INTRODUCTION The Association of Central Southern Motor Clubs has grown into one of the biggest - if not the biggest Regional Association in the country. Running championships covering most motor sporting disciplines, the ACSMC caters for the vast number of enthusiasts who are members of the many clubs currently working under its umbrella. The ACSMC continues to act as a focus for Central Southern based motor sport and clubs, providing a forum for their views and representing their interests within the MSA at Regional Committee level. Both the Rally & Speed Championships boast probably the highest number of contenders of any championship in the country, catering for the novice and expert competitor alike. This year book is compiled to provide a source of reference for those starting in motor sport, those who already organise and compete on a regular basis, and those who earn their living through their endeavours in this, the most exciting form of sport in the world. INTRODUCTION

Running championships covering most motor sporting disciplines, the ACSMC caters for the vast number of enthusiasts who are members of the many clubs currently working under its umbrella. The ACSMC continues to act as a focus for Central Southern based motor sport and clubs, providing a forum for their views and representing their interests within the MSA at Regional Committee level.

Both the Rally & Speed Championships boast probably the highest number of contenders of any championship in the country, catering for the novice and expert competitor alike.

This year book is compiled to provide a source of reference for those starting in motor sport, those who already organise and compete on a regular basis, and those who earn their living through their endeavours in this, the most exciting form of sport in the world.

CONSTITUTION AND RULES1. The Name of the Association shall be "The Association of Central Southern Motor Clubs",

hereinafter called the Association.

2. The Objects of the Association are the furtherance of Motor Sport, the representation of Member Clubs and the provision of facilities for liaison and mutual consultation on all matters of Motor Sport.

3. Membership of the Association is open to any Motor Club wishing to join and subject to their acceptance by the General Council of the Association. It is a condition of acceptance that a representative of the joining club be in attendance at the meeting to which their application is put before the Council for consideration.

4. The General Council of the Association shall consist of one voting representative from each of the current Member Clubs. Other representatives of those clubs may be present at Council Meetings. Members of the Executive shall only be entitled to vote if they are the voting representative of their club. The Chairman shall have a casting vote.

5. Officersa) The Association may, at its discretion, invite an appropriate person to act as President

for a fixed term.

b) The Officers of the Association shall be the Chairman, Vice Chairman, Secretary and Treasurer.

c) The Executive shall comprise the Officers of the Association, the Secretaries of the various Association Championships, the Defence Land Agent Liaison Officer and the Forestry Liaison Officer. Any of these posts may be combined. The Officers of the Association may co-opt on to the Executive any individual it feels may contribute to the aims of the Association. Any such co-option must be ratified at the next Council Meeting

6. Electionsa) The Officers of the Association and the Executive Committee shall be elected annually

from representatives of the member Clubs at the Annual General Meeting. Nominations for any of the posts on the Executive should be submitted in writing to the Secretary of the Association 35 days prior to the meeting at which the election takes place. Nominations should be circulated to member Clubs at least 21 days before the meeting. Nominations are to be proposed by a Member Club and the nominee must signify his willingness to serve.

b) In the absence of any such nominations, Clubs may nominate persons for election during the meeting. Should the nominee not be in attendance, then a written acceptance of the proposal must be produced at the time of nomination

7. Financea) The financial year shall be from 1 January to the 31 December each year.

b) The Treasurer shall produce an audited statement of the Association's finances at the first meeting after the end of the financial year.

c) A joining fee of Five pounds shall be payable by all clubs on joining the Association or on re-election into the Association. The joining fee is additional to the annual levy.

d) Member Clubs shall pay an annual levy to the Association. The amount of this levy shall be approved by the General Council meeting at which the Annual Statement of Accounts is presented and accepted.

e) Any Club not paying the annual levy within three calendar months of the publication of the Minutes of the meeting at which the levy is determined shall be deemed to have resigned from the Association.

f) Clubs joining the Association after the 31 October shall not be required to pay the levy for that year.

g) Any Club applying for re-election to the Association shall be required to pay any outstanding payments due to the Association.

8. Meetingsa) There shall be at least three ordinary meetings of the General Council in each year. One

of these will be to resolve the sporting programme for the following year.

b) Extraordinary Meetings of the Council may be held if:- Urgent Association business necessitates one.- Arranged by the General Council; or- Requested in writing by at least three Member Clubs.

c) Clubs shall be given at least 21 days written notice of any Council meeting.

d) The Executive shall also be empowered to hold meetings in order to deal with day-to-day matters not requiring full Council approval and to formulate Association policy.

e) A quorum shall consist of representatives from at least 10% of the Member Clubs, this figure to be in addition to Members of the Executive present. No voting shall take place at a meeting at which there is not a quorum present.

9. InvitationsThe Executive may invite the attendance of any individual connected with Motor Sport to any Association meeting

Changes to the Rules and ConstitutionAny proposal put to the Council of the Association concerned with changes to the Rules and Constitution shall not be voted on at that meeting but shall be included in the Agenda for the following meeting of the Council. The wording of any such proposal shall be included in the notice sent to the Member Clubs informing them of the meeting.

11. Championshipsa) The Association may organise Championships for any aspect of Motor Sport within the

jurisdiction of the MSA.

b) The Secretary of any such Association Championship may also form a Championship Sub-Committee.

c) Any decisions taken by such a Sub-Committee which may commit the Association to any expense or liability shall be put to the Executive for ratification.

d) With the above exception the Championship Secretaries shall be free to organise their respective Championships within the accepted framework of that aspect of the sport.

GENERAL REGULATIONS FOR ACSMC CHAMPIONSHIPS1. General1.1 Qualifying Events: Any National B status Autocross, Autotest, Production Car Trial,

Rally (including National A), Sprint or Hillclimb run under General Regulations of the MSA, and promoted by a paid-up Member Club of this Association, where that Club makes an application by inviting participation of the Association and/or Registered Championship Contenders, and where that Club abides by the Rules hereafter, and those appertaining to the Championship concerned, can be considered as a Qualifying Event. Acceptance of an event as a Championship qualifier will be confirmed by the Championship Secretary / Co-ordinator issuing a Championship Acceptance Number which must be quoted in the Regulations and all correspondence.

1.2 To comply with the normal MSA Regulations, the Association and/or registered members of the Association Championships, are to be invited by the organising club. The invitations to be sent to the appropriate Championship Secretary / Co-ordinator. Also a brief outline of the event (distance, start time, location of start, finish or venue) should accompany the invitation which should be sent not less than 12 weeks before the event.

1.3 On acceptance of an event into an Association Championship, a non-refundable event registration fee shall be paid to the Association before the beginning of the championship season or, for events accepted after the start of the championship season, within 14 days of the acceptance of the event into the championship.

1.4 For the time being event registration fees for ACSMC Championships have been waived.1.5 The Association acceptance and any Association status given to an event will be void if

the promoting club ceases to be a member of this Association before the date of the event, or fails to pay the relevant event registration fee by the due date.

1.6 The Championship Season will be 1st January to 31st December each year.1.7 The proposed dates for championship events are given in the Association calendar.

Clubs should propose their events and dates each year when this information is requested by the Championship Secretaries / Co-ordinators to complete the following season’s calendar (NOTE: The Association will not accept for championship status more than one event of like category on any one date). The publishing of dates in the Association calendar does not bind the organising club to take up the option to promote that event on that date or, invite the Association and / or registered members. Nor is the Association bound to accept these or any invitation to participate in an event. It should be noted that acceptance by the Association is for and on behalf of members of the Association.

1.8 Supplementary Regulations to have the words to the effect that the event is an “ACSMC ********* Championship Qualifying Event” or“Rally 2004 ******* Championship Qualifying Event” on the outside of the front cover.

1.9 Supplementary Regulations to be sent to ALL registered members of the appropriate championship at least six weeks before the event. Failure to compete in at least one of the first six championship events may result in registered contenders not receiving regulations for future events(NOTE: A full list of names and addresses will be sent to the Secretary of the Meeting with the Association’s acceptance of an invitation for events. The list will not be sent until receipt of a satisfactory set of Supplementary Regulations. A final up-to-date list will be sent one month before the event).

1.10 Supplementary Regulations issued before 30 September to include a form for membership of the appropriate Association Championship. (Included in this Year Book).

81.11 Entry Forms to include a declaration that the Driver / Navigator is / is not a registered

member of the Association Championship and their registration number.1.12 Entry List to include an indication as to which Drivers / Navigators are registered

championship contenders.1.13 Appointment of Observers: An entry list (complete at the time of compilation) must be

prepared showing names and registered numbers in Championship register and posted to the Championship Secretary / Co-ordinator to arrive without fail, five days before the event (i.e. Monday for a Saturday event). This list is to ensure the appointment of Observers. Three Association Championship contenders may be selected from the entries and, where applicable, from various classes, to act as Observers, and to return written reports to the Championship Secretary / Co-ordinator.

1.14 Late Entries : If an entry from a registered championship contender is received after the stated closing date for entries, any points he should receive will not count towards the championship.

1.15 Final instructions should be received by all competitors at least three days before the event and should be accompanied by a list of entrants as at the closing date.

1.16 Full Results (and final entry list) to be sent to the Championship Secretary / Co-ordinator immediately they are made final.

1.17 On the basis of the Observers’ Reports on qualifying events, the Championship Sub-Committee will advise the Championship Secretary / Co-ordinator as to whether similar events for the following year are to be included in the list of acceptable events and where deficiencies and / or anomalies exist, the organising club are to be advised.

1.18 The Championship Sub-Committees shall be appointed by the Executive from nominations submitted by the Championship Secretary/Co-ordinator.

2. Registration2.1 Any paid-up member of a Member Club of this Association may register for any or all

Championships.2.2 Applications are to be made on the appropriate form(s) (a separate application for

each championship) and forwarded to the appropriate Championship Secretary / Co-ordinator enclosing such registration fee as shall be agreed by the Association.

2.3 Registration will be for one season (i.e. 1st January to 31st December).2.4 Registration will only be accepted:

a) if conditions 1.1 to 1.5 are fulfilled, andb) if received before 30 September of each year for that season.

(Registrations for the following season will be accepted after 1st October).2.5 The date after which points will count will be the date of receipt of the application form

by the Championship Secretary / Co-ordinator.2.6 Registration will become void if the registered contender’s club ceases to be a Member

Club of the Association, or if the registered contender ceases to be a member of a Member Club.

2.7 Registered members must have in their possession when signing-on at an event, their current championship registration card as proof of their eligibility to enter. (NOTE: If the Association is invited and has accepted an invitation, then ALL members of the Member Clubs of the Association are eligible to enter. If the registered members of the Association Championships only are invited then only such members are eligible to

enter. Information to this effect will be given in each events’ Supplementary Regulations under the list of invited clubs).

93. Competitors’ Code3.1 To uphold the dignity of and to preserve by all possible means, motor sport in its

varying forms.3.2 To enjoy the sport whilst at all times observing all the recognised codes of good driving

and courteous, thoughtful behaviour, especially going to and from motor sport venues, and whilst taking part in a rally.

3.3 To deprecate and boycott in future, if necessary, badly organised events.3.4 To report to the Stewards (Association appointed Observers report to the Association)

individuals (organisational or competitive) guilty of a breach of rules, regulations or the code you are trying to maintain. For the sake of the continuation of the sport, the irresponsible must be weeded out.

3.5 To give newcomers to motor sport, by your own precept and example, a sense of responsibility which the sport demands of all its participants.

3.6 To refuse to enter or help promote events promoted by unrecognised clubs. (This is forbidden under MSA General Regulations and the terms of a competition license).

3.7 To refuse all invitations to participate in rallies which are promoted during daylight hours (on grounds of safety) except where the competitive timed part of the event takes place off the public highway.

3.8 To submit via club delegates to the Association Council or direct to the Honorary Secretary any suggestions for the betterment and preservation of motor sport, which can be discussed at Association or MSA levels.

Championship Registration Fee £ 5.00

1. The Southern Counties Autocross Championship (SCAC) shall be open to members of member clubs of the following Regional Associations, ASWMC, ACSMC, LCAMC, ASEMC, and AEMC. It shall consist of a maximum of 12 rounds, which should be run with a minimum interval of 2 weeks.

2. All events shall be run as in the SR’s for the event. Except in the case of force majeur, 2 timed runs should be allowed.

3. Classes:Class A1. Economy Production Saloons up to 1600ccClass A2. Economy Production Saloons over 1600ccClass B. Cars up to 1400cc.Class C. Front Wheel Drive Cars 1400cc up to 1650cc.Class D. Rear Wheel Drive Cars 1400cc up to 1650cc.Class E. Cars over 1650cc.Class F. Specials and Four Wheel Drive Cars (4WD cars are subject to a 5% handicap).

NOTE: Cars fitted with forced induction will have a 40% capacity loading applied.4. All vehicles MUST comply with Technical Regulations E.12, G.5 and G.6.2.1,

Classes A1 and A2 cars MUST comply with the current version of G.6.2.2.5. Scoring:

Registered contenders will be awarded points in each of the classes defined in 3 above, at each event as follows:

Fastest Registered Contender in Class = 25 points, except when only ONE registered contender in class, when 23 points.The remaining contenders will have 0.1 point deducted from the figure of 25, for each 0.1 of a second their time exceeds that of the fastest contender in class.

11In addition points will also be awarded for positions in each of the classes defined in 3 above, according to the following table.

In addition every competitor will be awarded three points for starting an event and one further point for every successful timed run completed, to a maximum of two timed runs (excluding practice).

6. A tie shall be decided in the following order:a. Scores discounted under Regulation 5 (above),will be re-introduced in

descending order until a result is achieved.b. The competitor who has beaten the greater number of SCAC

Championship Contenders in achieving their score.c. The competitor who has achieved their total points in the smallest

number of qualifying events.d. The ASWMC/ACSMC Executive Committee shall decide the criteria to be

used to resolve the tie.7. Competitors MUST nominate the class in which they intend to claim

championship points on the Championship Registration Form.Points may only be scored in a different class by notifying the Championship Co-ordinator prior to the event, by phone, e-mail or letter, if by the latter, postmarked not later than the day prior to the event in which the change is to become operative.

Note: All events may be subject to date changes, due to circumstances beyond the organisers control, especially those using stubble fields. Please watch out for any changes, these will be published in the ASWMC’s Championship News and the ACSMC’s The Voice. Championship updates are also available on the Internet at:

The Southern Autotest Championships are organised and administered by the Association of Central Southern Motor Clubs (ACSMC), the Association of South Eastern Motor Clubs (ASEMC), and the London Counties Association of Motor Clubs (LCAMC) in accordance with the General Championship Prescriptions of The Motor Sports Association (the MSA) and these Championship regulations.

3. Competitor EligibilityAny paid-up member of a Member Club of the ACSMC, ASEMC or LCAMC in possession of a valid club membership card may register for this Championship.

4. RegistrationCompetitors may register for the Championship(s) of their choice on the appropriate registration form or will be automatically registered at their first championship round

There are no registration fees.Sole proof of registration is a Championship Registration Card which organisers are obliged to check at qualifying events.

5. Points ScoringPoints will be awarded based on the performance of championship contenders only in the championship classes in the National B part of the event, as follows:

1st - 10 points 2nd - 8 points3rd - 7 points 4th - 6 points5th - 5 points 6th - 4 points7th - 3 points 8th - 2 points9th onwards - 1 point

In addition all competitors will receive 1 point for starting and 1 point for finishingA Championship entrant entering more than one car per event may only qualify for points with one car which must be nominated to the Championship Co-ordinator prior to the event.As a substitute for one event score any Championship contender who, during the season, acts as an official (including marshalling) on any of the Autotest Championships qualifying rounds, may claim 7 points. Registered contenders will receive a form to be used to claim these points which must be signed by a senior named official of the event and returned to the Championship Co-ordinator within 14 days of the event.The Tarmac Championship will consist of no more than 16 events, of which a contenders best 6 scores will count. If there are only 8 or 9 rounds run the number of events to count will be 5. If there are 6 or 7 rounds the number of events to count will be 4. If there are 5 or less rounds the number of events to count will be 2 less than the total. All events will be on metalled surfaces.The Grass Championship will consist of no more than 10 events, of which a contenders best 6 scores will count. If there are 8 or less rounds the number of events to count will be 2 less than the total. All events will be on grass.Ties will be resolved in the following manner:

A Novice is defined as a person not having been 1st in class or better on more than 2 occasions on a Nat B event or higher. A novice who loses their status from a grass event will retain it for the Tarmac Championship.A Newcomer is a driver under 21 years old on 1 Jan 2004 and in the first year of their registered Autotest Championship.

The Best Club Team will be the Club with the highest points from all events in the Grass Championship season. At each event every Club’s best 3 scoring members will be added together to score the Club’s points for that event.Additional awards may be announced during the season.No person may win more than one award other than the Novice or Newcomer award.To win an award a competitor must score on at least 3 rounds in that championship.

1. The best 8 scores of registered contenders will count towards the Championship. In the case of less than 10 scoring events, scores will be taken from the number of events, less 2, to a minimum of 7 (e.g. 7 events = 5 scores). Then less 1 to a minimum of 4 events.

2. The point scoring system will be as follows:

5. To count an event must consist of at least 24 observed sections attempted by each competitor. This number may be reduced to 16 if an event is affected by bad weather.

Regulations1. The ASEMC and ACSMC will promote a Road Rally Championship which will be open to

fully paid up members of ASEMC or ACSMC affiliated clubs2. All eligible competitors entering on any round of the Championship will be registered

as contenders automatically and may opt out if they wish.3. Organisers will provide the Co-ordinator with the name, address, email address (if

applicable), club and class entered of all entrants immediately after the event.4. The competition year will be from 1st January to 31st December 2004.

5. The Championship will comprise of six classesExpert Drivers Expert NavigatorsSemi-expert Drivers Semi-expert NavigatorsNovice Drivers Novice Navigators

Classes will be based on performance on National B Road and Navigational Rallies with over 20 entries in the past three years.

6. Definitions:Expert: A competitor who has, on at least three occasions, finished in the top 5.

Semi Expert: A competitor who is not an expert and who has, on at least three occasions, finished in the top12

Novice: Any other competitor.

All Championship rounds shall use these class definitions, classifying each crew using the navigator’s class.

A contender will remain in the same Championship class throughout the year, irrespective of progression through the classes on events during the year.

The Championship Co-ordinator reserves the right to reclassify any contender.

Points will be awarded as follows:1st overall 25 points2nd overall 24 points3rd overall 23 points

And so on down to23rd overall 3pointsAll other finishers 2 pointsAll non-finishing starters I point (unless excluded for contravention of the event regulations).

N.B. As the novice class on many rallies has easier navigation, those competing in this class will not be eligible for the overall awards. Competitors who qualify for the novice class may elect to register and compete as Semi Experts if they wish to compete for the overall Championship.

7. Contenders who officiate on a round of the Championship will be awarded 10 points. The points will be claimed by returning a marshalling point’s form, signed by the chief marshal of the event, to the Championship Co-ordinator within 7 days of the event. Only one claim per Championship year can be made. The event on which marshalling points are claimed will count as one scoring round, although no award will be presented to a contender who has only scored marshalling points. Please note contenders do NOT have to score marshalling points to be eligible for any award..

8. The number of qualifying rounds to count towards the Championship will be three less than the total number of rounds taking place if there are more than 10 events in the Championship or two less than the total number if there are 10 events or less. Ties will be resolved by the number of outright wins, then second places and so on until the tie is resolved.

9. The overall Championship awards will be presented to the driver and navigator with the highest score. Class awards will be presented to the first in class, second in class awards will be presented subject to there being ten registered contenders in the class. Any contender may only win one award.

Club Challenge TrophiesAwarded to registered ACSMC member clubs on the basis of the number of points scored by all registered contenders on the Championships (including Stage Rally). Points will be allocated to the club under whom a contender first registered on the basis of class points scored

10. The Championship Co-ordinator has selected qualifying rounds, these events have been asked to run within the following parameters, in order to maintain the standard of the Championship.

10.1Event regulations must be posted, preferable a minimum of six weeks but at least four weeks before the event, to registered championship contenders by the event organisers, labels will be provided by the Championship Co-ordinator for this purpose.

10.2An event organiser must supply the Championship Co-ordinator with a set of supplementary regulations for the event when issued, final instructions together with an entry list (which must include the competitors club) prior to the event and a set of results within 7 days of the event. Data transmission by electronic means is preferred.

10.3 Each round, unless agreed with the Championship Co-ordinators, shall have a Clubman status event attached to provide experience of our events to beginners.

10.4 A Championship round shall be a minimum of 120 miles (excluding Neutrals and Transports). However the use of Special Tests is actively encouraged and an event with a number of Special Tests may have fewer competitive miles (minimum 90). A and B roads should be avoided wherever possible.

10.5Regularity sections will not be allowed except where they form a substantial part of the event, they may not be included as a tie-break.

10.6 Ties may only be broken on the furthest, cleanest principle, any remaining tie should stand.

10.7 Where plot and bash navigation is used (by handouts or envelopes), the Experts and Semi-experts will receive the same navigation. Novices will be issued with simpler navigation.

10.8 Event regulations should not require competitors to bring a marshal to the event.

The ACSMC and ASEMC will promote two stage rally championships in 2004 as follows:Rally 2004 – Multi-venue Rally Championship comprising a maximum of 8 mixed surface stage rallies with scores from one less than the total number of actual rounds held to count towards the awards.Rally 2004 - Tarmac Rally Championship comprising a maximum of 14 sealed surface rallies with scores from two less than the total number of actual rounds held to count towards the awards.

1.1 The Championship reserves the right to substitute an event with another of similar status should any round be cancelled.

2. Eligibility & RegistrationThe Championships are open to all fully paid-up members of ACSMC and ASEMC affiliated clubs.

2.1 Contenders may register as either individuals or as a ‘crew’. When registered as a crew, only the nominated contender will receive regulations and correspondence.

2.2 Each contender must declare the class for which they are registering.2.3 Contenders may register in one or more classes, subject to a registration fee as

appropriate.2.4 Each contender is permitted 1 change of class without additional registration fee.2.5 Requests for changes of class must be received (in writing) at least 1 week prior to

the event at which the change becomes effective.2.6 Points scored in previous classes may NOT be transferred.2.7 Points scored in previous classes WILL count towards individual totals in respect of

the overall Championship.2.8 Registrations for the Stage Rally Championships will close on 31 July 2004.3. Classes

The organisers of all championship events are requested to use the class structures (including qualifications) appropriate to their type of event. However, should an event run with classes other than those defined below, then the results of championship contenders will be recalculated.

3.1 All ACSMC / ASEMC Stage Rally Championships will be divided into five capacity classes:Class A - Up to 1400cc Class B - 1401cc to 1600ccClass C - 1601 cc to 2000cc Class D - Over 2000ccClass E - All 4 wheel-drive cars

3.2 Cars having more than two valves per cylinder will run in the class relevant to their actual capacity. Cars with forced induction will be subject to a multiplication factor increase of 70% and will be entered into the class appropriate to the calculated capacity.

243.3 The Organisers reserve the right to reclassify any competitor or vehicle into a

different class.4 Scoring.

Points will be allocated as follows and will be awarded separately to Drivers and Co-drivers per event:1st placed championship registered driver/co-driver in each class - 20 points2nd placed championship registered driver/co-driver in each class - 17 points3rd placed championship registered driver/co-driver in each class - 15 points4th placed championship registered driver/co-driver in each class - 14 pointsSubsequent positions reduced by one point down to10th placed championship registered driver/co-driver in each class - 8 pointsChampionship registered driver/co-driver finishing outsidethe top 10 in class - 5 points

4.1 It is the responsibility of each contender to ‘sign-on’ the Championship Signing On Sheet in order to be eligible for points.Bonus Points:

4.2 All competitors MUST officiate in some capacity on a round of any ACSMC or ASEMC Championship to be eligible to receive an award in their registered championship.

4.3 Ten bonus points will be awarded to contenders who officiate on the basis of one claim per Championship. These may be claimed by returning the relevant form, duly signed by a named official of the event, to the Championship Co-ordinator within seven days of the event.

4.4 Bonus points will count towards contenders final total irrespective of the number of rounds contested.

4.5 No award will be made to contenders whose only points have come from officiating on an event.

4.6 Bonus points will not count towards Club Challenge Trophies and will not be taken into account when settling championship ties.

5.2 No contender may win more than one award per Championship.5.3 All named awards remain the property of the ACSMC and / or ASEMC and must be

returned to the Championship Co-ordinator by 31 December 2004.5.4 The ACSMC and ASEMC reserves the right to amalgamate or redefine classes for

award purposes should the minimum numbers not be met, and to present further awards.

256 Ties

In the event of a tie for any championship award, the following system will be used to resolve it:i) The winner will be the contender with the most maximum point scores, then

second place scores, then third place scores, etc.ii) If the tie is still unresolved, the winner will be the contender who has scored this

total on the least number of events.iii) If the tie remains unresolved, then the winner will be the contender who scored

the greater score on the first round, or second round, etc. until the tie is resolved.If the tie remains unresolved, the matter will be referred to the Panel of Stewards for consideration of a suitable system of resolution.

6.1 Bonus points will NOT be counted when resolving ties.7. Championship Officials

8 CorrespondenceAll correspondence regarding the Championships must be sent to the Championship Co-ordinator of their Championship and not to any other individual or Championship sponsor.

9 Results & PublicityRegular updates of championship points will be on display at events throughout the season.

9.1 Bulletins will be issued during the year, and full results will be sent to all registered contenders after the final round of each Championship.

9.2 Subject to the Protest and Appeal procedure as defined in the MSA 2004 Year Book, results will become final within 7 days after the postage date of provisional results.

9.3 Championship bulletins and interim results will be available on www.acsmc.org.uk

10 Other Events

In accordance with the current MSA regulations, all member clubs of the Associations may be invited to other events of National B status which are not part of the ACSMC's / ASEMC’s Championships.

10.1 Authorisation of this will not be unreasonably withheld and a copy of the relevant mailing list will be issued to the organising club on request.

3. Competitor Eligibility3.1 All Entrants must be in possession of a valid 2004 MSA Entrants License.3.2 Drivers and Entrants/Drivers must be fully paid up valid membership card holding

members of a member club of the ACSMC, be registered for the Championship and be in possession of a valid MSA Competition License (minimum Non Race National B).

3.3 Under certain circumstances, in accordance with L.7.1.5 National A Speed or Race licences are required to be held by drivers of cars over 2000cc entered in Category E which are Single Seater Racing Cars or Sports Libre Cars. Sports Libre Cars are defined in L.14.

3.4 All necessary documentation must be presented for checking at all rounds when signing-on.

4. Registration4.1 Drivers must register as competitors for the appropriate Championship by returning

the Registration Form (completed in full) with the correct registration fee to the Championship Registrations Secretary. Such registration will only be complete when written acceptance,

28in the form of a registration card has been issued by the Championship Registrations Secretary. Incomplete or unsigned forms will be rejected and dishonoured cheques will result in removal of the contender from the Championship and a report being made to the Championship Stewards.

4.2 Accepted registrations will apply only in respect of one competitor in a specified car. It will not permit the specified competitor to compete in a different car or a different driver to compete in the specified car. However, dual registrations are allowable for the same car and should the competitor wish to change class during the series, points accumulated for the previous car will be not be accumulated for the new car. In the event of damage or non-availability due to mechanical fault of the contender's specified registered car at any Championship round, a substitute car may be used provided it is in the same class and is a permanent replacement for the rest of that Championship. Substitute cars entered in any other class will not gain championship points for the contender. The registered car entered in the regulations for the event will be the only car able to gain championship points. The competitor must inform the Championship Co-ordinators of any change to cars or class.

4.3 Registrations will not be accepted for either Championships after September 1st 2004.4.4 The registration fee for the :

Guildford Tyres Speed 2004 Championship is £ 12.002004 ACSMC Sprint Challenge Series is £ 7.00to be submitted with the completed registration form. Cheques should be made payable to the ACSMC.

4.5 It is a condition of acceptance for the Guildford Tyres Speed 2004 Championship that all registered contenders MUST display sponsors’ advertising material as supplied by the Championship Co-ordinator.

5. Championship RoundsThe Guildford Tyres Speed 2004 Championship will be run at National B status and will be contested over 12 rounds, dates and events as listed in the Championship Calendar above with the best 8 scores from all the rounds listed in the calendar above to count. The organisers reserve the right to substitute nominated events in the case of Force Majeure. If the number of rounds held falls to below 8 scoring rounds, then the score will be decided from two less than the number of actual rounds held. The minimum number of rounds for the Championship will be 6.The ACSMC Sprint Challenge 2004 Series will be run at National B status and will be contested with the best 8 scores from all the rounds listed in the calendar above to count. The organisers reserve the right to add nominated events to the list as and when they become available. Contenders will be notified of these additions by ACSMC Council Meeting minutes, ACSMC “Speed News” and the ACSMC web site.

6. Points Scoring (including Bonus Points and Tie Deciding methods)6.1 Points will be awarded to contenders listed as classified finishers in the final results of

each event as follows: 1st contender in Class - 10 points 4th contender in Class - 7 points2nd contender in Class - 9 points reducing by 1 point and so on until3rd contender in Class - 8 points 9th contender in Class - 2 points

All other starters - 1 point (A starter is defined as a competitor who has attempted the first practice run of the

event).

Each registered contender will also be awarded 0.1 (zero decimal one) point for every ACSMC Contender beaten in his / her Class. Class points will be awarded relative to ACSMC contenders only.The Guildford Tyres Speed 2004 Championship will also have a Top Six Challenge with points awarded as followsFastest Overall - 6 points 3rd Fastest - 4 points2nd Fastest - 5 points and so on down to 6th - 1 point

296.2 In order for events to qualify for points allocation, at least two competitive runs must

have been allowed to each contender over the same course, the best time counting towards the final position. Where more than one course is used on an event, at least two runs must have been allowed to each competitor on each course with the best time from each course added together to determine overall positions. Accumulative times over one course will not be permitted unless stated in the SRs for the event and agreed with the Championship Co-ordinator before the beginning of the season. However, in exceptional circumstances, the Championship Co-ordinator has the right to waive the ruling regarding accumulative times, and competitive runs.

Total points scored will be calculated as follows :The Guildford Tyres Speed 2004 Championship :

A contender’s best 8 scores from the 12 qualifying events will count towards the Overall, Class Awards and Top Six Challenge Award. In the event of less than 10 rounds then the best scores from the two less than the number of rounds will be counted.

The 2004 ACSMC Sprint Challenge Series :A contender's best 8 scores from all qualifying events will count towards the Class Awards.

6.3 In the event of a tie for a Championship or class award, this will be determined in favour of the contender who has scored the most 1st in class and then 2nd in class, etc. Then if still not resolved, by deciding in favour of the first contender to score points, and then by lowest capacity vehicle. In the event of a tie for the Top Six Challenge, this will be determined in favour of the contender who has scored the most 1st overall placings and then 2nd overall placings etc. in the Top Six Challenge.

6.4 Competitors who have acted as an official or marshal (in any capacity other than event steward) on any one round of either "The ACSMC Sprint Challenge 2004" or "The Guildford Tyres Speed 2004 Championship" will be awarded six bonus points, towards the Championship of their choice, as indicated on the claim form. If a contender has registered for both Championships, that contender may make two claims for bonus points, one for each Championship. Bonus points may be claimed by returning the duly signed relevant claim form to the Championship Co-ordinator within seven days of the event. This score will NOT count as a scoring round and will be additional to any regular points scored throughout the Championship. Bonus points may not be claimed on an event where the contender has signed-on as a competitor. No awards will be presented to contenders whose only points have come from this bonus scheme. Bonus points will not be considered as points scoring rounds in the tie deciding method but will still be included in the total score. These ties will be decided as in 6.3.

6.5 Where individual events run to different class structures than those of the Championship the results will be adjusted and scored according to the contender's registered class.

6.6 The Championship results will be maintained by the Championship Co-ordinator.6.7 Periodic notification of intermediate and final markings will be sent to all contenders in

the Championships via the ACSMC Speed News”. This information may also be available on the ACSMC web site http://www.acsmc.org.uk/ and the ACSMC Speed ‘e’-mail group (details are available on the ACSMC web site).

6.8 The final Championship results will be declared as provisional by the Championship Co-ordinator at the end of the Championship by written notification to all contenders.

Results will be declared final within 7 days of the date of publication subject to no written protests having been received (see The MSA Regulation O.6.2.6). If any protests are received, these will dealt with accordingly, and should these have an affect upon the overall results, new provisional results will be issued followed by a further 7 day period for protest.

7 King of Lydden Cup.7.1 This trophy is for both marshals and competitors registered for either the Guildford

Tyres Speed 2004 Championship or the 2004 ACSMC Sprint Challenge.There will be only one award, which will be given to the person with the most points from

30the Lydden Hill rounds on the ACSMC calendar. Lydden has provided the south east with a wonderful little venue, which we are sure that we will miss if we lose the right to compete there. It is the spiritual home of rally cross and the base for superb sprints which precede racing activities at the circuit. This competition is a way of celebrating this.

7.2 Rules:1. The competition is open to all registered contenders of the Guildford Tyres 2004

Speed Championship and the 2004 ACSMC Sprint Challenge.2. All events held at the venue from the two calendars count towards the final score.3. The competition is open to Marshals and Drivers.4. Points will be allocated as per 6.1 of the ACSMC’s Speed and Sprint regulations.

There will be no class structure for the competition. Points scored in the relevant Championship will also be put towards the competition totals.

5. The bonus points system will be as per 6.4 with the exception of the number of claims, which will be to the maximum of the number of rounds held, one for each round. Claims for points must be received in writing and signed by the Chief Marshal or the Clerk of the Course for the event.

6. In the event of a tie the results will be decided as per 6.3 of the regulations.7. The winner will receive the King of Lydden Cup. There will be no other awards.

8. AwardsAll Championship awards will be provided by the ACSMC and the Championship sponsors.The Guildford Tyres Speed 2004 Championship :

8.5 A novice will be defined as a competitor in his / her first full season of competition or has not won a 1st in Class Award or better on a Sprint or Hillclimb event or Championship.Other awards may be presented at the discretion of the organisers and sponsors. Details will be supplied as and when appropriate. For both main Championships, no contender may

win more than one award (Overall or First in Class). The only exceptions to this are the "Best Novice" and "Best Lady" awards which will be awarded to the Novice and Lady scoring the most points in line with Section 6 of these regulations.

8.6 Entertainment Tax Liability: The ACSMC accepts no responsibility for any taxes payable.8.7 The Championships Awards Presentation will be held in March 2005. The location, date and

time will be notified to all award winners by personal invitation and to all contenders in the ACSMC Speed News.

9. Judicial Judicial procedures for both individual rounds and each overall championship will be in accordance with Section O of the 2004 MSA Yearbook.

Appendix 1Excluded cars for Categories A, B & D : Lotus 7, Caterham, Sylva and Westfield Kit type derivatives, Lotus Elise, Exige and 340R, Vauxhall VX220Cars using forced induction will be classified as having an engine capacity increase of 40%, those using diesel fuel a reduction of 50% (e.g. a 2000cc turbo diesel will be considered to be the equivalent to a 1400cc normally aspirated petrol engine). The onus of responsibility for the eligibility of vehicles competing in the Championship rests with the entrant / competitor. In the event of a dispute arising concerning the compliance of a vehicle to the regulations, the onus will be on the competitor to satisfy the organisers, NOT the organisers to prove compliance.

THE USE OF TRADE PLATES IS NOT PERMITTED.10.2The category definitions for 2004 follow. In addition, all vehicles must comply with The MSA

safety regulations, i.e. Regulations E12, L10 to L15 & Q.CATEGORY A - PRODUCTION CARS:No modifications are permitted unless specifically stated below.Wheels up to 1" wider are permitted, but they must be of the original diameter. Replacement damper units are permitted, provided they are of the same method of

operation and have the same location points as standard. Coil and leaf springs must remain as standard. The front seats only, and the steering wheel may be changed. Apart from these items no part of the car may be modified in any way. No additional parts may be fitted and nothing discarded.CATEGORY B & C - ROADGOING CARS: Cars may be modified subject to the following: The main chassis structure, suspension configuration and number of seats to remain as standard. No internal trim may be removed (except carpets), the back seat(s) must be complete and of the original type. Front seats may be changed but both must remain capable of carrying a normal adult in a reasonably comfortable and safe manner. All glass and raising and lowering mechanisms must remain as originally fitted (except windscreen, which may have laminated glass fitted if not fitted as standard). Aero screens & Fly screens are NOT PERMITTED. The bonnet and boot material may be changed, but the silhouette

32above the centre line of the wheel must remain as standard. However, wheel arch extensions are permitted. The original type cylinder block, cylinder head, gearbox casing and differential casing to be retained and in their original positions.

RESTRICTIONS APPLICABLE TO CATEGORIES A, B & C: Only those cars listed in the price list of Top Gear, What Car, Autocar and Motor magazines for the year of manufacture are eligible for Classes 1 to 6. Weight limits (where applicable) are deemed to be those as published for the vehicle in question in Top Gear, What Car, Autocar, and Motor magazines for the year of its manufacture. Cars must be taxed, insured and MOT tested (where necessary) and road legal in all respects. Documentation MUST be produced at signing-on to verify this. The only tyres permitted are those shown in 'List 1a' of The MSA Tyre Regulations for 2004 & 2003. THESE CLASSES ARE INTENDED FOR GENUINE ROADGOING VEHICLES ONLY. CATEGORY D - MODIFIED PRODUCTION SPORTS AND SALOON CARS: Production derived vehicles not complying with the requirements of categories A, B & C. Cars must comply with The MSA Hillclimb and Sprint Regulations for Classes A, B & C.
