� Be developed only to attract funds.
� Focus only on writing a proposal for funding.
� Have stakeholders who were not active in designing the project.
� Be driven by the donor and technical supply.

identifying objectives as
solutions to problems.
� Have clear objectives that have
clear output/result indicators
that can be verified.
� Focus on long-term and
sustainable benefits.
� Follow the rules for
implementation, with
adequate documentation
Projects should not:
� Be activity focused only.
� Have an impact that cannot be verified.
� Have only a short-term focus.
� Be documented in an inconsistent way.
Project development
• Applicants have to prepare transparent and well justified
projects based on real needs, showing:
– a clear framework for planning the project
activities (jointly)
– relevance of the project
– evident cross-border impact

Situation analysis
Describes:
• the problem or situation to be addressed by the LFA process
• the information source is basically a status quo report from the strategic planning process
Stakeholder analysis
Comprises a more detailed analysis:
• of the people, groups or organizations that may influence or be influenced by the problem or a potential solution to the problem
• the objectives of this step are to identify and discuss the interest and expectations of persons and groups that are important to the success of the project
Problem and Objective
analysis
•typically a facilitated workshop with participants representing all
the stakeholders identified in the stakeholder analysis
•the report on situation analysis could be distributed to the
participants beforehand as a basis for the discussion
•facilitated discussion should further identify and clearly state the
problems that need to be resolved
•the next step is to reformulate all elements in the problem
analysis into positive, desirable conditions – these are the
objectives
• identification of different strategies leading to objectives
• it is necessary to examine these alternatives due to limited resources for the project and select the best one
• decision-makers will first need to select criteria upon which they can base the analysis
