Atlantic District of The Wesleyan Church Standing RulesA. Principles

1. The ministers and laypersons of the Atlantic District are and shall continue to be committed to holy living and heart purity. Only those actions and attitudes that speak the mind of Christ should be evidenced among us.

2. The ministers and lay persons of the Atlantic District are and shall continue to be committed to a spirit of unity and brotherhood that, in the spirit of Christ, transcends the consideration of personal bias based on history, geography, or tradition.

3. The ministers and lay persons of the Atlantic District are and shall continue to be committed to Kingdom building through evangelism and discipleship. Our program and budgets shall reflect our high priority to winning the lost and discipling new converts.

B. District Conference Matters

For a more complete overview of the duties and powers of the district conference, please see paragraphs 1075-1180 in the 2012 Discipline of The Wesleyan Church.

1. The Atlantic District fiscal year shall be from May 1 to April 30.

2. Local churches are encouraged to give reasonable financial assistance to their delegates and pastor when representing them at annual conference sessions.

3. District Board of Administration Members-at-Large Election The District Board of Administration shall consist of twelve members, namely, the District Superintendent, the Assistant District Superintendent, the District Secretary, the District Treasurer and eight (8) members-at-large. In electing members-at-large, while being free to vote for any nominee, the conference delegates shall be requested to consider election so as to provide for provincial/state representation and lay/clergy parity according to the following formula which reflects our relative strength within each geographic entity.

4. District Board of Administration Staggered Terms and for Members-at-Large All members-at-large shall be elected for 3-year terms. Members may succeed themselves at the conclusion of a 3-year term if nominated and elected. Should a vacancy occur during any 3-year term, such vacancy shall be filled by the DBA in accordance with existing Discipline provisions.

5. Camp Board The Camp Board shall consist of membership both full and honourary as appointed by the DBA upon the recommendation of the District Superintendent who shall serve as Chair or appoint another to do so. The DBA shall determine the structure and scope of authority of this advisory board.

6. Officer and Department Head Elections The District Conference shall elect only those officers and boards as required by the Discipline or the District with the District Board of Administration authorized to fill all other positions. (The District Conference will elect the District Superintendent, District Secretary, District Treasurer, District Board of Administration Members-at-Large, and General Conference delegates.)

7. Year End Fund Transfers The strength and interdependence of our various district ministries are both recognized and celebrated. At the conclusion of each fiscal year, funds will be transferred upon the recommendation of the District Superintendent and ratified by the DBA, that will maximize our Kingdom impact, contribute to ministry stability and consider our historic camping ministries and the twin priorities of church planting and church health

C. District Ministerial Matters

1. All ministers of the Atlantic District are expected to attend the

District Conference, the Ordination Service, and the annual Ministerial Convention. Satisfactory reason for any absence shall be provided to the District Superintendent.

2. All ministers are expected to support the district camping program and to share in the work of the camp(s) as assigned.

3. Each pastor when leaving a church, will provide for the incoming pastor a data base/information packet containing information as full and complete as possible on the pastoral charge.

D. Local Church and Pastoral Matters

For a more complete overview of pastoral responsibilities and local board of administration duties, please see paragraphs 750-782 in the 2012 Discipline of The Wesleyan Church.

1. Pastoral recall votes shall be routinely conducted during the first two weeks of March. The meeting for an initial pastoral call will routinely be conducted anytime after the middle of March. Any pastor wishing to announce a resignation prior to March 1 may do so only after receiving the approval of the District Superintendent.

2. The tenure of an outgoing pastor shall end on the second Sunday in July and the pastoral change shall routinely take place on the following Monday.

3. Churches calling a new pastor shall pay moving expenses and related costs such as immigration expenses and travel.

4. Each pastor shall be entitled to a minimum vacation per year with pay in accordance with years of service in the ministry according to the following formula: 1 - 5 years service – 14 days not to exceed 2 Sundays 6 - 10 years service – 21 days not to exceed 3 Sundays 11+ years of service – 28 days not to exceed 4 Sundays Any year of service for which a pastor is entitled to vacation is calculated from the anniversary date of the first Sunday of employment. Vacation time is fully earned upon completion of each year of service. If a pastor leaves a church prior to the anniversary date, vacation will be given on a pro-rata basis. When a pastor leaves a church at the customary time of pastoral change, the

g. If the learning experience component is an informal one to be pursued in a retreat setting, the Atlantic District will make accommodations at Beulah Camp available at no cost to the pastor during the sabbatical leave, subject to prior bookings. In the summer months, this could include the Evangelists Cottage, and year round in the Hotel or Heritage Hall.

h. The LBA of any church having long-term staff pastors are encouraged to consider a sabbatical leave for such staff pastors in harmony with the general provisions of this resolution

church he/she has been serving is responsible for vacation time for that conference year. No church should at any time be expected to provide vacation time in the same year for both an outgoing and incoming pastor.

5. Up to ten days including one Sunday per year are available to staff, solo and lead pastors for conference attendance, professional development, and shared ministry experience. Staff pastors must have the approval of their lead pastor and solo and lead pastors must confer with their LBA. These are to be considered minimums and may be increased by local leadership as deemed appropriate

6. Pastors should inform the vice-chair of the local board of administration of any plans to be absent from the pastoral charge for more than three consecutive days.

7. Sabbatical Leave:a. A sabbatical leave, with pay, of up to 30 consecutive days

not to include more than four Sundays, and in addition to regular vacation is available to any solo or senior pastor after completing seven years of ministry or any multiple thereof in the current place of appointment.

b. The specific timing of the sabbatical leave must be mutually agreed upon between the pastor and the LBA in consultation with the District Superintendent.

c. The church is responsible for any cost incurred in filling the pulpit during the sabbatical leave.

d. The pastor is responsible to spend a significant portion of the sabbatical leave involved in a learning experience either formal or informal. The details of the learning experience component of the sabbatical leave are to be provided by the pastor to the LBA and District Superintendent when the dates of the sabbatical leave are being set.

e. The pastor is responsible to file a report of the learning experience component of the sabbatical leave with the LBA and District Superintendent upon completion of said leave.

f. If the learning experience component is in a formal setting, the LBA is requested to give consideration to assisting the pastor in the cost of attending such.

Prayer:Rev. Nick Wilson, Pastor of Beals Island Wesleyan Church (State of Maine), opened the 128th Atlantic District Conference with prayer.

Welcome:District Superintendent, Dr. HC Wilson, extended a warm welcome to all delegates attending the 128th Atlantic District Conference.

Call to Order:The Chair, Dr. HC Wilson, called the 128th Atlantic District Conference to order, offering a brief historical snapshot concerning salvations, baptisms and significant blessings in the life of the Atlantic District over the past 100 years.

Roll Call:Roll call for the Conference was taken by pre-registration. One hundred and forty-three Ministerial Delegates registered along with one hundred and nine Lay Delegates, for a total of two hundred and fifty-two Conference Delegates.

The overview provided Conference Delegates with a helpful review of the District’s financial position concerning the 2015-16 Fiscal Year.

The appointment of Dr. Wilson as National Superintendent was announced immediately after the passing of Memorial 450.

Mr. Cawthra gave a brief overview on new and exciting initiatives the Gideons Ministry of Canada are involved in and how the Ministry is focusing on both the local and global community. The Gideons Ministry of Canada has a high priority to partner with any and all willing local churches. Global Partners:Dr. Wilson invited Rev. Dennis Jackson to the podium. Rev. Jackson briefly explained the mission work of The Wesleyan Church and how Global Partners is thriving and advancing the Kingdom of God around the world. A hearty thank you was offered to Conference Delegates on the continuing financial and prayer support given to GP.

Educational Institution Focus:Dr. Michael Jordan, Dean of the Chapel at Houghton College, Houghton, NY, brought greetings on behalf of President Mullen and the College. Dr. Jordan thanked delegates for supporting higher education and Houghton College. Dr. Steve Lennox, President of Kingswood University, extended greetings to Conference Delegates through a pre-recorded video, offering a brief overview on the importance of Kingswood University. Immediately following the video Rev. Brittany Trafton, Director of Enrolment, brought personal greetings to the Conference on behalf of Kingswood University. Kingswood University is a great place to train and mature workers for the Harvest. Rev. Trafton offered a heartfelt thanks to the Conference Delegates for supporting Kingswood financially and through prayer. Special Recognition to Years of Service:Dr. Wilson presented several Ministers with a 50 Year Service Medallion from The Wesleyan Church. Greetings to the 128th annual conference of our district. I am very pleased that you are a part of the significant proceedings of this day.

This has been what I am calling the “un” year. The year saw events and happenings on our district that were: unforeseen, understated, unexcelled, unreal, unexpected, unheard of, unwilling to accept, unsurpassed, unparalleled, unusual, unbelievable, unanticipated, unpleasant, unprecedented, unselfish - but before we go there, please consider:

For a total of 15 years it has been my responsible privilege to report to this district conference as your DS. What an honour this has been and I am pleased to bring you this report this year. Thanks in advance for your undivided attention as I undertake the sharing of this report. This has been an unusual year in many ways and I will seek to unpack highlights in the next several minutes.

Our tribal ranks were thinned this year and the population of heaven increased by the promotion to glory of three who held credentials with us - Rev. Hazen Ricker and Rev. Ron Morehouse, both of whom served so long and so well and were faithful servants of the God Most High. At the opposite end of the life cycle, we were shocked by the sudden death of Matthew Pass, a Ministerial Student of our district who passed away while working an internship as a Kingswood student. We were also deeply saddened by the untimely death of Lindsay Ingersoll, beloved daughter of Rev. Don and Janet Ingersoll.

We extend once again our sincere sympathy to these families in their time of loss. Please join me now in a moment of silence as we remember these who have gone on and to show our support and love to the loved ones who mourn.

Fifty years ago this month, the Alliance of the Reformed Baptist Church - now this District Conference - voted by a margin of 128-25 to merge with the Wesleyan Methodist Church of America. By this action, our future was positively altered forever and joining a larger more international group was, in my estimation, the most significant decision made by the Reformed Baptist’s in their history, other than the action that gave the movement its birth in 1888. Hats off to H R Ingersoll who, as Alliance Superintendent, led us through this epic decision that brought to us unseen and unanticipated positive consequences and unlocked sweeping opportunities of ministry.

We celebrate the appointment and/or deployment of new Global Partners missionaries this past year with Robin and Beth Churchill going to Haiti, Luke and Megan Adams to Czech Republic, Zach and Laura to the Nune people, and Peter and Kathy Hayes to Cambodia.

When these new folk are added to our existing GP missionary group, I believe it leaves the Atlantic District with the most missionaries appointed by Global Partners from any district in the North American church. Put another way, if every district in North America sent missionaries at the rate that God is blessing through our district - one missionary appointed for every 383 people in average attendance - GP would have circa 600 long-term missionaries under appointment. Unexcelled.

Our two Bangor churches voted 100% to merge and form The River Church - A Wesleyan Fellowship and the three churches on Grand Manan voted by 94%+ to merge and form The Lighthouse - A Wesleyan Fellowship. Unbelievable.

The Yarmouth church voted to call A J Plaizier as their new Lead Pastor by a vote of 251 - 0 and on an extended call right out of the starting gate. Unparalleled.

Kings Church baptized 123 converts during the year - a new single church record for a single year in our history. Unsurpassed.

Our ordination class of this year of 11 candidates, which includes two married couples, is believed to be the largest in our district history. Unusual.

Carl and Evelyn Brewer moved to Shelburne, reopened the church, remodelled, repaired and redecorated the church and moved in to actually live in the facility. The parsonage was redecorated and rented to assist in operational costs. All of this without receiving any salary and they saw the average attendance go from 0 to 34 while paying off thousands of dollars of church debt. Unprecedented.

I was invited to preach the installation sermon as Connie Stewart was officially inducted as pastor of the Truro Heights Baptist Church. A Wesleyan preaching at a Baptist installation service. Unheard of.

The Maple Ridge Church has cared for Pastor Nick Graham and his family through nearly three years of ill health that included two liver transplants in ways that are nothing short of incredible. With full salary and benefit payment, parsonage provision and total support, the Ridge has set a new standard that we all deeply respect. Unswerving care.

Thrive - a program to enhance the ministry skills and effectiveness of those who are soon to be or were recently ordained was launched during the year. Great group involved in the initial training sessions with very effective teaching and the high value of coaching highlighted. Hats off to Peter for leading this charge to see the District Board of Ministerial Development actually involved in the development of ministers. Unwilling to merely hope for continued development.

Our church plant in the St. John’s area - Prodigal Church - is receiving $8,000 plus coaching as gifts from C2C, the church planting thrust of the Mennonite Brethren Church. Unselfish.

Churches including Woods Harbour, Fredericton Journey, Digby, Kings Church and perhaps others have opened their arms and their resources to welcome Syrian refugees this year. Unto the least of these.

The district was able to discontinue the long-standing subsidy to Beulah and in addition the camp provided financial support to both church planting and church health initiatives this year - first time ever. Amazing. Unreal.

Ten churches have now experienced a Maximizing Impact weekend with five more scheduled for this new year. Unleashing potential.

The keys to the discontinued church at Lower Sackville were handed to Kings Church in support of their MOVE initiative which includes a vision for multiple church plants in major population centres across Atlantic Canada including the Halifax area. Unprecedented journey into uncharted waters.

The faithful and long term service of Charles and Ruby Bain made the provision of the Lower Sackville property to Kings Church possible. Without their sacrificial service, this could not have happened. One plants, another waters and God gives the increase. Unselfish service.

On Easter weekend, our attendance of 17,000+ saw 3 churches over 1,000, 8 churches over 500 and 21 churches over 200 - all new records. Unexcelled.

For the church year under review, the number of people saved was up; the number baptized was up; total income was up; Global Partners support was up; the number of satellite campuses was up; the number of missionaries appointed was up; USF dollars received was up and average attendance was up. Unending praise for Kingdom progress.

We have five churches now served by ordained couples either as co-pastors

or in a staff relationship - Brewers at Shelburne Hope; Purdys at Miramichi; Eisans at Ingomar Faith; Gilberts at Hammonds Plains Cornerstone, and Guptills at Dartmouth Hillside. Uncommon but a positive shared ministry model.

Woodstock had the highest attendance - 425 - in the 33 years Pastor Dale MacDonald has served there. On a Sunday this spring, they rented three individual theatres and showed the full length movie Risen to the adults and the Jesus Film for Kids to the kids. High impact. Unfettered from tradition.

In our DBMD interviews, we encountered one staff pastor who is reading the entire New Testament every month during 2016. Unwilling to be Biblically illiterate.

We engaged IDE, a Moncton based development and engineering firm to assist us in the preparation of a first-ever Master Plan for the future development and use maximization of Beulah Camp and Conference Centre, especially in light of the amazing gift of the Heartland properties from Mrs. Jean Irving. Unwilling to squander stewardship of this great kingdom asset.

On Saturday of this week, on Catons Island we will dedicate the new washroom/shower/laundry facility along with its largest-on-the-island meeting space. A true game changer in our facility development on Catons. There have been very generous donations to help make this possible and Dean Stephenson deserves great credit for sticking with the dream for this facility until it became a reality. Kudos also to Peter for his high energy involvement when wearing his Executive Director of Camping hat. Unswerving determination.

Average attendance barriers broken last year - Digby and Kentville New Hope broke the 200 average barrier, Fredericton Corbett broke the 300 average barrier and Kings Church broke the 1,200 average barrier. The top five churches in raw number attendance growth were - Kentville New Hope - 25; Fredericton Corbett - 30; Shelburne Hope - 34; Presque Isle - 70; Kings Church - 202. Onward and upward.

The top five churches in percentage attendance growth were - Havelock NB - 15%; Kings Church - 20%; Port Maitland - 43%; Head of Millstream - 45%; Shelburne - un…unable to calculate.

Our delegates to the recent General Conference were among the youngest in terms of average age and more gender diverse than ever. Since I was not

there as a district delegate but rather in my capacity as a member of the General Board, my age was not included in the district delegate total - which, I must say, really helped to lower the number. Unashamed of my white hair.

The support of my wife for more than 50 years of marriage is a blessing beyond measure. The privilege of working with all of you is just that, a privilege. The timely counsel of our DBA; the seemingly endless capacity for quality work and positive attitude exhibited by Karrilee in our office, and the powerful and positive synergy of working with Peter make the job both an honour and a responsible privilege. The sense of the Master’s direction and anointing make possible what otherwise would be foolhardy. Unwarranted blessings.

And now we face forward. This is a day of the uncomfortable, the unavoidable and the unprecedented. The issues surrounding human sexuality; the matter of physician assisted termination of life; the role of the church in responding to the refugee crises in the world; the scourge of human trafficking; the growing number of “nones”; the declining cultural influence of many churches, combine to place both societal and governmental pressure on the church - pressures that are uncomfortable, unavoidable and unprecedented.

But these realities cannot remain unanswered or be answered in ways that reflect unkind and unChristlike attitudes, actions, pronouncements and preaching. We must be uncompromising on Biblical truth and unapologetic without being unnecessarily harsh, judgemental or offensive.

And now we face forward. This is a day of ministry potential where the unparalleled, the untapped and the unimagined knock on the door of our vision. While our commitment to the core message of the gospel is unswerving, uncompromising, unrelenting and unbending, the incredible opportunities and variety of conduits for ministry in our time and place are unparalleled, untapped and to an earlier generation would have truly been unimagined.

But these opportunities must always be Biblically anchored and centered on the message and person of the Master. He may use us - I pray it will be so - to unlock a sweeping movement of His Spirit in our land - a movement that is unimagined, even by the most dedicated and visionary among us.

And now we face forward. The recent General Conference approved a change in status for The Wesleyan Church of Canada by elevating us to

an Established National Conference. What does this mean? It means that we remain a part of the world wide fellowship of Wesleyans but with an increased responsibility to make a difference in our national culture. It heightens our responsibility to be salt and light in our own Jerusalem. More about all of this following a combined meeting of the two Canadian DBA’s in November. Uncharted waters.

And now we face forward. I was first elected as your DS twenty years ago in 1996. After serving you for 11 years, I accepted the position as General Director of Global Partners where I served for 5 years and “retired” in 2012, returning home with ongoing involvement on a part-time basis with The Wesleyan Church of Canada.

In 2013, after David LeRoy was diagnosed with multiple myeloma, I was asked by the DBA and General Superintendent to serve in an interim role as DS and then in 2014 was elected by you to a four-year term. That term expires in two years from now in 2018. However, today I am providing notice that I will be stepping down from the DS position one year from now in 2017. To serve you in this capacity has been a marvellous opportunity. I will have much more to say about that next year, God permitting.

Please be in prayer as the DBA and the General Superintendent work together to present a candidate to you next year for consideration as your next DS. Unknown only to us.

John Wesley once preached, ““Every one, though born of God in an instant, yet undoubtedly grows by slow degrees.” I am thankful for both of these Kingdom truths in my life and in the eternal impact this is bringing through our churches. This has been both a year of celebrated transformation and a year of intentional, incremental steps forward in advancing the Church. The following highlights in my leadership portfolio give expression to this healthy reality in our district.

Church Planting

In November, the district hosted a Church Planter Assessment week which was led by Jesse Pratt of CMAD in coordination with the Central Canada District. Four couples were assessed and our district team now includes three of our own pastors trained as assessors. This collaborative event gave our Canadian districts a taste of a greater degree of cross pollination in the pending birth of the Established National Conference of The Wesleyan Church of Canada. Upon This Rock continues to move forward as the district partners with Solid Rock Wesleyan (St. John’s) under the leadership of Stuart Marples. This year saw the recruitment and relocation of Ryan & Gabrielle Tarrow as the first Satellite Pastor in the UTR initiative. Weekly team meetings for Prodigal Church began in January with the first preview service in March. As each preview service provides a stronger base for this growing congregation, weekly services are expected to launch publicly in the early fall. The response of churches on the floor of District Conference 2015 was a celebration of ownership that a ratio of one evangelical church for every 6,800 residents of the Avalon Peninsula is simply not enough. The UTR vision includes the launch of two more satellites in the next four years.

Multiply Atlantic has not yet occurred at the time of writing for this report, but has been an encouraging intersection of Atlantic denominations in our shared mission to see more churches reproduced and planted. There are currently about 60 registrants who will be spending three days at Kingswood University on June 21-23 in one of two course tracks through the Dynamic Church Planter Institute in Church Planting Essentials or Churches Planting Churches. This includes representation from Wesleyans, Nazarenes, Pentecostal Assemblies of Canada, Convention of Atlantic Baptists, Canadian National Baptist Convention, Mennonite Brethren, Church of God in Christ, and several nondenominational churches. to work with Chad MacDonald (C2C Regional Director) as he leads our executive planning team for this first-of-its-kind event.

Beulah Camp

Jim Collins would be proud of our camping bus. We have the right people in the right seats. Our team of full-time and part-time employees is operating at a very high level under the capable leadership of our Caretaker, Bruce Cheney, and our Conference Coordinator, Ron Bunn. Their incredible work ethic and constant desire to tweak and improve the operations of Beulah Camp is both noteworthy and admirable. The Beulah Session of the Camp Board meets quarterly and we are making measurable progress in our work with the Moncton-based engineering firm, IDE, contracted to provide oversight and expertise in the creation of a Master Site Plan for the long-term development of Beulah Camp. We continue to see increases in our off-season rental usage and in the interest and participation of our annual camp.

Caton’s Island

Last summer the district camps held on Caton’s Island yielded 175 commitments to Christ. As Dean Stephenson completed his 20th year as Director of the island, we experienced our best financial year on record. The team of approximately 40 volunteer and paid staff who serve under his leadership are the happy beneficiaries of a leader who highly values the growth and development of his team. Caton’s Island is known as a place where you will not only grow spiritually as a camper but you will grow in your leadership as a member of staff. The Caton’s Island Session of the Camp Board meets semi-annually and has identified the core components of a 2025 vision for the expansion of capacity and impact. The cornerstone facility required for this expansion will be dedicated on Saturday, July 9th as the new washroom building is completed in June. This building triples the available washrooms, showers and laundry facilities and provides a new second floor indoor meeting space that is the largest of its kind on the island. This makes the capacity required for the numerical growth of the 2025 vision possible. The quality skills of a team of people who have worked together to see this project through will be evident to all who carefully inspect this building. It will stand the test of time as it raises a new standard of workmanship for future development.

“Other duties as assigned”

All good baritone leaders are ready to step up to the plate as needed to reduce the load of responsibility borne by those we serve to free them up for leadership at a higher level. After five years together at GP as Director

of Operations and now two years here as his Assistant DS, Dr. HC & I enjoy a rhythm that allows him the freedom to punt small or significant items my way on a regular basis. Our DS is a master of empowering delegation – always available for feedback and support, but never micromanages. This kind of trust-based environment is heaven on earth for a baritone leader. This aspect of serving with our DS has included items such as chairing Local Church Conferences, meeting with Local Boards of Administration, serving on the Maximizing Impact Team for six weekends, serving as MI Coach for three churches (Fort Fairfield – Community, Halifax – Metro, & Houlton), and providing direction for pastoral transitions as assigned.

Edgett Memorial Boardroom

It was a learning curve this year to oversee the completion of the new Edgett Memorial Boardroom at the District Office. This executive modern space is designed to invite collaborative and creative leadership opportunities for the various district boards and affinity groups. It was a much bigger job than anticipated but resulted in a rewarding outcome that will serve our district leadership for years to come.

THRIVE DBMD Workshops

For many years there have been ongoing conversations in our DBMD about how we can provide a developmental investment for the new ministers in our tribe. It seems a common experience that once a minister is ordained, they are left on their own to contextualize ministerial training in the early years of service. THRIVE is an intentional attempt to address this gap in our ministerial development. This year the DBA approved a four-year pilot of the THRIVE DBMD Workshops which launched this year. Eleven coaches were trained over two days under the leadership of Chris Williams (College Wesleyan Church) who spearheaded the creation of the Wesleyan Coach Network. They were joined by 21 licensed or recently ordained ministers from our district to take part in the first of four 24-hour THRIVE DBMD Workshops. This workshop was skillfully led by Dr. Dan Poff (Terry T. Munday Endowed Chair of Life Calling @ IWU) and provided a deep dive into the understanding of vocational calling and how spiritual gifts and leadership style are embraced in ministry through one’s unique personality traits. The Grip-Birkman Inventory provided a personalized 75 page report for each participant and was the basis for the majority of the workshop material. Each participant is now being coached for six one-hour sessions over the coming months as they seek to understand and apply insights gleaned during the first THRIVE Workshop. Jay Guptill is serving as the THRIVE Coach Coordinator. Approximately 50% of the cost of this pilot is subsidized by the Division of Education & Clergy Development and the Atlantic District. Each

year new licensed ministers will join this cohort of learners as they enter a four-year rotation to begin prior to ordination with completion 2-3 years after. A great step forward for our Atlantic Tribe which may in time become a template used by other districts as we grow stronger together.

Discipleship Ideation Resource

Another significant out-of-pattern area of growth this year was the comprehensive process of the Discipleship Ideation exercise for all of our churches in the creation of a Local Church Engagement Directory. It has been encouraging to hear from so many of our pastors about the benefits this assignment has had for their local context. We look forward to the shared learning that comes from leaning into the tribe as we rise to the challenges of making disciples in an ever-changing context of ministry.

It is a joy to serve at the pleasure of our District Superintendent. Dr. HC is an amazing steward of his high-octane gift-mix, capacity & experience. Frankly, it’s a good day when I can keep up with his dust cloud. Every day provides opportunity to watch and learn from a man who remains at the top of his game and continues to influence not only the development of our district, but our denomination as well. I am honoured to resource his leadership as we meet each week to prayerfully address the pressing matters at hand and seek the Spirit’s wisdom in the important, non-urgent items for consideration.

On an average week Karrilee Bremner does the work of two and half people. Her administrative contribution to district operations is an unequaled gift from the Lord which benefits all our churches. Her positive and enthusiastic spirit of Christ-like service is both uplifting and contagious.

As our district tribe pursues greater faithfulness and fruitfulness by His Spirit in our churches, let us lean into this challenge of C.S. Lewis, “The perfect church… would be one we were almost unaware of. Our attention would have been on God.”

Children’s Ministry Leaders gathered during Beulah Camp 2015 for an afternoon of connecting, sharing resource ideas, and encouraging one another from 2-3:30 with Victor Somers from Awana Atlantic. Free resources were shared and taken home for leaders in the local churches.

Online ministry resources and ideas are shared on the Atlantic District Children’s Ministry Facebook page. Churches are encouraged to make contact and partner with other Wesleyan Churches to share ideas and resources.

On-site ministry training opportunities were provided through several Children’s Ministry Huddles in October (Moncton Wesleyan) and June (New Hope Wesleyan). Thank you Liz Hoyt and Lauren Millington for hosting and for your excellent leadership!

Thank you for the privilege of being able to serve again this year as your District Director of Global Partners.

This year I have continued to maintain the GP Atlantic Website as a central point for accessing information about our various Atlantic District Missionaries.

I have been in communication with a majority of the mission personnel from the Atlantic District as well as those serving with World Hope Canada. My desire is to be able to serve as their liaison as needed on the district.

In September I was able to attend the Amplify conference in Grand Rapids Michigan, it was a great opportunity to connect with staff from Global Partners as well as some of our personnel from the field.

We were disappointed when the trip for training Pastors in Ghana and Burkina Faso had to be cancelled because of logistical issues on the field. Had the trip gone ahead, our schedule had us teaching in Ouagadougou on the day of the ISIS bombing. A reminder again that short term trips can have perils, even in relatively stable countries.

I am always encouraged by the number of local churches around our district who send teams to countries around the world. This represents literally hundreds of volunteers raising their own funds and often giving up vacation time to serve people they have never met before and will probably never meet again, all to impact the Kingdom.

District Director of Global PartnersJOY - Just Older Youth! Within every Wesleyan Church on the Atlantic District there is a gold mine of gifts, talents, experience, wisdom and service in the persons of our seniors (55 & Up). I count it a blessing and privilege to be one of this select group and to give leadership to our Annual JOY Ministry Weekend at Beulah Camp.

On August 14-16, 2015, 108 of our JOY Ministry Participants registered at Beulah Camp for a fun filled weekend. The weather was perfect again this year, the food was plentiful & delicious, the music was ‘right on pitch’ & inspiring and the preaching Spirit-touched.

Shared/alternate preaching took place with Revs. Jay & Sharon Guptill, who also led us in worship and provided the special music too. What a unique and pleasant experience to have this talented couple lead us throughout the weekend. The WORD was shared very powerfully and the music was heartwarming indeed.

Pastor Kathy Shanks, Journey Wesleyan, Fredericton, NB with the help of Dave & Cathy Calhoun entertained us Friday evening with a truly authentic The Price Is Right Show!!

Saturday afternoon was free time with supper at 4:30 and a full evening to go – Worship Service, God Is Not Dead, newly released Christian Movie and then off to the dining hall for a ‘Make Your Own Sundaes.’

I extend a sincere thanks to my willing volunteers who helped with registration, and power point & sound & several other behind the scene areas (Jim & Anne MacNeill). Special thanks to our treasurer, Mr. Lawrence Farrell, layman at Woodstock Wesleyan Church and Ron & Gloria Bunn who cared for the housing matters.

Riverside camping season was a very satisfying experience for those of us who have followed Riverside throughout the years. Beginning with Elementary Camp and running through Sr High and Jr High camps there was a great sense of anticipation and excitement. Services were bathed in the presence of the Spirit and there were numerous decisions for Christ and others who stepped deeper into their faith walk. There were also several who responded to a call to fulltime service, including 2 counsellors, one of whom spent the year at Kingswood. As usual, much of the impact of Riverside comes in the fellowship and activities that occur on the grounds, and this was a banner year for that. Much thanks to our camp directors; Debbie Rooney (Elementary), Dave Sylvain (Jr High) and Dave Rowe (Sr High), who all have a passion for Christian camping and for Riverside.

I also want to mention the large group of volunteers who helped with camp cleanup, the counsellors who went way beyond expectations and those that lent their music skills to our evening adult camp. Rev. Dave Zigler did an outstanding job with unique, thought provoking messages throughout the 5 nights of adult camp. Let me also say that the camp cooks (all returning this summer) produced some of the greatest feasts for our campers, with all kinds of special treats such as chocolate-dipped, frozen bananas, homemade pizza, fresh baked cinnamon rolls and homemade ice cream.

Riverside Report

It has been my privilege to serve with our Assistant DS Peter Moore this year in my role as District Director of Evangelism and Church Growth. I have consulted with Peter on several aspects of our district church planting strategy in general. as well as specific projects and initiatives, including the Upon This Rock initiative in Newfoundland.

The highlight of the year for me was our first on-district church planter assessment centre offered in partnership with our friends from the Central Canada District and Jesse Pratt from Headquarters. This initiative was an important and successful step forward in our efforts to implement the best church planting practices that will increase our effectiveness in this import work.

Financially this has been a banner year for the camp as well. Many have stepped forward to make sacrificial commitments and we finished the year with $35,000+ in our accounts. Total donations were close to $42,000, certainly a record year for those who can remember back over Riverside history. Plans are underway for several changes which will have been completed by the time you receive this. We have added a GAGA pit (come find out for yourself) and are now adding a “low level” ropes course for activities. Sr High camp will have two college teams from Houghton and Kingswood and Jr High will have Kingswood. Elementary camp has secured two commercial-size inflatables, a bounce house and a giant slide. There is much anticipation as we expect God to move in us in a special way at Riverside 2016. There is room for you if you love a great time and long to know Jesus better.

Finally, a major concern for some time has been the deteriorating condition of the hotel foundation, a major project that had long needed attention. Thanks to the generosity of a local businessman and a number of volunteers, we were able to repair the wall and secure the future of the hotel for many years going forward. As well, extensive repair of our entrance road, flag poles reset and other parts of the grounds were attended to. With this unexpected windfall we had sufficient funds to put a metal roof on both the hotel and boys dorm and make several other improvements. There were many positive comments from both adults and campers at the new improvements. This year we are redoing the foundation on our kitchen area and giving the tabernacle a whole facelift. We rejoice in the place God has given us to minister here, it is a faithful saying to state that each year His Spirit rests mightily on Riverside.

Atlantic District FY16 Year-EndFiscal OverviewThe overview that follows provides a snapshot of our district financial position at the end of FY16. The detailed line by line reports have been reviewed and approved by the DBA. Our fiscal statements are reviewed each year by Stevenson and Associates whose offices are in Riverview, NB.

We first introduced this summary overview style of reporting three years ago and it met with very positive response. Detailed copies of the financial statements will be made freely available to any delegate who desires a copy. However, since many have found the multi-page listing of detailed data to be too much information, unhelpful, or a bit overwhelming, we are once again utilizing a modified approach this year.

The full multi-page report will appear in the District Journal.

A Handful of Highlights

1. USF collection reached a new all-time high of $1,071,000.2. The payment rate for USF also reached an all-time high of 96.4%.3. The combined income for Beulah and Catons reached another high

of just under $1,200,000. Offerings at Beulah topped $58,000 and donations to Catons designated for completion of the washroom facility exceeded $109,000.

4. The operating fund which includes USF, missions giving, church planting donations, insurance premiums and other revenue streams is at record levels and brushed $2,100,000 for the first time.

5. Total flow of funds through the district office through the year for all purposes exceeded $3,500,000.

This was a very encouraging year fiscally. This was the first year that the operating fund carried for the entire year the weight of our new structure with both a DS and ADS. At year-end, we were able to see $40,000 transferred to church planting reserve, $20,000 to church health reserve, $20,000 to Canadian Conference reserve and $10,000 to auto purchase reserve.

During the year, we supported Kingswood University at $12,500, Catons Island and Riverside Camp at circa $17,000. For the first time, Beulah Camp did not receive any direct subsidy from the district, and in fact Beulah contributed financially to both church planting and church health. Beulah directly feeding Great Commission fulfillment - what an exciting new model.

Total Operating Fund cash reserves at year-end were slightly in excess of $451,000. Of this amount, $100,000 represents restricted funds realized from the sale of property that can only be expended for real estate acquisition. An additional contingency/emergency reserve of $100,000 is also part of the above total.

Evangelism and Church Planting

Of the income received for the year, more than $42,000 represented designated donations and the remainder was transferred from reserves. These dollars funded our first multi-day Church Planter Assessment held here at Beulah; contributed significantly to Bangor Pathway; shared costs for Upon This Rock and contributed to Maximizing Impact. Total cash reserves for church planting/church health at year-end were just over $164,000.

This year was the second year of intentional cash burn as we invested significantly in church planting and church health initiatives.

Beulah Camp

We experienced a very positive fiscal year at Beulah with lot holders responsibly caring for their lot fees. Offerings increased by some $4,000 over the previous year and topped $58,000. Total cash reserves at year-end were just over $144,000 including $48,000 of restricted funds required by governmental regulations for a wastewater system maintenance reserve and a wharf maintenance grant.

Catons camper registration fees hit a new high of more than $192,000. Total cash reserves at year-end were $64,300. Essentially all reserves are committed to the construction costs of the new building on the Island, which is nearing completion and will be dedicated later this week. Over $109,000 in designated donations was received for the washroom project.

Wesleyan Place

A very significant renovation and expansion to our office suite was completed this year without incurring any debt. This project has greatly increased the functionality of our space and provided us with an excellent board and small conference facility. This was possible, in part, by a generous naming gift in memory of Dean Edgett, made by his family. All of our remaining units are presently rented - to a barber, a hair dresser and a Christian counsellor. Total cash reserves at the end of the year were some $18,000.

Revolving Fund

The Revolving Fund has year-end assets of slightly in excess of $25,000 of which $18,000 is out on loan. These funds were utilized for ongoing costs at Shelburne Hope and are being reduced at present.
