We live in a time of technological advancement unprecedented in human history. The ethical, legal and social implications of these new and innovative technologies are non-trivial. Above all, they require an open mind to the possibilities and promises of human advancement, albeit with an eye toward the many potential pitfalls.

On the one hand, humanity has made exceptional achievements, but on the other hand, the human race faces tremendous challenges. In addition to ambitions to conquer space, to crack the full mystery of DNA, and to develop innovative communications technology and revolutionary technologies in robotics and artificial intelligence, there are the challenges of a growing world population, global warming, the lack of energy and food, and more. This pace of change requires fundamental adjustments and a new interdisciplinary form of instruction, apt to deal with the challenges of the 21st century.

The Zvi Meitar Institute for Legal Implications of Emerging Technologies at IDC Herzliya has an important mission: to help shape public policy and to contribute to the law and its regulations while assisting in preserving values such as liberty of the individual and incentives for further creation.

The generosity of Zvi Meitar z”l contributed to the founding of this institute and it will undoubtedly grant many talented students an opportunity to explore tomorrow’s challenges and to contribute to the public discourse.

Zvi strived for excellence and professionalism and truly believed that our institute can positively contribute to society.

Zvi’s great wisdom will be missed.

IDC Herzliya, the first private institution of higher education in Israel, opened its doors in 1994. Its ten different schools, Radzyner Law School being one of them, each offer innovative and dynamic undergraduate and graduate programs that educate Israel’s future business, juridical, hi-tech, communications, economics and civic leaders. IDC Herzliya is unique in its educational methods, which are based on an interdisciplinary approach and the teaching of information technology and global markets. Theory is combined with real world experience providing graduates with a competitive edge when entering the market.

Radzyner Law School was established in 1994 as the founding school of IDC. Over the years, it has produced more than 7000 graduates, many of whom have gone on to realize the IDC vision of becoming leaders in various fields. In line with IDC’s approach, Radzyner Law School runs approximately 30 programs, including 14 legal clinics in various fields of law.

The Zvi Meitar Emerging Technologies Program is a prime example of this approach, combining cutting-edge technologies that have the potential to affect the world globally, through law, ethics, society and sustainability by way of practical “hands on” experience.

Class of 2017-2018

The Zvi Meitar Emerging Technologies Program, now in its 3rd year, provides outstanding students a year of customized learning, practical tools and hands-on experience in order to examine legal, ethical and social challenges of new and emerging technologies. The overarching goal of the program is to empower undergraduate students to actively contribute to the public discourse on these issues, with the ultimate purpose of influencing academic scholarship, shaping public policy and even drafting laws and regulations.

This is a year-long English language program, open to exceptional students from all schools.

Over the course of the year, students have the opportunity to:

• Interact closely with industry leaders, government officials and NGOs.

• Educate and inform the public on issues associated with disruptive technologies through developing symposiums, round table discussions, workshops and conferences.

• Examine legal, ethical and social repercussions relating to new and disruptive technologies.

• Publish position papers, formulate amicus briefs and draft relevant statutes on challenging issues in order to help law catch up with technology.

Society is galloping at an increasing pace into new vistas in science and technology, while the legal and societal implications of emerging technologies have not yet been fully examined and confronted. The student have an opportunity to work together with professionals and experts under the aegis of the institute to make unique contributions to societal dialogue in these important areas and to help current and future policy makers understand the complex challenges relating to innovative and disruptive technologies.

ZVI MEITAR M. JUR. Z”L(October 12, 1933 - July 2, 2015)

Zvi Meitar z”l was born in Tel-Aviv and graduated from Hebrew University in Jerusalem in 1957 with a Master of Jurisprudence (LL.M.).

In 1962, Zvi established his law firm and became the Head and Managing Partner. To this day, Zvi’s firm is the leading law firm for corporate, commercial, and international business law in Israel. The Meitar Office still operates under the Meitar name, even though Zvi moved to London in 2001 and ceased to be a partner of the firm.

During the twelve years between 1983-1995, Zvi was President of the Law Society of Tel-Aviv, the main legal association for lawyers in Israel. During this time, he was also a member of a State Committee that appoints all Judges and Justices under Israeli Constitutional Law.

In the 1970’s, Zvi became involved in international business ventures which included a partnership with one of the largest telecommunications conglomerates in Israel, with substantial international business interests, that to this day remains a world leader in Yellow Pages manufacturing and telephone billing. Zvi established several family funds which have made substantial donations to many causes and projects in Israel and worldwide.

Zvi was very proud to establish the new & innovative Zvi Meitar Emerging Technologies Program, along with the institute that was founded in October 2014. Zvi believed in education and in granting students an opportunity to examine the challenges of new technologies, in contributing to the legal and judiciary systems in Israel and reaching out to the public on issues relating to emerging technologies, providing lay literature and newspaper opinion pages as well as regular events, featuring local and international experts on areas of Hi-Tech, Bio-Tech and Green-Tech.

Zvi was our mentor, a powerhouse attorney and a generous philanthropist, establishing one of the largest law firms in Israel and supporting numerous charitable causes. We will miss Zvi very much.

The Zvi and Ofra Meitar Family Fund mission is not complete by just financing the projects. In fact, this is only the initial step of a long and ongoing relationship. The aspiration is to accompany the people and projects once they have been established, and to be a true partner throughout the process. The Meitar Family Fund strives to contribute by sharing experience and business know-how in order to reach new horizons.

The Zvi and Ofra Meitar Family Fund sponsors a wide range of groups and activities pertaining to education and culture in Israel and worldwide.

The Fund was established by Zvi Meitar z”lin 2004 with the goal of sponsoring young outstanding people in their field and promoting selected projects. While “Education and Culture” is wide-scale, the people and projects that have been chosen create a diverse and varied mosaic.

The meitar family fund strives to contribute by sharing experience and business know-how when possible in order to reach new horizons.

PART 2

Introduction to ELSI of Science and Technology

Dr. Dov Greenbaum,Academic Program Director2 credits

This course is designed to expose students to the legal, ethical and social (ELSI) concerns with new and emerging technologies, and provide them with a methodology, and the necessary tools to apply the methodologies to assess these concerns.

Academic Courses - 6 credits

Guided Student Project - 4 credits

The Zvi Meitar Emerging Technologies program comprises two parts:

• 6 academic credits are granted for 3 academic courses:

» Introduction to ELSI of Science and Technology

» Technology and Law

» Emerging Technologies Workshop

• 4 additional credits are a guided student project.** Students are divided into small groups in which they choose from

real-world projects in the fields of Hi-Tech, Green-Tech and Bio-Tech. Students are guided by faculty, mentors and industry experts and are provided with knowledge, practical tools and hands-on experience to ensure that they are well-equipped to develop creative solutions to many complex and complicated issues associated with innovative technologies.

** Credit counts toward your GPA but not toward your required courses.

Emerging Technologies Workshop

Dr. Dov GreenbaumAcademic Program Director2 credits

The workshop hosts guest lectures on a bi-weekly basis, providing students with a rare opportunity to hear local and international experts share their personal success stories in an intimate and informal session. Students are required to prepare short position papers to be submitted throughout the year.

Yearly Research Project

Dr. Dov Greenbaum, Academic Program Director4 credits

The most striking feature of the program is a year-long research project in which students gain practical experience. Projects take a look into technologies in the field of Hi-Tech, Bio-Tech and Green-Tech and students offer solutions to complex and challenging legal, ethical and social issues.

Projects may be in the form of a white paper, drafting amicus briefs and statutes, or academic research that could be presented to the relevant institution.

Students form teams and work on their research projects throughout the academic year with the guidance of program faculty, mentors and industry experts.

Technology and Law

Dr. Dov Greenbaum, Academic Program Director2 credits

The course introduces students to the legal issues associated with technologies. As our lives become more enmeshed in unprecedented technological innovations, we as a society are faced with novel legal issues that will affect us regardless of our personal affiliation with a particular field of law.The course will discuss many innovative technologies including robotics, AI, genetics, the internet, virtual reality, fintech, 3D printing, space and drones. While the course will provide an appreciation of the legal concerns associated with these technologies, the course is also designed to be accessible to those without a legal background.

ACADEMIC OVERVIEW

By combining rigorous academic courses with practical tools and hands-on experience, the Zvi Meitar Program endeavors students to become Israel's leading voice on legal, social and ethical challenges associated with new and disruptive technologies.

In the upcoming academic year, students will collaborate with high-ranking government officials, NGO’s, industry experts and professionals from the world of Hi-Tech, Green-Tech and Bio-Tech in order to develop and produce their yearly research projects.

Our second cohort of graduates collaborated with some fascinating organizations and outstanding mentors. Here’s a brief look at last year’s projects:

STUDENT COLLABORATIONS

APPLYING ARTIFICIAL INTELLIGENCE (AI) TO THE PATENT EXAMINATION PROCESS

A group of students set out to research whether or not it is feasible to implement AI in the patent application process and what are the legal, ethical and social concerns associated with AI in the examination process. The project included a roundtable, organized by the students, where they queried professionals in the fields of AI and patent law.

CLASS OF 2017

FORMER COLLABORATIONS

OFF-CAMPUS ACTIVITIESThe program includes supplementary tours to various organizations, start-ups, government offices and companies across Israel. These tours will empower participants to have a first-hand experience with cutting edge and innovative technologies and offer a gateway to connect to Israel’s leading figures and industry professionals.

Students are also empowered as they take action by presenting their yearly research projects at the Annual Closing Event and at various international conferences. Previously, students were invited to Arizona State University as well as to Oxford University in United Kingdom to present their work.

Participants also have a unique opportunity to organize close-door roundtables at which experts from all fields associated with disruptive technologies debate how best to confront legal, ethical and social challenges associated with new and innovative technologies.

Page 8: ZVI MEITAR EMERGING TECHNOLOGIES PROGRAM

The deliverables are designed to foster discussion and dialogue amongst all stakeholders in that technological field.

In addition, students will be exposed to innovators in startups and multinational corporations, as well as relevant government departments.

Finally, the summer program includes site visits to start-ups and technology incubators.

In the summer of 2018, we will launch a condensed version of the successful year-long academic program, designed to empower outstanding undergraduate and graduate students from all over the globe.

The program will be comprised of a classroom component and a research project component in which students pair up with stakeholders in the technological field of their choice.
