Soar r’risnds,

in tho middle of a great joy wnieh overflows Ul horo at tho Festival,ws South Africans from time to time 0*nnot help feeling sad. Iday we tell you why?

Well, you see, it is a wonderful thing for us

And girls, whose lives at thie mOaent are very far beioK happy. *

Perhaps you already know that in south Africa peoDle are divided into two categories; - those with skins that are white and thoee whose skins are not wnitt*. Horn, our Government has a policy which it calls APARTHEID - which means "separateness*'. The Government explains that it in-

M i l sollities to develop their own languages, customs, ways-of- life, Industry and so on* That is what the Government SAYS.In praotiee, however, tho African are net allowed to chare the white man o Parliament, municipal Councils, theatres, hotels, libraries, trams, hospitals, sc>.->ols, and they must not share the professional occupation*. *ud skilled artisans' trades with the white people. NOE are the African* given their OWN alternatives* That is APAiirHiilD, where the African sees the "green pastures of the white c.an s society, in which h* 1* not allowed to graae"* This is RACIAL DISCRIMINATION pure and simple.: .if *

On the first place, our white-skinned youth fta* e reall* eplendid schoole, technical colleagues, sedical ■ohoola and univereitieai they hav* gyanesia, sports- fiolda, swimming baths, eoncert halle almost of their achoolB; thair education is free up to th* time of univ- eraity. To thaa iuDUCAlICB means a oouree of schooling ux whloh thair minds and bodiee oan grow healthily* where tha aany oulturee of the world Vre laid open to them: where, as their personalities develop, they are encouraged to look deeply into raan'e struggle ajalnst nature and tyranny: to see how the oollacted wisdom and experience of the ages find expression in tne wonders of modern medioiao, aeronautics, psychology, literature, engineering, geology and so on. That is "education" for our whit* children - and we are all glad that they have it.

fcat for our African youth. "sduoation* has a different moaning - altogether different. One year ago our Government ■ad* a law, which they called the “Bantu Education Aot".( Bantu ia the ifrioan word for "people* - any people. So, as you oan see, it is used wrongly in tha title, for the Bduoation Aot refers only to tho Afrioan people. It shown that even in this wav the Governemnt refuses to recogoire th* blaok peoples's birth-right to call themselves Africans, i.e. th* p*ople of Africa.

You will ask, "But how can you have different 3orta of oduoatloa ? "Education is education the whole world over, no aattar what languages are used". Quite - we agree with you, but the Jiouth African Minister cf Native (Afr ican)Affairs, pr. Verwoerd hac different ideas. You aee, hebelieves that people with black akins are not quite human brings; thev are inferior to people with white akinr. They are not intel-‘ ligent enough to do “superior* work. For them nthe hewing of wood and the- drawing of water". Therefore, it is rrcued,THE BLACK CHIU) VSJS2 BE *LDUGATEDB OIL* SO PAR AS HlJ §*SJJIAI SORI FOB THE WHITE LIAS REQUIRES. '

Dr. Verwoerd has said, "There is no place for him (th* African) in the Auropean (white) community above the v'level of pertain forma oi labour."

According to thia new typ* of "education, the syllable in the lower grades is to comprise* reading, writing and arithmetic, the‘beginning of the study of ^cglich and nfrikaan3 (the two official languages of the T/HITB people ) and the cardinal principle* of th* Christian religian. There is no mention of art, nature study( geography, organised eport. But, Iriend3 at the Festival, hero is o.nothor shock, ill of this is to be done in a period each duy of TJ&SS houro. That is all the time the pupil ia to have at school* three hours ! How much time does this Mean for actual learnin ? Irecious little! And what happens to the child fort the rest of the day, when - as is frequent - both mother end father ur~ working ? Remember, there arc no playgrounds or parks cr social clubo !

7th wUHLv J:ivSTI7AL OF YOUTH AND STTOSNDS FOR PEAC2 AND FRIENDSHIP

No. 1 Ref.:

Dear Friends,We are glad to inform you that the International Prepa

ratory Committee for the 5th World Festival of Youth and Students for I’eaoe and Friendship has now begun its work in Warsaw, Gr<5- jecka 17. We leok forward to a fruitful correspondence with you during the 5 months whioh remain till the Festival.

We hare the oommon wish to aohieve a grand and magnificent Festival, the greatest and finest to date. For this reason we would like to exchange some ideas with you about several important questions.

First of all it seems to us of great importance to stress the aspeot which is to be given to -the preparation and realisation of the 5th Festival at the moment when all the peoples of the world are engaged in a great.oampaign against the preparation of atomio war. It is obvious in this respeot that the Festival - the great- , est international celebration.of youth in favour of peace - has to refleot the active partioipatioji of the youth in this oampaign proclaimed by the Bureau of the World Peaoe Counoil whioh met last January.

This oampaign, whioh is an important factor in v/iiening the unity between young people, will give a serious stimulation to the preparations for.the Festival. The preparation of the Festival will be an important contribution by young people to the struggle against atomio war.

Another question of importanoe is the programme, whioh was approved at the first meeting of the International Preparatory Festival Committee, whioh took plaoe at Vienna on the 17-18th December 1954’.

Your suggestions and proposals are neoessary to make this programme even rioher. It depends of the initiative taken in

/ International Preparatory Committee Gr<5jeoka 17, Varsovie /

DL/fcm 12.11.1955

Page 9: y .e S - Historical Papers, Wits University

various oountries that the programme already rloh by it*various aotivities, heoome still rioher.

Cultural presentations for instanoe would he beautifuland roagnifioent only when the delegations talcing part in the .Festival will oome with programmes representing truly and sincerelytheir national oulture and the yotivities of youth in this respeot. The same oonoerns sport events, manifestations, professionalmeetings, exhibition* and so on.

On the other hand the programme whioh stimulates wideand various ^reparations, brings oonsidsrable support for the mobilisation of youth in different countries. Any organisation whatsever their aotivities,. oultural, sport.or otherwise ray , n its respeotive plaoe in the programme. In this sense.the programme M y be used as a guide for .the scheme of work during the preparation of the Festival. It provides a oonorete.basis for contacts with organisations, personalities, and also with youth of differentscotions, sooial and professional strata.

We note examples from different oountries showing that, taking the programme as the basis of preparations, there are possibilities of developing a series of spooifio initiatives in all asieots of youth activity. Club's sport competitions, dance, song,, popular music feetivals etc. These specific initiatives enable towiden and enrioh'.lhe preparation for the Festival.

The oaltural competition, the s p o r t . competitions forseen for the Festival and the competition launched by "acrid Youth",constitute a great oontribution in this sphere.

From our side we are ready to help you and write dir«oly to various organisations and personalities. For this P“rP°« it would be useful for us to rsoeivs from you the necessary in c-ations and addresses.

,7a think that to do all this work well and to interestdifferent seotions of young people ii is neoessary, to organise a big campaign for the popularisation of the programme, the rules of the oultural competitions, sport meetings eto..All means c. prona ganda at your disposal must play an important role in the popularisation of the Festival, its character, the experiences of the pre-

• paratory work gained in different c o u n t r i e s . Experience shews that it is very nsosssaiy and u»eful to ettes.in.propagandath. aspect, of aotivities which are of greater intsrest for this or that aeotion, suoh and suoh a group of young people.

Page 10: y .e S - Historical Papers, Wits University

Therefor®,we Judged it neasssary to publish the Journal "Festival", issued twioe a month. Ve hare to note that it played a considerable role in the preparation of the 4th Festival at Bucharest, tfe rely on jour help to make our Journal rioher in oontents and also ia its distribution among the youth. We hope to raoeive from you addresses of organisations whioh are interested in our newspaper as well ao information regarding the number of copies we havj to send them. Other propaganda materials suoh as leaflets about tho sport aotivitiea of thj Festival, cultural competitions and others now being printed. In some countries national oonaidttee».>jfc^^4^^y>lth. . ^ ^ ^ ^ pwtlonamoluding the eleotioa*^ ^ei^at^nr.^hi *on»e gauntrieslocal, regional? p W f W l Q f i U ^ b r ^ ^ c o i ^ t i W ^ b e i n g oreated ia addition to the national v jfotifcSo* Commit teeof young peasants, atttdeats' btharfcrShat is stillmore important that each oountry tt Tookiag for'thr'fiorma appropriate to its own situatioa.

kVe think it neoessary ia this regard to strengthen oontaots between the International Preparatory Committee and the national, regional and looal oommittees. This will allow these committees to became better informed on experiences and preparations in different countries.

In our nert mail we shall send tpeoial letters about various aspects of the programme, the competitions and sportmeetings

We look forward to hear from you soon

Yours fraternally,
