TM Following the challenge by the Health and Safety Executive to substantially improve performance regarding hydrocarbon releases, The UK Offshore Operators Association (UKOOA) established the Hydrocarbon Release Reduction Work Group in 2000. Its aim was to focus industry efforts not just in making a step reduction over a three-year target period but to promote a ‘no leak culture’ which would be sustainable for the long-term future of the industry. Over a 3-year period this Work Group helped develop and collate a collection of good practice techniques and best practice guidelines aimed at assisting operators in their efforts to reduce releases.
