1.CHAMPIONSHIPDATEANDHOSTCITY

The2017U20PanAmericanChampionshipwillbeheldonthe21,22and23ofJulyatthe"CHANCHAN"AthleticsStadiuminthecityofTrujillo.

TrujilloisthecapitalofthedepartmentofLaLibertad,isoneofthemostbeautifulandharmoniouscitiesofthecountry,withapopulationofalmost800thousandinhabitants.It isknownasthecityofEternalSpringbecauseithasaveryprivilegedclimatethatachievesapermanentlyfestivityatmosphere.

OnDecember6,1534,TrujillowasfoundedbySpanishDiegodeAlmagro,becominginthiswayoneofthemostimportantcitiesoftheviceroyalty.EmperorCarlos"V"grantedthetitleofcitybyroyaldecreedonthe23ofNovemberof1537,andonDecember7ofthesameyear,grantedtoitscoatofarmswiththetitleof"Nobilisima"cityofTrujillo.

TheareawasinhabitedduringtheIncaReignbytwoimportantcivilizationssuchasMochicaandChimú.

DuringthepresenceoftheSpaniardsitbecameanimportantviceroyalcity.

Trujillo isheirtoavaluablearchaeologicalandculturalheritageoftheancientpre-HispanicculturesofMochica-Chimú; in itshistoricalcenter ithousesarichmonumentalheritage;Still,conservesconvents,monasteriesandcolonialhouses.Ithasapleasantclimateallyearroundandissurroundedbyattractivespas.Theseattributesallowittobeatouristplaceofimportance.

2.PARTICIPATION

Generalrules:

ThePanAmericanU20AthleticsChampionshipwillbegovernedbytheOfficialRulesoftheIAAF,theunforeseencaseswillberesolvedbytheTechnicalDelegateoftheIAAF/APA.

Participants:

AthletesfromcountriesaffiliatedwiththePanAmericanAthleticsAssociation(APA)andtheirNationalFederationsmaybeaffiliatedwiththeInternationalAssociationofAthleticsFederations(IAAF).

Eachcountrymayregisteramaximumoftwo(2)athletespertestandonerelayteam,(MaleFemale)

Eachfederationcanregisterateamofupto6athletesperrelayandbygender.ThefinalcompositionofthereliefandordermustbeofficiallydeclaredattheTechnicalInformationCenter(CIT)onehourbeforetherelayandbeforethefirstcallforthefirstroundofeachrelay.

4.CONFIRMATIONS

Theheadofthedelegationorofficialrepresentativeofeachcountrymustconfirminwritinginspecialformatsoftheorganizationthelistofregisteredathleteswhowillparticipateineachofthecompetitions,before12:00pmthedaybeforetheperformanceoftheeventattheTechnicalInformationOfficeoftheChampionship.Onlyathleteswhoaredulyenrolledinthecorrespondingeventsmayberegistered.

Theaboveis,inordertoavoidinclusioninqualifyingandqualifyingeventsathleteswho,despitebeingregistered,donotparticipate.

Thewithdrawalformswillbedeliveredtotheheadsofdelegationsatthetechnicalmeeting.

5.INSTRUCTIONSFORHEADSOFDELEGATION

Uponarrival,theOrganizingCommitteewillhaveaninformationdeskforthereceptionofthedelegationsandthetransfertotheAccreditationandLodgingsites.

Lodging

Theorganizationwillprovidelodgingandfoodfromtwo(2)daysbeforeuptoone(1)dayaftertheChampionshiptoalldelegations.

QuotaandLevyPayment

Delegationswillpay$50.00perpersonperdayforamaximumof fivedays,withinthedelegationfee(seetablebelow)uponarrivalandbeforereceivingtheircredentials.

Theremainingdaysofanypersonof thedelegation (includingathletes),whomarenotwithin the fivedaysestablishedby theorganization,willbecanceledbefore theaccreditationsandthesewillpay thenormalrateoftherespectivehotel.

TheofficialresultsofeacheventwillbeannouncedbythePAinSpanishandEnglish.Theresultswillbeconsideredofficialfromthemomentofitsreadingbytheofficialannouncer.

A copy of the event results will be posted at the Technical Information Office (TIC). Likewise, eachparticipatingFederationwillhaveapiegonholeinwhichtheheadofthedelegationwillreceivealltheresults and information of the competition. These boxes will be located in the Technical InformationOffice(TIC).

Protest

AllprotestmustbemadeinthefirstinstanceorallytotheRefereebytheathletehimselforhisdelegate.

ProtestrelatedtoresultsmustbesubmittedinwritinginformatsprovidedbytheOrganization,signedbytheofficialDelegateonbehalfof theathlete,nomorethan30minutesafter theresultshavebeenofficially announced. In such cases, Article 146 of the IAAF regulations shall apply, accompanying theclaimwithUSDS100oritsequivalentvalueinsoles,thenationalcurrencyofPeru.

Allprotestmustbesubmittedtotheheadofthetechnicalinformationoffice.Thepersonfilingaprotestwillreceiveacopythatwillcontainthetimeofreceived.

The Jury ofAppealwill respond inwriting as soon as possible. The result of theprotestwill bemadepubliconbulletinboardofthetechnicalinformationoffice.

TechnicalInformationCenterandInformationCenteraboutthecompetition

Itwillbelocatedatthe"ChanChan"AthleticsStadium.TheInformationCenterwillbethelinkofthedelegationsandteamswiththeLocalOrganizingCommittee.Thefollowingwillbeavailable:-MaterialsfortheTechnicalCongress-Distributionofstartlistsandresults-Officialcommunicationsfordelegates-GeneralTransportationInformation-DopingControlRequestforNationalRecords-ProtestsandComplaints-TheRecordCertificatesfornationalrecordsofthedifferentparticipatingcountriesmayberequestedfromthetechnicalinformationoffice.

Medicalservices

AllAthleteswillbeprotected incaseofpersonalaccidentsthatoccurduetotheirsportsparticipation.(He will be attended under the responsibility of the organization in the San Pablo Clinic of Trujillo,www.sanpablotrujillo.com.pe) It is possible to mention that the San Pablo Clinic has the service ofphysical therapies -whirlpools (upperand lower limbs) cryotherapyandothers services,withbilingualattention.

A team of professional doctors will provide health services to participants of the Pan AmericanChampionship.TheOrganizingCommitteewillprovideprimarymedicalservicesattheAthleticsStadium,onlyduringthetrainingorcompetitionperiod.Ifrequired,youwillbetransferredtoalocalclinic,readyforyourcare.

Insurance

Federationsare responsible forhaving insurance tocover illnessesor injuriesof themembersof theirdelegationoroftheirteamwhentravelinginternationally.

6.INSTRUCTIONSFORATHLETES

Implements

The organization will make available to the athletes, for all the events that will be contested in theChampionship,officialmaterialandimplementsinaccordancewiththeIAAFrules.

Theorganizationwillauthorizeimplementsdifferentfromthoseoftheorganizationaslongastheyarepresented to the Technical Director of the event two hours prior to the beginning of the session orcorrespondingday.

PoleControl

ThepolesmustbepresentedtotheJumpsReferee,Two(2)hoursbeforethestartoftheevent.

TrainingSchedule

Thetrainingswillbeprogrammedbytheorganization,withtheheadofeachdelegationaccordingtotheneedsandspace,thescheduleswillbeannouncedduringtheTechnicalMeeting.

ForthispurposetheuseoftheChanChanStadiumandtheMansicheStadiumwillbeconsidered.

CallRoom-Schedule,AsingleCallRoomwillbeusedatthesideentranceofthetrack,mandatoryforallathletes. The combined events athletes should only be present before the first event of each day(morningandafternoon).

In the Call Room the athletes will be identified by their accreditation and numbers (bibs) and thecompetitionmaterial will be controlled according to IAAF rules (shoes, length and number of spikes,uniforms,handbags,personalitems).Shoeswithspikesover6mmwillnotbeallowed,exceptinthehighjumpandjavelinthroweventswhereyoucanusespikesof9mmmaximumtypepyramid.

TeamDelegatesorofficerswillnotbeallowedtoentertheCallRoom.

Entry to the track, jumps or throwing areas is done in an orderly manner preceded by judges andprotocol guides. Who will be located, at the competition's starting area for the presentation. Oncefinishedtheathleteswillcomeinanorderlywaythroughthemixedzone.

Inthefieldeventstheathleteseliminatedattheendofthequalifyingroundwillleavethecompetitionsectoraccompaniedbya judge. Inthesamewaytheathletesthatculminatetheirparticipationinhighjumpandpolevault.

7.JURYOFAPPEAL

The Jury ofAppeal for theChampionshipwill consist ofmembers of the ExecutiveCouncil of thePanAmericanAthleticsAssociation.

8.TECHNICALMEETING

ThetechnicalmeetingwillbeheldonJuly20at11:00AMattheCasaAndinaHotel.

Amaximumof two (2) representativesperdelegationwill attend the technicalmeeting.The technicalmeetingwillexclusivelydiscusstechnicalissuesrelatedtocompetition,includingconfirmations,results,etc.

9.CEREMONY

Openingceremony

A brief opening ceremonywill be held at the Athletics Stadium on Friday, July 21, followed by a flagceremony.Federationsmustbringthreeflags,oneofwhichwillbeusedfortheopeningceremonyandfortheotherstobedisplayedatthestadiumfortheawardsceremony.Eachdelegationmustparticipateintheceremonywithatleasttwofemaleathletes,twomaleathletesandoneofficial.

Awardsceremonies

After the competition, the first threepositionswill beawarded in theawards ceremonies thatwill bemadeperiodicallyduringthecompetitionasitappearsintheprogram.ThemedalistswillbepresentedtotheawardareawearingtheuniformoftheirrespectiveNationalFederation.

ClosingCeremony

A brief closing ceremonywill be held immediately at the end of the last event of the Championship,followedbyaCelebrationPartyofallChampionshipparticipants.

10.ANTI-DOPINGCONTROL

ItwillbeconductedinaccordancewiththeIAAFRulesofProcedurefortheControlofDoping.

Agalleryforthemediapresswillbelocatedinanareainthestands.SeedingandresultscanbecollectedatthePressCenter.

Photographerscantakephotosfromthehallwayandiftheyhaveavestandspecialaccreditation,theycanenterthetracktotakephotos.ThevestsaredistributedinthePressCenter.

12.DEPARTURES

Thedeparture timemustbedeliveredwith the finalentriesdeadline. If there isanychangeyoumustnotify theperson in chargeof the ticketsor air tickets at theReceptionandWelcomeCenterof youraccommodation.
