Section-A

1.1) Background

About R-APDRP

The Ministry of Power, Government of India initiated Power Sector reforms in the 1990s to invite

private investments for setting up additional generating capacity to bridge the wide gap between

demand and supply. Numerous investors, both Indian and foreign, came forward to set up new

generating capacity but little progress could be achieved due to serious inefficiencies and losses in

the electricity distribution business in almost all states of the country.

Government of India (GOI) initiated reforms in the distribution sector in 2000. Distribution sector

provides the last mile connectivity for power supply and deals with large number of consumers. As a

part of distribution reforms, GOI launched APDP (Accelerated Power Development Program) in

2001 which was later rechristened as APDRP (Accelerated Power Development and Reforms

Program) during the 10th Five Year Plan.

To continue the support to distribution reforms during the 11th Five Tear Plan, GOI has reintroduced

R-APDRP (Restructured APDRP) with revised terms and conditions. The R-APDRP primarily aims

at reducing Aggregate Technical and Commercial (AT&C) losses & improving reliability in urban

areas in the project area by improving quality of power in terms by plugging pilferage points due to

poor profile unable to use available power due to latency in locating fault & restoring healthy

network, poorly maintained equipment’s , loosely coupled connections , Better conductors ,

Proper Metering covered in Part A IT implementation , strategic placement of cap bank & switches

and proper planning to design distribution network. All these answers can be addressed by having

proper real-time supervision & control system & management modules i.e. SCADA/DMS system

encompassing all distribution S/S & complete 11 KV network in urban area. For all towns those

qualifies for SCADA/DMS system in Part A of R-APDRP , upgradation of distribution S/S & 11KV

network to meet SCADA/DMS requirement is essential . The augmentation /upgradation of the

network for real time supervision & control mainly comprises of using network equipment viz circuit

breaker & switches compatible for SCADA /DMS . Bringing sufficient monitoring controllability in

the 11kV network by placing remote controllable switches, placement of RMUs ,FPIs suitable for

automation.. This augmentation /upgradation shall be considered for such towns in Part B of R-

APDRP scheme. However, the full fledged SCADA/DMS to meet the sizing requirement of the

network as well as future growth shall be considered for these towns in Part A of R-APDRP.

SCADA/DMS will provide Real time monitoring & control of loss areas & shifting to alternate path ,

improvement in voltage /VAR profiles by getting accurate solution from SCADA/DMS to curb losses

attributed due to poor power factor, faster & accurate fault location & restoration resulting decrease

in issues to the utility due to non utilisation of available power due the delay in fault restoration .

Proper handling of loads while load shedding & restoration ,efficient planning of network for future

growth by using proven planning tools. All software applications & RTUs/FRTUs including system

sizing requirement for the same shall be considered in the SCADA/DMS system being procured in

Part -A. It is a necessary condition of the scheme that the utilities would need to demonstrate

performance improvement for availing financial benefits provided under the scheme. This would

require collection of accurate data and measurement of loss reduction performance. Data integrity

and performance measurement pose many challenges for the state power utilities. This problem

can be surmounted only by: (i) setting up Real time SCADA/DMS system (ii) setting up reliable and

“no manual touch” systems for data collection (iii) adoption of Information Technology in the areas

of energy accounting.

IT based systems and solutions that measure the loss levels reliably will be essential before regular

distribution strengthening projects are implemented under the next phase of R-APDRP. Once the

benefits of the investments can be measured, the investments would justify themselves.

Projects under the R-APDRP program shall be taken up in Two Parts. Part-A shall include the

projects for establishment of baseline data and IT applications for energy accounting/ auditing & IT

based consumer service centres. Part-B shall include regular distribution strengthening projects.

Under R-APDRP program , SCADA/DMS system will cover urban areas – towns and cities with

population of more than 4,00,000 & 350MUs annual input energy.MOP, GOI has appointed Power

Finance Corporation as the Nodal Agency for implementing this program.

In order to verify completion of the Part-A projects as per technical specifications provided by

MoP/PFC and awarded by States/Utilities, TPIEA-IT's are being engaged by R-APDRP nodal

agency viz. PFC. TPIEA-IT shall independently verify the completeness of installation, testing and

commissioning of hardware, software and related communication networks and integrated working

of such system installed under Part-A projects (IT System for Establishing Baseline Data System for

Revenue & Energy accounting and for SCADA/DMS System) of R-APDRP.

The prime reference document for TPIEA-IT shall be Letter of Award (LOA) along with subsequent amendments, if any placed by utility to ITIA/SIA, and to other agencies for energy meters & other equipments under R-APDRP/Agreements etc.

Approach

TPIEA-IT to share report on verification of completion of SCADA project with utility before

finalization. In case TPIEA-IT finds any deficiency/ gap in installed system, it will communicate the

same to PFC through the verification report. PFC shall communicate concerned Utility to attend/

address the deficiency/gap within 30 days. Post submission, TPIEA-IT shall revisit the Utility and re-

verify the items/ system and shall submit its final verification report along with compliance status of

earlier report to PFC.

TPIEA-IT shall verify capability of SCADA system. TPIEA-IT may check relevant reports based

on past data of any period since end to end test was done on any two sampled substations.

Appointment of TPIEA-IT

In order to ensure verification of completion of SCADA projects under R-APDRP Part-A, TPIEA-IT

have been appointed by Nodal Agency.

The main task of the TPIEA-IT shall be:

Verify completion of SCADA projects under R-APDRP Part-A for real time control and

monitoring of power distribution system

The TPIEA-IT shall be responsible for providing the above services as per the detailed scope of work in the LOA for each of the project areas covered under all the States in zone for which the project is awarded to them. There shall be four zones viz. North, East, South & West in entire country.

2.6) Certificate of Verification of Software System:

a) This is to certify that SIA has supplied, installed and commissioned Operating System, Antivirus system, Databases, SCADA/DMS

system and other Misc. software solutions as per LOA. SIA has also supplied, developed, customized, installed and integrated all

the Applicable Application Software modules as per LOA requirements of utility. This is also to certify that system functionality and

security aspects as defined in the Technical specifications of LOA have been complied with, while designing the Control center and

developing the Application Software. The system software functionalities provided by the deployed Application Software System is

successfully running with actual live data at site without any major bugs (bugs which may stop mission critical function of the Utility

and/or affect SCADA security aspect).SCADA/DMS system functions/features have been verified through FAT & SAT reports.

b) This is to certify that all the licenses procured by SIA are as per the requirements mentioned in the LOA and all these licenses

along with source codes for customized portion of all the software solutions have been handed over to utility by SIA. It is also

certified that all the licenses are valid and all the software have adequate support coverage from SIA /OEMs in line with

requirements specified in the LOA.

c) This is to certify that data exchange and integration with R-APDRP IT system/ other centres as envisaged in LoA in line with

TPIEA-IT has to check whether the hardware/equipment/communication devices supplied, installed and commissioned are

This verification may include supply, installation & commissioning and end to end test reports of the RTU and FRTU

infrastructure in the scope of SIA, in the towns (project area) along with compliance with open protocols defined in LoA.

The coverage of RTU/FRTU system hardware and other associated equipments including connectivity shall be at least

10% each of LoA for RTU and FRTU in the town (project area). The verification is to be done using random sampling

method across the entire project area.
