Introduction

INSETA has been promoting Learnerships since 2001.

INSETA has over the years attempted to speed up deliver of its’ Learnerships and this project is specifically aimed at doing that.

Applications are being considered and INSETA will provide Employers with information on this project through this briefing and on the INSETA web-site.

As one of INSETA’s core functions is to identify, register, and implement learnerships that address scarce and critical skills shortages in the sector, this project will hopefully address this core function in line with the specific NSDS indicators.

Project Background

INSETA has recognised that Learnerships play a key role in the deliver of Skills to the Sector and this project has as its aim to improve delivery.

Year 9 Learnerships are similar to previous learnership offerings and is aimed at persons, employed or unemployed at NQF 2,3,4,5,6,7 Levels as identified by INSETA.

The Year 9 Learnerships will address the skills gaps that currently exist in the Insurance sector and continue to align with skills needs identified in the Workplace Skills Plans (WSPs) and the SSP.

Project Objectives

The Year 9 Learnerships project objectives are:

To deliver 852 employed and unemployed learners into the insurance sector.

To increase the number of Learnerships within INSETA.

To increase the number of learners in Learnerships with INSETA

To achieve the SLA targets as agreed between Dept of Labour and INSETA

To speed up Learnership’s delivery

PwC’s Roles and Responsibilities

PwC’s role is to provide project management services to INSETA to manage and monitor the Year 9 Learnerships Project. Some of the responsibilities include but are not limited to:

Establishment of a Project Steering Committee Project Initiation activities Progress reporting to INSETA Management and Council Management of Learnership Agreement application guidelines Primary centre of Communication Management and monitoring of compliance of all Stakeholders Monitoring of Learner progress Monitoring of Learner Allowances Project closure activities Overall Project Management of Year 9 Learnerships Project Dispute facilitation not resolution

Learnership Engagement Rules

Adherence to Legislation/Regulation

Basic Conditions of Employment Act (BCEA) INSETA Learnership Funding Policy Public Finance Management Act (PFMA) Sectoral Determination No 5 Learnership Agreements

Supporting Documentation for Learnership Agreements

These include Certified copy of Learner ID Certified copy of Highest Qualification achieved Certified copy of the Employment Contract For disabled learners please submit proof of disability Copy of signed Service Level Agreement (SLA) between Lead Employer and Lead

Payment Processes

– Requirements for INSETA to make Payments to Lead Employer

– Bank statements – Cancelled Cheque– Bank Details

– Requirements for Lead Employer to make Payments to Learner

– Certified copy of Learner ID– Banking Details

– Ensure monthly statements for record purposes

Learnerships “rules of the game”

Assessors and Moderators must be registered with INSETA Training providers must be registered with INSETA – Scope of work must be up to

date Training providers must be accredited Cross Sectoral Qualifications – SLAs must be in place Should have applied within INSETA’s window period No Employer to submit learners who are currently on any other programme If learner’s academic record is poor and there is a record with either INSETA or

PWC, may not be accepted. Learnership Agreements must be completed in full with all supporting documentation.

Payment Guidelines

INSETA will follow phased payment approach in accordance with their policies:

– Initial payment upfront – 45%

Paid upon approval of the Learnership Agreement

– Second Tranche payment – 25% Progress reports to be submitted 6 months into learnership Progress reports for each Learner must be submitted to INSETA/or the quality

assuring SETA (Cross Sectoral) at the end of each phase ETQA will conduct verification visit at Lead Training Provider’s premises

– Final Tranche Payment – 30% Submit closure report to INSETA at the end of the Learnership Final Verification by ETQA before certification of learners declared competent Satisfactory outcome of the report and verification findings

**Payments made based on the completion of defined events within the Learnerships

Learnership Documentation Guidelines

Learnership agreements must be signed off Contracts with employer must be signed off Training provider and employer agreements must be signed off All documents to be sent to IPO if incorrect these will be returned to employer until

submitted correctly. No Learning will commence without correct documents - should this happen

Employer responsible for payments to Learning Providers. INSETA will not consider retrospective payments.
