This marks a significant landmark for ATAF which was launched in Kampala, Uganda in 2009. It has been hailed as one of the more significant developments in Africa in recent times. The meeting of ATAF´s first General Assembly will see the convergence of its 34 members states, development partners, international organizations, academics and business. The seminar part of the event will have speakers and panels on a range of topics relating to tax evasion and avoidance. It will look at different approaches to tax audits, enforcement and compliance. The administrative session will receive the ATAF annual report and Council report of ATAF activities for 2011. Working to establish ATAF and a functioning organization has been hard work, but very exciting, says ATAF Acting Executive Secretary Logan Wort. We are grateful for the tremendous leadership and support from the ATAF Council. The responsiveness of ATAF members has meant that ATAF could grow and offer good value to its members already in its first year of existence. At this first General Assembly, we hope to report to members the progress we have made in establishing ATAF and get further guidance on how to improve the role ATAF should play in building strong and capable revenue authorities in Africa. African revenue authorities have over the past year been working together to lay the foundation for better revenue administration on the continent and the first General Assembly will provide further impetus, he added. Landmark reached as first General Assembly of the ATAF

Winning Entries of the XXIII CIAT / AEAT / IEF Essay Contest are Selected

Following a detailed analysis and examination of entries, in keeping with the conditions provided in the Rules of the Contest, the jury formed by officials from the State Agency of Tax Administration and the Institute of Fiscal Studies of Spain as well as from the Inter-American Center of Tax Administrations selected the winners of the XXIII Essay Contest.

The winners of the first and second prize and the special mention were chosen from a total of 12 entries received from seven countries. Their names, titles of their positions as well as the tax administration were they work appear in the Resolution issued today.

Once again the officials from the CIAT member country tax administrations have shown their interest, commitment and capability for doing research work in taxation issues.

Seminar on Electronic Invoicing in Latin America

National Superintendence of Tax Administration - SUNAT and the Inter-American Centre of Tax Administrations - (CIAT) have conducted at the headquarters of the Institute of Tax and Customs Administration in Chucuito, Callao, a seminar on Electronic invoicing, in which were presented various experiences of implementation of electronic invoicing systems in Latin America.

The event counted with the participation of specialists in the field from Brazil, Chile, Mexico and the Executive Secretariat of the CIAT. Among the participants, in addition to the staff of the SUNAT, officials of the tax administrations of Bolivia, Honduras and Uruguay were attending.

Participants expressed a high interest in the subject and hope to implement the concepts and good practices of electronic invoicing development in the near future.

Argentina - Highlights Of the Tax Collection in July 2011

The tax collection in July 2011 totaled 47.85 billion pesos, representing an increase of 28% over the same month of last year.

In U.S. dollars, revenues grew by 22.3%, reaching U.S. $ 11.59 billion. The figure is 8.4 times higher than the US $ amount raised in July 2002 when it totaled U.S. $ 1.38 billion.

In the 90’s the highest tax collection occurred in July 1998 when it reached U.S. $ 4.39 billion.

Bolivia - The National Tax Service (SIN in Spanish) strengthens its Web platform

In order to facilitate tax compliance, the National Tax Service (SIN) has renewed its website www.impuestos.gob.bo which from now on presents a new design and more operational features.

Providing more and better information to taxpayers and facilitating access to different tools are features embedded in the new Information and Communication Technologies in tax related issues.

Costa Rica - Placement Of Public Debt In First Half Of The Year

The placements public debts were adjusted to the plan announced at the beginning of the year, with 83% of them in medium term and long term titles.

The placements of debt securities in the domestic market completed by the Government during the first half year, reached ¢ 960 billion, only 2% less than the amount projected by the Treasury earlier this year, which allowed to adequately cover the financing needs of the government.

Costa Rica: Tax lottery will reward purchases with debit and credit cards

Most of the purchases or payments completed with debit and credit cards in the country during the month of August will be allowed to participate in the first tax lottery drawing which will take place on Wednesday, September 14.

This lottery is organized by the General Directorate of Taxation, with the purpose of encouraging card payments because when a consumer pays with these instruments, the merchant delivers immediately a percentage to the Finance Ministry, as a retainer from the sales tax.

Jamaica - Tax Administration Jamaica implements Revenue Enhancement & Arrears Project (REAP)

Tax Administration Jamaica has implemented a Revenue Enhancement & Arrears Project (REAP), designed to broaden the tax base, improve revenue inflows and update its Integrated Computerized Tax Administration System database.

REAP has been developed as part of an expanded and sustained PAYE audit programme which will target employers.

Paraguay - The Ministry of Finance establishes 2 modern tax offices

The Ministry of Finance, through the Under Secretary of Tax Administration, has established in less than a month two completely renovated tax offices with innovative technologies in rural areas of the country. This way, the Tax Administration keeps improving the decentralization of services to provide greater convenience to taxpayers, ensuring the voluntary compliance of tax obligations.

The new offices feature the latest technology and furnishings to provide a modern, high quality service to taxpayers.

CIAT Manual for Human Resource Management in Tax Administration

The CIAT Manual for Human Resources Management is the product of the Working Group, coordinated by the CIAT Executive Secretariat, co-sponsored by the General Direction of Public Finance of France (known by its French acronym DGFIP). This Group was composed by officials experts in the field from Barbados, Brazil, Chile, Guatemala, Honduras, Italy and Peru.

The overall objective of this work is to evaluate the horizontal and vertical equity of VAT and income taxes in Ecuador, Guatemala and Paraguay. A specific objective, in the case of VAT, is to propose a methodology that incorporates the translation of income tax in the case of exempted goods, and the cascading effect of intermediate exemptions.
