowed by the society• A lot of agencies, their territorial segregation, insufficient

interagency coordination• Lack of professionals with relevant knowledge and skills• Children’s interests unmet during investigation
