Welcome to the first edition of Your Fulham magazine – a quarterly publication designed to keep you informed about what is happen-

ing in your area. You will be pleased to know that, just like h&f news which closed in April, all the production costs are paid for by the advertising it generates.

Flicking through the pages, you will see there is a huge amount happening. For example, there is the potential redevelop-ment of Earls Court exhibition centres after 2012. As a landowner we want to looking at using this opportunity to bring affordable homes, jobs and community facilities to the area – including new, modern homes for people living on West Kensington and Gibbs Green estates.

When it comes to planning we need a balanced approach, preserving our character and conservation areas while encouraging growth. Growth is the engine of economic opportunity and it is the pathway to help-ing people move out of poverty. That is why we are going for growth in our three Opportunity Areas: Earls Court, White City and Old Oak. In total we want to create 38,000 jobs and build 20,000 homes along the West London Line – providing a new economic lung for London.

The area around Carnwath Road in south Fulham is also earmarked for new homes and jobs, yet we are very concerned that Thames Water’s plans for a ‘super sewer’ entry shaft would not only destroy these ambitions but, much more worryingly, it would bring major disruption to thousands of people already living close to the site.

The sewer is designed to prevent sewage from entering the Thames. The aims may be admirable, but the reality is different. Not only would the sewer fail to capture all of the sewage overflow, it will do nothing to stop flooding. Meanwhile, your water bill is set to rise by £65 per year for life to pay for it. The Thames is already one of the cleanest rivers in Europe and we all want it to stay that way, but I think there are better solu-tions that are less costly and will bring less disruption. Hammersmith & Fulham Coun-cil will continue to make the case against the super sewer and make the case against Car-nwath Road being used for site selection. A built-up residential area is not the place for a construction project of this size, especially when there are green space alternatives.

Finally, on a positive note, the council and local businesses are very much looking forward to bringing you our annual Cel-ebrate Fulham festival at the end of June, showcasing the best that the area has to offer. Do not miss your 12-page guide in this magazine.

MORE police offi cers than ever before are set to patrol Fulham and the borough’s other two town centres thanks to a £5million boost from local taxpayers and businesses.

Hammersmith & Fulham Council is ploughing £1.3m a year into the Met’s coffers, with local fi rms adding an extra £350,000 a year.

The cash will be used to boost the standard Safer Neigh-bourhoods Teams (SNT) in the borough’s three town centres – which are based on one sergeant, two PCs and three PCSOs and are paid for by the Mayor of London.

The new arrangement will see the council focusing its resourc-es on more warranted offi cers, although the PCSOs funded by the Mayor of London will remain.

Two more inspectors, four extra sergeants and 38 additional PCs have now joined the battle against crime as the council calls on the police to ‘get tough’ on criminals.

Cllr Greg Smith, cabinet member for residents services, said: “Beat bobbies beat crime and, despite the nationwide spending squeeze, we have found a way to improve our town centre squads by putting more PCs on the front-line than ever before.

“This will give us some of the best policed town centres in Britain.”

In 2007, H&F Council became one of the fi rst local au-thorities in the UK to use its own money to pay for extra beat

police and the new arrange-ment will see 16 more PCs drafted on to the frontline c o m p a r e d to the old model.

owner of the Broadway Bar & Grill, said: “Busi-nesses around Ful-ham Broadway have worked closely with our local beat police from day one and it is great news that we are getting more offi cers.

“They are a reassuring presence around the area and have defi nitely made the area safer.

“We have all worked very hard

together over the past few years and the Broadway is now a much nicer place to be.”

By taking advantage of the Met’s ‘matched funding’ offer, taxpayers are also saving about £232,000 on the cost of buying in PCs, meaning the new contract offers far greater value for money to residents, according to the council.

The three squads will work on tailored shift patterns designed to sharpen the focus on problem times and areas.

HammersmithLondon, the group which represents businesses around Hammersmith Broadway, is also ploughing in about £100,000 to help fund additional offi cers in the ward.

“Residents are getting more cops for their buck than ever before,” added Cllr Smith.

“We are giving the Met the tools to cut crime and now we expect results. All inner-city bor-oughs present signifi cant crime challenges, but our goal remains to become one of the safest boroughs in the country.

“The age when all police offi cers were directly paid for by the Home Offi ce or Mayor of

London is over. “If a business or local au-

thority wants to buy in extra Police they should not just be able to – they should be encouraged to,” he added.

The council’s dedi-cated parks constabulary, neighbourhood wardens, licensing and CCTV teams are also tacking a robust approach to the criminal minority.

The council’s annual crime summit and growing network of neighbourhood watch groups are improv-ing the intelligence that the authorities receive from residents, according to the council.

Met Police Borough Commander Lucy D’Orsi said: “I am delighted that

the council has agreed to continue their spending on

enhanced policing within the three town centres.

Polo festival delights residents with its popular free ticket off er

TENS of thousands of people descended on Hurlingham Park, Fulham, for the third Polo in the Park event.

Featuring teams from around the world, the three-day festival in early June again proved a big hit, with spectators cheering on

their favourite teams from the grandstands.

Apart from the exciting polo action, visitors also enjoyed entertainment including the Harrods Food Court, a Veuve Clicquot cham-pagne garden and fun and games for chil-dren. The event was sponsored by the brokerage fi rm Mint.

Among the revel-lers were the 2,012 Ful-ham residents who took

advantage of Hammersmith & Fulham Council’s free ticket offer. Once again, the council negotiated a raft of improvements from the organisers.

Irrigation was improved in the park, and a ground-works programme has also started, with seeding and fertilisation.

There was also a programme of polo

days and competitions for pupils to learn about the sport

and the polo heritage of the park.

FULHAM residents have united against Thames Water’s super sewer proposals by forming the action group Rats (Residents Against Thames Sewer) as the council calls on the water company to explore alternative solutions.

The utility giant’s bosses want to use land next to Carnwath Road in Fulham as the main site for their £3.6billion, 20-mile-long sewer, which is also known as the Thames Tunnel.

Thames Water has defended the structure – which would be bigger than the Channel Tunnel – by saying that it has been designed to increase the capacity of London’s Victorian sewer system, and reduce the quantity of sewage which spills into the river after heavy rainfall.

But more than 3,500 people so far have signed a petition against the super sewer, with opponents angry that water rates will rise byleast £65 per year to pay for the scheme, while building causes years of disruption to south Fulham residents.

The mammoth construction project is expected to take at least seven years of work, 24 hours a day, seven days a week, and needs a large area of open land to get heavy drilling equipment into the ground and to excavate waste from the tunnel.

Alex Schniewind, who lives in Beltran Road and speaks on behalf of Rats, said: “We stand to gain nothing from this debacle except a decade of disruption from a major construction site that is a stone’s throw from eight schools and nurs-eries, parks and people’s homes, not to mention the decades beyond when our landscape will be blight-ed by a venting column spewing noxious gases.”

Concerns voiced by residents include:

The stench that will be created from gases caused by raw sewage in a densely populated residential area next to fi ve local schools The clogging up of already congested residential streets with lorries The £3.6bn cost of the scheme that has more than doubled since 2002 The disruption to local homes caused by noisy and dusty con-struction work

The loss of new homes and jobs on the riverside The lack of con-sultation with residents The 50ft stink pipe to let off sewer vapours that will be a permanent legacy of the scheme.

As a result, Hammersmith & Fulham Council is backing residents’ calls for Carnwath Road to be ruled out as a sewer construction site, and has also

been fi ghting a long-running battle against the super sewer in principle.

H&F Council leader Stephen Greenhalgh said: “The last thing we need in the heart of our tightly packed residential area is a huge sewer construction site.

“Now, we are calling on Thames Water to see sense and formally rule out south Fulham as a sewer construction site once and for all.

“We have also been question-ing the whole scheme as Thames Water’s current proposals do not deliver value for money, espe-cially at a time of major cuts to public spending.

“The limited benefi ts simply do not justify the costs.

“The council is calling for an alternative hybrid scheme, involv-ing a shorter tunnel, diversion of run-off rainwater and sustain-able drainage as well as improved river water treatment at appropriate times and locations, to be investi-gated as a matter of urgency.”

Rob Storey, Hurlingham Yacht Club commodore, added: “We

have grave concerns aboutThames Water’s tun-nel plans for Carnwath Road, and we need to fi nd out more.

“One thousand-ton barges working 24 hours a day will impact badly on the river, which is so impor-tant for the capital, blocking access for other boats and churning up the river bed.

“We have an intimate knowledge of the area around our pontoon, dating back to the First World War, and any major disturbance to the river bed could badly affect our facilities.”

Thames Water has an-nounced that it will be launching the second phase of its consultation later this year.

The petition against the scheme began in 2008 but has been updated to focus

be converted by potential bidders, with early proposals including bou-tique hotel and retail/leisure uses.

The proposals also show there may be the potential to retain the chamber and halls for some public use.

The council has to make £65m of savings in the next three years, with most people who responded to a consultation held last year agreeing that it would be sensible to sell the building so more money could be directed towards vital frontline services.

Cllr Nick Botterill, deputy lead-er and cabinet member for environ-ment, said: “As one of the smallest local authorities in the country, we do not need, and cannot afford, two town halls.

“We want to see the building itself brought back to life as part

of the biggest regeneration of the area since the Broadway develop-ment. Not only would the upkeep of the building no longer be a bur-den to taxpayers, but the proceeds from the sale would help protect key services.

“Taxpayers have told us that they do not want us to continue to spend millions of pounds sim-ply maintaining a building that is woefully underused and underoc-cupied. They have said that they would prefer us to look at inno-vative ways we can bring it back into use while preserving its heri-tage in a way that benefits Fulham as a whole.

“We are particularly excited that there is scope to retain the chamber and halls for public use and believe that this really is the best possible solution for residents.”

FULHAM Town Hall could be converted into a boutique hotel, creating new jobs in the town centre as the council looks to trim its debt mountain.

In February, Hammersmith & Fulham Council agreed to sell the underused premises opposite Fulham Broadway tube station to reduce its historic £133mil-lion debt burden, which is costing taxpayers £2.5m a year in interest payments.

The building, built in 1888, was put on the market to prospec-tive buyers in May and the council is committed to retaining the Grade ll-listed town hall’s heritage and identity.

The historic building architects’ firm Hawkins Brown has been ap-pointed by the council to suggest ways in which the building might

cated in Fulham, directly opposite Fulham Broadway underground station and shopping centre. The area has a high-density residential population and many retailers, res-taurants and bars that create a busy nightlife. Stamford Bridge, home of Chelsea Football Club, is within fi ve minutes walk, and the pro-posed Earls Court redevelopment scheme, with potential for up to 10,000 homes, is only half a mile to the north.

The underground and bus net-work gives access to the West End in 15 minutes and the main A4 and A3 connect to the national motor-way network, while Heathrow Air-port is 30 minutes away.

Until now, Fulham Town Hall has been home to parking attendants, housing offi -cers, cemeteries staff and registrars. However, its magnifi cent marble staircases, treble domed vaulted ceilings, carved oak doors

and period chandeliers mark it out as perfect for a boutique hotel. All council offi cers currently work-ing in the building will be relocated elsewhere.

Hawkins Brown has experience of the conver-sion and refurbishment of many town halls in London, including the Grade II-listed Stoke New-ington Town Hall which has received several design and conservation awards.

Other recent work in-cludes the refurbishment of Dagenham Civic Cen-tre and Barking town hall, and adapting prominent listed buildings throughout London to accommodate new uses.

Cllr Botterill added: “The council believes that we can reach a solution that will breathe fresh life into Fulham, improve the council’s fi nances, create numerous jobs and launch a new era of prosperity for this famous building. The future is certainly bright for Fulham town hall.”

FACT FILE FULHAM TOWN HALL

Fulham Town Hall was built for Fulham Vestry in 1888-90 The building was designed by

George Edwards and is Grade II-listed. It is constructed out of Portland stone in a classical style Mr Edwards won a design competition which attracted many entrants and became bad-tempered, with accusations of unfairness The new Town Hall soon proved too small and an extension facing Harwood Road was added in 1904-5 by Francis Wood, the borough engineer A 1934 extension housed the Fulham Registration Service, transferred toFulham Town Hall from 129 Fulham Palace Road

WHEN it comes to making a difference, the Fulham Society has an impressive track record.

In its 40-year history, the group has battled to ‘keep Fulham an agreeable place in which to live’, in the words of secretary Maya Donelan, 73.

Maya, who was made an MBE for her voluntary work in Fulham – including her role in the society – said a string of major development projects had made the work of the civic group even more important.

“There’s plenty happening, from the huge changes proposed for the redevelopment of Earls

Court to the changes at Fulham Reach and Lots Road,” she said. “And then there’s the sale of Fulham town hall…”

Maya said the Fulham Society’s stance on the town hall sale was to retain community use within the building – for example, allowing public rooms to be used for art shows, functions and wedding receptions.

“Although the big events rooms need a fair bit of restora-tion, the downstairs room with all the stained glass is lovely,” she said.

Planning applications are routinely checked and discussed by

the Fulham Society com-mittee, with the main aim being to ensure new buildings pass the ‘agreeable’ test, for residents and visitors.

Another of the society’s roles is as the driving force be-hind Celebrating Fulham, an event in its eighth year which the group start-ed, and which is co-ordinated jointly with Hammersmith & Fulham Council.

The society is also backing Fulham’s contribution to the national celebration of 400 years of the King James Bible, with an event featuring Fulham actor Lance Pierson performing The

Bible in Voice and Verse on June 27.

Tickets for the performance at Fulham Palace are available from the Lyric theatre’s box offi ce in King Street, Hammersmith.

Membership of the Fulham Society cur-rently stands at around the 600 mark – a very respectable total for any group.

The society was founded following the successful campaign, by an informal group of residents, in 1971 to prevent the construction of a huge hotel which would have dominat-ed the river frontage near All Saints Church, by Putney Bridge.

Teo appeals for funds to continue serving up park football for free

THE founder of Fulham’s popular Paggs Cup junior fi ve-a-side event fears he may have to charge children to play in this year’s football tournament in South Park.

Teo Catino, of Il Pagliaccio restaurant in Wandsworth Bridge Road, is still struggling to fi nd fi nancial backing to put on the annual event next month.

The Paggs Cup is now in its 11th year, and the father-of-two does not have the £20,000-30,000 he needs to stage it.

“I may be forced to charge children this year, which I

seriously do not want to do,” he told Your Fulham.

“It would be a huge blow to this wonderful event that has brought so much joy to the young people of Hammer-smith & Fulham.

“If that happens it will be a sad day for the community and all the children who do not have the money to spare to play a game of football.”

Teo, 45, has received help from one generous Fulham resident who donated all the money he raised from competing in a triathlon.

Dominic Hale, of Wandsworth Bridge Road, completed a 750m swim, 20km bike ride and a 5km run in May at Crystal Palace in a bid to save the tournament.

Chelsea Football Club gave the restaurateur 10 places on its summer school, while QPR donated a signed shirt.

Last year there were more than 100 teams in the competition, with 1,000 children involved over the whole day… but Teo is afraid this might not be the case this time.

“If children have to pay, then there is a very good chance that not so many kids will turn up for the day,” he said.

“Even if we charge £1 per kid I fear that those families who are not as well off will not be able to send their children down to enjoy the day, and we will be losing the very people the Paggs Cup was set up to look after.”

There will be an auction dinner on July 1 at Il Pagliaccio restaurant with live music and entertainment.

The area covered by the Fulham Society stretches from the river to Hammersmith Road in the north, and the Kensington and Chelsea boundary in the east.

Maya, who lives in Rosaville Road and has been a borough resident for more than 40 years, has also been a key member of the Vic-torian Society for half a century, sits on the Youth Offending Service re-ferral panel to steer youths away from crime, and was – until recently – the chairman of Bishop Creighton House in Lillie Road, the century-old community project and meeting place.

That involvement began four decades ago, when Maya did a volunteering course at Bishop Creighton.

She chaired the charity for 15 years, co-ordinating its good works, including weekday daily check-up phone calls to elderly people and mentoring young people with problems.

Maya has recently been spear-heading the drive, supported by the Fulham Society, to maintain public access to the borough’s archives.

An arrangement has been reached between H&F Council and the London Metropolitan Archives to keep the borough’s archives open two days a month.

A rota of volunteers has been drawn up from the ranks of the so-ciety, and full training undertaken.

The new arrangement starts on June 15, with opening initially limited to the fi rst and third Wednesday of each month.

A BOOK that chronicles the history of Bishop’s Park is to be printed later in the year.

Published by the Friends of Bishop’s Park, the 96-page book has been written to coincide with the restoration of the area, a task which is due for completion in the autumn.

Written by Sally Miller, A History of Bishop’s Park contains 100 historic pictures and maps together with contemporary photographs by Angelo Hornak.

The Friends commis-sioned Robert Wilkinson of the Oral History Society to record interviews with residents, while the Bishop of London has written a foreword.

Roger Weston, vice chairman of the Friends of Bishop’s Park, said: “I have been living close to the park since 1975 and I am very excited by the restora-tion scheme and look forward to its completion.

“This book is a thoroughly well-researched study, an interest-ing read, and will be an attractive

record of the park’s history, and of the park today.”

The restoration plans centre around the creation of an urban beach.

In Edwardian times, families

from across the capital descended on ‘Margate Sands’ in the park every summer. During the Second World War the

venue fell into disrepair and by 1949 it was considered such a safety hazard it was closed.

As well as the urban beach, the ornamental lake is being restored, three major play areas created and the park’s cafe refurbished.

At the adjoining FulhamPalace, the longest medieval moat in England is currently being exca-vated.

Hammersmith & Fulham Council has also commissioned the restoration of the moat bridge, Goth-

ic Lodge, the vinery and potting sheds. The stables are being convert-ed into a new education facility, with toilets and a shop.

Cllr Greg Smith, cabi-net member for residents’ services, has donated £50 towards the book and said: “I am sure this book will be a very interesting account of the history of the magnifi cent Bishop’s Park and I look forward to reading it.

“Both the park and the Fulham Palace grounds are of huge historic importance to the bor-ough and these exciting improvements will see them reaffi rmed as jewels in the borough crown.”

The project is costing £8million, with £3.65m coming from the Heri-tage Lottery Fund. The book costs £14.95.

Instead of sitting at home I came to the Macbeth centre and signed up for an adult education salsa class. It wasn’t really work

focused but it certainly cheered me up and got me moving.

One day I saw a poster for the mentoring course on the notice board so I applied. I was invited along for interview and was accepted onto the course.

It felt strange and I was nervous as my experience of education when I was at school was not a particularly happy one. At seventeen and eighteen I was a distracted teenager, which resulted in not much studying and disappointing A level results.

However, I can honestly say that studying as an adult here is nothing like school. I have loved every minute of the course, it was like a breath of fresh air. It made me think and use my brain in a new way. I learnt many new skills, not least, how to actively listen.

Being unemployed was very stressful and the course not only gave me new skills and a new direction but restored my confidence.

My story has a happy ending, two weeks ago I started a new job working for Hammersmith & Fulham Housing and Procurement. It’s good to be back at work. I think adult education classes are invaluable and I will continue to study part time in the evening.

Take it to the bridge road for a week-long celebration

A WOMAN who swindled Hammersmith & Fulham Council out of almost £15,000 has narrowly avoided being sent to prison.

Catherine Hennessy claimed housing and council tax benefi t for a fl at in Osram Court, Hammersmith (left), despite the fact that she was subletting the property, and had bought a home in Bognor Regis with the father of her children.

In September 2008, H&F Council’s corporate anti-fraud service was tipped off by the

Department for Work and Pensions fraud offi ce in Fulham that Hennessy, 41, was living and working in the Bognor Regis area.

When interviewed under caution, Hennessy admitted subletting her Osram Court council fl at. She also admitted failing to declare changes that would aff ect her benefi ts.

Hennessy pleaded guilty to four charges of benefi t fraud against H&F Council, four charges of benefi t fraud against the pensions department and

a charge of fraud against the housing association.

On May 3, at Isleworth Crown Court, Hennessy was sentenced to three months in prison, suspended for two years.

She was also told to do 150 hours of unpaid work to be completed within two years.

In total, Hennessy dishonestly claimed £12,332 of housing benefi t, £1,989 of council tax benefi t and £6,665 from the Department of Work and Pensions.

FOR the fi rst time in its history, Wandsworth Bridge Road is celebrating its rich variety of shops with a week-long party.

Virtually all the shops in the busy tree-lined street will be offering discounts to customers and there will be live music and special entertainment for children.

The week is being launched with a fun day on Saturday, June 25, from 11am-4pm, then discounts will ap-ply right through the following week.

Organiser Karen Har-rington of Harrington’s children’s clothes said the aim was to build community spirit, with the ultimate plan being to create a shop association for all the businesses in the distinctive road.

The fun day and discount week are being linked to the I Love Fulham festivities at Fulham Broadway.

“I’ve been here for 20 years,” said Karen, and we’ve never done any-thing like this in Wands-worth Bridge Road.

“The street will be decorated with 1,000 balloons and banners.”

Karen’s shop – de-scribed by customers

as one of Fulham’s best-kept secrets – sells toys as well as children’s clothes and babywear in the 0-7 age range.

Until two and a half years ago, her clothes shop was called Kent & Carey. Karen takes up the story.

“I was made redun-dant and the business was sold… so as I was the manager I decid-ed to take it over. We do children’s clothes up to seven, we’ve some odds and ends

of furniture and I’ve also recently started doing toys too.”

Trestle tables will be out on shop forecourts on June 25 and there will be limbo dancing, face-painting, free cup cakes and a pottery workshop among the attractions.

Secondhand books and organic vegetables from Bishop’s Park allotments will be on sale, and there will also be wine tasting.

Virtually every shop in the long street will be offering festive discounts on goods and services, so the place is set to become a bargain-hunters’ mecca.

Shop windows will be decorated and themed, and there will be live

music (sponsored by the Greedy Buddha) and a pop the balloon offer at party shop Circus Circus.

Other food stalls are planned, with Randalls supplying tasty sausages, while a live jazz band will be playing smooth, smoochy Sinatra-style music outside Il Pa-gliaccio restaurant. There will also be Spanish dancing.

Money left over after the fun day and discount week will go to-wards providing Christmas lights in Wandsworth Bridge Road.

“Hopefully it will all work out well,” said Karen.

“We’re all really looking for-ward to it – it’s all come together in the space of about four weeks!”

THE heart-warming tale of a lion which once padded the pavements of Fulham is being told by guide Simon Rodway this month.

Christian the lion was one of the sights of Swinging London in the 1960s, curled up in the window of a furniture shop.

People fl ocked to Sophisticat in World’s End, at the Fulham end of King’s Road, not only to buy stripped-pine furniture, but also to admire Christian... an animal named by someone with a quirky sense of humour. So popular has the lion’s story become that it will soon be a Hollywood movie.

It certainly is an extraordinary story. Back in the 1960s, the proud boast of Harrods was that you could buy anything there.

In 1969 the Knightsbridgedepartment store bought a lion cub from Ilfracombe Zoo inDevon, when the animal park closed down.

The cub, weighing two and a half stone (16 kilos), was sold to Australians John Rendall and Anthony ‘Ace’ Bourke, who ran Sophisticat, and who named the shop in honour of their unusual pet. Christian’s price tag? £262.

Harrods were apparently glad to be rid of him. He had escaped from his cage one night and ‘savaged’ a valuable carpet in the next-door rug de-partment.

Christian was kept in the furniture dealers’ basement fl at beneath Sophisticat. As he had grown up in captivity, he was quite happy in human company, and regularly went for rides around the area in an open-top Bentley.

He accompanied hisowners to restaurants, stretched out on sofas in the furniture shop when it was closed on Sundays, and even made an appearance at the trendy store Biba in

Kensington High Street. He had trips to the seaside and wasallowed to exercise in a Fulham church-yard.

But Christian grew, the way lions do, and after a year

weighed more than 13 stone.A chance visit to Sophisti-

cat by Bill Travers and Virginia McKenna, the stars of the 1966 fi lm Born Free, led to Chris-tian being fl own to Nairobi to be introduced to the wild in Ke-nya’s Kora game reserve. Con-servationist George Adamson released Christian into the unfa-miliar environment… but the story didn’t end there.

Intrigued to know what had happened to their former pet, John and Anthony fl ew to Africa. Their reunion has become a major YouTube hit.

“Christian stared at us in a very intense way,” John later recalled. “I knew his expressions, and I could see he was interested. We called him, and he stood up and started to walk towards us, very slowly.

“Then, as if he had become convinced it was us, he ran towards us, threw himself on to us, knocked us over, and hugged us, like he used to, with his paws on our shoulders.”

Reassured, two wild lionesses and cubs who were with Christian, also joined the bizarre group in the emotional moment.

The incredible story gener-ated documentaries and books, including A Lion Called Christian, published in 2009, and a children’s book, Christian the Hugging Lion, with a Hollywood movie now in the pipeline.

Sophisticat, the shop, still exists in a different form (for one thing, the name has evolved to Sophisto Cat). The owners have changed, and it is now at 188 Wandsworth Bridge Road, Fulham, but it will be the fi nishing point for this month’s local history walk, coinciding with the start of the Wandsworth Bridge Road fun day as part of Celebrating Fulham.

It is the result of more than a year’s consultation with residents and local interest groups to make sure they could have their say.

Inspiration for the scheme has been drawn from the surrounding areas, with planners Sir Terry Farrell & Partners using nearby Kensington and Fulham to guide their designs.

Residents in the West Kensington and Gibbs Green estates have been guaranteed a home in the scheme if development does go ahead. Proposals could significantly increase the amount of affordable housing, helping people who live and work in the borough get onto

the property ladder so they can stay here for generations to come.

Hammersmith & Fulham Council is putting in place a series of measures to make sure local residents would have the training and skills they need to make the most of the new jobs and opportunities.

Detailed plans for the first site in the development in Seagrave Road have been unveiled to residents, with a planning application submitted this month.

Council leader Stephen Greenhalgh said: “This is a once-in-a-generation opportunity for us to provide new homes for residents

The council has underlined its commitment to creating a borough of opportunity and is helping young people get a foot on the housing ladder by joining up with Chelsea Creek developer St George.

A series of studio and one-bedroom ‘Manhattan’ apartments in Doulton House are being offered to fi rst-time buyers who live or work in the borough and whose household earns less than £60,00 per year.

Cllr Andrew Johnson, the council’s cabinet member for housing, said: “The council knows how diffi cult it can be for hard-working people to get their fi rst step on the housing ladder.

“This is why we are committed to helping those who aspire to own their own home, but are currently priced out of the market, to be able to fulfi l their dream of purchasing a stake in their future.

“I am delighted we have been able to work with the developer to give the next generation of hard-working fi rst-time buyers who live or work in the borough

the opportunity to buy such high-quality affordable homes.”

The apartments are fi tted with luxurious bathrooms, custom-designed fi tted kitchens, state-of-the-art sound systems and high-end fi nishes throughout.

Bathrooms include heated walls and fl oors covered with prime natural stone.

They are being made available to people on a wider range of incomes thanks to a scheme designed by the council and St George called discounted market sale.

It sees studio fl ats and one-bedroom apartments put on the market for sale at about 70 per cent of their market value to fi rst-time buyers.

rent on the 30 per cent they do not own, which is held

in covenant by H&F Council. Studios start from £186,150 and one-bedrooms are available

The programme opens this year on Saturday 25 June with Wandsworth Bridge Road’s Fun Day which includes the Lion Walk and John Rendall, a man who famously bought a lion called Christian from Harrods. The street will be decorated in celebratory style, offering a host of free entertainment making this a street party to remember.

Throughout the week there will be the key attractions of food and drink from around the world and special events for children. Music ranges from jazz and classical to Latin and pop. A unique event on Sunday June 26 at Fulham Palace brings you the deeply inspirational words of the King James Bible, celebrating its 400th anniversary with some of the glorious music it inspired

Visit The Haven Open day on Friday and see the work this charity does which is a revelation of support to those suffering from breast cancer.

Swishing involves getting people together to swap gorgeous clothes and party at the same time.How to swish:1) Bring between one and fi ve items of

clothing, pairs of shoes, bags or accessories. Items must be clean, good condition and something that you are proud to hand on. No children’s clothes please.

2) For each item you bring we’ll give you a ticket, you can then take as many items as you bring.

3) You can drop off items from 2.00pm onwards.

4) The clothes will be sorted and hung up on racks, from 3.00pm you can browse and from 3.15pm you can pick what you want.

5) The textile recycling charity, TRAID, will be on hand to help you make your new clothes your own - demonstrating easy ways to customise an outfi t.

The crime fi ghters of Bishop’s Park turn to a higher power

BISHOP’S Park and South Park in Fulham have been named as two of the safest open spaces in London.

The parks are among 31 green spaces in the capital which have received safer park awards from the Mayor of London.

It follows closer co-operation between residents, the police and the council to combat crime.

Hammersmith & Fulham has its own, council-funded parks con-stabulary, working every day to keep the borough’s parks and open spaces safe.

The offi cers pro-vide a friendly face for all park visitors and deal with crimes such as vandalism, drug-taking and dangerous dogs.

In Bishop’s Park, a parks ambassa-dor was appointed to address park

safety and misperceptions about crime.

But perhaps the most innovative crime-fi ght-ing method began in August 2009 when the constabulary sought the assistance of nearby All Saints Church, and was permitted to use its tower as a vantage point.

It meant offi cers could get an excellent view of the park and were able to direct uniformed offi cers to deal with potential incidents.

As a result, recorded crime in the park fell from 19 incidents in 2009 to 11 in 2010, antisocial be-haviour fell from 105 cases in 2009 to 63 in 2010, and graffi ti from 24 in 2009 to 12 in 2010. Aggressive dog incidents were cut from 11 to six, and alcohol-related antisocial behaviour from four cases to one.

The Friends of Bishop’s Park have worked closely with parks constables to reduce crime.

Roger Weston, vice chairman of the group, said: “We have been well served by our safer neigh-bourhoods team and the parks con-stabulary. Our members are also present on the ward panel which

meets several times a year to discuss crime priorities.

“Generally, there is not much crime in Bishop’s Park and the neighbour-hood watch groups also keep an eye out for trouble. We are pleased the park has been recognised as one of the safest.”

At South Park, recorded crime in the park has been histor-ically low. However, the parks constabu-lary became con-cerned when crime levels rose in 2007.

Although the number of crimes was low (10 for the year), the increase was noted.

The constabu-lary started to work

more closely with the police, helped by the

creation of the Friends of South Park, as the constabulary’s ‘eyes and ears’, with offi cers re-sponding within 30 minutes in 95

per cent of cases. Recorded crimes have fallen from 10 in 2007 to fi ve in 2010, with antisocial cases down from 36 in 2009 to 28 in 2010.

Cllr Greg Smith, cabinet mem-ber for residents’ services, said: “I am delighted that these two parks have been named as among the saf-est in London.

“It is a fact of life that parks can attract antisocial behaviour, but this council works tirelessly to ensure that our open spaces are as crime-free as possible.

“With summer approaching, parks visitors can rest assured that our dedicated parks constabulary will continue to put all their efforts into fi ghting crime and keeping our parks safe.”

London Mayor Boris Johnson said: “London boasts some of the most sublime green spaces in the country, and everyone deserves to enjoy their local parks without fear of crime.

“The scheme recognises the tireless work many unsung lo-cal heroes put into making green spaces more pleasant for everyone. I congratulate all parks for their outstanding efforts.

“I hope this inspires others to get involved to deliver real change in run-down areas. Each has found its own way to turn around the low-level crime and antisocial behav-iour that scares people away.”

The council’s parks constabu-lary consists of one inspector, 15 constables and three sergeants pro-viding a uniformed patrol service for the borough’s 54 parks, open spaces and cemeteries.

I am writing to let you know that there are now many more items that you can recycle

in Hammersmith & Fulham. Yogurt pots, margarine tubs and food trays can

now all be recycled using your orange Smart Sacks or Smart Recycling Bank.

This is a significant change and should help all of us to recycle even more.

Since 2000, the recycling rate in our borough has shot up from 8.8 per cent to more

than 25 per cent. And now, to increase rates further, you can add plastic yoghurt pots,

margarine tubs and food trays to the list of recyclable items. All you have to do is rinse

them out and drop them into the orange Smart Sacks and leave them out for collection

with your regular waste on the correct day. If you live in a large block of flats plastic

tubs, pots and trays can be recycled in your Smart Recycling Bank.

Recycling has never been so important to us all now that the cost of disposing of

rubbish has risen by 20 per cent. It currently costs Hammersmith & Fulham (h&f)

Council £128 to dispose of a ton of waste while the cost of recycling a ton is just £73.

The council is making large savings across the board as we look to respond to the

national debt crisis and the more residents recycle the more funds we can direct

towards vital frontline services. Please find a full list of all materials that you can

now recycle below.

In addition to plastics recycling, the council is also making it easier for residents who

live in flats to recycle more. From this summer, the council will be converting some

refuse chutes so that they can be used for recycling and installing recycling banks on

each floor in selected locations. In locations with Smart Banks, flat dwellers will also be

given a new re-usable bag – to make it even simpler to store recycling in your home

and transport it to the recycling bank.

Disposing of our rubbish by any means other than recycling is no different to throwing

our money in the bin. So the next time you enjoy a fruity yoghurt or tray of summer

strawberries, please remember to put the finished container into your orange Smart

Sack or Bank and help us all to save money.

THE proposal to build a high-speed rail line between London and Birmingham would include a major new interchange hub in the north of the borough.

As a result, local residents, businesses and organisations have overwhelmingly welcomed the scheme put forward by the Department of Transport (DfT).

The development would bring signifi cant investment to an area of the borough which is deemed by the council to be in need of major regeneration.

Estimates suggest a boost of 20,000 jobs in west London and 10,000 new homes. Old Oak, where the station would be situated, suffers more than most from the effects of unemployment and poor housing.

The DfT consultation into high-speed rail runs through July. And so far, canvassing of opinion in the local area has revealed signifi cant levels of support.

Research by Hammersmith & Ful-ham Council showed more than 90 per cent of people were in fa-vour of the new sta-tion.

As well as be-ing of great benefi t locally, high-speed rail could have broader positive im-pacts. Journey times between London and Birmingham would be cut to 49 minutes, with the eventual extension of the line northwards bring-ing Manchester and Leeds within 80 min-utes and Glasgow and

Edinburgh within 3.5 hours. High-speed rail would also pro-vide a viable alterna-tive to both car and plane travel, meaning it has the potential to shape the future of air traffi c in and out of Heathrow that im-pacts many residents in Fulham.

Advocates of the scheme believe the 225mph trains will also help bridge the north-south econom-ic divide. By giving London better ac-cess to the UK, the capital can maintain its prosperity and compete with other

major European cities such as Par-

is, Frankfurt and Madrid, which are all already at the centre of high-speed networks.

The development of the station would include links to Crossrail, the Great Western Main Line, Heathrow Express, the West London Line, the North London Line and Bakerloo Underground line.

YOUR response to H&F Council’s campaign to unlock the borough’s roads has been impressive, with hundreds of residents adding suggestions.

Now, the Get H&F Moving campaign is collecting more ideas for improving the borough’s roads, buses and train services ahead of a transport summit in the autumn.

Since the council launched Get H&F Moving, residents have shared their views on parking, roadworks, congestion and unreliable buses. This has been through the council’s website, Twitter and facebook pages, and at an open day with the ‘listening cab’.

There will be another roadshow event on July 2 at the Fair on the Green in Parsons Green from 12.15-1.45pm where resi-dents can speak to council-lors about their transport troubles.

Cllr Botterill, deputy leader and cabinet member for environment, said: “We have heard some very valid points and some excellent suggestions on improving traffi c fl ow and parking. We are grateful residents have spared their time and urge them to keep the com-ments coming.”

The council is collecting all comments and the best sugges-tions and ideas will be debated at a transport summit later in the year.

Many residents have discussed congestion and getting stuck in traffi c jams – whether in the car, on their bikes or on the bus.

One of the main things bother-ing residents has been travel on the main north-south routes through the borough, with Fulham Palace Road and North End Road being top of the list.

Bill Silvester of Clancarty Road, Fulham, said at the last roadshow: “I use the tube to get to work and also use Streetcar – I can do a big shop and just hire it for that for half an hour.

“I’d like to be able to park the Streetcar outside my home without paying, so maybe the

council could introduce parking scratch-cards for residents.

“I also like the idea of ‘Boris bikes’ coming to the borough. The event was very informative and I’m glad the council is looking at transport.”

Since the start of the year, the council has been taking extra strides to improve transport in the borough, including the introduction of several new car club bays, suc-cessfully lobbying for funding from Transport for London to create a new slip road in Fulham Palace Road, and other highways improvements in the area.

Lillie Road has been improved recently with new pavements and a new bus stop has been

created in North End Road.

ONE of the borough’s most notori-ous transport bottlenecks is poised for a £2.7million redesign.

H&F Council is consulting on plans to build a new slip road at the top of Fulham Palace Road, as part of Get H&F Moving.

Two hundred more vehicles an hour will be able to clear the junction where the road meets the gyratory system, cutting queuing, improving journey times and en-hancing air quality.

Northbound traffi c will be separated from buses entering Hammersmith bus station. Cars and vans would join the gyratory further west.

The design will help the fl ow around the gyratory system, and in Fulham Palace Road. New signal-controlled crossing points will give easier access to the Broadway centre.

SOME of the borough’s busiest roads are part of a network to be used to transport athletes and offi cials to and from venues during next year’s Olympics.

Special ‘games lanes’ are be-ing created on key routes, while some left and right turns are also being banned, to smooth offi cial traffi c.

With tens of thousands of com-petitors and offi cials from all around the world descending on London next summer, Transport for London (TfL) is developing an Olympic road network to ensure they all get to their events on time while minimising dis-ruption to Londoners.

Changes include: The creation of games lanes on parts of the A40 (Westway/ A40 corridor inter-section with Old Oak Common, 6am-11pm), which is likely to de-lay general traffi c. A similar lane on parts of the A4 (6am-7pm west of Earls Court, 6am-midnight east of Earls Court).

No right turn into Old Oak Road off the A40, except local buses. Banned right turn into Nethera-von Road, south off the A4. Banned left turn into Gliddon Road off the A4. Offi cial games vehicles will need to use the West Cross route on road event days.

The changes come into ef-fect two weeks before the Games, which begin on July 27, 2012, and will fi nish at the conclusion of the Paralympics on September 9.

Cllr Nick Botterill, Hammer-smith & Fulham deputy leader and cabinet member for environ-ment, said: “The Olympic route network will undoubtedly cause disruption to motorists who al-ready spend too long stuck behind the wheel, so we are pushing TfL to do all they can to minimise disruption.

“The council recently launched its Get H&F Moving campaign to improve the local transport network because we recognise that many of the borough’s roads are already close to grid-lock at certain parts of the day.

“We will be working closely with TfL to ensure every-day Londoners can go about their business as normal.”

A hundred cyclists will ride along Fulham Road on Sunday, August 14, in a trial race ahead of next summer’s Olympics.

It will start at � e Mall in St James’s Park at 9am before trav-elling down Fulham Road into Wandsworth and Richmond.

� e racers will then tour Surrey before returning later that day.

� e event promises to be an exciting spectacle for families

and cycle race fans, and is free to watch.

Transport for London (TfL) says the entire length of Fulham Road will close all day for the race. � e Circle line will also close, with the District line suspended between Edgware Road and Earls Court, and the Hammersmith and City line suspended between Baker Street and Hammersmith.

TfL has written to residents within a 400-yard radius of the route and will provide more de-tails of the event over the com-

ing weeks. Road closures and parking bay suspensions will in place to let the race through. On the day vehicles will not be allowed to drive or park on the race route.

A COURT’S decision to fi ne a shop owner just £85 has been con-demned as sending out the wrong message to businesses that fl out noise and smell regulations.

Residents living above Delicate Cleaning (pictured) at 341 Fulham Palace Road were forced to endure hours of loud noise and unpleasant smells from the business.

At West London magistrates’ court on April 21, shop owner Mohammed Azeem was found guilty of two counts of failing to comply with a noise abatement order.

One neighbour, who lives with his wife directly above the shop, said: “The £85 fi ne is absolutely de-risory. When we moved into this fl at three and a half years ago it was our pride and joy. Now we hate it.”

Azeem was also ordered to pay £1,000 in compensation and £500 costs.

IT BEGAN life as a humble public toilet, but now it has been transformed into a colourful Italian restaurant with bags of character.

Casa Carlo in Eel Brook Common is the second incarnation of an authentic Italian eatery for restaurateur Carlo Cataldi.

The original opened in Vanston Place, just round the corner from Fulham Broadway tube, catering to the likes of former Chelsea manager Claudio Ranieri.

It was forced to close by developers on Christmas Eve 2000… a move which still angers and frustrates Carlo to this day. “I said to them ‘How can you do this to me?’ I was very upset. December 24 – can you believe it? It is unbelievable. I told them ‘You are killing me by doing this’,” said the 50-year-old.

Now Casa Car-lo is back, and the aroma of hearty Italian food once again wafts around the area.

The New Kings Road location gives Carlo a fresh customer base as well as the chance to renew friendships with his Vanston Place fans.

The new restaurant resembles the original, with Carlo’s 25-year collection of post-ers – assembled over 25 years – adorning the walls. The theme and décor were in-spired by a holiday in Cancun, Mexico.

“Wooden benches and the yellow-red colouring you see around you gives it

that Mexican feel,” he said. “The colour brings a ray of sunshine to the restaurant, while it also has an American diner feel to it with all the posters.”

The food on offer is traditional Italian, put together by head chef Adri-ano Fantoni with a delicious variety of pasta and pizza dishes as the main

items on the menu.

Co-founder Robin Mohan met Carlo in 2007, and the ex-lawyer is now helping him to get the new venture on its feet.

Robin said: “We believed in this place when no one else would, and now everyone is coming here.

“We had ex-Chelsea and Manchester United player Mick-ey Thomas come down. At the start, though, we were really struggling and we were living on the breadline.”

THERE’S something comforting and dependable about good Italian cooking.

WEST London is the place to be for the 2011-12 football season, with Fulham, Chelsea and now QPR all battling for Premier League glory.

And with both Chelsea and Fulham challenging in Europe, in the Champions League and Europa League respectively, a fantastic season is in prospect.

Those European campaigns start with two new faces in charge though, thanks to the departures of Chelsea’s Carlo Ancelotti and Fulham’s Mark Hughes.

The Whites gained the bonus spot in the Europa League by a whisker despite the club’s fi rst red card of the season – shown to Zoltan Gera – on the very last day.

In the end, Chelsea topped the fair play league for fewest yellows and reds, maximum respect towards opponents, positive play and club offi cial behaviour, with Tottenham Hotspur second and Manchester United third.

Fulham were fourth, ahead of relegated Blackpool by a mere 0.01 of a point. As the three clubs above Fulham had already won European places, the Whites were next in line.

It means slightly shorter summer holidays for the Fulham players because everyone will have to be back in full training by June 23 for a European fi xture on June 30.

If Fulham are to repeat what most fans regard as their greatest season ever, in 2009-10, and progress to the Europa League fi nal, it will entail a total of 23 matches. Jonathan Greening, who played in seven Fulham matches during the club’s last Europa run, doesn’t mind missing out on some

News of the 51-year-old’s replacement is expected any

time, well in advance of the Blues’ tour of Asia which begins in Malaysia on July 21.

The Blues are looking to add a couple of players to the squad.

Fulham are also hoping to add a couple more, particularly if the Europa run extends into the autumn.

The replacement for Hughes will be looking to build on the club’s very healthy eighth place in the Premier League in 2010-11.

However, much of the attention is being focused on QPR boss Neil Warnock and Loftus Road.

MAKING a splash is the aim of a local charity holding a marathon fundraising challenge next month.

Hammersmith & Fulham Action on Disability (Hafad) is looking for people who will swim any distance ranging from two lengths to fi ve miles, with the aim of completing an entire marathon – 1,650 lengths of the swimming pool – in the space of 12 hours.

Hafad has represented the rights of disabled people in the borough for 30 years.

The swimathon is at Fulham Pools in Lillie Road, on Sunday, July 10, from 8am-8pm.

Hafad fundraiser James Coke said: “Ninety-eight per cent of our income comes from local government funding, which in the present conditions is unsustainable. If we can get 50 swimmers all raising £200 that would mean that we have made £10,000 for the charity.

“We are also organising a six-week swimming training course for people who are interested.”

And H&F Council leader Stephen Greenhalgh said: “Across the borough, well-organised voluntary groups are grasping the nettle and realising they can no longer rely on the council to fund them at the same level in these diffi cult fi nancial times.

“Hafad deserves credit for raising funds in such an imaginative way.”

THE cost of road closures in the borough in the next football season is going to fall.

Hammersmith & Fulham council taxpayers will save more than £100,000 because football clubs are being handed the bill for managing traffi c.

In August, when the new season starts, Fulham and Queens Park Rangers will become fully responsible for paying for extra traffi c control around Craven Cottage and Loftus Road.

Until now, the clubs have paid nothing for the service, which includes closing roads to motorists and keeping traffi c fl owing safely in the area. Since 2002, the job has been carried out by the Met Police, with support from the council, which has footed the bill for all traffi c management costs.

“Police will continue to provide support to clubs at matches across the borough. The change will mean that more offi cers are able to concentrate on their core role of policing the borough 24/7.”

Rangers’ promotion is expected to lead to some matchday changes around their ground. For example, parking bays are likely to be suspended more often to make room for TV vehicles in Loftus Road. Any closures or suspensions will be clearly fl agged up with advance warning signs.

Fulham has become the only local authority in the country with three top-fl ight teams, life is a little more complicated.

The football authorities have to juggle the fi xture list so rival away teams aren’t travelling into the area at the same time.

Just imagine. Chelsea v Liverpool, Fulham v Manchester United and QPR v Manchester City on the same day.

“Chelsea and Fulham will NEVER play on the same day at the same time,” insisted a Hammersmith & Fulham Council spokesman. “However, Queens Park Rangers and Fulham will continue to be ‘paired’.”

It means the Whites and the Hoops can continue (as at present) having matches on the same day, but Chelsea and Fulham will always be kept apart.

The reason? The dear old District line. “It just can’t cope with the fans from the two clubs at the same

time,” said the council spokesman, hastily adding that it wasn’t because of any fear of trouble.

One of the main pinch points is the section between Wimbledon and Fulham Broadway.

The problem is always the away fans. Were Everton and Liverpool supporters to be making identical journeys to watch their teams play the Whites and the Blues, it would be a policing nightmare.

Similarly if Manchester United and Manchester City happened to be playing in west London on the same day… or Newcastle and Sunderland, and so on.

The moment Rangers’ promotion was confi rmed, the Met Police football planners and hooligan intelligence experts began meeting to discuss the implications.

On paper, there shouldn’t be too much to worry about. Numbers attending matches will increase, but not seriously. After all, the Hoops had virtually full houses for their last few games in the Championship.

But, as Hoops fans already having to cope with a serious hike in season tickets are discovering, life in the top division has its differences.

A police insider told Your Fulham that Premier League fans tend to travel to matches with fewer problems than Championship fans because the level of policing is better.

The Met Police have to keep a continuous watch on fi xtures because of the added complication of cup games.

It’s an issue that extends to Europe. With Chelsea in the Champions League and Fulham in the Europa League, there is also an international dimension.

The fi xture list is published next week, but there is then another two and a half weeks of hanging around until Sky picks its games for live transmission in the fi rst half of the 2011-12 season.

The police have input in the selection of kick-off times, to avoid the risk of rival supporters clashing.

The trickiest fi xtures the police are expecting are, oddly enough, Swansea’s visits to Loftus Road, Craven Cottage and Stamford Bridge.

The new facilities include 12 refurbished courts and four mini courts built specially for children. Five of the full-size courts are fl oodlit, meaning they can remain open until 8pm in

winter instead of 4pm.The total cost of

the redevelopment is £378,000. Hammersmith & Fulham Council provided £208,000 with £150,000 coming from the Lawn Tennis

Association (LTA), and support from Sport

England, while £20,000 came from The Queen’s Club in West Kensington.

Cllr Greg Smith, cabinet member for residents’ services, said: “Tennis is one of the most popular sports in Hammersmith & Fulham and we are delighted that these courts are now offi cially open.

“The courts are already very well-used and we hope that we may be able to unearth the next Andy Murray here in the heart of Fulham.

“There are so many wonderful sporting facilities in the borough and we are thrilled that we can now add these new tennis courts to that list. I would like to extend my gratitude to the Lawn Tennis Association and Queen’s Club for helping us to deliver this project.”

There are plans to develop Bishops Park as a Beacon site, providing an element of free and affordable tennis.
