Srinagar, Jun 15: Over the dialogue expect- ed to be held between New Delhi and Kash- mir’s pro-freedom camp, Defense Minister Arun Jaitley said on Sunday that GOI is willing to work with anyone who wants to function under the framework of Indian Constitution. According to the KNS correspondent, Jait- ley while addressing newsmen at SKICC at the end of his two-day visit to the state maintained while answering a question whether New Delhi was in favour of hold- ing talks with the separatists-said that the government would talk with “anyone who respects the constitution and India’s sover- eignty”. Commenting over the revocation of the much hyped Armed Forces Special Powers Act (AFSPA) in the state, the defense min- ister stated that the same will depend on the progress in the situation on ground in future. “As far as today the situation is concerned, our armed forces and local security forces have been handling the situation. Over the period of time, we have to watch how the situation progresses,” Jaitley stated while addressing the press conference. “As far as your question is concerned, today I am not in a position to make any comment on this,” he said when asked whether New Delhi is revoking the AFSPA in the coming time. When asked about the recent statement of the BJP that it is ready to discuss Kash- mir’s special status, Jaitley stated that he is not here to discuss 370. Responding to the question over the See Jaitley on pg 07 Thimphu,June 15: Making Bhutan his first foreign destination, PM Narendra Modi vowed to nurture bilateral relations which he de- scribed as “B2B Bharat to Bhutan” as he held talks with the Bhutanese King and the Premier, discussing an entire gamut of ties. Embarking on a two-day trip to dis- play special and unique status for Bhutan in India’s foreign policy, Prime Minister Modi also inaugu- rated the Supreme Court complex built by India as part of the devel- opmental cooperation. “The primary focus of both the meetings was the extensive development coopera- tion between the two countries and mea- sures to enhance the economic ties,” of- ficial sources said on Sunday. Modi described the bilateral relations as “B2B relations. Bharat to Bhutan relations,” the sources said on his meet- ing with Bhutanese King Jigme Khesar Namgyel Wangchuk and Prime Minis- ter Tshering Tobgay. Modi announced doubling of scholar- ships being provided to Bhutanese stu- dents in India which will now be worth Rs two crore. Prime Minister Modi also promised to assist Bhutan in setting up a digital li- brary which will provide access to Bhu- tanese youth to two million books and periodicals. The fact that the Prime Minister chose Bhutan as his first foreign destination assumes significance since China has lately intensified efforts to woo it and es- tablish full- fledged diplomatic ties with Thimphu. Expressing dismay over the cur- tailment of flight timings at the Srinagar International Airport, Karra sought the intervention of the Defense Minister in the matter so that the tourist season doesn’t get affected due to the decision of the Indian Air Force (IAF). Karra said given the fact that June, July and August is the peak tourist season in Kash- mir, the IAF decision to begin runway renovation at this time seems to be an unwise move as it will jeopardize the tourist arriv- als to Kashmir which is already facing a brunt due to excessive air travel charges. Referring to the local issues of Gander- bal constituency, Karra said that several areas especially in Sherpathri belt are facing acute drinking water and irrigation water scarcity and the govern- ment must address the issue on priority. He said the locals complain that no water is being released from the power canal for the irriga- tion purposes severely hitting the agriculture activity in the area. It’s the third strike in recent days in which alleged Taliban insurgents have killed or injured innocent civil- ians, NATO’s International Se- curity Assistance Force said. “The Taliban once again killed many civilians including wom- en and children during holy Eid day. This is yet another extreme kind of crime and atrocity by the Taliban,” Sediqi said. The blast hit three police vehi- cles, killing two police officers and nine civilians from the same family, including six children, Sediqi said. The ISAF also said six children were killed, and said the other two civilians were women. Sediqi said the attack oc- curred Monday. Gen. John Allen, ISAF command- er, and Afghan President Hamid Karzai condemned the attack. “These explosives planted by insurgents again targeted civil- ians, including children,” Allen said in a news release. “Their barbaric tactics have no place in society, and these enemies of peace will be held to account for killing and maiming the inno- cent children of this nation.” He said the repeated attacks by “alleged Taliban fighters are puzzling, particularly during one of the holiest celebrations of the year.” On Sunday, seven civilians were killed and 17 were wounded during a Taliban suicide attack at a mosque in the Jirqishlaq Hasan Tal area of Baghlan prov- ince, ISAF said. Another attack came on Monday in the vicinity of Pul-e Khumri in Baghlan. A suspected Taliban suicide bomber blew himself up and hurt six members of the Af- ghan security forces “after they identified and shot him,” ISAF said. Despite the string of strikes, Afghan and ISAF forces “have taken back key Taliban territory across Afghanistan in 2011 and are continuing to hold it, allow- ing security conditions to contin- ue to improve,” Allen said in the news release. “We have reliable information showing that large numbers of Taliban and insurgent leaders are choosing to phone in their operational orders from Paki- stan, abandoning their own foot soldiers, who are left behind to conduct the fighting,” he said. “The leaders have fled, forced out by the overwhelming ability of Afghan and coalition forces. Per- haps these Eid holiday attacks on civilians are a sign of just how ineffective and unreliable their ‘absent leader strategy’ can be.” Allen encouraged insurgents fed up with violence “to seek out a local reintegration center, and their village and district elders, (and) to become a positive, con- tributing member of Afghani- stan’s future.” “Every single Taliban and in- surgent fighter should take a moment to reflect on just what is at stake, and whether the fight against peace is still worth it,” Allen said. “If they choose to ig- nore guidance set forth by lead- ers like Mullah Omar, and they lack leadership and direction from those who cynically com- mand them to their deaths from the safety of foreign lands, these may be signs that there is anoth- er path -- a path toward peace.” School Mental Heath Programme Awareness prog held at Girls Hr Sec. Washington: The US lauded Af-ghanistan people for braving threats of violence to vote in a presidential runoff, and said it was looking forward to sign the Bilat-eral Security Agreement with the new government there. The BSA, which was negotiated by the two countries last year, would determine the nature and presence of US troops in Afghanistan after the draw down of America-led mil-itary forces. “The United States will stand with the Afghan people now and in the future, and looks forward to sign-ing the bilateral security agree-ment in the period ahead,” US Sec-retary of State John Kerry said. “Millions of Afghan men and wom-en once again went to the polls to-day to choose their next president, laying the groundwork for the first democratic transition in Afghani-stan’s history,” he said. Kerry said the brave Afghans de-

fied the threat of violence and voted because they want-ed to set the course for a more inclusive, prosperous, and sta-ble future. “I’ve been to Afghan-istan twice since be-coming Secretary of State and many times before that. Every time I do, I’m impressed by how much Afghans have sacrificed for their future,” he said. Pentagon said the election marks an-other milestone in Afghanistan’s progress toward democracy and a peaceful transfer of executive lead-ership. “It also highlights the growing competence and capability of Af-

ghan National Security Forces, who once again took the lead in making safe their fellow citizens’ access to the ballot box,” Penta-gon Press Secretary Rear Admiral John Kirby said.

US Lauds Afghanistan Polls, Looks Forward to Sign Bilateral Security Agreement

Srinagar, Jun 15 (KNS): In the middle of peak cherry season the Indian Airport Authority while deciding to start renovation and upgradation of runway in the Sri-nagar Airport have restricted the transportation of cherry from Sri-nagar to its various station like, Mumbai, Kolkatta, Pune, Hyder-abad, Bagalore, Goa, Chennai, Delhi this move of the Srinagar Airport Authority have led the val-ley based cherry gorwers in great concern with the apprehension of heavy and unrecoverable losses, said New Kashmir Fruit Associa-tion The statement issued to KNS maintained that infact all the vari-eties of cherry crop has produced this year altogether due to poor weather condition with cold waves and constant rainfalls during the months of April and May. On the other hand cherry crop is consid-ered one of the most perishable item and therefore requires to be transported to its destination on war footing basis in view of the souring heat.In view of the shortest life of cher-

ry crop the process of tranporta-tion 15 tonnes of cherry by air is adopted during every year to avoid any losses to valley based grow-ers who are greatly concerned with the situation. Under these circumstances an eegeny meet-ing was held in the New Kashmir Fruit Assocition, New Fruit Com-plex, Parimpora, Srinagar under the chairmanship of its president Bashir Ahmad Basheer and in the said meeting it has been unani-mously expressed that if the cher-ry crop is not allowed to continue for its transportation by air to its

various destinations the poor cher-ry growers will face unbearable losses .“The Hon’ble Chief Minister Omar Abdullah Sahib and Hon’ble Hor-ticulture Minister Jenab Raman Bhalla Sahib and Civil Aviation Authority are requrested kindly intervene in the matter and let the cherry crop be lifted in a routine process with top priority and trans-ported to various destinations by air without any hindrences so that Valley based cherry growers are saved from unbearable losses,” reads the statement. prevailing tension on LOC and the cease fire viola-tions, Jaitley stated, “For the situation to normalise I think it is extremely important that these kind of vi-olations which are taking place at the LoC must stop. That in itself is a confidence building measure before any country can proceed further.”“Talks and aggression can’t go together. For the sit-uation to normalise, it is important for the ceasefire violations to stop,” he said, adding that he “came here to review security, I am quite optimistic about the situation here”, he stated after visiting the LOC on Sunday.“I wish that peace prevails here... I am going back with the sense of reasonable satisfaction,” said Jait-ley while concluding the press conference.Meanwhile, responding to the statement of Defence Minister Arun Jaitley that the government would talk with “anyone who respects the constitution and India’s sovereignty”, Kashmir’s pro-freedom camp Sunday cautioned that Kashmir can never be re-solved under the framework of Indian constitution.“Our stand vis-à-vis Kashmir resolution is clear. We want Kashmir to be settled after the talks with all the stakeholders of the dispute are held. As far as the res-olution of Kashmir is concerned, it cannot be solved under the Indian constitution. Kashmir can either be solved through UN resolutions or through the tri-par-tite talks between the stakeholders of the dispute,” chairman Hurriyat Conference (M) Mirwaiz Umar Farooq told KNS.Over the revocation of AFSPA, Mirwaiz stated that the act has been kept in Kashmir for the ‘psychologi-cal suppression’ of the people here. “There is no logic that supports presence of lakhs of troops and AFSPA here. It is being deliberately kept to create terror in people’s mind.” Chairman Jammu and Kashmir Liberation Front (JKLF) Mohammad Yasin Malik while slamming the statement of defense minister stated that the people of Kashmir are fighting for their right and that the res-olution of Kashmir can never be under the purview of the Indian constitution. “The people here are not beggars. We are fighting for our birth right and will continue to do so. Indian constitution umbrella can never resolve Kashmir,” Malik told KNS over phone. Hurriyat Conference (JK) senior leader Shabir Ah-mad Shah while slamming the statement of Arun Jaitley told KNS that the struggle for the right of self determination shall continue and that such state-ments shall not hinder upon the resolve of the people of Kashmir. “We will continue to fight. This nation shall not get tired. We will continue to fight on politi-cal ground sans any compromise in the same vigor as was done by India against Britain.” He also maintained that the policies of Congress and BJP vis-à-vis Kashmir resolution are same and that the duo is the two sides the same coin. Hurriyat Conference (G) chief spokesman Ayaz Ak-bar stated that Kashmir is an internationally accept-ed dispute with the world community understanding its seriousness. “Kashmir can only be resolved with-out the constitution of India. We have fight over very such bases. How is this possible that talks under such purview shall be held?,” Ayaz told Kashmir News Service. (KNS)

HRD to launch interface to resolve woes in education

sector: Smriti IraniPune: Resolving to work to link the country's gradu-ates with employment, Union HRD minister Smriti Irani today said her ministry would soon open an online and personal interface programme com-prising academicians to tackle problems faced by premier institutions and students' bodies. Speaking at a students' gathering at Symbiosis Insti-tute at Lavale, near here, Irani said, "This (interface programme of the Human Resources Development ministry) will not comprise bureaucrats or politi-cians, but academicians and some of the best institu-tions." Stating that academic growth will be assisted by enhanced funding, Irani said, "They (experts) can tell us how we can de-regulate problems faced by some of the premier institutions of our country and how our students' bodies can work more effectively with an improved contribution of alumni."Underscoring the problem of unemployment, she said that only half of the three million graduates who pass out annually are found employable, adding that her ministry is committed to make a difference by increasing employment opportunities.

The Prime Minister drove down from Paro to Thim-phu, a distance of about 50 km, traversing through the picturesque mountainous ranges. Modi expressed satisfac-tion at India being considered as a privileged partner of Bhutan and underlined that his government “would not only nurture these strong bonds but would also strengthen them.” Prime Minister Modi emphasised on the possibilities of greater educational contacts and suggested doubling of scholarships being provided to Bhutanese students in India. Modi thanked the Bhuta-nese leadership for the warm welcome that had been ar-ranged for him, saying this reflected the warmth in the bilateral relations. “He applauded the personal efforts made in ensuring the success of his first visit outside India,” the sources said. During his meeting with the Bhutanese King, Prime Minister Modi invited him and his wife Jetsun Pema to visit India. Sources described the meeting between the two as very good.
