CHAPTER 1 Introduction

Welcome to the eLitigation Administrator Training Guide! This training guide aims to assist Law Firm Administrators carry out the administrative processes supported in eLitigation.

Learning Objectives At the end of this training session, Law Firm Administrators will be able to:

Manage Law Firm Accounts

Register Users and Restrict Case Access Rights

Create and Manage Teams and its Members

About eLitigation eLitigation is an integrated system that is conceptualised to replace the Electronic Filing System (EFS). It is designed to assist Law Firms and the Courts throughout the entire litigation process −from filing of electronic Court documents, to the scheduling of hearings, billing, collection and maintenance of financial records of transactions. With the use of the eLitigation system, Law Firms and Courts can work together on a transparent, seamless and secure environment leveraging on the connectivity and accessibility of the Internet.

The scope of eLitigation is as follows:

Electronic Filing Service This allows Law Firm Users to file and submit documents electronically to the Courts. Case files and other relevant documents are more likely to be in accordance with Court rules and standards as pre-defined templates are used.

Case Information Repository The Case Information Repository allows individual Law Firm Users to have a virtual storage of all files and documents that are relevant to the cases they are handling. The repository allows them to easily retrieve the needed documents, update and store for future reference.

eService This allows a Law Firm to electronically and cost-effectively serve Court documents to other Law Firms. It minimizes the time spent on serving Court documents through hardcopy means.

Notifications and Alerts Law Firm Users can be notified of any updates about the cases they are handling.

Calendaring and Hearing Dates This allows the users to view and select the available hearing dates within the time frames defined by the Courts.

Reports Generation Reports about financial transactions on a particular case can be automatically generated based on the criteria set by the user. Case-level information on charges incurred would also be available.

Court Replies and Notifications (Mailbox) This allows the users to see and access a list of the recent cases that they have created, filed and submitted.

Search for Created and Filed Cases/Quick Access The Search function allows the users to look for cases that they have created or filed. The Quick Access function gives the users an option to directly perform certain actions, such as filing a new case, document or request.

Difference Between EFS and Litigation While EFS and eLitigation use electronic means to file documents to the Courts, the two systems have distinct differences:

Logging In Through a user ID and password (issued by the administrator).

eLitigation login can be done using SingPass ID and SingPass.

Accessibility

A smart card is used to authenticate a user who wishes to file a case using Front End (FE)- Web.

A smart card is not required. eLitigation can be accessed from any computer with Internet access

Software Requirement

Requires Front End (Web) Client Software, Acrobat (ver.7, 8 or 9) and Sun JRE/Microsoft JVM

Does not require Front End (Web) Client Software

Case Access

Details of a case can be accessed upon filing a Request for File Inspection, subject to Registrar or Judge’s approval

Representing Solicitors for both parties are allowed to access almost all documents relevant to the case

Case Privacy and Access

Case privacy and details are not easily accessed or acquired as Solicitors protect their Clients and the case's confidentiality.

The Collaboration module allows Solicitors to grant access (with Client's approval) to their counterparts and share these files through a Share folder.

Duplication of Party Details

For EFS, the duplication of party details was allowed. This can be done by clicking the Duplicate Party button.

In eLitigation, Law Firms can create a duplicate of the party details in an existing case to a new case.

Case / Document Submissions Approval / Response Time

Most submissions are paper- based. Approval or response time may take 2-3 days.

Some submissions are automatically accepted.

Unpacking Process

Has to be done within 7 days, or else documents will be purged. Users have to request for a Restoration, if necessary.

Not required. Documents are purged within 3 months upon conclusion of the case.

Unpacking Process (Encrypted message)

Requires the user's smart card to decrypt and unpack.

Not required. Replies are shown in the Inbox.

Getting Started When using the eLitigation system, the user needs to be familiar with the different hardware and software requirements.

eLitigation Hardware Requirements CPU: i3-530, 2.93Ghz and above

Memory: 2GB and above

10 GB HDD (Free Space)

Best supported resolution: 1280 X 800

eLitigation Software Requirements Internet Connection to a local ISP: Broadband

Operating System: Windows Vista or Windows 7

Internet Browser: Internet Explorer 8.0 or higher

PDF Reader/Converter: Adobe Acrobat 7.0 and higher OR any equivalent PDF Converter and Adobe Acrobat Reader

Word Processor: Microsoft Word for Windows OR any similar word processing software may be used to draft the documents to be e-filed (to convert to PDF before

Accessing eLitigation (SingPass) eLitigation users must use their registered SingPass IDs to login and access the eLitigation system. After usage, users must log out of the system to avoid illegal use of account.

What is SingPass?

SingPass stands for Singapore Personal Access. It is a user-defined, common password used to transact with different government online services. It is an alphanumeric password composed of 8 to 24 characters. SingPass is now equipped with additional security features to accommodate new security threats.

Who are eligible to have a SingPass?

Singapore Citizens and Permanent Residents

Employment Pass and Personalised Employment Pass holders

EntrePass holders

S-Pass holders

Dependent Pass holders (of EP, PEP, EntrePass and S-Pass holders)

Selected Work Permit Holders

How do I apply for a SingPass ID?

SingPass ID application can be done by:

Using the Online Request Service found at the SingPass website www.singpass.gov.sg where, after application, the SingPass ID will be mailed to the user within four (4) working days of application.

Proceeding to the nearest SingPass counter (a list of locations can be found on the website).

How do I sign up for immediate SingPassreset?

In the event that the passwords are forgotten, users can reset the password anytime, anywhere. Immediate Reset is introduced to enable the user to obtain a new password online immediately instead of waiting for 4 working days. The user only needs to pre-register the local mobile phone number, and then select and answer two security questions on the SingPass website.

Go to www.singpass.gov.sg to apply for immediate reset.

Logging In and Logging Out

To get a SingPass ID, go to the Singapore Personal Access (SingPass) website at www.singpass.gov.sg and apply for a SingPass ID either online or through counter application.

To log in to eLitigation system: 1. Type www.elitigation.sg/index.aspx on the Internet browser to open the eLitigation

2. Click the Supreme Court tab. The eLitigation Supreme Court page will be displayed.

3. Click the Login button located at the top right hand side to be directed to the SingPass login page.

4. Enter the SingPass ID and SingPass for verification.

The user can log out of eLitigation any time by simply clicking the Logout button at the upper right corner of the page.

Side Bar (1) The side bar displays a list of all the process links that the user can access. For the Law Firm Administrator, the links are:

Using the side bar, the user can click on the sub-module titles and perform specific actions.

Court Replies and Notifications (2) The middle section is a major part of the Main Page as it serves as the user's mailbox. The section is divided into five tabs: Inbox, Outbox, Sent, Draft and Archive. The user can mark the listed items as read or unread by using the Mark as Read and Mark as Unread buttons. This section also allows the user to access cases that he/she has created.

Search(3) The search field in the eLitigation Main Page serves as a filter. The user can enter a specific word in the search criteria field and click Search to filter the Inbox, Sent, Draft or Archive messages accordingly. The user can enter the document name, case number, file name, Law Firm reference number, case title or party name to filter the search results.

Quick Access(4) The Quick Access button is a shortcut which, upon mouse-over, lists the different functions and processes that the user can perform.

Logout (5) The logout button serves as the exit button. When clicked, the user will be logged out of the eLitigation system.

User Access The Law Firm Administrator is required to set up user roles using the Administration module of eLitigation based on the Law Firm's requirements.

The eLitigation User Access Table below shows all the Law Firm user roles that the Administrator can assign to a user as well as the menu and functions that each user role can access.

The user roles that the Law Firm Administrator can assign to a user are:

Finance Administrator Manages the fees and tax invoice report of the cases they are involved in.

Law Firm Administrator Has access and can perform all of the functions as indicated on the eLitigation User Access Table.

Filing Clerk Has a centralised Inbox of all the cases and documents of the Law Firm.

Lawyer and Paralegal Has an Inbox that will only contain items from the cases they are involved in. Process Server / Mail Collection Process Server/Mail Collection user will not have access to eLitigation or any case or document of the Law Firm. The role of Process Server/Mail Collection user is created to allow a law firm to authorize the said user to be a process server and/or for collection of Court documents only.

CHAPTER 3 Administration

The Law Firm System Administrator assigned during the registration process is responsible for updating and maintaining the Law Firm account. The diagram below shows the different functions of the System Administrator.

Law Firm Administration Most of the initial details included in the Law Firm account are populated based on the details entered during the registration process or provided by the Law Firm to the Legal Services Regulatory Authority (“LSRA”). It is the Law Firm Administrator's task to manage the account details should there be any changes or additions to be made, particularly in the Address and Contact Person details.

Law Firm Details

1. Open the Law Firm Details page. (Administration >> Manage Law Firm)

Click Edit. An Edit link will be displayed next to the sections which may be edited by the Law Firm Administrator.

For new Law Firms: The details shown on the Law Firm Details Page are taken from the information provided by the Law Firm to the LSRA.

For existing Law Firms: The details shown on the Law Firm Details Page are taken from information provided to the LSRA as well as details previously provided in eLitigation.

The Law Firm Details Edit page will allow the Law Firm Administrator to make changes to the following sections:

The Law Firm Details section, which shows the UEN and Organization Name, and the Law Firm Address Registered with LSRA section cannot be edited.

2. For new Law Firms with a new eLitigation account, the address provided to the

LSRA will be shown for reference only in the Law Firm Address Registered with LSRA section. This same address will be made available under the Additional Law Firm Address section for filing and correspondence purposes.

Existing Law Firms

3. For existing Law Firms, the address provided to the LSRA will be shown for reference only in the Law Firm Address Registered with LSRA section.

4. If the existing Law Firm wishes to use the addressed provided to the LSRA for filing and correspondence purposes, the Law Firm Administrator is to click on the Copy/Duplicate link to copy the address provided to the LSRA to the Additional Law Firm Address section.

5. A pop-up message stating “Do you want to add this address to the additional law firm list for filing and correspondence purpose?” will be displayed.

6. Click Ok to confirm. The pop-up message window will close and Law Firm address registered with the LSRA will be added in the Additional Law Firm Address list.

Law Firm Address section. The Address Details Window will be displayed.

8. Enter the Contact Information and Address Information, and then click

Save to save the changes. The address and contact details will be displayed in the Additional Law Firm Address section as shown below.

9. If the Law Firm wishes to edit an address, click Edit next to the address to be edited. The Address Details Edit Window will be displayed.

10. Edit the Contact Information and Address Information and click Save to save the changes.

11. If the Law Firm wishes to delete an address, mark the checkbox next to the address to

be deleted and then click Delete in the Additional Law Firm Address section.

Account Details The Account Details section lists the details of the Law Firm Administrator.

Subscription Details The information that the Law Firm Administrator will enter in the Subscription Details section will determine the fees and charges the Law Firm will incur in subscribing to eLitigation.

12. Enter the following Subscription Details information:

Subscription Plan Select the subscription plan from the dropdown list.

Law Firm Size(Number of Solicitors in Firm) Enter the number of solicitors in the Law Firm.

Remarks Enter remarks about the subscription.

Justice Online Select Yes or No.

Refer to the Manage User – Update User Details section below to manage the users in the Account Details section.

Contact Person Details A Contact Person is added for the benefit of the Courts and CrimsonLogic to establish communication with the Law Firm.

13. In the Contact Person Details section, click Add to add a contact person. The Contact

Person Details Window will be displayed.

14. Select between Local Contact or Foreign Contact, and then enter the following

information about the contact person:

Telephone No. /Mobile No. /Fax No. Enter the telephone number, mobile number and fax number of the contact person.

Email Enter the email address of the contact person.

Salutation Select the salutation applicable to the contact person from the dropdown list.

Contact Type Select the contact type from the dropdown list.

Full Name Enter the full name of the contact person.

Alias Name Enter the alias of the contact person, if any.

Passport No. Enter the passport number or travel document number of the contact person.

Country

Fields marked with an asterisk (*) are mandatory fields.

Select the country of the contact person from the dropdown list.

Manage Users The Manage Users module allows the Law Firm Administrator to manage the users in the Law Firm.

The Law Firm Administrator can perform the following functions:

Search Users 1. Go to the Search Users page.

Status options can be:

Active – The user is actively registered in the system.

Inactive – The user has been de-registered.

After the de-registration process, the system will update the status of the de-registered user to an Inactive status.

To check for a list of de-registered users, the Law Firm Administrator can search for “Inactive” users in the Status field. The Status column on the Search Results list will indicate these users as Inactive.

De-registration of users cannot be back-dated and the system does not accept a de-registration date earlier than the current date.

After the re-registration process, the system will update the status of the de-registered user to an Active status.

To check if a user is re-registered, the Law Firm Administrator needs to perform a search for “Active” users. The Status column will indicate these users as Active.

View List of Assigned Cases This function allows the Law Firm Administrator to view the list of all cases assigned to a particular Lawyer.

To view the list of assigned cases:

Manage Teams By default, all authorised Lawyers, Paralegals and/or teams can access all the cases of the Law Firm unless there is a case access restriction. The Law Firm Administrator can restrict access of the case to a particular Lawyer, Paralegal and/or team.

The Lawyers, Paralegals and/or teams who have access to the case are the only ones who will receive the alerts and replies pertaining to the case. Similarly, the alerts and replies pertaining to the case will only be sent to the Inbox of the Lawyers, Paralegals and/or teams.

The Law Firm Administrator can restrict case access to individual Law Firm Users, but he/she can also create a team and manage the members of the team and use this team for case access restriction.

Team List Team List allows the Law Firm Administrator to search, create or delete teams and manage members of a team.

Team Name Enter the name of the team.

Creator Enter the name of the team creator.

Display By Select the filter to be used to display the teams from the dropdown list. Choices can be Team without Member or Team with Member.

No. of Members Enter the number of team members. This field will be displayed if Team with Member is selected in the previous field.

Team Member Enter the partial or full name of a team member.

Restrict Case Access When the Law Firm Administrator restricts the access of a case, the Lawyer, Paralegal and/or team will be the only ones who will have access to the case. The alerts and replies pertaining to the case will only be sent to the selected Lawyers, Paralegals and/or teams’ Inbox.

To restrict case access:

1. Go to the Cases List page. (Administration >> Manage Teams >> Case Access tab)

Authorisation of Users for Collection of Court Documents and/or Effecting Service of Process  

This feature allows the Law Firm Administrator to submit a request for authorisation of a Law Firm User to collect Court documents from and/or effect service of process of the Supreme Court, Family Justice Courts and State Courts. It also allows the Law Fairm Administrator to revoke, re-authorise or delete users that have been so authorised.

Request Authorisation of a New User 1. Login to eLitigation System. 2. Click on the “Authorised Users” link at the side menu.

3. Law Firm Name will be auto-populated based on the user id. 4. Select the user to be authorised from the User Name dropdown list

Please ensure the person to be authorised is an existing eLitigation Law Firm User.

5. The Identification No. of the user selected will be displayed. 6. Click on the radio button to select the options For Collection of Documents or Authorised

Process Server or both, as required. 7. Click on the Submit button to complete the submission of the request. 8. Once the request has been submitted, the details of the proposed Authorised User will appear

in the List of Authorised Users with status as Pending. Once the request is approved, the status will be updated to Active.

Under the List of Authorised Users, the List of Authorised Users ‘For Collection of Documents’ or ‘Authorised Process Servers’ can be viewed by clicking on the appropriate radio button. If a user is authorised for both functions, then he/she will appear under both views.

Law firms that are non-eLitigation subscribers may submit their request to authorise users for collection of Court documents and/or effect service of process, etc through the Lawnet-CrimsonLogic Service Bureau.

Revoke, Re-authorise OR Delete Users The Law Firm Administrator can Revoke, Re-authorise or Delete an Authorised User, when required. Please note that a revoked user may be Re-authorised but a deleted user will no longer remain on the List of Authorised Users. To revoke an Authorised User: 1. Click on “Revoke” against the name of the Authorised User in the List of Authorised Users. 2. The system will prompt a confirmation popup message “Are you sure you wish to revoke?” 3. Click on “Yes” to proceed with revocation of the Authorised User.

Law firms that are non-eLitigation subscribers may submit their request to revoke, re-authorise or delete a user to collect Court Documents and/or effect service of process, etc through the Lawnet-CrimsonLogic Service Bureau.

To re-authorise a user: 1. Click on “Authorise” function against the name of the Authorised User in the List of Authorised

Users. 2. The system will prompt a confirmation popup message “Are you sure you wish to re-authorise?” 3. Click on Yes to proceed with Re-authorisation of the user.

To Delete an Authorised User 1. Click on “Delete” against the name of the Authorised User in the List of Authorised Users. 2. The system will prompt a confirmation message “Are you sure you wish to delete?” 3. Click “Yes” to proceed to delete the user from the list of Authorised Users.

The Law Firm Administrator will receive a notification once any submitted request has been approved

  

 

Please ensure that users who are no longer authorised are revoked or deleted from the List of Authorised Users. Until the revocation or deletion is approved, the Authorised User will continue to be able to collect Court documents or effect service or process on behalf of the Law Firm. It is therefore imperative that Law Firms revoke or delete authorisation in a timely manner or bear responsibility of the consequences flowing therefrom.

CHAPTER 4 Notifications and Alerts

The Law Firm Administrator can configure and activate the types and modes of notifications and alerts in the eLitigation system for the Law Firm User to subscribe.

Types of Alerts Types of alerts used in notifying users are:

SMS

Email

Notification Configurations The Notification Configuration module is available only to Law Firm Administrators to enable them to activate the SMS and Email notifications and alerts in the eLitigation system for ALL Law Firm Users. These settings will be automatically populated to the Notification Preference settings of each user in the Law Firm.

As these settings will apply to all Law Firm Users, it is recommended that the Law Firm Administrator confirm with the users before activating them in the Notification Configurations module. If the Law Firm Administrator cannot confirm the users’ preference, he/she may choose not to make any settings in the Notification Configurations module. In which case, no Email and SMS notification and alerts will be activated for the Law Firm Users.

Nevertheless, the user can activate their preferred notifications and alerts in the Notification Preference module at any time. This will override any Notification Configuration settings that the Law Firm Administrator has made.

The Law Firm Administrator has to enter the email address and mobile phone number of the user in the user profile (found within the Administration module) before the user can select the type of alerts to receive.

The selection for SMS and/or Email can be made when registering a new user for eLitigation.

To configure notifications and alerts:

1. Go to the Notifications Configurations Page. (Main Menu >> Notifications and Alerts >> Notification Configurations)

There are instances where an Alert Window will be displayed before the Notification Preference Page.

In this case, the Law Firm User must update his/her mobile number and/or email address with the Law Firm Administrator before proceeding. The Law Firm Administrator will go to the Administration >> Manage Users module first and enter the user’s mobile number and/or email address.

CHAPTER 5 Reports

The Law Firm Administrator can generate ad hoc financial fees reports, received replies or correspondence reports, submission sent reports or tax invoice reports in the eLitigation system. The administrator can specify the criteria or scope of these reports like date range, data required or type of transactions.

The resulting reports may be viewed, saved or printed. Batch reports (with a pre-determined scope) are automatically generated and stored at pre-determined regular intervals. These may be recalled and viewed or printed at any time.

Fees Reports

To generate fees reports:

1. Open the Report Selection page. (Main Menu >> Report)

Submission Sent Report This report lists the documents submitted by the Law Firm.

To generate submission sent reports:

1. Open the Reports Selection page. (Main Menu >> Report)

2. Click Submission Sent Report.

3. Enter information in the following fields:

Case No Enter the case number of the file.

File Reference No Enter the file reference number of the case.

Date of Filing Enter the period in which the case is filed by clicking the calendar icon to select the “from” date and the “to” date.

Sort Order Select the sort order from the dropdown list.

4. Click Generate Report. The report information of the indicated case will be displayed.

Generated Submission Sent Report

Tax Invoice Report This report is about the Law Firm's tax invoices. A notification will be sent to inform the Law Firm Administrator that a new Tax Invoice is available.

To generate tax invoice reports:

1. Open the Reports Selection page. (Main Menu >> Report)

2. Click Tax Invoice Report. The Tax Invoice Report list will be displayed.

3. Click the Download link to download the tax invoice report.

Export Data The Export Data feature allows the Law Firm Administrator to export the report, except tax invoices, to multiple output formats, such as Excel, PDF and Word.

To export data:

1. Click Generate Report for the respective report you wish to export. The list of reports will be displayed.

2. Click Select a format and then select the output format from the dropdown list.

3. Click the Export link. The generated report will be exported to the selected output format.

CHAPTER 6 LPMS Interface (File Download)

LPMS Interface allows the Law Firm Administrator to download the case information, hearing information and billing information in XML format.

To download a file:

1. Go to the Case File Download page. (Administration >> LPMS Interface >> File Download)

2. Search for the case by entering the Case No and/or Law Firm Ref No. Alternatively, a

Date Range of when the case is filed may also be selected.

3. Click any of the following options:

Download All Click to download a list of all the case files that match the entered search criteria.

Download Case Info Click to download the case information of the case files that match the entered search criteria.

Download Hearing Info Click to download the hearing information of the case files that match the entered search criteria.

Download Bill Info Click to download the bill information of the case files that match the entered search criteria.

4. Click Reset to reset the information entered on the search criteria fields, or Cancel to

cancel the search process.

A File Download window will be displayed.

5. Click Open to open the XML file or Save to save the file.
