INDIANAPOLIS, IN— Twenty-two high school coaches from across the country have been selected as 2016 National Coaches of the Year by the National Federation of State High School Asso-ciations (NFHS) Coaches Association.

The NFHS, which has been recognizing coaches through an awards program since 1982, honors coaches in the top 10 girls sports and top 10 boys sports (by participation num-bers), and in one “other” sport that is not included in the top 10 listings. The NFHS also recognizes a spirit coach as a separate award category. Winners of NFHS awards must be active coaches during the year for which they receive their award. This year’s awards recognize coaches for the 2015-16 school year.

Recipients of this year’s national awards for boys sports are: David Walker, football, Martinsburg (West Virginia) High School; George McCabe, Jr., track and field, East Bridgewater (Massachusetts) High School; Richard Kortokrax, basketball, Kalida (Ohio) High School; Kirk Bock, baseball, Bryant (Ar-kansas) High School; Philip Savitz, soccer, Lexington (South Carolina) River Bluff High School; Anthony Carter, wrestling, El Paso (Texas) J.M. Hanks High School; Jeff Horsley, cross country, Soda Springs (Idaho) High School; Peter Ceprano, tennis, North Scituate (Rhode Island) Scituate High School; Hal Rossow, golf, Panora (Iowa) Panorama High School; and Michael Gunner, swimming and diving, Madison (Alabama) Bob Jones High School.

The recipients of the 2016 NFHS national awards for girls sports are: Don Berger, track and field, Salem (Oregon) North Salem High School; Anne Long, basketball, Columbia (South Carolina) Spring Valley High School; Gwenn Pike, volley-ball, Fairway (Kansas) Bishop Miege High School; Katherine Stackel, soccer, Copenhagen (New York) Central High School; Ronnie Ooten, softball, Chapmanville (West Virginia) Re-gional High School; Scott Ball, cross country, Tigard (Oregon) Westside Christian High School; Peggy Holecek, tennis, Northbrook (Illinois) Glenbrook North High School; Andrew Pedersen, swimming and diving, Fishers (Indiana) Hamilton Southeastern High School; Reid Sclafani, golf, Garden City (New York) High School; and Danielle Gallagher, lacrosse, Manhasset (New York) High School.

The recipient of the National Coach of the Year Award for spir-it is Erikka Ault of Edmond (Oklahoma) North High School,

and Martha Faust of Mt. Horeb (Wisconsin) High School was chosen in the other sports category for Girls Gymnastics. In addition to the 22 National Coaches of the Year, the NFHS Coaches Association has selected David McClusky, M.D. of Twin Falls, Idaho, as the recipient of the National Coach Con-tributor Award. This award is presented to an individual who has gone above and beyond in the coaching profession by exemplifying the highest standards of sportsmanship, ethical conduct and moral character, and who carries the endorse-ment of his or her respective state high school association. The NFHS has a contact person in each state who is respon-sible for selecting deserving coach award recipients. This con-tact person often works with the state coaches’ association in his or her respective state. He or she contacts the potential state award recipients to complete a coach profile form that requests information regarding the coach’s record, member-ship in and affiliation with coaching and other professional organizations, involvement with other school and commu-nity activities and programs, and coaching philosophy. To be approved as an award recipient and considered for sectional and national coach of the year consideration, this profile form must be completed by the coach or designee and then approved by the executive director (or designee) of the state athletic/activities association.

The next award level after state coach of the year is sectional coach of the year. The NFHS is divided into eight geographi-cal sections. They are as follows: Section 1 – Northeast (CT, ME, MA, NH, NJ, NY, RI, VT); Section 2 – Mideast (DE, DC, KY, MD, OH, PA, VA, WV); Section 3 – South (AL, FL, GA, LA, MS, NC, SC, TN); Section 4 – Central (IL, IN, IA, MI, WI); Section 5 – Midwest (KS, MN, MO, NE, ND, SD); Section 6 – Southwest (AR, CO, NM, OK, TX); Section 7 – West (AZ, CA, HI, NV, UT); and Section 8 – Northwest (AK, ID, MT, OR, WA, WY).

The NFHS Coaches Association has an advisory committee composed of a chair and eight sectional representatives. The sectional committee representatives evaluate the state award recipients from the states in their respective sections and se-lect the best candidates for the sectional award in each sport category. The NFHS Coaches Association Advisory Committee then considers the sectional candidates in each sport, ranks them according to a point system, and determines a national winner for each of the 20 sport categories, the spirit category and one “other” category. A total of 530 coaches will be recognized this year with state, sectional and national awards.

Committees Release 2017 Hall of Fame HonoreesThe three Hall of Fame organizations under the umbrella of the Arkansas Activities Association have selected their honorees for the 2017 induction ceremony.

The Hall of Fame for the Arkansas High School Coaches Associa-tion and the Arkansas Officials Association was formed in 1995. The Arkansas High School Athletic Administrators Association began its Hall honors in 2007. The three organizations combined into one Hall of Fame in 2013.

With this year’s class the Hall of Fame membership now stands at 307.

The Hall of Fame selections were released by the executive commit-tees of each organization.

The six new AHSCA honorees are Jim Stafford of Huntsville, Tommy

Tice of Harrison/Huntsville, Bernie Cox of Little Rock, Sandy Wright of Fayetteville, Larry Bray of West Memphis and Phil Parker of Jones-boro/Valley View.

The six new members of the AOA are Billy Joe Hulse of Pine Bluff, Jamie Jones of Little Rock, Mark Martin of Harrison, Joe Mundy of Barling, Victor Roy, Sr. of Sherwood and Blake Trantham of Conway.

The three new members of the AHSAAA are Phil Parker of Jonesboro, David Alpe of Malvern, Jerry Cecil of Greenwood.

New Time-out Responsibilities Approved for Second Referee in High School Volleyball

INDIANAPOLIS, IN — The responsibilities and mechanics of the second referee during a time-out in high school volleyball have been altered. Effective with the 2017-18 season, the sec-ond referee will whistle a warning at 45 seconds and instruct the timer to sound the horn at 60 seconds as the defining end of a time-out. Further, the second referee shall whistle if the teams are ready to play prior to the 45-second warning and then instruct the timer to sound the horn.

This revision to Rule 5-5-3b was one of five rules changes recommended by the National Federation of State High School Associations (NFHS) Volleyball Rules Committee at its January 8-10 meeting in Indianapolis and subsequently approved by the NFHS Board of Directors.

In a related change, Rule 5-4-3c(17) now states that the first ref-eree shall whistle a warning at 45 seconds if the second referee is still checking the scoresheet. In addition, Rule 5-8-3a states that every time-out will end with a warning whistle by the sec-ond referee followed by the horn sounded by the timer.

“The committee is in resounding agreement that the sport of volleyball is in a good position. Participation numbers are higher than ever and there is no need to make many changes to the rules,” said Becky Oakes, NFHS director of sports and

liaison to the Volleyball Rules Committee.

A new rule, 9-8-2, clarifies that a replay is considered to be part of a single-play action. Once a replay is signaled by the first referee, no requests — time-out, service order, lineup, substitu-tion, libero replacement, etc. — may be recognized until after the replay. A change was also made in the Officials Signals in the Volleyball Rules Book. Signal No. 20 for illegal substitution will be elimi-nated since the penalty for illegal substitution is covered in signal No. 22 — unnecessary delay.

Click on “Activities & Sports” at the top of the home page, and select “Volleyball.”According to the 2015-16 NFHS High School Athletics Participa-tion Survey, volleyball is the second-most popular sport for girls with 436,309 participants. A total of 15,755 schools offered girls volleyball in 2015-16 and 2,333 offered boys volleyball.

The Mandy Coats Memorial Scholarship was established in 2004 and first awarded in 2005 to memorialize Nancy

Amanda Coats. Born on November 14, 1977, in Pine Bluff,she was the daughter of Jimmy and Sandy Coats. After

graduation from White Hall High School in 1996, Mandy attended the University of Arkansas at Monticello until her

diagnosis with Batten’s Disease. At the age of 26, Mandy joined her Lord on May 23, 2004. She was an active member

of First Baptist Church in White Hall.

Mandy’s life was a constant testimony. She was a friend to all because she accepted everyone around her without

bias or prejudice. Her selfless display of love and energy, even when she had little energy herself, taught the true

meaning of compassion. This pronounced concern for the well-being of others, in spite of failing health, defined

Mandy. She shared her love for Jesus routinely and unashamedly – how much she adored Him, how much He loved

her, and toward the end of her life how ready she was to see Him. This scholarship was established to enable Man-

dy’s spirit to live beyond her lifetime. Her greatest desire upon entering college was to grow intellectually so that she

could help those around her. This scholarship will allow deserving students to achieve the opportunities that Mandy

cherished but was never able to enjoy.

The Scholarship Committee will review all applications with a tremendous amount of thought and prayer.

Additionally, the Board may require an interview as part of the final selection process. Offering the opportunity to pursue higher education to ulti-

mately change the lives of others keeps Mandy’s memory alive.

All applicants for a scholarship must meet the following requirements:

•Must be an Arkansas high school senior who is applying for a college scholarship for the freshman year;

•Must be an active member of a church and/or other Christian organization;

•Must plan to attend an accredited college or university on a full-time basis;

•Must be of high moral character, exhibit a strong work ethic, and be intellectually qualified for the desired pursuit;

•Must have and maintain a grade point average of 2.0 or better (scholarship awards will be forfeited if the student’s GPA falls below 2.0);

•Must be willing to accept a scholarship as a gift from God and be willing to later help others as a result.

NFHS Learning Center Reaches Five Million Online Education Courses on its 10-Year Anniversary

INDIANAPOLIS, IN — On December 31, the NFHS Learn-ing Center established yet another milestone, delivering its 5,000,000th online education course at the conclusion of its 10th year. It marked the second consecutive year that NFHSlearn.com delivered more than one million courses in a calendar year.

“To have five million courses delivered in 10 years is really a testament to our state associations, administrators, coaches and officials and their efforts in bettering the high school ex-perience for younger generations,” said Dan Schuster, NFHS Director of Educational Services.

When the NFHS launched its online Learning Center in 2007, its purpose was to promote learning among interscholastic coaches and educate them as to their roles in an education-based setting, while keeping costs minimal to the users. The program began as a portal for coaches and has grown to cover more high school constituents — administrators, offi-cials, performing arts directors/judges, parents and students.

Currently, 48 courses are available through the NFHS Learn-ing Center at www.NFHSLearn.com, including 22 that are available free of charge. In addition to 17 sport-specific courses for coaches, two sport-specific officiating courses have been released (volleyball, basketball), with more in de-velopment this year. Courses have also been developed for

music directors and adjudicators, and courses for speech and debate coaches are being planned as well.

In addition to the two core courses – Fundamentals of Coaching and First Aid for Coaches – the most popular free course has been Concussion in Sports with almost three mil-lion courses delivered since its launch in 2010.

“The continued growth of the NFHS Learning Center is an indication of the tremendous values of these courses to lead-ers in our high school activity programs across the country,” said Bob Gardner, NFHS executive director. “This has been one of the most successful ventures in our 97-year history, and we will continue to develop courses to meet the needs of everyone involved in education-based activity programs.”For more information on the NFHS Learning Center, visit www.nfhslearn.com.

Centennial Bank, the “Titled Named Sponsors” for all regional and state championships, and State Farm Insurance, the “Of-ficial Sponsor of Awards for all Arkansas Activities Association regional and state championships, will provide a total of 20 annual $1,000 scholarships to qualifying high school seniors.

This is the first year for Centennial Bank to serve as a corporate sponsor. Centennial Bank’s scholarships will be provided for athletic achievement and community service. There are two categories for the scholarships, boys and girls, and five winners will be selected from each category.

Here are the scholastic requirements for the Centennial Bank scholarship:1. Must have a 7-semester minimum cumulative GPA of 3.0 or higher.2. Must have scored at least 21 on the ACT or at least 900 on the SAT.

Other requirements are:1. Must be a senior student-athlete registered with the AAA2. Must meet NCAA Scholarship rules3. Must display good citizenship in school and in the community4. Must display desirable leadership traits5. Must have participated in other school activities

State Farm Insurance is one of the oldest corporate sponsors for the AAA. The sponsorship started during the 1994-1995 school year and has provided 166 scholarships totaling $123.000 for the Student-Athlete Program.

The State Farm scholarships are provided for each of the following sports:

Boys – Football, Basketball, Baseball, Track and Field and Other Sports

Girls – Volleyball, Basketball, Softball, Track and Field and Other Sports

Other sports include swimming, bowling, golf, tennis, soccer, wrestling, dance and cheer. Cross country is placed under Track and Field.

Here are the scholastic requirements for the State Farm Insurance scholarship:1. Must have a 7-semester minimum cumulative GPA of 3.5 or higher.2. Must have scored at least 21 on the ACT or at least 900 on the SAT.

Ken Ramey, has been named the Arkansas Superintendent AAEA Selects Ramey as 2017 Superintendent of the Year of the Year by the Arkansas Educational Administrators (AAEA). Dr. Richard Abernathy, executive director of the AAEA presented Ramey with the award at the September School Board meeting. During the meeting Ramey presented teacher of the year awards to six Siloam Springs teachers. As he finished presenting these awards Abernathy surprised him with his award.

Ramey has spent nearly 50 years of his life in public education, serving as a coach, biology teacher, athletic director, principal, assistant superintendent, and has spend 22 years in the Siloam Springs School District, where he became the Superintendent in 2002. This is the second time a superintendent from Siloam Springs has won this award. The first award winner was Dr. Burton Elliott in 1989.

He credits his parents, along with caring, dedicated educators early in his life forhelping him determine his career path. Neither of his parents graduated from high school and, because of that, they had many academic and athletic expectations for Ken and his brother. The parents demanded that the boys get a college degree and they were very passionate in that pur-suit. That expectation, combined with the investments that Ken’s teachers and coaches made in mentoring him, led him to the field of education.

Ramey is single and has three children and enjoys spending time with the families (he noted especially the grandchildren!) of his son, Kevin (Athletic Director of Pea Ridge), and his daughter, Kate (married to a military officer), and his brother. His daughter, Sarah, is deceased.

When asked where he sees himself in five years, he stated that he is looking forward to retire-ment. The only thing currently on his “bucket list” is travel, spending time in places of historical signifi-cance.

The Arkansas Activities Association would like to congratulate Ken Ramey of the Siloam Springs School District on being selected as the 2017 Superintendent of the Year.

The American Association of School Administrators (AASA) National Superintendent of the Year program is sponsored by ARAMARK Education, ING and AASA. The organization pays tribute to the talent and vision of the men and women who lead the nation’s public schools. Candidates are judged on the following criteria: leadership for learning, communication, professionalism, and community involvement. Each state association of school administrators selects a State Superintendent of the Year. The winning superintendents are then in the running for the National Superintendent of the Year and will be recognized and honored at the AASA National Conference on Education in February.
