This emerged at a recent EXCO meeting held at City Hall. It was also proposed that people over the age of 60 should be granted the concessionary fare. People with temporary or permanent disability in line with the South African Social Security Association (SASSA) criteria will not be left out. Even though learners between grades one to twelve were also set to benefit but they should make sure that they are in their full uniform when boarding the bus. EThekwini Transport Authority (ETA) Head, Thabo Manyathi said this is just another way of making people’s lives easier in eThekwini. “The way we manage public transport is now changing. In the past the Municipality was not too hands on in terms of collecting money and now we are going to start collecting it. So it’s these kinds of things that have given rise to discounted fares for these beneficiaries,” Manyathi said. He added that concessionary fares will help pensioners since many of them no longer have money to pay for transport when they are visiting their relatives. “They have already made a huge contribution towards the development of the City. So to us this is like giving back,” he said. As the disabled people are also set to benefit from this initiative , Manyathi said it was done because the Municipality did not want them to feel the pinch when travelling since many of them receive grants. “We also want to help parents by offering discounted fares for their kids,” he added. This is expected to come into effect on 1 April. It will be remembered that concessionary fares are not new in eThekwini but previously disabled and elderly people had to stand in long lines waiting to register so they would get their discounted tickets. Manyathi said this would now come to an end, saying that application will now be made at the Sizakala Centres across eThekwini. From the start of June, people will be able to apply for their discounted fares at Sizakala Centres. Concessionary fares are expected to extend, at a later stage, to all other transport operators who have contracts with eThekwini Municipality. PICTURE:Themba Khumalo PRIAH DASS E THEKWINI Mayor James Nxumalo has tabled the Municipality’s record budget of R31.3bn for the 2012/13 financial year at a special Council meeting yesterday. The budget consists of an operating budget of R26.1bn and a R5.2bn capital budget. It has been developed with an overall planning framework and includes programmes and projects steered towards achieving the City’s strategic Integrated Development Plan (IDP) objectives. The tabled budget will be published for public comments and submissions. The final budget is expected to be approved by Council in May. Nxumalo said the R31.3bn budget reflects and reinforces the Municipality’s commitment to address the challenges of job creation, poverty reduction, building sustainable infrastructure, economic growth and business development. The Capital budget of R5.2bn is directly informed by the needs of the community and continues to reflect the consistent efforts to address the backlogs in basic services and the renewal of infrastructure of existing network services. The major capital investments made by the City has been mainly in water services and housing. “In this year’s budget we are looking at opening up opportunities to fast track development, especially in townships and rural areas. We’ve also made effort to restore our housing delivery record of building 16 000 houses per year and continue the roll out of basic services, especially water and electricity. “Projects like Cornubia, logistics corridor development, the expansion of the Port and the dig-out port are expected to lead to economic growth and job creation,” said Nxumalo. Deputy City Manager for Treasury, Krish Kumar said the Municipality has made an effort to keep the tariff increases affordable. Electricity tariff will increase by 11%, domestic water will increase by 12.5% while business by 15.5%. Rates will increase by 6.5%, refuse removal by 7% and 6.5% for sanitation. “Overall this is a positive budget which is mainly in line with the inflation rate. The water increase would have been in line with inflation had it not been for the construction of the Spring Grove Dam. However the removal of the fixed charge will provide some relief to residents.” The budget continues to provide relief for indigent citizens for rates and services. THE Health, Safety andSocial Services Committee(HSSSC) is one of the mostimportant committees withinthe eThekwini Municipalityand has strived to ensure, amongst other things, thesmooth rendering of greathealth care and socialservices to communitiesacross eThekwini.Chairperson of thecommittee, Zandile Gumedespeaks with zeal andconfidence when she outlinestheir plan of action duringher term of office. S’celoKhuzwayo sat down with theChairperson and looked atthe role, challenges and whatlay ahead for the Committee.

With only about a year intothe five year term asChairperson of theCommittee, Gumede has noqualms about the fact thatsome positives have beenrecorded. However shemaintains that even thoughthere have been great stridesmade towards making surethat lives of the people ofeThekwini are changed forthe better, a lot still needs tobe done.

The Committee has under itSocial services is a teamlooking at social issues. Theteam deals with all the socialissues and those that need

the attention of socialworkers are cascaded tothem. “Right now we are busywith the programme lookingat the street kids where we aretrying to assist by providingshelter to some and also referothers to relevant structuresbecause usually some peopleare on the streets for thingsthat can be sorted out,” shesays.

She says they also strive toprovide people with goodhealth care and embark oneducational programmesthrough health, which is alsounder her committee. Parks,Recreation and Culture (PRC)also falls within the Health,Safety and Social ServicesCommittee and so are SaferCities, Disaster Managementand Metro Police. ExpandedPublic Works Programme(EPWP) Social Sector is alsounder Gumede’s committeeand she showered it withaccolades, saying that it hasdone well in job creation.

Amongst the challengesfaced by the Committee is thefailure by some of the officialsto inform and educate thepublic about certainprogrammes before they areimplemented. “Officials needto know that once aresolution has been takenabout a certain programmethat needs to beimplemented, communities

should be engaged,” She said.Another challenge she citedwas the deteriorating state ofMunicipal clinics. She says inthe past people used to runaway from government toMunicipal clinics but nowthings have turned the otherway round. “But we have tochange this situation,”Gumede said.

When their term of officereaches its best before date in2016, Gumede says she wantsto see Durban greeneverywhere. She says she alsowants to see all the Municipalclinics in good state.

The Municipality has hadproblems with the shortage ofburial space and had to givepeople options to do thisamongst which is thecremation which otherpeople vehemently opposed.Gumede says when theirterm comes to an end shewants to see people reachinga stage where cremationwould be treated as a normalpractice.

The Municipality has donea lot in terms of fightingcrime to an extent that it evenpartnered with theCommunity Safety andLiaison Department throughOperation Hlasela where theywere doing crime awarenesscampaigns. Gumede sayscrime is a phenomenon shewants to see her committee

Rights Day. The South Africain the Making – Walk withMonty Naicker exhibitionshowed Naicker, YusufDadoo, Nelson Mandela,Walter Sisulu, Oliver Tambo,Moses Mabhida and othersin their prime. Almost 15 high schoolsattended and walkedthrough the exhibition, where they saw visuals of the1913 passive resistancemovement, Walter Sisuluburning his identity docu-ment, Naicker as a student inEdinburgh and Mandelaholding out his hands abovea caption reading: “It’s inyour hands.”

Trevor Manuel, NationalMinister of PlanningCommission said it wasexceedingly important thatwe take the time to reme-mber the contribution andsacrifices that Naicker andmany others made. “If we

truly want to pay homage togreat leaders like Dr. MontyNaicker and others, we mustbegin to appreciate andvalue the rights that theyfought for by taking ourresponsibilities as citizensseriously. There is still thedemeaning triangle ofchallenges - poverty, unemployment and ine-quality that remains thereality for far too manypeople, therefore humanrights day must be a commi-tment that we all shall notrest until we have overcomethese challenges,” he said.Manuel said while Naickerwas in prison he arranged forhis car to be sold in order tofinance the continuation ofthe passive resistancecampaign therefore we mustall learn to sacrifice so thatwe will have a meaning ofhuman rights day. “Even ifwe do not have much but we

must learn to share the littlewe have to make a differencein the communities just likeour leaders did” addsManuel. Pupils received aDVD and workbook toeducate them more abouttheir country’s rich history.

Councillor Logie Naidoo,Speaker of eThekwini, saidthe idea of the exhibitionstarted in 2010 with theselection of a leader whostood for non-racialism andwas committed to thestruggle against apartheid.

“Monty Naicker was a manof style and substance.

He was a leader whobecame bigger than himself.

We are trying to bring backthe excitement andinspiration of the struggle.

Most of our kids todaydon’t know this history andwe want them to understandwhy we have rights today.”

Naidoo said Naicker was a

doctor by profession but hegave up everything to fightfor a free South Africa, “He isa great example as he madegreat choices in life”.

Presidential spokesperson,Mac Maharaj, said theydecided to bring schoolsbecause youth does knowmuch about the SouthAfrican history.

Maharaj said he hopedthere would be anotherexhibition in the future thatwould deepen the understa-nding of where we camefrom, so that future gene-rations would have an ideaof where they were going.Sinethemba Ndlovu ofGanges Secondary School inMerebank said it was a veryinsightful event.

ETHEKWINI TransportAuthority (ETA) is callingupon citizens to report faultystreets lights, flickeringrobots and untrained peoplewho direct traffic. AndrewAucamp, ETA Manager inUrban Control, said it wasimperative that residents ofthe eThekwini Municipalityreport such incidents. “It isillegal for normal citizens tobe directing traffic.

“People directing trafficneed to be trained MetroPolice officers, as untrainedpeople could also furthercause accidents. They mayalso not be visible due to lackof uniforms. Also, somepeople may obey them andothers not, leading toaccidents. When accidentsdo occur, these informaldirectors of traffic disappearvery quickly,” said Aucamp.

Phakamisa ZondiMarketing Officer from theElectricity Unit alsoreiterated the samesentiment on faulty streetlights and the importance ofreporting them if they are not

working.“It is important to report

faulty streetlights as we maynot know that they are notworking because we rely onthe public to let us know thatinformation and then attendto the problem. As far as therobots are concerned, if theynot working at all, that iswhen the power is totally off, people must report them toour toll free number 0801313111. When they are flickering, they must be reported to 0801313 013,” said Zondi.

“WE cannot win the battleagainst AIDS if we do not alsofight Tuberculosis (TB),” thisstatement by Dr NelsonMandela could not have beenmore on point at the WorldTB day event hosted by theMunicipality’s Health Unit atthe Prince Cyril ZuluCommunicable DiseaseCentre.

About 407, 000 cases ofTuberculosis (TB) notified in2009, KwaZulu-Natal and theEastern Cape accounted foralmost 50% of all cases.

Dr Ayo Olowolagba, DeputyHead of CommunicableDisease in the Municipality’sHealth Unit, said that itwould not make sense totreat TB in isolation from theHIV/AIDS which is the reasonwhy this center has sincebeen changed from beingspecifically for TB patientsbut to also accommodateHIV/AIDS patients and nowARV’s are being distributed atthe center.

“We all have a role to play inthe fight against TB, society atlarge should also meet thegovernment half way andnon-governmentalorganisations can play a partin this regard”, saidOlowalagba.

He said TB is a preventableand curable disease. It needseveryone to manage andcontrol the disease by takingthe medication accordinglyand to also eat healthy.

“We have prominentcitizens like our formerPresident, Nelson Mandela,Arch Bishop EmeritusDesmond Tutu and manycelebrities, all of whom hadTB and have been cured ofit,” adds Olowolagba.

Dr Nomakhosi Gxagxisa,Head of the Health Unit saidnine of the high TB burdendistricts in the nine respectiveprovinces account for about155, 000 TB cases witheThekwini Metro alonecontributing 45000 cases.Because of the high burden ofthe disease, eThekwini wasdeclared a TB crisis district in2006.

“Although programmeoutcomes have improvedover the past years, with curerates having increased fromabout 46.7 % to 60%, theseare still below the National TBControl Programme target of85%, however TB is curable,”adds Gxagxisa.

Hazel Msweli, who has livedwith HIV/AIDS for 24 yearsand has also been on TBtreatment twice, encouragedother patients to completelytake their treatment as perthe doctor’s directive.

“We appreciate the fact thatthe Municipality cares and isdoing as much as it can tohelp us but it also calls for theindividual to take a stand andfight against this disease,”Msweli added.

Clinics that were doing wellin the fight against TB werealso awarded with certificatesand trophies. The Umlazi Gclinic was amongst thehighest receivers of the daywith 87.5% cure rate whichbeats the national target rateof 85%.
