Job share considered. RESPONSIBLE FOR Indirect line management of the East Riding Community Led Housing Advisor. Direct line management of Markeng and Administraon Officer or subcontracted consultancy. Management of external subcontractors for the Hub, including management of associates when required and resource contribuon from other Community First Yorkshire Teams. Community Led Homes funding for the North Yorkshire and East Riding Community Led Housing Hub and addional funding from other sources plus responsible for developing and delivering earned income generaon targets. Inially the Hub will be hosted by Community First Yorkshire and work in close partnership with Humber and Wolds Rural Acon. The Manager will be responsible for creang a long term strategy and realisc business plan for the Hub that allows it to be financially self- sustaining and become an independent enty within 2-3 years. The Manager will also lead a steering group of experts and community representaves who, in me, will form a shadow board for the stand alone Hub. The role will provide line management and staff development support to the Hub staff, ensuring the support case load is managed effecvely and efficiently. associated professionals and trades and funders the team will need to signpost to.

This role will work closely with the Community First Yorkshire and Humber and Wolds Rural Actions Chief Executives to ensure it meets the needs of communities across the geography. Some support services for the Hub will be provided by these two organisations.

MAIN RESPONSIBILITIES1. To lead the development of the North Yorkshire and East Riding Community Led

Housing Hub, and achieve the vision for more community owned, high quality, affordable housing across the geography through the support of a financially sustainable enabler hub.

2. To develop, deliver and monitor an annual work plan for this area of work and ensure progress is reported regularly as agreed with line manager, including, but not limited to, monthly highlight reports and quarterly funder reports. To ensure all work streams within this area of work are progressed efficiently and effectively against agreed timescales and meeting key milestones.

3. To identify opportunities for community-led housing through new build and existing housing stock and work with local community groups to realise these opportunities.

4. To ensure an effective and efficient support service is available to all groups and individuals across the geography wishing to progress community led housing schemes. To ensure that the Hub team respond proactively (and within agreed service response times) to requests from partners, stakeholders, Parish Councils, voluntary organisations, community groups and individuals.

5. To provide strong leadership to the staff and advisers of the Hub and a clear strategy and plan for how the support service will be delivered, quality assured and continuously improved. This will include management of accredited advisers and other sub-contractors.

6. To actively support the continuous professional development of all Hub staff and ensure access and to a range of accredited advisers.

7. To recruit and secretariat a project steering group which will form the shadow board for a standalone hub when it becomes financial viable and practical. To provide support and advice to the steering group members who will in turn provide strategic guidance for the business and financial planning of the hub.

8. To act as point of strategic advice for stakeholders and grow the movement for community-led housing across North Yorkshire and East Riding. To proactively develop excellent working relationships with the Rural Housing Enablers and local authority planning and housing staff.

9. To build relationships with key financing institutions for the Hub and develop new routes to finance.

10. To build and maintain relationships with key local and national partners and put in place signposting routes for additional support where available. To identify opportunities for national joint working where products or services could be developed to support all CLH groups across England.

11. To manage a community led housing peer support network(s) and deliver training opportunities to help groups and individuals develop their skills and knowledge to move schemes forward.

12. To continue to raise awareness of community led housing across North Yorkshire and East Riding with the aim of encouraging more individuals, groups and Parish councils to think about and explore taking a scheme forward. To act as an ambassador for community led housing and speak at a wide range of public events and contribute to key meetings.

13. To produce and deliver a marketing and communications plan for the Hub encompassing a new website, traditional and social media, blogs, podcasts, PR, events, regular newsletters and meetings with key stakeholders. To continue to build a bank of local case studies to provide inspiration for new groups.

14. To work closely with the Community Support North Yorkshire Team to access additional advice, guidance and training for community led housing groups, including enhanced governance support.

15. To maintain up to date information on groups being supported. This will include regular inputting to the CRM and contributing to the Community First Yorkshire communications and website.

16. To maintain a good level of understanding and information across the team on relevant Community First Yorkshire products and services. In turn to update CFY colleagues on Hub work and priorities.

17. To gather intelligence on rural issues, policies and priorities, including within the Defra grant agreement themes and to record this intelligence in a systematic and timely fashion. To complete the housing section of the Defra reports.

18. To ensure intelligence from East Riding is fed through to Humber and Wolds Rural Action in a timely manner to allow them to inform and influence local work.

19. To embrace and embody Community First Yorkshire’s values in how the role is delivered and how work is undertaken with colleagues and external partners and clients.

20. To perform and ensure the discharge of administrative duties relevant to the post, (including some budget control, record keeping & health & safety).

21. To be aware of, and implement, your health and safety responsibilities as an employee and where appropriate any additional specialist or managerial health and safety responsibilities as defined in the Health and Safety policy and procedures.

22. To promote equal opportunities (in terms of race, religion, gender, sexual orientation, disability and other forms of discrimination) through all aspects of Community First Yorkshire’s work.

23. To deputise for the Chief Executive and to undertake other duties which may, from time to time, be necessary to further the work of Community First Yorkshire.

QUALIFICATIONS

Essential - Educated to A Level standard or equivalent. Ideally an accredited CLH advisor or willing to obtain accreditation.

Desirable - A qualification in community development, voluntary sector management, rural studies, information, advice and guidance or similar.

KNOWLEDGE, SKILLS AND EXPERIENCE

Three years management experience in roles where accountable for both operational and

financial delivery.

Two years working in the field of community led housing or a similar sector.

Experience of managing the performance and development of staff, budgets and services/projects.

Excellent stakeholder engagement and management skills and experience of working with planning and housing teams.

Ability to form and maintain appropriate professional relationships with VCS organisations, communities, public sector employees and appropriate agencies across a community.

Experience of providing funding, fundraising and/or social enterprise advice and knowledge of funding mechanisms, including tendering and procurement.

Ability to develop and progress the skills, knowledge and confidence of individuals and groups.

Ability to manage own priorities, time and workload to agreed deadlines, budget and quality standards.

Excellent communication skills in particular verbal communication giving advice over the telephone and good written communication.

Ability to write concise reports, case studies, newsletter articles, business cases and complete funding applications.

Self-motivated and able to work under own initiative.

Diplomatic, articulate, enthusiastic, with good communication skills.

Detailed knowledge of the community led housing or rural housing sector and the key challenges facing the development of schemes and community engagement.

Good general IT skills (Microsoft Word, Excel, using databases). Excellent online skills including the ability to use Zoom and other teleconferencing packages.

DESIRABLE

Experience of developing a sustainable funding model for a charity, social enterprise or similar.

Experience of supporting a shadow board, board development and governance of charitable organisations.

Experience of working with databases and customer relationship management systems.

Experience of working with diverse communities of place, interest and character.

OTHER

Driving Licence Essential. Access to a car or motorbike for business travel is essential.

Travel The willingness and ability to travel across North and East Yorkshire is essential.

Flexible Working The willingness and ability to work flexibly, including evening and
