ASPRI’s training arm, Institute of Proc-ess Industry (IPI) was officially opened on 30 November 2010 by Minister of State for Manpower and Trade and In-dustry, Mr. Lee Yi Shyan at Suntec Sin-gapore. IPI, a collaborative effort be-tween ASPRI and the Singapore Work-force Development Agency (WDA), is a Continuing Education Training Centre (CET) to provide competency-based training and assessment programmes for the Process Industry. Leveraging on
the Singapore Workforce Skills Qualifi-cations (WSQ), IPI offers industry-relevant WSQ courses to upgrade and upskill the local workforce. It currently offers 5 WSQ courses* for the industry. To date, IPI has trained more than 2,000 PMETs and craftsmen (local and foreign workers) from all levels since its inception in December 2008. *See page 6 to find out more about the WSQ courses offered by IPI.

The association remains busy as it embarked on more
efforts to bring its members overseas, in addition to
rolling out new as well as existing initiatives and ac-
tivities for its members. 2010 has also been a good year
for most of its members as the two mega Shell and
ExxonMobil projects and other investments in the
chemical and pharmaceutical sectors helped to keep
them busy. This e-newsletter is slightly different from
last year’s as we have combined all 4 quarters together
in this edition. You will find some events highlight,
new training courses, new committees, updates of gov-
ernment policies and etc. Enjoy!

In its concerted efforts to form an ASEAN Federation, ASPRI visited the MOGSC at its office in Kuala Lumpur on 26 October 2010. Similar to ASPRI, the MOGSC promotes the interests of Malaysian oil and gas service providers to make Malaysia a principal player for products, services and resources for the global oil & gas industry. Both Mr. Lim Fung Suan, Assistant Treasurer and Mr. Thomas Chong, Committee Member of ASPRI 8th Executive Council went into an interactive discussion with the MOGSC team. Mr. Lim also gave a thorough presentation of ASPRI and the pro-posal of the ASEAN Federation.

ASPRI-NTU Bursary To encourage more local graduates to join the process workforce, ASPRI contributed $68,050 to Nanyang Technical University (NTU) in the form of bursary which is tenable for only 1 (one) aca-demic year; is an amount of $65,000, combined with 1-1 government matching of $65,000 to fund 1 bursary of $5,000 annually and in perpetuity from AY 2011 onwards. The bursary will be open to any Singapore Citizen or Singapore Permanent Resident who show sound academic re-sults and experience financial difficulties when pursuing his/her second year undergraduate stud-ies at either the School of Chemical and Biomedical Engineering or School of Mechanical & Aerospace Engineering, NTU.

ASPRI & IPIASPRI & IPI Being both a Ministry of Manpower (MOM) accredited training provider and WSQ CET Centre, ASPRI and its training division, Institute of Process Industry (IPI) have been extremely busy conducting various training courses all year round and developing new training courses to meet the in-dustry’s increasing requirements. To benefit the industry so as to pro-vide cost-saving funding support for Singaporeans & Permanent Resi-dents, ASPRI has obtained Skills Pro-gramme for Upgrading & Resilience (SPUR) funding for three of its most prevalent industry courses as at Janu-ary 2010:- 1) Oil/Petrochemical Safety Orien-tation Course (OPSOC) 2) Oil/ Petrochemical Industry

3) Confined Space Safety Assessor Course (CSSAC)
Since September 2009, ASPRI has collaborated with Exxon-Mobil to con-duct the plant’s in-house safety train-ings for their resident contractors (mostly members of ASPRI) at ASPRI’s premise:
1) Contractors’ Supervisor Safety Workshop (CSSW)

3) Lifting Management System
More than 1,500 supervisors and workers has been trained as at Nov 2010.
Working at Height & Lifting Management System (LMS)
IPI, which was set up in December 2008 by ASPRI and WDA as a CET Centre of the Process Industry in Singapore, has trained close to 2,000 workers from 35 companies as at Nov 2010. WDA has awarded close to 5,000 WSQ State-ments of Attainment (SOAs) to success-ful trainees for the three following WSQ courses to train adult workers with spe-cialised skills to help enhance the overall competitiveness and productivity in the industry:- 1) WSQ Certificate in Generic Manu-facturing Skills (Process)** – a course developed to help workers enter the process industry by providing a set of generic skills based on the competencies needed by the industry. 2) Certified Operations Specialist (COS) – with certification awarded by the WDA to enhance the professionalism and capability of workers in the manufac-turing industry.
3) Certified Operations Professional (COP) – with certification awarded by the WDA to enhance the professionalism and capability of supervisors and manag-ers in the manufacturing industry. Upcoming Course:- Special ist Courses 1) WSQ Certificate in Proc-ess Technology (Engineering Ser-vices) 2) WSQ Higher Certificate in Process Technology (Engineering Services) 3) Certified Process Indus-try Supervisor Course and Productiv-ity Improvement & Innovation Courses **Upon completion of the Integrated As-sessment Pathway (IAP), foreign workers are eligible to upgrade their current R2 Work Permit to R1 Work Permit.

Productivity Improvement Committee
Responding to the government’s call on Pro-ductivity Improvement, ASPRI joins in the na-tional effort to raise productivity among its members’ companies by forming the Produc-tivity Improvement Committee in May 2010. Headed by Mr. Francis Tay; Committee Member of ASPRI 8th Executive Council and Chairman of Manpower Capability Develop-ment Committee; it sets out to identify areas to improve productivity, upgrade capabilities and roll out viable initiatives with the help of relevant government agencies like SPRING and WDA. A consultant who has rich experi-ence in productivity improvement was en-gaged in the first discussion to brainstorm innovative initiatives for the industry.
