Frances Xavier Cabrini is the patron saint of immigrants.

But she wasn’t exactly welcomed at her 1880 arrival in New York. She and a coterie of sisters from Northern Italy found their living arrangements were nonexistent.

Even Archbishop Michael Corrigan encouraged them to leave.

But Mother Cabrini refused. She demanded the church find them a home. Then she started an orphanage. At the time of her death 35 years later, she’d founded more than 65 schools, hospitals, and institutions dedicated to serving the indigent all over the U.S.

“She must have been an incredible dynamo to do that,” said Stuart Diamond. “She is a very relevant patron saint for today.”

Diamond is the founding member of Electric Diamond, an electro-acoustic music ensemble. The group’s November 4th concert, held at the Saint Frances Xavier Cabrini Shrine, is inspired by the saint.

Cabrini was canonized in 1946 by Pope Pius XII and became the first American saint Part of her remains are at the Fort Washington shrine, were pilgrims pay homage and pray.

The ensemble features Diamond on the electronic wind instrument, Don Slepian on keyboards, and guest artists Karen Bentley Pollick (Paul Dresher’s Electro Acoustic Ensemble) on violin and Ruth Cunningham (Anonymous 4) as vocalist.

The ensemble created set pieces from her own words. “Her writings are used as

a musical motif,” said Diamond. “They are the medium for musical improvisation.”

They incorporated hymns and songs from Early Music, including a “Lament to Tristan”. “That is one of the hit songs from the Early Middle Ages,” said Diamond.

The concert also features a piece in the Navajo language with music transcribed by a French priest in 1792. Diamond said the priest put the music into a western scale with in four-part harmony. “This is probably not what those Native Americans

actually sang,” he said. “All of the actual notes and pitches would be different.”

The music is a companion piece to the Cabrini-inspired music because it’s about people forced off of their land. “They are refugees here on their own continent,” said Diamond.

The concert doesn’t aim to illustrate history in a

linear way, but uses Christian and Native American iconography to tell spiritual stories with interesting electronic music and otherworldly harmonies.

“We are doing a concert in a shrine,” said Diamond, “so this will be a very meditative, spiritual concert.”

They don’t keep tabs on t-shirt sales at The Gap, do they?

Restaurant and bar owners voicing concern over a new law preventing establishments from serving non-tobacco hookah say the regulation is unfair and could force them out of business.

“I don’t think the city is telling The Gap that they need to sell more t-shirts than they do jeans,” said Jeffrey García, Vice President of the NY Latino Restaurant, Bar and Lounge Owners’ Association.

García was joined by dozens of members from the Association, which represents hundreds of establishments citywide, on the steps of City Hall on Mon., October 22.

The group is calling on the city to alter the regulation for hookah permits, which required businesses to generate 50 percent of their revenue from hookah in order to be eligible for the permit.

“To mandate a certain percentage of sales is really ridiculous,” said García.

Elvis Silverio, President of the Owners’ Association, said the majority of establishments can’t meet that criteria and might have to lay off workers or shut down if they can’t sell hookah.

“We’re going to be closing hundreds of establishments,” he said. “We can’t combat with the city crisis in rent, the minimum

wage increase next year and also with this bill.”

The new law went into effect at midnight on Monday, meaning the city can begin issuing fines to businesses caught selling hookah pipes without a permit.

“We’re going to stay above water and stay away from fines by not selling, but this will take a toll come payroll, or come rent day,” Silverio said. “This is not only about businesses, this is about families. People that are providing for their families and have to comply with this law. “

Enacted last year, the new law required businesses that wish to sell hookah to apply for permits between April 16 and October 22, 2018, to raise the minimum age for the purchase of hookah to 21 years old and to post warning signs provided by the New

York City Health Department, describing the risks of hookah use.

The Health Department said it hosted an information session with the Latino Restaurant, Bar and Lounge Owners

Association in October and had performed outreach with more than 400 establishments. According to the Department, even tobacco-less hookahs pose a risk for smokers and those who breathe in secondhand smoke.

“Even without tobacco, hookah smoke is dangerous,” said Health Department spokesperson Stephanie Buhle. “Hookah smoke contains chemicals that can increase the risk of heart and lung disease, cancer

and early death, both for smokers and nonsmokers. One hour of smoking hookah can expose someone to as much carbon monoxide and tar as smoking 10 cigarettes.”

However, owners said the popular water pipes were a big draw for customers and generated a large amount of income for their businesses.

Pedro Goico, a co-owner of Mamajuana Cafe in Inwood, said that 20 percent of his sales involve hookah, but pointed out that it generates about 40 percent of the cafe’s revenue.

“When they get hookahs, they buy drinks and also eat,” he said of restaurant patrons. “It’s a revenue generator for us to help us offset the

high increases of the rent. Losing that would be huge.”

Aaron Simms and Inwood Art Works are at it again.

Mere weeks after concluding a wildly successful Pop-Up Culture Hub in a shuttered Tenth Avenue club, and after two well-attended movie series in Inwood Hill Park and the Morris-Jumel Mansion, Inwood Art Works is creating its latest venture, a return of the Gallery in the vacant storefront in “The Stack,” at 4857 Broadway, between Academy and West 204th Street.

This past Sunday, the space was abuzz with volunteers hanging track lights, sweeping and cleaning, and laying out display options for the first installation, opening November 1st.

This time around, we’ll be treated to two months of locally-focused visual arts exhibitions, live entertainment, workshops, and community events. Already scheduled (and with much more to come) are:

At a press conference on October 19, DCA Commissioner Lorelei Salas said the college tricked students into taking out

loans and deceived them about financial aid.

Salas explained that one student was told by a recruiter that she qualified for a Berkeley scholarship that would cover practically all of her part-time tuition, but the student discovered a year later that she had actually borrowed over $13,000 in federal loans.

and lows of the day, and deep in thought.

The activity on the street was barely a murmur in the background. Until my gaze fell upon an old, disheveled man wrapped in ill-fitting clothes and blankets who, with agitation and clear disorganization of thought, was pontificating about topics that were impossible to decipher. His grocery cart beside him, it was bursting with ragged plastic bags of garbage and personal belongings. Without conscious thought, I crossed the street to continue my walk undisturbed.

And when I realized what I had done, disturbed doesn't begin to capture how I felt. Don't I know better? I have years of professional training and decades of experience working with Individuals with serious mental illness. I know they are not dangerous. I know that the "othering" of people with mental illness

we engage in all kinds of behaviors to avoid the contagion of illness – from covering our mouths when we cough to not touching someone's leg that is covered with poison ivy. We avoid contact with those who we perceive to carry health risk. The thing is that mental illness is not like the flu or poison ivy. But, evolutionarily, we didn't understand how people developed mental illness and we

learned to flee. There is still much we do not understand today. But we do know that mental illness is not contagious. And thus, we need to intentionally override this evolutionary inheritance that sets us up to distance ourselves. it doesn't serve anyone.

only perpetuates the stigma associated with these health conditions. I know that people with serious mental illness are at enormous risk for losing all meaningful social relationships because of their illness. What happened?

1. Why did I cross the street? Maybe because it is coded deep in our evolutionary history to avoid what we do not understand, particularly if we feel threatened. We are hard-wired with a 'fight-or-flight' response to such situations. Our ancient ancestors could either fight or flee when they perceived danger. They learned to fight off the attack of

a wolf and run from fire. But what was it that was so dangerous in my case?

The data are abundantly clear that it is extremely rare for an individual with serious mental illness to be a threat to another person. Just

the opposite. It is highly likely that individuals with serious mental illness will be

the victims of violence.

2. Why would we be evolutionarily be primed to flee? It makes sense that we have evolved to avoid contact with individuals or groups where we perceive danger. And when it comes to protecting our health, See CROSSED p16

Equity (CGE) is planning a wide swath of community engagement as part of this year’s 16 Days of Activism Against Gender-Based Violence campaign.

Held from November 25 to December 10, the city’s efforts are part of an international campaign that calls for an end to violence against women and girls.

“We as a Commission are pulling all the events together and we will serve as a public relations arm for the campaign,” she said. “We will centralize the events that are happening, and also promote [them].”

“The events can be small or large, whatever your resources allow you to do,” Ebanks said.

She explained that CGE hopes to create partnerships with nonprofit organizations and small businesses.

“One of the things I’m really hoping we can do is to work with small business

owners — entrepreneurs that have a social justice bent — for whom this sort of work would be of personal interest,” she remarked.

The CGE is an advisory body that supports city agencies in dismantling institutional barriers for women and girls, recommending policies that promote their physical and social well-being.

In the long term, CGE is seeking to bolster fundraising for nonprofits doing work to promote gender equity.

International Day for the Elimination of Violence against Women (November 25) to Human Rights Day (December 10).

Chansi Powell, Senior Director for Policy and Programs at CGE, said the city has formally engaged in the 16-day campaign since 2014, but its scope was largely relegated to internet promotion and lighting up the Empire State Building orange, which is the symbolic color of the campaign.

“We want to go bigger,” she remarked. “Digital campaigns are great, but we also want to make sure we have more events like info sessions. This year, it’s all about mobilizing communities and taking action.”

As part of this year’s 16 Day campaign, the agency is asking entities such as businesses, church groups and community-

based organizations to sponsor events that focus on ways to prevent gender-based violence.

Frances Xavier Cabrini es la santa patrona de los inmigrantes.

3. Ashamed and helpless on the other

side of the street. It all happened without my even thinking about it, but I know better. I know this person was not well, and I know that he was not dangerous. Would I have crossed the street if I saw someone gushing blood? Certainly not. It's a lot easier to know what to do in such cases. It's an acute problem that can be easily "fixed." A makeshift tourniquet and a call to 911 are things I can organize that would have the potential to be helpful. In contrast, for someone experiencing psychotic symptoms, it's generally not so clear what we can do in that moment that will make a difference. On the other side of the street ashamed and helpless - this is where many of us find ourselves when we love someone who has serious mental illness.

4. Is the person I avoided simply exercising his civil rights? People have civil rights that need to be honored, even when family members, friends and professionals might have other ideas about what is in someone's best interest. Thus, like everyone else, people with serious mental illness have the right to refuse care, including medication, as long as they have the mental capacity to make such decisions and as long as there is not imminent danger to self or others. Exact definitions of mental capacity vary around the world, but essentially they all share the common principles of ability to understand information about a decision, remember this information, use this information to make a decision,

or communicate a decision. We know that mental disorders act on the brain and impair brain function so assessment of "mental capacity" can be especially challenging in the case of serious mental illness.

5. So what can we do? In that moment, it may be true that there was little I could have done to address the underlying health condition that rendered this individual alone, homeless and so unwell. But I am perpetually troubled by the fact that people suffering with serious mental illnesses languish on the streets when we would not tolerate such lack of care for individuals with other serious health conditions.

I know I am not alone. Cost-effective, coordinated health care

services and community programs for individuals with serious mental illness exist. Such programs contribute to healthier communities for all. We have a long way to go to get these programs disseminated. Our next step – individually and collectively – needs to be making the intentional choice to not cross the street.

Berkeley also violated collection laws by concealing its identity from former students when collecting debt, and attempting to collect debt that students did not owe, according to Salas.

She said the city hoped to earn restitution for defrauded students.

There are about 25 students involved with the lawsuit. “We are hoping more people will come forward,” Salas said.

In a statement, Berkeley College refuted DCA’s claims and said the agency refused to discuss the allegations with the school.

“Berkeley College vigorously denies the allegations contained in the DCA’s lawsuit and denies that it has done anything to violate the New York City Consumer Protection Law,” the statement read. “Berkeley College will vigorously defend the College against the DCA’s accusations. Berkeley College repeatedly sought the opportunity to review any allegations with the DCA. However, DCA officials denied requests to discuss the claims before they pursued this action.”

Salas referenced a study, conducted

by The Century Foundation, a progressive policy organization “that seeks to foster opportunity, reduce inequality, and promote security at home and abroad.” The group’s study indicated that 98 percent of student complaints regarding unlawful activity by colleges were directed against for-profit institutions.

“The culture of for-profit schools is very alarming,” she remarked.

“With President Trump and Secretary DeVos ending federal investigations into for-profit college abuses, investigations like DCA’s are more critical than ever,”

said Yan Cao, a fellow at The Century Foundation. “We commend DCA for looking behind the slick marketing of Berkeley College and uncovering the truth — that deceptive advertising, hidden costs,

and unauthorized student loan debts were all part of its business model.”

Salas urged consumers to use caution while signing paperwork related to for-profit college enrollment or financial aid.

“It’s also very important that people don’t sign anything they don’t understand,” she said. “They’re signing contracts on the spot. We tell students, take your time, take it home. Don’t fall for these practices.”

experienced wrongdoing by Berkeley College should contact the Department of Consumer Affairs by calling 311, or by filing a complaint at nyc.gov/dca.

Johnson said the resolution was intended to convince developers to move away from hiring non-union labor.

Councilmember Costa Constantinides, who introduced the resolution, said that unions provide “a window into the middle class,” but the chance at good-paying jobs and a means to retirement are being placed in jeopardy.

“We have a race to the bottom, where unions throughout this nation are under attack,” he said. “Today, we stand in unison by introducing this resolution and say, count us in.”

“We want to thank City Council Speaker Johnson and Council Member Constantinides, for their support of this resolution and the #CountMeIn movement,”

said Gary LaBarbera, President of Building and Construction Trades Council of Greater New York, which counts 100,000 members in its ranks. “This will send a statement to the business community in New York City that our city’s leadership supports quality middle

class jobs, as well as stands in solidarity with the labor movement.”

“The movement is a direct answer to greedy developers in New York City that are seeking to destroy our way of life, that are seeking to undermine the middle class, and

that are seeking to put away a hundred years of collective bargaining here in New York City,” added Mike Hellstrom, Assistant Business Manager of the Mason Tenders District Council of Greater New York.

He said the movement grew out of the use of some non-union labor by the Related Companies at the $26 billion Hudson Yards project. He said the union workers planned a march on Related Companies headquarters.

Councilmember Jumaane Williams remarked that New York City is a “union town.”

“When union workers thrive, all workers thrive,” he said.

“We’ve got to get back into the practice of saying loud and saying clear that we support the labor movement,” said Public Advocate Letitia James, who Hellstrom said was the first elected official to appear at a #CountMeIn event. “All of those states that do not support the labor movement are struggling. We will not allow individuals to convince us that the right to work is a good idea, because the right to work is nothing more than the right to work for less.”

During the 16 Day campaign, the agency will highlight the work of nonprofits in attempt to stimulate fundraising, Ebanks said.

In recent weeks, CGE has hosted information sessions in each borough to help promote the 16 Day campaign, including one at The City University of New York’s Graduate Center which featured appearances by Manhattan Borough President Gale Brewer and City Councilmember Helen Rosenthal, Chair of the Council’s Committee on Women.

Powell said that CGE is hoping that all Community Board districts host at least one event to take action against gender-based violence.

“That can be a movie night with a discussion, that can be having everyone in your office wear orange,” she said.

Groups can sign up with CGE to be a coordinating organization in their community district.

“Don’t think that because you’re a not a corporate entity or you’re a nonprofit, that you can’t do something,” Powell remarked. “We all have a role we can play, big or small. There’s a way that you can talk to people and educate them about gender-based violence.”

“This new legislation unfairly impacts us,” added García. “We understand that there are health concerns, all that, and we want to work with the city to make [the bill] better.”

Urbano Estévez, owner of Barcelona Bites in Riverdale, said that business owners would be willing to comply with other restrictions, such as only selling hookah on weekends, or after 10 p.m., in exchange for loosening some of the other rules, like the 50 percent of revenue requirement.

“Even if you’re only selling 10 percent hookah, there’s a big profit margin it’s generating for you,” Estévez said. “Hookah is a big draw. It helps lure people in to eat, hear music.”

García estuvo acompañado de docenas de miembros de la Asociación, que representa a cientos de establecimientos de toda la ciudad, en las escalinatas del Ayuntamiento el lunes 22 de octubre.

Frank García, Chairman of the New York State Hispanic Coalition Hispanic Chambers of Commerce, said that 60 Latino-owned restaurants will close in the city during October, and the hookah law will make matters worse. “It’s not helping small businesses, it’s hurting,” he stated. “We need support.”

Goico suggested that many Councilmembers have expressed sympathy for the businesses in private but are reluctant to speak out privately.

“It’s tough because they don’t want to be seen as promoting something that has to do with smoking,” he said. “We have no tobacco in the hookah, it’s a job generator for the people here. Help us meet in the middle, and at the same time let people decide whether they want to smoke or not.”
