Fulton County Board of Assessors Regular Meeting Minutes – May 3, 2018

Member Attendance: Brandi Hunter-Lewis, Chair; Salma Ahmed, Vice-Chair; Michael Fitzgerald; Edward London; and Royce Morris. Staff Attendance: DeWayne Pinkney, Secretary/Deputy Chief Appraiser; Dwight Robinson, Chief Appraiser; Curtis Broden and Tara Parker, Deputy Chief Appraisers; Vincent Clark, Gaetjens Coreus, and Corey McDaniel, Appraisal Managers; Henry Brigham, Information Systems Manager; Jacqueline Davis, Administrative Coordinator, Reginald Elder, Database Specialist. Other Attendees: Cheryl Ringer and Kimberly Alexander, Fulton County Attorney’s Office; Sandy Zayac and Shelby Uribe, Fulton County Development Authority.

Chair Brandi Hunter-Lewis called the meeting to order at 12:34 p.m.

Approval of Agenda – 18-0503-100 – Motion to approve and modifying the agenda to move item 18-0503-300 before the section reports: Fitzgerald, Second: London. The motion passed unanimously. Invocation – Brandi Hunter-Lewis gave the invocation. Approval of April 26, 2018 Minutes – 18-0503-102 – Motion to approve with correction of 2017 value for parcel 17-0168-0003-046-2 to $579,100: London, Second: Fitzgerald. The motion passed unanimously. Citizen Time – There were no citizens present to speak at this meeting. Fulton County Development Authority 18-0503-103 – WP Hotel Owner LLC Motion to approve: Fitzgerald, Second: London. The motion passed unanimously. Approval of 2018 Real Property Values and Authorization to Mail 2018 Assessment Notices – 18-0503-300 – Michael Fitzgerald made a motion seconded by Royce Morris to approve the 2018 values and ratio studies presented and authorize mailing assessment notices on May 22, 2018. The motion passed unanimously. Dwight Robinson advised that there are some unworked parcels due to land packages as well some neighborhoods that are being fine-tuned. These parcels will be noticed after the values are presented to the Board at a future meeting. Motion to return to regular session: Fitzgerald, Second: London. The motion passed with Ahmed, Fitzgerald, London and Morris voting in favor. Brandi Hunter-Lewis had left the meeting. Michael Fitzgerald made a motion to select Brandi Hunter-Lewis to be deposed in the court case as discussed during executive session. Edward London seconded the motion. Taxpayer initially submitted an Exempt Property Questionnaire for tax year 2017 requesting an exemption be made based on the property owner being a 501(c)3 non profit health center. At that time the request was denied because the property was undergoing a complete remodeling and was not in use for tax year 2017. For tax year 2018, the renovations are complete and is currently in use as a medical treatment facility for military and MS (multiple sclerosis) patients. Based on review of the information provided by the property owner and a field inspection of the property, the recommendation for tax year 2018 is to grant an exemption.

Taxpayer submitted an Exempt Property Questionnaire for tax year 2018 requesting an exemption based on the property owner being a charitable 501 c(3) organization. The Drake Village LLC contends that this property is a 16 unit apartment complex used to house homeless mothers and minor children for a low affordable fee. Per the questionnaire, graduates of the Drake House crisis program pay $700 a month in order to reside at this multi-unit dwelling. Based on the information provided, this parcel Is considered to be an income producing property and does not qualify for exempt status under Georgia law.
