According to a police statement issued to KNS, 30 years old lady (name withheld) resident of Batpora Khrew consumed some poisonous substance at her home. She was shifted to SMHS Hospital for treatment. Police has regis- tered a case in this regard. (KNS) Cabinet raises retirement age to 60 Srinagar, June 3: The Assis- tant Commissioner Nazool Srinagar who was appointed as an inquiry officer to probe the circumstances which led to the death of Zahid Iqbal Bhat has started inquest proceedings by issuing a public notice inviting people who have any sort of in- formation regarding the matter to depose before him within 15 days. In his public notice, the AC Nazool has asked people having information with regard to the circumstances that led to the death of Zahid Iqbal Bhat son of Mohammad Iqbal resident of Padshahibagh to get their statements recorded before AC Nazool from 10 am upto 4 pm within 15 days of issuance of this notification. On May 28, District magistrate Srinagar had ordered magis- terial probe into the death of Zahid Iqbal under section 176 CRPC and submit the report within the period of two months. Police sources told CNS that on May 14 last month, they received information that at least three youth in the age group of 20 to 23 have gone missing from the town. “We accordingly called their family mem- bers for clarification and they admitted that trio are missing,” a top police offi- cial told CNS on condition of anonymity. Sources said that two youth hail from village Brathkalan and one is from Duroo village, which is the native place of Hurriyat Leader Syed Ali Geelani. The prescribed upper age limit for entry into Government service against all posts, meant for direct recruitment, other than those filled through the Combined Compet- itive Examination, conducted by the Public Service Commission, shall, with effect from 1st January, 2014, be as under:- S. Physically Challenged Candidates 39 Years 42 Years This shall, however, not apply to the posts already advertised, for which the last date, fixed by the recruitment agencies, has ex- pired. Recruitment against the posts, which have been advertised before 01.01.2014, shall con- tinue to be governed by the age applicable at the relevant point of time. In another decision, the Cabinet with regard to the demand of the Employees’ Unions for the regularization of casual/temporary/need based labourers, engaged after 31.01.1994, or- dered that all the Departments shall submit the requisite details to the Finance Depart- ment by the end of June, 2014 in order to en- able the Cabinet Sub-Committee, headed by Finance Minister, to prepare an appropriate policy in this regard. Earlier amid thunderous applause of hun- dreds of government employee representa- tives, Chief Minister, Omar Abdullah this af- ternoon announced his intension to enhance the retirement age of employees from 58 to 60 years and the upper age limit for youth to obtain government job from 37 to 40 years. He further announced the deadline of one month for finalizing the regularization of adhoc employees whose cases are under pro- cess in Finance Department. “I will strongly advocate the enhancement of age issue in the Cabinet and make sure that it is approved to the best satisfaction of the employees”, he said directing Chief Secretary, Mohammad Iqbal Khandey who alongwith Principal Secretary to the Chief Minister, B. B. Vyas and Secretary General Administration Department, Mohammad Ashraf Bukhari was flanking him in the meeting he took with leaders of Employees Joint Consultative Committee (EJCC) here, to take action for withdrawing all cases in- stituted against agitating employees under ESMO. He said he has already given orders for withdrawal of dies-non against agitating employees. The Chief Minister constituted a Committee comprising Chief Secretary, Principal Secre- tary to the Chief Minister and Secretary Gen- eral Administration Department to study all other demands of the employees outside the ambit of Finance Department for finalizing and reporting with its recommendations in a one month’s period. “I will personally mon- itor the functioning of this Committee and all other issues pertaining to the welfare of employees and talk to representatives of em- ployees myself without any mediators. We will be meeting in every month here in the Banquet Hall to sort-out issues and cement the relations between the government and its employees”, he said adding that after a period of month he will share the findings and recommendations of the Committee he constituted in the meeting led by the Chief Secretary with the representatives of the em- ployees. The Chief Minister fixed a deadline of one month for the Finance Department to final- ize the recommendations on casual employ- ees. He said his government has always been employee-friendly and it took historic and hard decisions in favour of its employees despite severe financial conditions. “We pro- vided you with 6th Pay Commission benefits, its arrears and host of other facilities to im- prove your conditions and are ready to sort- out all pending issues with you in a friendly and amicable atmosphere”, he told the rep- resentatives of employees of all government employee associations of the State. The Chief Minister said that much politics has been done on the issue of enhancing retirement age of government employees. “Many played double role in this regard and while talking to employees they extended their support to them and to youth they told that it would be counter-productive for the interests of unemployed youth”, he said that enhancement of retirement age will have no effect on recruitment of youth as the govern- ment will continue the recruitment process to fill up the vacant posts in different govern- ment departments. He said no wrong impres- sion should be given to the youth in this re- gard and no politics needs to be done on this important welfare measure any more. Anantnag, June 3: Au-thorities on Tuesday sealed a petrol pump for selling adulterated fuel in south Kashmir’s Anant-nag district. Acting on public com-plaints, a joint team of police and Consumer Af-fairs and Public Distri-bution (CA&PD) depart-ment sealed Liddar Filing Station near Mattan in Anantnag after finding out that the petrol being supplied was adulterated.

“The petrol had water added to it and according-ly the filling station was sealed under relevant sections of law,” a po-lice official told CNS. SRINAGAR, June 03: The Cabinet which met here Tuesday with Chief Minister Omar Ab-dullah in chair approved enhancement in the prescribed age of retirement on superan-nuation in the case of Government servants in service on 01.06.2014 or appointed on or after that date, from the present 58 years to 60 years. The prescribed upper age limit for entry into Government service against all posts, meant for direct recruitment, other than those filled through the Combined Compet-itive Examination, conducted by the Public Service Commission, shall, with effect from 1st January, 2014, be as under:-

Posts under Combined Competitive Examination are also being filled up on regular basis and in this regard 51 posts have been referred to the Public Service Commission during 2014.The meeting was also informed that at least 50,000 more vacancies are likely to be referred to the Re-cruiting Agencies which have not been referred so far which may also include a large number of posts to be created for the new Administrative Units ap-proved recently by the Cabinet vide its Decision No. 20/01/2014 dated 01-02-2014. The Departments have already been advised to refer the pending available vacancies to the Recruiting Agencies expeditiously.During the next 24 months more than 100,000 posts shall be filled through various Recruiting agencies, thus providing employment to a large number of unemployed educated youth in the Government sector. Though a native of Bihar, Kumar is an officer of Jam-mu & Kashmir cadre of 1997 batch. He was in Bihar on interstate deputation.After his suspension, Kumar approached Patna high court where he got a relief which put a stay on his arrest. The Patna court had ordered police admin-istration to submit case diary. Srinagar, June 3: The inaugural function of 2nd Po-lice martyrs Memorial volley ball tournament was held at Battalion headquarters Reshipora Shopian under Civic Action programme. The event was in-augurated by commandant 18th BN Sh. Sanjay Kha-juria.Sixteen teams from District Shopian, Pulwama and Kulgam are participating in the tournament. Speak-ing on the occasion, the commandant of 18th BN, Sh. Sanjay Khajuria said that these programmes are being organized by police across the valley to enhance the sports talent among the youth. Orga-nizing these programs would help to bridge the gap between Police and Public, he added. this new fleet of Compac-tor and Hooper Vehicles, Mr. Jora said that about 150 open garbage sheds would be closed especially in the areas like Humhama, By-pass Bemina, Batamaloo, Karan Nagar, Lal Chowk, Dalgate, Nishat, Hazratbal, Zakura etc. besides around 8000 households of the city would be covered by way of house to house garbage collection in addition to the 11000 houses already covered.The Minister said that Srinagar city on daily basis generates over 600MT garbage and efforts are on to ensure 100 per cent col-lection of solid waste in the entire city. The com-mittee should consist of three persons, one to be appointed by Tamil Nadu government, one to be appointed by Ker-ala government and one to be appointed by the Central Water Commission. We in Tamil Nadu have appointed our member, Kerala has also appointed its member, so I urged the Prime Minister to expedite the nomination of a member from the Central Water Commission so that before the southwest mon-soon sets in in earnest, the water level can be raised to 142 feet,” she added.The memorandum also contained several other issues relating to grant of the Digital Ad-dressable System license for the Tamil Nadu Arasu Cable.

Roads & Buildings and Mechanical Engineering Mr. Abdul Majid Wani today visited Ram Bagh, Srinagar and took stock of pace of construc-tion work on Shopping-cum-Com-mercial Complex coming up for the rehabilitation of shop owners dis-placed due to construction of flyover from Jehangir Chowk to Ram Bagh.

Briefing about the status of construction work on the Complex, the Managing Director, J&K Project Construction Corporation informed the Minister that the 4 storey build-ing is coming up at an estimated cost of Rs. 49.52 crore. The complex with 9672 sqms built up area would have 152 shops, 2000 sqms office space

and parking space for 72 vehicles in the basement. The work on flooring, painting and external finishing is go-ing on in full swing and is expected to be completed by the end of this Month, the Minister was informed.

The Minister directed the ex-ecuting agency for accelerating the pace of work for timely completion of the project.

Later, the Minister along with MLA Mr. Nasir Aslam Wani visited Chanapora area to take stock of developmental activities being carried out in the area.Brief-ing about the status of construction work on the Complex, the Manag-ing Director, J&K Project Construc-tion Corporation informed the Minister that the 4 storey building is coming up at an estimated cost of Rs. 49.52 crore.

Responding to the demands of the people, the Minister directed the concerned officers of line de-partments to work with coordina-tion so that the projects of public

drainage system, the work on mac-adamization of lane and bye-lanes of Rose Lane Colony would be tak-en up soon. He assured that other problems relating to civic amenities would also be looked into and re-dressed on priority.

The charter of demands pre-sented to the Minister included lev-elling and macadamization of roads leading to Rose Lane Colony, instal-lation of dewatering pump, street lights and dust bins, augmentation of drinking water and power sup-ply, besides deployment of adequate number of Safai-karamchari in the area.

Among others, Chief Engi-neer, R&B, Kashmir Mr. Bimal Tikoo, Chief Executive Officer, ERA, Mr Teh-sin Mustafa, Managing Director, J&K Project Construction Corporation Mr. T R Bhagat, besides officers of line departments accompanied the Minister.

Wani takes stock of Ram Bagh Shopping-cum-Commercial Complex

MUMBAI: The Supreme Court on Tuesday dashed any remnant of hope residents of Campa Cola Com-pound had by dismissing their fresh plea against demolition.

The Campa Cola Residents As-sociation had filed a new petition to stop the demolition on the grounds that BMC be allowed to regularize the 35 illegal floors across seven buildings in the Worli society.

Their first prayer was that the SC prevent the BMC from going ahead with the demolition till the outcome of the present petition. The BMC said the residents had ear-lier too made several attempts to delay deadlines and sought exten-sions through various pleas filed in courts.The BMC has plans to start the process of demolition. It had already prepared a report of all the steps it had taken earlier which it said the residents had successfully thwarted so far.

The residents said new facts had emerged through Right to Informa-tion queries made from the BMC about its plans to regularize the il-legal flats earlier. Their plea in court was for directions to the BMC to “adhere to their decisions of regula-rising the construction as revealed from the letters dated July 3, 1986

and minutes of meeting dated July 23, 1985.”

An alternate demand raised by the residents was to have the mat-

ter “remanded to the Bombay high court of Mumbai for fresh hearing on the basis of new facts procured under RTI in the interest of justice”.

The SC had last February ended the long drawn battle between the Campa Cola compound residents and the BMC over the demolition

notice issues almost two decades ago by upholding the demolition of all 96 flats in the illegally construct-ed floors.

The residents had claimed they were innocent victims of the pro-cess and the complicity between the BMC officials and the develop-ers. The SC in its judgment held that the residents cannot be deemed to have been so innocent.

The dismissal by Supreme Court of a fresh petition made by resi-dents of Campa Cola Compound to protect them against demolition of their flats paves the way for BMC to begin demolition.

The Worli residents are also now bound by their undertaking in the SC to vacate and hand over peaceful possession of their flats.

Senior counsel Milind Sathe in Mumbai said, “The civic admin-istration is free technically to be-gin the demolition process. It will however have to invited bids from contractors to carry out the actual demolition as it doesn’t have the machinery. How soon or whether they do get viable bids will have to be seen.”

SC dismisses the plea of Campa Cola residents

SRINAGAR, JUNE 03 – Vice Chairman, Advisory Board for Development of Other Backward Classes (OBC), Kuldeep Raj Verma this morning called on Chief Minister, Omar Abdullah, here and apprised him of the functioning of OBC Ad-visory Board.The Vice Chairman also discussed various issues re-lating to the development of Other Backward Classes and identified areas which require additional focusing in the policy programmes to ensure faster develop-ment of weaker sections.The issues which came up in the discussion included enhancement of reserva-

Even though the riv-ers and streams of the state are flow-ing to their full capacity, people

have to suffer the brunt of load shedding which is un-precedented and has never been so bad in the past. One is astonished to see that the present coalition Govt. de-spite its humiliating defeat in recently held parliament elections is not learning a lesson. The developmental sector is totally paralyzed, electricity position is worse than what it was in winter. The work culture in the Govt. offices is deteriorat-ing with every passing day, the health sector is not com-ing up to the expectations of the people and in every field it seems as if a stand-still situation is in force. It was expected that after this de-feat, the whole political and administrative system will be revamped and activated. Everybody will get justice at least during these last six months of the present re-gime to save its repute. But it seems that this dispensation has psychologically surren-dered by going into hiberna-tion, thus making every unit of Govt. dysfunctional. Look at the Secretariat which is giving a deserted look as hardly any minister, junior or senior, attends his office. Perhaps the defeat is fresh in their minds and they are foreseeing another standing defeat in coming assembly elections. All those who vis-it secretariat do not get any relief and return back disap-pointed and disillusioned. It is the fate of this state, how will it progress and how will its people get their problems mitigated. The electric sup-ply is a glaring example of the failures of the Govt. The present coalition does not need any enemy as its own ministers and other leaders are not leaving anything to be done by adversaries as their non performances and conspiracies against each other are enough to bleaken and seal the fate of coalition Govt.

The Largest Tribal Religious Congregation at Sammakka

Sarakka Jathara Sammakka Sarakka Jathara or Medaram

Jathara is the largest tribal religious congre-gation in the country. The biannual Jathara takes place at Medaram village of Tadvai Mandal in Warangal district, in Telangana

region of Andhra Pradesh. Approximately one crore devotees are expected to take part this time at the Jathara to be held between February 12 to 15, 2014. A little festival of tribal’s in a small village has become a major pilgrimage in the last six years. This festival is held to get the blessings of goddesses Sammakka and Sarakka. It's believed that in those 3 to 4 days of the Jathara, goddesses’ real presence is felt. With the Jathara nearing, arrangements at Medaram village have also been picking up speed. It might be noted that about 80 lakh pilgrims had taken part in the Jathara last time.The Sammakka Jathara was declared as a state fes-tival by Andhra Pradesh government in 1998. Dev-otees in large number from neighbouring districts and different states including Chhattisgarh, Madhya Pradesh, Odessa, Maharastra, Karnataka and Jhar-kand participate at the Jathara. People offer banga-ram (gold) in the form of jaggery of a quantity equal to their weight to the goddesses and take holy bath in Jampanna Vagu (stream). It is a festival with no Vedic or Brahmanic influence.Jampanna Vagu is a tributary to River Godavari. According to the history, Jampanna is the tribal war-rior and the son of Tribal Goddess Sammakka. The Jampanna vagu took his name as he died in a bat-tle fighting against Kakatiyan Army in that stream. The Jampanna vagu is still red in colour believed to be with the blood of Jampanna (Scientifically the red colour of the water is attributed to the soil composi-tion). Devotees believe that taking a holy dip in the red water of Jampanna Vagu reminds of the sacrifice of their gods who save them and also induces cour-age into their souls.

The actual festival begins in the month of Magha, on Sudha Pournami (full moon day) evening when Sarakka (in the form of vermilion) would be tradi-tionally brought from Kanneboyinapalle, a neibhou-ring village in the forest, and placed on a gadde, an earthen platform raised under a tree. By next sunset, the main goddess Sammakka (in the form of vermil-ion) will be brought from Chilukalagutta. There are two gaddes (platforms) separately one for goddess "Sammakka" and other for goddess "Sarakka". They are represented by bamboo sticks smeared with tur-meric and vermilion (Pasupu and Kunkuma). Since time immemorial, there is a huge tree standing on Sammakka gadde.Hundreds of people who are often believed to be possessed by the goddess come here dancing ecstat-ically throughout their journey. People believe that Goddesses Sammakka, Saralamma fulfill their de-sires with their divine and miraculous powers.Couples visit to pray to the goddess to bless them with children. Many pilgrim pay their promises made to goddess during the Jathara, by offering jag-gery, calf 's, coconuts and donations in cash etc. Pil-grims take bathe in Jampanna stream to get purified and absolve from sins.When the priests bring out the ochre box and oth-er relics from a hidden forest location, there is great tumult with frenzied beating of drums, blowing of trumpets and full throated yells. It is said that during the festival a huge tiger prowls around peacefully.According to a tribal story, in the 13th century some tribal leaders who went for hunting found a new born girl (Sammakka) emitting enormous light and playing amidst tigers. She was taken to their habita-tion. The head of the tribe adopted her and later she became the saviour of the tribals of that region. She was married to Pagididda Raju, a feudatory tribal chief of Kakatiyas, who ruled Warangal area. She was blessed with 2 daughters and one son namely Sarak-

ka, Nagulamma and Jampanna respectively.After sometime, there was a severe drought that lasted for years and as a result the mighty Godavari River dried up. Pagididda Raju didn't pay tribute to King Pratapa Rudra. In turn king Pratapa rudra sent his army to subdue the tribals and collect the tribute. Then a War was fought between tribal chief Pagididda Raju and Kakatiya army on the banks of "Sampenga Vagu" (Jampanna Vagu). The Koya army fought valiantly but could not withstand the well equipped Kakatiya army.Though fought valiantly Pagididda Raju, his daughters Sarakka, Nagulamma, son in law Govinda Raju lost (husband of Sarakka) lives in the battle. Later Jampanna also dies in Sampenga Vagu (after renamed as Jampan-na Vagu in the memory of his heroic fight against well trained Kakatiya army).Upon hearing this news Sammakka also enters war and fights and causes lot of damage to Kakatiya army. Surprised by her Bravery and Valour the Kakatiya Prime Minister visited war ravaged Koya kingdom with proposal of peace and offered Sammakka a place in the emperor’s harem as the chief queen. Sammakka turned down the offer and resolved to continue the fight to avenge the dead. The battle continued and Sammakka was seriously wound-ed. Sammakka told her people that as long as they remem-bered her, she would protect them. The technology infusion envisaged during the 12th Five Year Plan period is” Ø Strengthening of the state of the art equip-ment in chemical laboratories like ICP-MS, ICP-AES to match world standard in precision and also facilitate log-ical conclusion of mineral exploration within scheduled time.Ø Modernization and augmentation of equipment for ground geophysical survey like multi-channel gam-ma ray spectrometry, multi frequency EM system etc.Ø High-end petrological instrument for diamond, strategic and PGE exploration.Ø State of the art drilling machine (reverse circula-tion, hydraulic etc.). In order to improve the quality of exploration for miner-al resources of the country, following equipment / instru-ments were procured or in the process of procurement as per the plan: § Airborne surveys including airborne magnetic, electromagnetic and gamma-ray surveys have proved quite useful in identifying first order target areas

worldwide and may be used as direct tool in exploration. The airborne survey is strengthened by procurement of heliborne multi-sensor airborne survey system compris-ing on board sensors like magnetic, gravity, time domain electromagnetic (TDEM) and gamma ray spectrometry and hyper spectrometry. § Application of geochemistry to mineral exploration, adopting conventional as well as advanced geochemical techniques, in soil surveys, stream-sediment surveys, vapour surveys and bedrock surveys has proved useful in detection of dispersion ha-loes of hidden ore bodies. The outcome of the survey will enhance the scientific knowledge of the deeper parts of the earth and will help to model the process of craton formation more accurately which in turn will help in targeting concealed ore bodies/kimberlite bodies (KCR) § GSI carries out offshore surveys and mineral re-source evaluation in the EEZ and TW. To strengthen the marine survey GSI is procuring one deep Ocean Going Research Vessel from M/s Hyundai Heavy Industries, South Korea. This will help in assessing the mineral/nat-ural resources present in EEZ of our country.

The details of technological upgradation with adequate instrumental back up is as follows: o In the field of Thematic Geological Mapping (TGM), the technology infusion that has been envisaged includes: Field Laptop, or Table PC, Mapping GPS unit, GSI Portal, mobile mapping vans with portable gener-ator.o In view of completion of systematic geological mapping over the country, an Integrated Thematic Map-ping (ITM) has been visualized with required technol-ogy infusion that includes: Ground Penetration Radars [GPR], shallow drills, deep drills, Electron Probe Micro Analyzer etc.o As a redressal measure for effective analytical output with lower detection limits of geochemical sam-ples, augmentation of the state of the art instruments such as ICPMS, AAS, XRF and DMA, in the laboratories of GSI has been incorporated.o In the field of geophysical mapping, the technology infusion that is being proposed includes high precision gravimeter and total field magnetometer. · For hyperspectral mapping, Space borne and Airborne Hyperion data with specific spectral range (necessary for geological objects) are to be procured and utilized. Rotary Air Blast (RAB) drilling which is fastest and cheap method is also to be inducted. State of the art drilling machines such as reverse circulation, hydraulic rigs, etc., are in the process of procurement.

the constitutional bodies like legis-latures which are symbolic of dig-nity, Parliamentarian behaviour, statesmanship and political ma-turity of the society as a whole. The dent such incidents cause to democratic institutions are fatal and uncalled for. India is the larg-est democracy of the world which symbolizes the deep rooted phi-losophy of supermacy of constitu-tion and democratic foundations which provide solution to every problem through negotiations and by sitting across the table. The leg-islatures which enact laws to guide the whole nation and the states should really look as the bodies of decency and patience and not like the state Assemblies or Parliament is looking for the past few days. If the constitutional bodies are not allowed to function, how can they fulfill the aspirations of the people whom they represent and whose eyes are always fixed on them for the solution of their problems. The legislators are elected by the peo-ple with a purpose and if that pur-pose is not served then what is the fun of wasting cores of rupees on holding the elections. The Govt. should also behave as responsible as it should be. It should allow the opposition to pose the problems of the people so that a solution is carved out. If the Govt. tries to si-lence the opposition then what is the fun of sitting in these august houses. The real test of democracy comes when the opposition rais-es the public issues and the Govt. patiently listens and tries to solve them. The present session is per-haps the last but certainly the last Budget session, hence it is im-perative for both opposition and Govt. to take maximum benefit of the time and utilize it for the wel-fare of the people. Now as the Lok Sabha Elections are nearing, the code of conduct will be in force, hence the developmental aspect has to be kept in mind. Both op-position and Govt. has to go to people who will judge them on performance and what they are doing in the state legislature. It is the duty of the people’s represen-tatives to solve them with best of their capabilities and the unfortu-nate incidents in which two mem-bers of the Assembly had to suffer physically should not be allowed to be repeated. The language and gestures used is the past and also on many occasions by some mem-bers do not suit the parliamentar-ianism, and statesmanship.

Himalayan range is not only most fascinating & spec-tacular but also a natural

wonder of the earth which is the richest in habitat of animal life. One third of the mammal species are liv-ing in the lap of Himalayan moun-tain range. Jammu & Kashmir has variety of geographical regions, climate and vegetation which are a delight to the wildlife enthusiasts and tourists. The richness of Hima-layan range is a boon for the state economy. But unfortunately with the population explosion, rampant poaching, shrinking forests due to construction, wildlife is deplet-ing very fast. Out of 15 prominent wild life species unluckily owing to human interference five species have been declared critically en-dangered including Hangul, Musk Deer, Markhor, Snow Leopard and Brown Bear. The forest area, the natural habitat of wild animals, is being encroached by human habi-tation which includes construction of roads, buildings, industrial hous-es, tunnels, railway tracks & sense less felling of trees. All these factors pose a potential threat to wild life and a number of wild life species are vanishing with every passing day. Besides this the use of pesticides for agriculture and horticulture pur-poses contaminated water adds to this tragedy every day. The contam-inated water increases toxicity in the animals and results in ailment which causes untimely death of birds, fish and animals. The shrink-ing of forest cover by ruthless cut-ting of trees, timber smuggling and other factors are the main cause of death of animals as they do not get sufficient food and therefore die of starvation.Though World Wildlife Fund is making all out efforts to save the endangered species by including them into Red Data Book, the state government must also take care of the natural habitat of these endan-gered species. The duty of the con-cerned department does not end by organizing some functions during wildlife week starting from 2nd October but constant and effective measures should be made by wild-life protection staff. They should be given advanced training in pro-tecting the wildlife. Apart from this awareness, campaigns must be initi-ated to create consciousness among the people regarding the fall of the number of wildlife species. Though some clubs have been set up but their number is negligible in view of the magnitude of the problem. Moreover the poachers and wood smugglers should be severely pun-ished so that a strong message goes across that nothing will be tolerat-ed against the destruction of forests and forest life.

Jathara is the largest tribal religious congre-gation in the country. The biannual Jathara takes place at Medaram village of Tadvai Mandal in Warangal district, in Telangana

region of Andhra Pradesh. Approximately one crore devotees are expected to take part this time at the Jathara to be held between February 12 to 15, 2014. A little festival of tribal’s in a small village has become a major pilgrimage in the last six years. This festival is held to get the blessings of goddesses Sammakka and Sarakka. It's believed that in those 3 to 4 days of the Jathara, goddesses’ real presence is felt. With the Jathara nearing, arrangements at Medaram village have also been picking up speed. It might be noted that about 80 lakh pilgrims had taken part in the Jathara last time.The Sammakka Jathara was declared as a state fes-tival by Andhra Pradesh government in 1998. Dev-otees in large number from neighbouring districts and different states including Chhattisgarh, Madhya Pradesh, Odessa, Maharastra, Karnataka and Jhar-kand participate at the Jathara. People offer banga-ram (gold) in the form of jaggery of a quantity equal to their weight to the goddesses and take holy bath in Jampanna Vagu (stream). It is a festival with no Vedic or Brahmanic influence.Jampanna Vagu is a tributary to River Godavari. According to the history, Jampanna is the tribal war-rior and the son of Tribal Goddess Sammakka. The Jampanna vagu took his name as he died in a bat-tle fighting against Kakatiyan Army in that stream. The Jampanna vagu is still red in colour believed to be with the blood of Jampanna (Scientifically the red colour of the water is attributed to the soil composi-tion). Devotees believe that taking a holy dip in the red water of Jampanna Vagu reminds of the sacrifice of their gods who save them and also induces cour-age into their souls.

The actual festival begins in the month of Magha, on Sudha Pournami (full moon day) evening when Sarakka (in the form of vermilion) would be tradi-tionally brought from Kanneboyinapalle, a neibhou-ring village in the forest, and placed on a gadde, an earthen platform raised under a tree. By next sunset, the main goddess Sammakka (in the form of vermil-ion) will be brought from Chilukalagutta. There are two gaddes (platforms) separately one for goddess "Sammakka" and other for goddess "Sarakka". They are represented by bamboo sticks smeared with tur-meric and vermilion (Pasupu and Kunkuma). Since time immemorial, there is a huge tree standing on Sammakka gadde.Hundreds of people who are often believed to be possessed by the goddess come here dancing ecstat-ically throughout their journey. People believe that Goddesses Sammakka, Saralamma fulfill their de-sires with their divine and miraculous powers.Couples visit to pray to the goddess to bless them with children. Many pilgrim pay their promises made to goddess during the Jathara, by offering jag-gery, calf 's, coconuts and donations in cash etc. Pil-grims take bathe in Jampanna stream to get purified and absolve from sins.When the priests bring out the ochre box and oth-er relics from a hidden forest location, there is great tumult with frenzied beating of drums, blowing of trumpets and full throated yells. It is said that during the festival a huge tiger prowls around peacefully.According to a tribal story, in the 13th century some tribal leaders who went for hunting found a new born girl (Sammakka) emitting enormous light and playing amidst tigers. She was taken to their habita-tion. The head of the tribe adopted her and later she became the saviour of the tribals of that region. She was married to Pagididda Raju, a feudatory tribal chief of Kakatiyas, who ruled Warangal area. She was blessed with 2 daughters and one son namely Sarak-

ka, Nagulamma and Jampanna respectively.After sometime, there was a severe drought that lasted for years and as a result the mighty Godavari River dried up. Pagididda Raju didn't pay tribute to King Pratapa Rudra. In turn king Pratapa rudra sent his army to subdue the tribals and collect the tribute. Then a War was fought between tribal chief Pagididda Raju and Kakatiya army on the banks of "Sampenga Vagu" (Jampanna Vagu). The Koya army fought valiantly but could not withstand the well equipped Kakatiya army.Though fought valiantly Pagididda Raju, his daughters Sarakka, Nagulamma, son in law Govinda Raju lost (husband of Sarakka) lives in the battle. Later Jampanna also dies in Sampenga Vagu (after renamed as Jampan-na Vagu in the memory of his heroic fight against well trained Kakatiya army).Upon hearing this news Sammakka also enters war and fights and causes lot of damage to Kakatiya army. Surprised by her Bravery and Valour the Kakatiya Prime Minister visited war ravaged Koya kingdom with proposal of peace and offered Sammakka a place in the emperor’s harem as the chief queen. Sammakka turned down the offer and resolved to continue the fight to avenge the dead. The battle continued and Sammakka was seriously wound-ed. Sammakka told her people that as long as they remem-bered her, she would protect them.
