C M Y K Policeman kills sister duo, self in Rajouri Jammu, July 28: A Jammu and Kashmir policeman killed a sister duo and before shooting himself in Rajouri district, officials said here on Monday. Officials told GNS that Constable Sanjay Singh (935) who is posted at Police Station Kalokote in the district killed Urmila Kumari, 27, wife of another policeman Cha- man Lal, who is posted at District Police Lines Rajouri and Urmila’s sister, Neelum Kumari, daughter of Punjab Singh. “The policeman shot them in the house of Chaman Lal with his ser- vice rifle. After shooting them, the assailant also shot himself and died,” officials said. Sources told GNS that the slain po- liceman was in relationship with both Urmila and Neelum. “The in- cident has love angle,” they said. Meanwhile, soon after the inci- dent, the locals staged a protest and alleged that Station House Of- ficer Vikram Parihar was also in a relation with the duo and demand- ed inquiry. “The SHO also used to go into their house,” they alleged. Valley all set to celebrate Eid with fervor, gaiety Srinagar, July 27 : Eid-ul Fitr will be cele- brated across Kashmir with thousands of devotees expected to flock the mosques, shrines and prayer grounds in the Valley to offer the special prayers on Tuesday. The fasting month came to an end on Mon- day with the sighting of the crescent moon as Muslims follow the lunar calendar. The biggest gathering of the devotees will be witnessed at Hazratbal Shrine with around 60,000 people expected to offer congregation- al prayers while as Eidgah ground in old city is set to record an attendance of 35,000 devo- tees. Chairman Huriyat Conference (M) Mir- waiz Umar Farooq is likely to address people ahead of the prayers of Eid scheduled to be held at Eid Gah at 10.15 in the morning. Tour- ist Reception Centre ground near Lal Chowk is also being prepared to host the prayers of thousands of Muslims. The reports main- tained that 25,000 people last year offered prayers at the venue while as over 10,000 Muslims will offer prayers at Syed Yaqoob Shah Shrine at Sonawar. Chief Minister Omar Abdullah and NC pa- tron and President Dr Farooq Abdullah are likely to offer Eid Prayers at the Hazratbal shrine, sources said. Large gathering will also be witnessed at Jenab Sahib Soura, Makhdoom Sahib, Iqra Masjid and Jamia Masjid Barzulla. Officials stated that the administration is on the tenterhooks to provide all necessary arrangements for the devotees who would in large numbers offer congregational Eid prayers at various places of valley. The state transport has also been kept ready to ferry people from the respective places. The state authorities have also geared up to prevent any disruption in law and order in view of the recent protests held at various places in valley against the Israeli aggres- sion in Gaza. Ra- jendra Kumar has asked the police officers to ensure peaceful Eid con- gregations at all the places across the State. He has also stressed for coordination among the different agencies to ensure peaceful cele- brations. Rajendra was interacting with all District Superintendents of Police, range Deputy Inspectors General of Police during Video Con- ference from Police Headquarters (PHQ) here this after-noon. The Conference was held to take stock of the arrangements made on the eve of Eid-ul-Fitr. During two hour long video conference, the officers briefed the DGP about the arrangements made on the auspicious occasion in their respective jurisdictions. The DGP was apprised that all prepara- tions have been made with regard to deployment of personnel, coor- dination among various agencies and communication net-work to ensure peaceful Eid congregations and other functions across the State. He asked to hold joint meetings of senior citizens of the areas to seek peoples’ cooperation for maintaining law and order. While seeking the re- ports about the arrangements from the concerned, the DGP asked the officers to make elaborate arrange- ments for peaceful Eid celebrations at all the places especially the places where Eid prayers are being held. From footwear to bakery, shops overcrowded with customers Srinagar, July 27: Markets of the Srinagar city are witnessing a heavy rush of shoppers with peo- ple laying their hands virtually on everything catching their eye as the state employees received their salaries on Monday. The rush of people triggered frequent traffic jams at various places especially across the Dal- gate-Batmaloo road where most of the people happily emptied their pockets to buy their favourite items. Buying bakery, clothes, footwear, gift items, greeting cards, shoes etc, shoppers have literally been swarming the markets during the past two days. Haphazard queues of people could be seen outside the bakery shops, readymade gar- ment showrooms and footwear stores waiting for their turn to buy. Imparting a colourful touch to the shopping frenzy, children ac- companied by their parents were seen engrossed in choosing their favourite toys, colourful dresses and footwear. David Ward, representing Bradford East in British Parliament, had applied to the Backbench Busi- ness Committee, support- ed by other MPs, for a de- bate on the political and humanitarian situation in the region, Bradford Telegraph reported. “His actions were in re- sponse to a national pe- tition supported by thou- sands of people and the motion stated: That this house believes that the ongoing Kashmir dispute is a threat to regional and global peace; further that the dispute is causing in- security, instability and human rights violations; and further that the State of Jammu and Kashmir should be given the right to self-determination,” the news outlet reported on Sunday, July 27. Gaza, July 28: The UN Security Council has called for an "imme- diate and unconditional human- itarian ceasefire" between Israel and Palestine, asking the parties to implement the truce beyond the Muslim holiday of Eid and allow delivery of urgently needed assistance in Gaza as the raging conflict has killed over 1,000 peo- ple. The 15-nation Security Council held an emergency meeting late Sunday night to adopt the presi- dential statement that expressed support for "an immediate and unconditional humanitarian ceasefire, allowing for the deliv- ery of urgently needed assistance" in Gaza. The statement, drafted by Jordan, "urged all parties to accept and fully implement the humanitar- ian ceasefire into the Eid period and beyond" and "calls on parties to engage in efforts to achieve a durable and fully respected cease- fire, based on the Egyptian initia- tive". It said that a humanitarian cease- fire would allow for the delivery of urgently needed assistance in Gaza. The statement calls for "full re- spect" for international human- itarian law and reiterates "the need to take appropriate steps to ensure the safety and well-being of civilians and their protection". The Council expressed "grave concern regarding the deteriora- tion in the situation as a result of the crisis related to Gaza and the loss of civilian lives and casual- ties." Gaza, July 28: The UN Security Council has called for an "imme-diate and unconditional human-itarian ceasefire" between Israel and Palestine, asking the parties to implement the truce beyond the Muslim holiday of Eid and allow delivery of urgently needed assistance in Gaza as the raging conflict has killed over 1,000 peo-ple.The 15-nation Security Council held an emergency meeting late Sunday night to adopt the presi-dential statement that expressed support for "an immediate and unconditional humanitarian ceasefire, allowing for the deliv-ery of urgently needed assistance" in Gaza. In Muzaffarabad, she married Ghu-lam Rasool Bhat, who was working in the excise de-partment and was posted at Chakoti. She gave birth to four daughters and two sons before her husband passed away.Bilquees married her two daughters Mehjabeena and Rubina to two Kashmir men from Pahalgam, and Bag-at in November 1998. Her daughters and son-in-laws returned to Kashmir via Nepal in 2009. Since then, Bilqees has visited her daughters twice.“Both the times in past, she came to meet her daugh-ters all alone. However, now she was not physically strong. This time, her son and her daughter-in-law joined her on Kashmir trip. She was so happy. And so were we,” Bilqees’s other son-in-law Ashiq Hussain said.Hundreds of people from Rawatpora and other neigh-bourhood localities attended funeral prayers of the deceased on Sunday morning. SHIMLA: Former Su-preme Court judge Justice GS Singhvi on Sunday cautioned against tinker-ing with the collegium sys-tem for appointment of judges and said that it has worked satisfactorily so far.

Addressing a seminar on “Appointment of Judg-es, Accountability and Lawyers” organised by the Indian Association of Lawyers (HP unit) in the High Court today, Justice Singhvi said that “the col-legium system of appoint-ment of judges has so far worked satisfactorily and even though some discrep-ancies have come to fore lately, the alternative may be worse”.

Stressing that it is im-perative to delve upon all the pros and cons of the old and new system, he

suggested “appointment of Judicial Ombudsman for probe on allegations of misconduct on Supreme Court and High Court judges or the persons who

are being considered for the judgeship in the Su-preme Court and High Court”.

“The Ombudsman should complete inquiry within a specified time and decision should be taken by the President of India on it within specific

time frame,” he said.Speaking at the semi-

nar, R S Cheema, senior advocate and former AG, Punjab and Haryana High Court, laid stress on trans-parent system that draws best talent, not on the ba-sis of seniority, but their suitability for the post of judges.

He advocated the need for a National Judicial Ser-vice exam for appointment of judges.

WASHINGTON — After failing to win a deal to end fighting in Gaza last week, Secretary of State John Kerry is trying to salvage Plan B: a succession of temporary cease-fires that he hopes might yet open the door to Israeli and Palestinian ne-gotiations for a long-term solution.

On Sunday, however, Mr. Kerry was having difficulty accomplish-ing even that, despite a phone call in which President Obama, in a sign of mounting impatience, urged Prime Minister Benjamin Netanya-hu of Israel to embrace an “imme-diate, unconditional humanitarian cease-fire” while the two sides pur-sued a more lasting agreement.

Part of the reason the diplomat-ic effort has faced such an uphill struggle is far-reaching changes on both sides since the last Gaza cease-fire in 2012. Israel and Hamas seem to be dug in this time, with Israeli officials appearing dismissive of

Mr. Kerry’s push for a weeklong cease-fire in a way that few Ameri-can secretaries of state have faced.

Hamas is holding out for a com-mitment to open major border crossings and ease the embargo af-ter failing to get the benefits it had anticipated after the cease-fire two years ago.Israel, after encountering a more formidable Hamas tunnel network than it had expected and being struck by longer-range mis-siles than ever, is determined not to stop until it has neutralized much of the threat.

The challenge of reconciling the seemingly irreconcilable is all the more difficult because there is no party that is in a position to medi-ate directly between Hamas and Israel. The United States does not deal directly with Hamas. And the countries with the closest ties, Qa-tar and Turkey, have fraught rela-tions with Egypt, whose cease-fire

plan has provided the broad frame-work for Mr. Kerry’s efforts.

Robert Danin, a fellow at the Council on Foreign Relations and a former State Department official, said that while it was premature to write off Mr. Kerry’s struggle to achieve a cease-fire, the challenges were formidable. “There is nothing to suggest that either side is par-ticularly desperate for a cease-fire,” he said. “Neither side believes a cease-fire will be the end of the con-flict, and they are looking at a truce as a way to position themselves for the next round of fighting.”

The behind-the-scenes diploma-cy for a cease-fire began two weeks ago when Egypt published a plan that sought to halt the fighting but did not commit to meeting Gaza’s demands that border crossings be opened or prisoners released until the security situation became “sta-ble.”

NEW DELHI: Another dispute over parking space in the capital ended in tragedy when a group of men thrashed a 55-year-old businessman at his house in west Patel Nagar, central Delhi, on Sunday morning, leading to his death.

Police said the victim, Rajender Bhatia, had a run-ning row with his second-floor neighbour. The attack was triggered by Bhatia’s refusal to move his car from near the gate of the four-storeyed building. This is the eighth death over parking in the capital this year and points to growing stress over acute shortage of parking space in the city.

Police have arrested three men, Ashok Oberoi, Kar-tik and Dharmender, on charges of culpable homicide and suspect them to be involved in the attack.

Rajender Bhatia, who died after being attacked over a parking dispute, lived on the ground floor of the west Pa-tel Nagar house — 28/144 — with his wife and two sons. He had sold the upper floors to a local property dealer who had rented the second floor to a man a week back.

Bhatia’s son Mokshit said he had got into an argu-ment on Saturday night with Kartik, the owner of the second floor flat, who insisted that the Bhatias park their Hyundai Verna away from the gate. “I told them that we have a 15-foot-wide gate and there was no reason for us to park elsewhere. He replied that if we don’t re-move the car on our own, he had other ways to make us do it,” said Mokshit.

John Kerry to Deliver Major Foreign Policy Speech on India

A team of unarmed federal police officers has been forced to delay its planned visit to the Malaysia Airlines flight MH17 crash site in eastern Ukraine after the area was declared unsafe.

Just 12 kilometres from the MH17 crash site, ABC correspondent Stephen McDonell witnessed Ukrainian troops retake a village from Russian-speaking rebels as Kiev government troops launched a major offensive to capture the area from separatists.

Gunfire was heard in Donetsk today along with shell-ing and explosions also heard around Donetsk on Sat-urday.

The Australian Federal Police officers are among a team of international experts in the region as part of the mission to secure the site and recover crash victims’ remains.Foreign Minister Julie Bishop has arrived in Kiev for talks to secure access to the site. She says due to the crash site being located in a war zone, accessing the area will always present a risk.

“This has always been a risk. We are aware this plane was shot down over a war zone and that news of the fighting has intensified is perhaps inevitable, but we are planning for those risks,” she said.

“We will mitigate those risks and make sure that police investigators are safe when they go in. We won’t take steps that will put them in danger.”

New Delhi: A new con-troversy is swirling around a report that bugging devices were found in Union Minis-ter Nitin Gadkari’s home in Delhi recently.

“Reports in a section of the media about listening devices having been found at my New Delhi residence are highly speculative,” Mr Gad-kari, 58, tweeted on Sunday, but his denial failed to stop political murmurs. At an If-tar party hosted by Congress president Sonia Gandhi on Sunday, former Prime Min-ister Manmohan Singh called for an investigation. But sources say nothing was found during a regular sweep of ministers’ homes 15 days ago.

The newspaper report said Mr Gad-kari, the Transport Minister, informed Prime Minister Na-rendra Modi and Mohan Bhagwat, the chief of BJP’s ideological mentor Rashtriya Swayam-sevak Sangh (RSS) about the “bugs”.

The report also said investigations pointed at a foreign

agency as the listening devices found are used by western intel-

ligence, “particularly the Central Intelligence Agency and the Na-tional Security Agency.”

The report referenced the “snooping row” between India and the US, in which the ruling BJP protested strongly after documents leaked by former security contrac-tor Edward Snowden revealed that the National Security Agency was authorized to spy on the party in 2010. BJP leader Subramanian Swa-my has also hinted at US involve-ment.Asked to confirm that Mr Gadkari’s home was bugged, Mr Swamy said, “Well Mr. Gadkari is neither ruling it in or ruling it out. I do know this much that the United States had asked for court authorization to put under sur-veillance including bugging of the BJP, among the 6 parties that they had named. There was no doubt that the United States didn’t relish the prospect of the BJP coming to power.”

Of late, it has been ob-served that spurious and sub-standard pesticides, fertiliz-ers are not only de-

stroying major crops, but are proving fatal to the farming community which is getting disgusted and disillusioned with every passing day. Those chemicals fertilizers and pesti-cides which were earlier used to protect yield are proving disastrous because they are mostly spurious and sub-stan-dard. This situation is result-ing in frustration amongst cul-tivators who even can not get their bread and butter out of whole year’s toil. India lives in villages and ninety percent of the village population makes both end meet on agricul-ture, whether it is rice, wheat, maize or for that matter fruits and vegetables, all are grown mostly in rural areas and the new innovations, techniques and high- yielding seeds have helped in increasing the pro-ductivity tremendously and India is at the thresh-hold of achieving self- sufficiency in agriculture. However, it is un-fortunate that criminal minds have taken over the command of producing spurious and adulterated chemicals, fertil-izers and pesticides, thus mak-ing the advancement of coun-try and farming community almost impossible. Their crim-inal mind has adversely affect-ed the production and what ever is produced is not worth consumers choice. The J&K state particularly Kashmir valley produces major portion of fresh fruits as also paddy and maize but unfortunately every produce is hit by men-ace of spurious pesticides and fertilizers. Take the example of this year, sprays of differ-ent chemicals and pesticides instead of controlling the dis-ease and helping to increase the productivity have in fact, damaged the crop. Due to this, the production has drastically decreased and whatever fruit is available it is full of scab and other diseases. hence, it is not market worthy. Both the Agri-culture and Horticulture Dept. have become den of corruption and are responsible for supply-ing and controlling sub-stan-dard pesticides and fertiliz-ers. If immediate steps are not taken, the fruit industry along with other crops will die their own death.
