Preferred is Category 5e-compliant eight position RJ-45 non-keyed (EIA/TIA 568A) for voice and minimum Category 5e-compliant eight position RJ-45 non-keyed (EIA/TIA 568B.2-1) for data. CAT III is acceptable in some areas for Voice alone.

When was the building cabling, including riser backbone and station cabling, installed?Is there sufficient intra-building fiber and copper multi-pair and coaxial backbone?  What is the type and condition of the Intra-building backbone cabling? 

Is the proper type of cable insulation used in the proper locations (ie. PVC / plenum / riser)?

What is the type of ICP horizontal cabling used, and what is the condition of the building cabling? 

Is Fire Suppression in accordance with all current VA Fire Protection Design Manual, applicable VA Master Specifications, and current Fire Codes? http://www.va.gov/facmgt/standard/fire.asp Is the room adequately protected by a fire-rated enclosure?  Does fire suppression completely cover the space? Server Room, Telecom Room, every IDF/Switch closet?Are the rated penetrations adequately fire stopped? http://www.va.gov/facmgt/standard/fire.asp

Is there a signature log sheet (VA Form 4793 Visitor Register) in every IT space and does it have names on it? Are there additional forms available if the log is fully completed? (includes closet spaces)

Is the space free of debris, dusted, and reflect a generally clean and well-maintained environment?

Do the spaces apportioned for IT equipment comply with the requirements outlined in VA Handbook 7610, Chapter 239, IT Space Criteria? 8' x 10' is generally a good rule of thumb when considering closets, but review the guidelines in 7610.

If secondary demarcation room is used, verify its proximity to primary demarcation room and incoming direction of feeds from respective Service Providers

Is the incoming voice service adequate?  Who is the provider(s)?Is the voice system PBX, or VoIP? If PBX, note make, model, year installed of the PBX voice switch.  Otherwise, if VoIP, the FCA does not cover it.Is the telecommunication system supported by a monitored battery back-up that provides a minimum of 6 hours of power to the voice system and peripherals in the event of a complete power outage?

If PBX, are there sufficient ports to support any future expansion? Are all your network switches housed in their OWN data closets?

What is the type of ICP horizontal cabling used, and what is the condition of the building cabling? 

Is Fire Suppression in accordance with all current VA Fire Protection Design Manual, applicable VA Master Specifications, and current Fire Codes? http://www.va.gov/facmgt/standard/fire.asp

Is the room adequately protected by a fire-rated enclosure?  Does fire suppression completely cover the space? Server Room, Telecom Room, every IDF/Switch closet?

Is there a signature log sheet (VA Form 4793 Visitor Register) in every IT space and does it have names on it? Are there additional forms available if the log is fully completed? (includes closet spaces)

Grading Guidance:

Is the space free of debris, dusted, and reflect a generally clean and well-maintained environment?

Do the spaces apportioned for IT equipment comply with the requirements outlined in VA Handbook 7610, Chapter 239, IT Space Criteria? 8' x 10' is generally a good rule of thumb when considering closets, but review the guidelines in 7610.

Does the construction include the necessary structural support required for supporting the IT equipment? (Consider the load to your raised floors and similar situations).

Examine size of rooms in relation to contents.  Is there room to expand, or are the rooms too full?Are the Telecommunication rooms physically located such that station cabling is no longer 100m?Is the room shared with other services (usually electrical), or is it dedicated to IT?

“5”: Is in excellent condition; new to less than 5 years old, sufficient for current needs with expansion capability; installed in dedicated underground conduit system; meets VA and industry criteria in all or most respects.

“4”: Is in good to very good condition; 5-15 years old; sufficient for current needs; generally meets VA and industry criteria in major respects.
