The Ministry of Road Transport and Highways (MoRTH) said it has ad- vised the enforcement authorities that the validi- ty of fitness, permit (all types), licence, registra- tion or any other con- cerned document(s) may be treated to be valid till September 30, 2021. Gold plunges Rs 861; silver tanks Rs 1,709 NEW DELHI: Gold in the national capital on Thurs- day plunged Rs 861 to Rs 46,863 per 10 grams reflecting muted global trends, according to HDFC Securities. In the previous trade, the precious metal had closed at Rs 47,724 per 10 grams. Silver also declined Rs 1,709 to Rs 68,798 per kg, from Rs 70,507 per kg in the previous trade. In the international mar- ket, gold was trading lower at USD 1,810 per ounce and silver was flat at USD 26.89 per ounce. AGENCY NEW DELHI, JUNE 17 The Centre on Thursday told the Supreme Court that the CBSE will be adopting a 30:30:40 for- mula for evaluation of marks of class 12 students based on results of class 10, 11 and 12 respective- ly. A bench of Justices AM Khanwilkar and Dinesh Mahesh- wari was told by Attorney Gener- al K K Venugopal that CBSE stu- dents who are not satisfied with the evaluation formula will be given an opportunity to take up Class 12 examination when the pandemic situation becomes con- ducive. The top court told Venugopal to come up with modalities for dispute resolution mechanism in the CBSE scheme itself, so that grievances of students can be tak- en care of. Venugopal assured the bench that a committee will be consti- tuted for redressal of students' concern, if any. It said that some outer time- line for declaration of results and proposed class 12 examination should also be specified. The top court said that it is also rejected arguments of some of the petitioners that there shall be roll back of the decision to cancel Board exams. The bench was hearing pleas seeking directions to cancel the class 12 exams of the Central Board of Secondary Education (CBSE) and Council for the Indi- an School Certificate Examina- tion (CISCE) amid the pandemic situation. RAJENDRA KHATRY CHANDIGARH, JUNE 17 The state government is following the path of Antyodaya and extend- ing the benefits of various welfare schemes to the last person standing in the queue. Moving ahead in this direction, the State Government has started an ambitious Scheme, ‘Mukhyamantri Antyodaya Pari- var Utthan Yojana’, under which efforts will be made to identify 1 lakh poor families of the state and connect them with the mainstream, said Haryana Chief Minister Manohar Lal today. Addressing a press conference organised to commemorate the completion of 600 days of the State Government here today in the presence of Deputy Chief Min- ister Dushyant Chautala, Home and Health Minister, Anil Vij, Ed- ucation Minister, Kanwar Pal, Transport Minister and others, the CM also released a booklet 'In- credible Haryana' depicting the achievements of 600 days of the tenure of the State Government in its second term. The Chief Minister said that the State Government has also started a unique scheme called Parivar Pehchan Patra, through which poor families of the state will be identified and every effort will be made to ensure family in- come for them. For this, the State Government will lay emphasis on skill development of the members of such families, and will also work towards providing employ- ment opportunities to the unem- ployed members. He said that in view of the lim- ited source of water in today's time, steps should be taken for wa- ter conservation. In this direction, the State Government has started Mera Pani Meri Virasat Yojana, under which farmers have been called upon to cultivate alternative crops in place of paddy and last year paddy was not sown on 94,000 acres of land. This year a target of 2 lakh acres has been set. AGENCY KATHMANDU, JUNE 17 As many as 20 people in- cluding three Indians have gone missing as floods triggered by heavy rains struck Sindhupalchok dis- trict in central Nepal, a government official con- firmed. The District Adminis- tration Officer (DAO) of Sindhupalchok, Arun Pokhrel, confirmed that three Indian and an equal number of Chinese nation- als have gone missing since Tuesday evening af- ter flash floods hit the dis- trict. The recent incident in the Sindhupalchok district, which touches Tibet on the Northern side is suspected to be triggered by a glacial outburst that has dumped a large mass of mud, stones and residues in the Melam- chi Corridor. Nearly 200 families re- siding along the Melamchi River Corridor has been displaced from their homes and have been tak- ing shelter in a local school since Tuesday evening. "We have recorded a total of six foreign nation- als missing since Tuesday, there are a total of 20 peo- ple missing in the flash flood. The missing for- eigners include 3 Indians and 3 Chinese nationals. They were working on a development project here," Arun Pokhrel, Chief District Of- ficer of Sindhupalchok District told a news agency over the phone. AGENCY NEW DELHI, JUNE 17 The Supreme Court on Thursday refused to put a stay on its earlier order di- recting the Haryana govern- ment and authorities to de- molish around 10,000 resi- dential houses constructed il- legally at Khori village in Haryana's Faridabad, Aravali forest area. A Bench of the Apex Court, headed by Justice A M Khanwilkar, and also com- prising Justice Dinesh Ma- heshwari refused to stay the demolition of the 10,000 ille- gally constructed houses. The Supreme Court today refused to take into account a fresh plea seeking a stay on its earlier order. However, the Apex Court said that those entitled to re- habilitation, as per the Haryana government's 2003 scheme, would get the benefit of the same. The Supreme Court bench, while refusing to stay the eviction of the ille- gal constructions, had earlier on June 7 observed, "Land grabbers can't take refuge of rule of law." The Apex Court was hearing the fresh plea to- day seeking a stay on its ear- lier order of June 7 that paved the way for the demolition of around 10,000 houses that had been constructed illegal- ly. The Writ Petition was filed on June 7, before the Apex Court under Article 32 of the Indian Constitution challeng- ing the Haryana Shehri Vikas Pradhikaran Rehabilitation Policy. The writ petition filed before the Supreme Court had claimed that the Municipal Corporation of Faridabad, had allegedly demolished around 1,700 slums without following due procedure and law. AGENCY NEW DELHI, JUNE 17 Russian COVID-19 vaccine Sputnik V vaccine will be available in nine more cities across India, including Ben- galuru, Mumbai, Chennai, Visakhapatnam, Baddi, Kol- hapur and Miryalaguda, in- formed the official twitter handle of Sputnik V. "The Sputnik V vaccine will be available in 9 more cities across India, including Bengaluru, Mumbai, Chen- nai, Visakhapatnam, Baddi, Kolhapur and Miryalaguda," Sputnik V tweeted. The Russian vaccine's lo- cal distribution partner Dr Reddy's had also issued a statement on Wednesday say- ing that the project launch of Russian Covid vaccine Sput- nik V has now been extended to nine other cities. Initially, it was launched only in Hy- derabad. In its statement, the phar- maceutical company had said the pilot launch is in its final leg and necessary arrange- ments are being made to en- sure the availability of both doses. Hyderabad-based Dr Reddy's Laboratories has partnered with the Russian Direct Investment Fund (RDIF) for the rollout of the two-dose vaccine in India. The first phase of the Sputnik V rollout by Apollo Hospitals and Dr Reddy's Laboratories had started on a pilot basis on May 17 in Hyderabad and on May 18 in Visakhapatnam. Besides Apollo Hospitals, the vaccine is also available in Hyderabad at Continental Hospitals. The price per dose of Sputnik V at private hospi- tals as per the pricing sched- ule issued by the central gov- ernment has been capped at Rs 1,145. RDIF, earlier on June 10, announced that the efficacy of the Sputnik V vaccine during a vaccination campaign by Bahrain's Min- istry of Health was estimated to be at 94.3 per cent. BUREAU SHIMLA, JUNE 17 A spokesperson of the Health department informed that 21,88,947 persons have been administered first dose of Covid-19 vaccination in the State out of which 4,38,750 have also been given second dose of the vaccine till today. He further added that 85,650 health care workers and 1,78,047 frontline work- ers have received their first dose in the State. After the launch of vaccination drive for 18 to 44 years age group in the State 2,03,487 persons have been vaccinated within one month and this number would further rise in the coming days. He said that from the commencement of the vacci- nation drive in the country 9,84,687, persons of 45 plus age group and 7,37,076 of 60 plus age group have received their 1st dose of vaccination in the State. He said that district Hamirpur has vaccinated the highest percentage of its pop- ulation with first dose of the vaccine (49.5%) followed by Kinnaur and Bilaspur, in which 46% and 45.6% of the projected population of 18 plus has been inoculated with the first dose of the Covid-19 vaccine. The spokesperson said that in order to mitigate the effect of the anticipated third wave of Covid-19 viral pandemic, it is very essential that people are vaccinated against the virus. He said that the vaccinations are being pro- vided to different age groups on the basis of prioritization strategy. He appealed to all that the persons, whose 2nd dose is due after 84 days, should get themselves vacci- nated at the earliest. AGENCY SRINAGAR, JUN 17 Bollywood actor Akshay Kumar on Thursday visited Tulail valley near the Line of Control (LoC) in north Kashmir district of Bandipora and met security forces guarding the bor- ders. Official sources said that Mr Ku- mar arrived at Neeru village in Tulail valley in Gurez, which is surrounded from Pakistan-occupied-Kashmir (PoK) from three sides, at around 1200 hrs on Thursday in a helicopter. “Mr Kumar met security force per- sonnel guarding the forward posts, in- cluding from Army and BSF, at Neeru village,” they said. For Class 10 and 12, marks in the best of three from five papers in term exams will be considered. Examination Controller of CBSE Sanyam Bhardwaj said, "Our efforts are that Class 10 CBSE results will be declared by July 20 and Class 12 re- sults will be declared by the July 31, so that students who want to go for study in a foreign country do not suffer." Explaining the evaluation criteria submitted in Supreme Court, the Examination "There are odd circumstances in front of us and examinations are not being held and without that we have to declare the result. Then the students should be properly evaluated. The situation is known, that's why we have formed a committee. We have developed a cri- terion so that when the results come out it reflects similar result as students have obtained had there been examinations." Bollywood actor Akshay Kumar onThursday visited Tulail valley nearthe Line of Control (LoC) in northKashmir district of Bandipora andmet security forces guarding the bor-ders.

Official sources said that Mr Ku-mar arrived at Neeru village in Tulailvalley in Gurez, which is surroundedfrom Pakistan-occupied-Kashmir(PoK) from three sides, at around1200 hrs on Thursday in a helicopter.

“Mr Kumar met security force per-sonnel guarding the forward posts, in-cluding from Army and BSF, at Neeruvillage,” they said.

Confirming the arrival of the Bol-lywood actor in the valley, a BSF of-ficial said that Mr Kumar has onceagain come to meet the brave heartsguarding the borders as the country isentering into the 75th year of Inde-pendence. “Mr Kumar on Thursdaywent to one of the forward locationsof BSF,” he said.

Minimum wage of workers hikedPARDEEP MEHTAPANIPAT,: The Labour Department has taken a decision by increasing the minimumwages of the workers. Giving information, a spokesman of the Labour Department saidthat the minimum wage of a labourer has been fixed at Rs 9704, while the minimumwage for semi-skilled A category and B category will be Rs 10,189 and Rs 10,698 re-spectively. Skilled A and B will now get Rs 11231 and 11795 salaries. The salary of ahighly skilled worker has been fixed at Rs 12,385. The minimum wage of a worker belowmatriculation would be Rs.10,189 and for a matriculation pass the minimum wage wouldbe Rs.10,698 and that of a worker above graduation would be Rs.11,233. Giving infor-mation, he said that the wage of the steno typist will be Rs. 10,188 and for shorthand Rs11,233 and Rs 11795 for senior shorthand worker.

Haryana Revenue and DisasterManagement Department has dele-gated the powers of Collector to allDistrict Municipal Commissionersin the State within their respectivejurisdictions under various sectionsof the Punjab Land Revenue Act,1887, to recover the taxes, fees andcharges payable to the municipalbodies as arrears of land revenueunder the Haryana Municipal Act,1973.

A notification to this effect wasissued here by the Financial Com-missioner Revenue and AdditionalChief Secretary, Revenue and Dis-aster Management, Mr. SanjeevKaushal.

The Department has also con-ferred the powers of Assistant Col-lector 1st Grade on all District Mu-nicipal Commissioners. The powersof Assistant Collector 2nd Grade

have been given to all ExecutiveOfficers of Municipal Councils.

All the Commissioners of Mu-nicipal Corporations have also beengiven the power of Collector with-in their jurisdictions to recover thetaxes, fees and charges payable tothe municipal bodies under the

Haryana Municipal CorporationAct, 1994.

The Revenue and Disaster Man-agement Department has also con-ferred the power of Assistant Col-lector 1st grade on all the Addition-al Commissioners, and Additionaland Joint Municipal Commission-ers of the Municipal Corporations.Similarly, the powers of AssistantCollector Grade 2nd have beenconferred on all the Deputy Munic-ipal Commissioners, Executive Of-ficers and Zonal Taxation Officersof the Municipal Corporations intheir respective jurisdictions to re-cover the taxes, fees and chargespayable to municipal bodies as ar-rears of land revenue, the notifica-tion added.

Talking about the recentlyconcluded assembly elections in

The CEC urged the poll boundstates including Punjab to learnfrom the experiences of stateswhere elections were held recently.In this context, ECI shall hold twoday conference with CEOs of fivestates where elections are due earlypart of next year. These statesinclude Punjab, Uttar Pradesh,Uttrakhand, Goa and Manipur.Before the two day conferencewith the poll bound states, the ECIshall also facilitate a virtualconference with five poll gonestates. The Chief ElectionCommissioner stressed upon theissue of pendency related to the

grievance redressal system andinstructed the CEOs to ensure thatall the complaints should beredressed within 30 days. CEOswere also instructed to takeappropriate steps for making voterexperience extremely friendly andensure IT integration andpopularization of mobile apps inthis regard.

The Chief ElectionCommissioner also insisted theCEOs to maintain the momentumeven in the non-election period.CEOs were asked to makeconcerted efforts in ensuring 100%error-free electoral roll and makeentire electoral process hassle-free.

Election Commissioner ShriRajiv Kumar underlined theStandard Operating Procedures(SOPs) and prescribed guidelinesin terms of movement and storageof EVMs. The key points such as

separate arrangement of storage forstate commissions andinvolvement of political parties inthe First level Checking (FLC)were stressed upon. Shri RajivKumar further elucidated thatphysical verification of EVMwarehouses shall begin from July1st by the Deputy Commissioners–cum – District Election Officers.

Chief Minister Jai Ram Thakursaid here today that the StateGovernment was committed forwelfare and empowerment ofwomen and has launched severalschemes to ensure their socioeconomic upliftment. He said thatthe State Government hasenhanced the post birth grantbeing provided to two children ofthe families living below povertyline from Rs. 12000 to Rs. 21,000in shape of fixed deposit at thetime of birth by rationalizing andunifying both post birth grantscheme as well as scholarshipschemes. Jai Ram Thakur saidthat the State Government hasalso launched 'Shagun' Schemefor providing financial assistanceof Rs. 31000 to the girlsbelonging to all the BPL familiesat the time of their marriages. Hesaid that the State Governmentwas also providing social securitypension to all the eligiblevulnerable sections of the society.

He said that presently 5.77 lakhpeople were being providedsocial security pension byspending an amount of Rs. 875crore. He said that as many as

40,000 additional beneficiarieswould be covered under thesocial security pension scheme.Chief Minister said that the StateGovernment was providing social

security pension of Rs. 1500 permonth to eligible senior citizensabove the age of 70 years. He saidthat from this year theGovernment has decided toexpand social security net foreligible elderly women in the agegroup of 65 to 69 yearsirrespective of income criteriaunder the Swaran Jayanti NariSambal Yojna. He said that socialsecurity pension of Rs. 1000 permonth would be provided toabout 60,000 eligible women. Hesaid that a total 6.60 lakh peoplewere being covered underdifferent social security pensionschemes on which Rs. 1050 crorewere being spent annually. JaiRam Thakur said that 'GrihiniSuvidha Yojna' has proved a boonto the home makers by freeingthem from disease and pollution.He said that under this scheme asmany as 2.92 lakh families havebeen provided free gasconnections. A five-member team of NationalGreen Tribunal led by Justice JasbirSingh, retired Judge of Punjab-Haryana High Court todayinvestigated illegal mining in Basalarea as well as other places. Theteam inspected mining in the SwanRiver in Lower Basal as well as acrusher in Upper Basal. During this,officers of various departmentsincluding Deputy CommissionerUna Raghav Sharma, SP Arjit SenThakur, ADC Dr. Amit KumarSharma, Mining Officer Neerajkantwere with him. After takinginformation about the mining inSwan river, the chairman of thepanel Justice Jasbir Singh directedthe mining department to submit areport on illegal mining in Basalarea within 10 days. Justice JasbirSingh said that a detailed reportshould also be sent after conductinga survey of illegal mining in theentire district without license. The

NGT panel will also make somerecommendations to check illegalmining. Geo-fencing of the landleased for mining, installation ofGPS equipment on vehicles usedfor transportation of sand andgravel and setting up of a controlroom will also be considered. Thecontrol room will take immediateaction on complaints related toillegal mining. The NGT panel alsosaid that the lease period should bereduced from 5 years to 2 years andafter the period of two years, it mayalso recommend not to lease that

area for the next one year. Apartfrom this, if the current term of thelease remains only 5 years, then thatarea will not be given on lease forthe next 2 years. For mining in thelease area as per rules, it may alsobe recommended to make a puccamark on the surface of the Swanriver, so that it can be ascertainedhow much sand came into theravine and how much was removed.After this, after inspecting a crusherin Upper Basal, NGT panelchairman Justice Jasbir Singh saidthat there should be a record of thelaborers working on each crusher. Itshould be recorded in the registerthat how many laborers work, howmuch wages were paid to them. Atthe same time, crusher ownersshould also ensure to work toprevent air pollution, so that there isno damage to cultivable land in theneighborhood and farmers do notface inconvenience. Centre to provide over 56 lakhCovid-19 vaccine doses to states

AGENCYNEW DELHI, JUNE 17

The central government willprovide more than 56 lakhvaccine doses to States andUnion Territories in the nextthree days, informed the HealthMinistry on Thursday.

"More than 56,70,350vaccine doses are in the pipelineand will be received by the statesand UTs within the next 3 days,"the Ministry of Health andFamily Welfare (MoHFW) said.

According to MoHFW, asmany as 2,18,28,483 COVID-19vaccine doses are still availablewith the states and UTs to beadministered.

"More than 27.28 crores(27,28,31,900) vaccine doseshave been provided to states andUTs so far, through Governmentof India (free of cost channel)and through direct stateprocurement category," theministry said in an officialstatement.

"Of this, the totalconsumption, including wastagesis 25,10,03,417 doses (as perdata available at 8 am today)," itsaid. "More than 2.18 crore(2,18,28,483) COVID vaccinedoses are still available with the

States and UTs to beadministered," it added.

The Union Health Ministryfurther informed that26,55,19,251 vaccine doses havebeen administered so far underthe nationwide vaccination drive.

India started the world'slargest vaccination drive onJanuary 16 this year in a phasedmanner with healthcare workers(HCWs) getting inoculated first.The vaccination of frontlineworkers (FLWs) started onFebruary 2. The next phase ofCovid-19 vaccinationcommenced from March 1 forthose over 60 years of age andfor people aged 45 and abovewith specified co-morbidconditions. India launchedvaccination for all people agedmore than 45 from April 1. Phase

3 of the vaccination drive wasstarted on May 1 for the

beneficiaries belonging to theage group 18-44.

26 new cases push tallyof Andamans to 7,306

PORT BLAIR: The COVID-19 caseload in Andaman andNicobar Islands rose to 7,306as 26 more people testedpositive for the disease in theUnion Territory, a healthdepartment official said onThursday. All the newpatients were detected duringcontact tracing, he said. Onemore fatality due to theinfection in the last 24 hourspushed the death toll to 127,the official said. At least 30more people were cured ofthe disease during the period,taking the total number ofrecoveries in the archipelagoto 7,079. The Union Territorynow has 100 active cases.South Andaman is the worst-affected district as it currentlyhas 97 active cases. In viewof detection of severalCOVID-19 cases in LittleAndaman, several areas are

brought under containmentzones, the official said. "Onlyessential activities will beallowed in the containmentzones. Strict monitoringexercise will be in place toensure that there is nomovement of people in or outof these zones except formedical emergencies andsupplying of essential items,"he said. The localadministration has been strictto contain the spread of thedisease and has adopted anapproach of tracking, testingand treating, the official said,adding that people arrivinghere from the mainland aremandatorily required toundergo COVID test.

Altogether, 1,34,722people have been inoculatedwith 17,491 of them havingreceived both doses of thevaccine.

White House: Markets showinglittle worry about inflation

The White House be-lieves it has an ally inthe bond markets to

make the case that inflationisn't an economic threat.

Republican lawmakershave interpreted the jumpin consumer and producerprices as a sign that infla-tion is spiking at levels thatwill hurt growth, sayingthat President Joe Biden'sUSD1.9 trillion coron-avirus relief package over-cooked the economy.

But the financial mar-kets appear to be backingBiden's case that any priceincreases are the fleetingresult of the United Statesrestarting after the lock-downs caused by the coron-avirus pandemic. TheWhite House points tocharts that dig into two keymarket-based measures ofinflation and see no causefor alarm in the medium tolong term. The charts lookat the interest rate on thefive-year U.S. Treasurynote and a measure of ex-pected inflation known as5y5y, which looks forwardfive years to investors' five-year inflation expectations.

As of Monday, the5y5y was trading at 2.28percent, an indication that an-nual inflation will be closeto the Federal Reserve's2per cent target.

The findings of the study werepublished in the journal 'Gero-science'.

High running capacity is asso-ciated with health and longevity.However, whether high geneticrunning capacity promotes moreefficient metabolism with aging isnot known.

This study conducted in col-laboration between the universitiesof Shanghai Jiao Tong University(China) and Jyvaskyla (Finland)investigated the effects of geneticrunning capacity and aging on tis-

sue metabolism. The study re-vealed that adipose tissue mayhave a key role in healthy aging.

Running capacity, expressedas aerobic capacity, refers to an in-dividual's capacity to utilize oxy-gen and is known to decrease withage, thereby affecting the wholebody's metabolism and health.

"We currently lack the infor-mation whether high genetic aero-bic capacity promotes healthiermetabolism in different tissues aswe age," explained Academy ofFinland postdoctoral researcherSira Karvinen from the Faculty ofSport and Health Sciences, Uni-versity of Jyvaskyla, Finland.

To study the question, animalmodels of high-capacity runners(HCR) and low-capacity runners

(LCR) were utilized. These rodentlines differ in their aerobic capaci-ty genetically. Samples of serum,muscle and adipose tissue wereharvested from young and aged an-imals to explore the tissue metabo-lites. "According to our results,high genetic running capacity wasassociated with more efficientamino acid metabolism in skeletalmuscle. Inefficient amino acid me-tabolism is linked to increased ad-iposity and risk of metabolic dis-eases," said Karvinen.

High genetic running capacityand aging interactively affectedlipid metabolism in muscle andadipose tissue, possibly contribut-ing to healthier metabolism withaging. The results suggest that adi-pose tissue may have a more sig-

nificant role in promoting healthyaging than previously thought. Ac-cording to the current literature,around 50 per cent of an individ-ual's aerobic capacity is genetical-ly inherited and the other 50 percent can be gained via physical ac-tivity.

"Regular exercise promoteshealth whether you have genetical-ly high or low aerobic capacity.Hence, it is highly recommendedto promote one's metabolism withexercise especially at older age,when aerobic capacity as well asother health parameters decline,"said the principal investigator, Pro-fessor Heikki Kainulainen fromthe Faculty of Sport and HealthSciences, University of Jyvaskyla,Finland.

He order of the Delhi high court granting bail tothree research students incarcerated for their al-leged role in the Delhi riots of 2020 comes as a

ray of hope for those who have been anguished by thegovernment’s propensity to use legal means againstpolitical opponents and the judiciary’s proclivity toshut its eyes to executive excesses. The students, twofrom Jawaharlal Nehru University and one from JamiaMilia Islamia University, were charged under the Un-lawful Activities (Prevention) Act, (UAPA), 1967. Thecourt has made significant observations on two impor-tant points that needed judicial clarification. One, theline that demarcates legitimate protests and terroristactivities and two, the police’s unmindful applicationof laws such as UAPA on people and the lower judi-ciary’s failure to apply their judicial mind to it. On thefirst, the court was categorical in assailing the state forblurring the line between the constitutionally guaran-teed right to protest and terrorist activity in an attemptto suppress dissent. Such a mindset gaining tractionwould harm democracy, the court has observed. On thesecond, the court reminds the police that it was not thelegislative intent of the UAPA that offences of the usu-al and ordinary kind, however grave, egregious orheinous in their nature and extent, to be covered by thatlaw. Referring to the constitutional scheme of thingsand the separation of powers under the Union, Stateand Concurrent Lists, the court pointed out that suchlaws are enacted for the defence of India, trashing thepolice act of booking students for shouting slogans. Ithas also found that the chargesheet reveals nothing toprove that the students were engaged in “terrorist ac-tivities” the definition of which was, according to thecourt, “vague”. The court enjoined upon the courts toapply its mind when such laws are invoked on unsus-pecting people instead of giving its assent to what theexecutive prescribes. Governments may be uncom-fortable with citizens asking questions, but that’s theway democracy functions. It defies the basic principlesof the rule of law if the executive thinks that theprocess of law can be the punishment a citizen wouldface for defiance. There are far too many such people,including the 84-year-old priest Fr Stan Swamy, nowlanguishing in jail under the very same law. Entries inthe statute book cannot be allowed to be tools in thehands of a repressive government that has no com-punction towards invoking the most stringent of lawsagainst political opponents at the drop of a hat andmuzzle dissent.

resolution has been passed for re-functioning of the above-mentioned societies and nosanction has been granted by thehigher authorities. Continuing its drive against the illicit liquormenace in the district, police headed by SSPHarkamal Preet Singh Khakh on Thursdayunearthed an illegal liquor manufacturingunit operating in a house of Boot village andseized a heavy quantity of Lahan (the rawmaterial used for making the liquor) alongwith 14 boxes of whiskey smuggled fromArunachal Pradesh, 15 bottles of liquor anda swift (PB09-AA-8651). The police havealso arrested Sukhdev Singh alias Kala sonof Swaran Singh resident of Boot whosehouse was searched by special CIA teams inearly morning raids and detected this illegalmini distillery. Disclosing furtherinformation, Senior Superintendent ofPolice (SSP) Harkamalpreet Singh Khakhsaid that CIA teams received a tip-off aboutSukhdev Singh was running an illicit liquor

business and an illegal brewery isoperational in his house at village Boot. Hesaid responding swiftly to the information,CIA Sleuths under the supervision of SPinvestigation and DSP investigation reachedthe spot to arrest the accused. During thesearch, CIA teams apprehended the accusedand seized 1750 kg of lahan, 15 bottles ofillicit liquor and 14 boxes of smuggledgolden whiskey, and a swift (PB09-AA-8651), added SSP.

A.VenuPrasad disclosed that more than15000 workers of PSPCL have so faraddressed more than 1.8 lacs powercomplaints affecting more than 50lacs consumers across Punjab, mainlyfrom Patiala, Kapurthala, Faridkot,Bathinda, Gurdaspur, Khanna, Ropar,Mohali, Sangrur, Barnala, duedestruction caused by heavy storms inthe last two weeks. He said that thestorms resulted in breakdown ofaround 900 of 11 kV & 66 kV feedersdamaging around 20 Nos. 66 kVTowers, more than 13000 Poles,around 2500 Transformers and morethan 100 Km of conductor, besidesother associated equipment &accessories. CMD said that with the

continuous 24x7 monitoring,systematic patrolling of feeders andclearing of lines, PSPCL has beenable to restore power supply ofmajority of the affected area within 72hours. He said that PSPCLconsumers, especially in rural areas,also came forward to help PSPCL inall possible ways. A. Venu Prasad,lauded the efforts of PSPCL officerswho had sensibly outlined theirpriorities for restoring power with thehighest priority given to the criticalinfrastructure, such as hospitals,medical facilities and oxygenmanufacturing units.
