THE STATE OF NEW HAMPSHIRE

TO THE INHABITANTS OF THE TOWN OF PEM-BROKE IN THE COUNTY OF MERRIMACK IN SAID STATE, QUALIFIED TO VOTE IN TOWN AFFAIRS:

You are hereby notified to meet at the Elementary School Auditorium in said Pembroke on Tuesday the 12th day of March next, at nine o'clock in the forenoon, to act upon the following subjects.

1 To choose al necessary Town Officers for the year ensuing.

2. To see if the Town will authorize the Selectmen to borrow money in anticipation of Taxes.

3. To see if the Town will vote to charge twenty (.20) cents on and after December 1,1968 on all unpaid poll taxes.

4. To see if the Town will voteloauthorize its Select-men to sell any real estate which the Town may have acquired by deed as a result of non-payment of taxes, and to authorize the Selectmen to give a deed in the name of the Town to the purchaser of such land.

5. To see if the Town will vote to raise and appropri-ate the sum of One Mil l ion One Hundred Eighty Thou-sand Dollars (51,180,000.00) for the purpose of financ-ing and constructing a municipal sewage disposal sys-tem, including sewerage, interceptors, pumping stations, treatment works and such other related facilities, in-clusive of land acquisition, easement and rights of way as are required, such sum to be raised by the issuance of not exceeding One Mil l ion One Hundred Eighty Thousand Dollars (SI, 180,000.00) in Serial Bonds or Notes under an«i in compliance with the provisions of

the Municipal Finance Act (RSA 33) and to authorize the Selectmen to issue and negotiate such bonds or notes and to determine the rate of interest thereon, and to take such other actions as may be necessary to effect the issuance, negotiation, sale and delivery of such bonds or notes as shall be in the best interests of the Town of Pembroke, and pass any vote relating thereto. (This Article is approved by the Budget Com-mittee.)

6. To see if the Town will vote to authorize the Selectmen to apply, negotiate and do all other things necessary to obtain such Federal, State or other assis-tance as may be available in the construction of a sewage disposal system and pass any vote relating thereto.

7 To see if the Town will vote to adopt the provi-sions of Chapter 252 of the Revised Statutes annotated relative to the construction and operation of sewers and sewage treatment facilities in the Town of Pembroke.

8. To see if the Town will vote to raise and appropri-ate the sum of Two Thousand Dollars (52,000.00) for the purpose of making needed repairs to Burrough Road. (This Article is approved by the Budget Committee.)

9 To see if the Town will vote to employ the serv-ices of the Visiting Nurse Association of Concord on a part time basis; and to raise and appropriate the sum of Three Thousand Nine Hundred Fifty Dollars (53,950.00) for this purpose. (This Article is approved by the Budget Committee.)

10. To see if the Town will vote to establish a Con-servation Fund for the Town for the purpose of initiat-ing the program outlined in the report of the Pembroke

Conservation Commission; and to raise and appropriate the sum of Two Thousand Dollars (52,000.00) for this purpose. (This Article is approved by the Budget Com-mittee.)

11 (By Petition) To see if the Town will vote to raise and appropriate the sum of Five Hundred Dollars (5500.00) to help support the operation of the Emergen-cy Ambulance by the Veteran's of Foreign Wars, Post No. 2860, Pembroke, New Hampshire. (This Article is approved by the Budget Committee.)

12. (By Petition) To see if the Town will vote to initiate a sidewalk program for Buck Street between Glass Street and Dearborn Road; that said sidewalk be constructed at any point where deemed most critical by the Planning Board; and that the amount of Five Hundred Dollars (5500.00) be raised and appropriated for this purpose. (This Article is approved by the Budget Committee.)

13. (By Petition) To see if the Town will vote to have the Selectmen establish a "Packer Fund" and all money collected from any rental of the Town Packer to Aliens-town, in excess of expenses for such use, shall be deposited in the Packer Fund, to be accumulated for the eventual replacement of the Town Packer

14. (By Petition) To see if the Town of Pembrokewill approve the widening and resurfacing of Hilltop Avenue a distance of approximately 150 feet and resurfacing Sky-View Terrace a distance of 200 feet.

15. To raise such sums of money as may be neces-sary to defray Town charges for the ensuing year and make appropriations of the same.

16. To see if the Town will vote to have a Committee appointed to investigate the feasibility of bringing the Pembroke Town History up to date, and if such a project is found to be feasible, to determine the best method of accomplishing the project and the approximate cost thereof; and to report their findings and recommenda-tions at the next Town Meeting.

17 To transact any other business that may legally come before said meeting.

The polls will be open until seven o'clock in the afternoon.

Article 2 To raise such sums of money as may be necessary to defray Town charges for the ensuing year and make appropriations of the same. It was moved by Charles Whittemore and seconded by Oscar E. Fontaine to accept Article 2. It was moved by Edgar Bellerose and seconded by Redmond Carroll that Article 2 be postponed until all other articles had been dis-cussed. It was agreed by Mr Whittemore to have his motion acted on at a later time and the motion to post-

pone was carried. It was moved by Theodore Natti and seconded by Edgar Bellerose that the appropria-tion for Town Construction be increased to *5900. The additional amount to be used for grading and applying road mix to the Country Club Road so called. It was moved by Constance Kersting and seconded by Theo-dore Natti that the road be called the Whittemore Road. The amendment to the amendment was carried. The motion on the floor made by Charles Whittemore, seconded by Oscar E. Fontaine that Article 2 as a-mended be accepted was voted. The Article as a-mended was carried.

Article 3 To see if the Town will authorize the Selectmen to borrow money in anticipation of taxes. It was moved by Henry T Munroe and seconded by D. Arthur McAllister Carried.

Article 4 To see if the Town will vote to charge twenty (.20) cents on and after December 1, 1967 on all unpaid poll taxes. It was moved by Florence Stone and seconded by Henry T Munroe. Carried

Article 5 To see if the Town will vote to authorize its Selectmen to sell any real estate which the Town may have acquired by deed as a resultof non-payment of taxes, and to authorize the Selectmen to give a deed in the name of the Town to the purchaser of such land. It was moved by Henry T Munroe and seconded by D. Arthur McAllister Carried.

Article 6 To see if the Town will vote to adopt the provisions of Chapter 287 of the Revised Statutes An-notated relative to playing games of Beano in this Town. There were 607 yes votes and 186 no votes. Carried.

Article 7 To see if the Town will vote to accept the following named funds, in Trust, the income to be used for the perpetual care of the Cemetery lots indicated:

A. The Frederick E. Tahk Fund of Two hundred Dollars ($200.00), the income therefrom to be

used for the care of the Tahk Lot in the Buck Street Cemetery

B. The Edith D. Dearborn Fund of Two hundred Dollars (S200.00), the income therefrom to be used for the care of the Dearborn Lot in the Pembroke Street Cemetery

It was moved by John Saturley and seconded by Oscar E. Fontaine. Carried.

Article 8 To see if the Town will vote to accept the Pumper-Tanker purchased by the Fire Department with funds raised by its own ingenious methods and donated to the Town by the Department without cost to the tax payers. It was moved by Joseph Boudreauand second-ed by Henry T. Munroe. Carried.

Article 9 To see if the Town will vote to amend the Town's Sub-division Ordinance, as passed at the 1960 Town Meeting by deleting Section 5. "Lot Size" and substituting the following new section.

5. Lot Size: In sub-divisions where septic tanks and sewage fields are to be used the mini-mum lot size shall be 20,000 square feet with a minimum of 100 feet on a public street or highway

It was moved by Warren H. Davis and seconded by Compton E. French. Carried.

Article 10 To hear the report of the Town Library Study Committee as provided for in Article 19 of the 1966 Town Warrant, and to see what action the voters wish to take thereon.

The following committee was appointed as directed by the article passed at the 1966 Town Meeting.

We have reviewed our Library as it is today and briefly summarized the program as follows:

"We have approximately 3000 books and we rely heavily on the Bookmobile and the State Library for additional volumes. Many times, books that are requested are not available and cannot be obtained, as needed by the user The library is open only a few hours per week due to the limited size of the Library budget. The present location makes it difficult for children outside of the village area to make use of these facilities. As a result of these imits, Library circulation has been decreasing.

"Our survey into new construction has revealed that Federal money is available and that it is allocated and controlled by the State Library Commission. Before making applications for these funds, we must meet the following requirements.

"A projected survey of the growth and development of the Town for the next 20 years is required. We have available the recent extensive report of the Town Planning Committee. We reviewed this report and believe it will meet this requirement with only slight modification. In checking population growth we find from the best information, now available, that the 1987 estimate should be approximately 6000. This is an increase of 500 to 1000 over the original report.

"Library Architect, Mr Guy Wilson has advised us that a Library building which will meet the require-ment of this projected survey should contain 4,500 square feet at the cost of $20-$25. per square foot. This would be sufficient for over 10,000 books, con-tain a children's room and such other facilities as are necessary for a Library

"The construction will be "Planned on a strategically located and availablesitewhich is preferably already-acquired." This committee has no recommendation to make at this time on a possible site.

"The cost of approximately 5100,000 would be divid-ed as follows:

40 per cent or 540,000 from Federa funds thru

the State Library Commission. 20 per cent or $20,000 from the Library Building Fund. 40 per cent or M0,000 to be borrowed by the Town.

Finally, a statement of agreement is required that the Library would be supported by local funds and an attempt made to meet the minimum standards as promptly as feasible.

"It is the recommendation of this committee that any Library program which we may have in the future should take advantage of the help available from the State Library and necessarily be subject to the requirements which they would make on our own Library Program.

"We, also, feel that this committee should continue and have some funds available for preliminary architects fees."

It was moved by Hubert Topliff and seconded by Florence Stone that the report be accepted.

It was moved by Kay Fowler that "the existing Library Study Committee be continued for one more year, and that the 1967-68 budget be increased by 5500, for the purpose of engaging the service of an architect to submit preliminary drawings which will be presented to the voters at a future meeting, deleting from the budget $500 allocated for Capital Reserve Funds for the library " This was seconded by John Saturley Carried.

Article 1 1 - To see if the Town will vote to purchase a new Police Cruiser; and to raise and appropriate the sum of Two thousand Dollars ($2,000.00) for this pur-pose; and further to authorize the Selectmen to dispose of the old cruiser to the best advantage of the Town. (This Article is approved by the Budget Committee and funds therefor are included in the 1967 Town Budget.) This was moved by Hubert Topliff and seconded by Roland Young, Jr Carried.

Article 12 To see if the Town will vote to purchase a new heavy duty Town Truck; and to raise and ap-propriate the sum of Sixty-seven hundred Dollars ($6;MO.00) for this purpose; and further to authorize the Selectmen to trade in or otherwise dispose of the old truck, to the best advantage of the Town and apply the proceeds therefrom to the purchase of the new truck, in addition to the sum herein appropriated. (This Article is approved by the Budget Committee and funds therefor are included in the 1967 Town Budget.) This was moved by Charles Whittemore and was sec-onded by Gerald Loso. Carried.

Article 13 (By Petition) To see if the Town will vote to open the Tobin Road, which was made subject to gates and bars by the 1957 Town Meeting, for a dis-tance of one hundred feet (100') from the Eighth Range Road to the property of Howard Tilton, the rest of said road to remain discontinued as an open highway and subject to gates and bars. It was moved by John Saturley and was seconded by Compton E. French. Carried.

Article 14 (By Petition) To see if the Town will vote to raise and appropriate the sum of Five hundred Dollars (5500.00) to help support the operation of the Emergency Ambulance by the Veterans' of Foreign Wars, Post No. 2860, Pembroke, New Hampshire. (This Article is approved by the Budget Committee and funds therefor are included in the 1967 Town Budget.) It was moved by Constance Kersting and seconded by Hubert Topliff Carried.

Article 15 (By Petition) To see if the Town will vote to raise and appropriate the sum of Twenty-nine hun-dred Dollars (S2,900.00) for the grading and tarring of the road leading from Pembroke Street westerly to the Plausawa Valley Country Club. (This Article is dis-approved by the Budget Committee.)

It was moved by Redmond Carroll and seconded by Mansfield Crafts that the Article be accepted as written. It was moved by Theodore Natti and seconded by Edgar Bellerose that the Article be amended. Mr Natti was

instructed by the moderator to bring any amendment to the Article up under discussion of the budget. The Article as written was Carried.

Article 16 (By Petition) To see if the Town will authorize the Selectmen to grade, repair and surface the Town road known as Bow Lane, and to raise and appropriate a sufficient sum of money for that purpose, taking into account any State Aid funds which may be available for such improvements under existing statu-tory provisions. (This Article is disapproved by the Budget Committee.) It was moved by Compton E. French and seconded by Guy Strachan. Carried.

Article 17 (By Petition) To see if the Town will authorize the Selectmen to accept on behalf of the town, at no expense to the Town, a deed or deeds to a three foot strip of land on either side of the presently existing Town road known as Bow Lane' so as to widen the right-of-way, should such a deed or deeds be offered by the owners of abutting land. It was moved by Warren H. Davis and seconded by Alfred C. War-then. Carried.

Article 18 To transact any other business that may legally come before said meeting. It was moved by James Cusick and seconded by Ronald Palmer that the Selectmen direct that the road as discussed in reference to Article 2 be completed as soon as possible. The motion was carried.

It was moved by Joseph Robinson and seconded by Hubert Topliff that the Town Report be accepted. Carried.

I have served the Town of Pembroke for 10 years as Tax Collector, and at this time I find it necessary to re-tire from this work.

Due to my husband's death I have a great deal of more responsibilities here at the store, and it takes all of my time to continue with this business, and surely could not do a good job collecting taxes.

It is my hope that you will understand my situation and accept this request. I have enjoyed working with you, and it I can be of any help, just call on me.

1967 ANNUAL REPORT PEMBROKE

CONSERVATION COMMISSION

The Pembroke Conservation Commission, established in 1966, has considered a number of meaningful pro-grams for the preservation, orderly development, and wise utilization of the natural resources of the Town of Pembroke. Potential projects considered to be of pri-mary importance include:

I maintenance of old range roads for fire protec-tion purposes and public access for resources utilization and recreational activities;

2. locating and cleaning water holes developed during the 1930's as water reservoirs for fire control purposes;

3. preparation of a town property map based on information acquired by the State Tax Commis-sion during the recent reassessment of the Town;

4. replacement of shade trees which have been lost to disease and other causes along Pembroke Street and other main thoroughfares;

5. acquisition and development of a town forest to be used for educational purposes, recreational activities, and scenic enhancement With in-creased development of land for other purposes, such a town forest will provide necessary "open space" for future generations.

No action has been taken on any of these proposals due to lack of available funds. The Pembroke Con-

servation Commission, therefore, recommends estab-ishment of a Pembroke Conservation Fund which wil

be a lowed to accumulate from year to year to provide financing for the initiation and implementation of the above named projects as well as others which may be proposed.

A town appropriation to such a Conservation Fund will make possible additional matching income from two sources.

1 The Spaulding-Potter Charitable Trust will match on a one to two basis any money appropriated for conservation needs and "open space" ac-quisition.

2. Federal funds may be obtained on a full match-ing basis for authorized projects from the Land and Water Conservation Fund.

It is conceivable that a town appropriation may be increased three-fold by matching funds. Furthermore, a Pembroke Conservation Fund may serve as the focal point for conservation gifts and bequests of land and funds froin local citizens and groups.

The future well being of our town and its residents depends on maintenance of its scenic beauty and wise use of its natural resources. Implementation of im-provement projects and well planned preservation of "open space" will yield considerable benefits in water conservation, recreation, timber, wildlife, and scenic enhancement as well as increase the value of other real property

The Pembroke Conservation Commission cooperating with other Town committees and officials is actively working to fulfill these objectives.

Submitted herewith is the report of an examination and audit of the accounts of the Town of Pembroke for the fiscal year ended December 31, 1966, which was made by this Division in accordance with the vote of the Town. Exhibits as hereafter listed are included as part of the report

SCOPE OF AUDIT

Included in the examination and audit were the accounts and records of the Board of Selectmen, Treasurer Tax Collector, Town Clerk, Municipal Court, Library and Trustees of Trust Funds.

FINANCIAL STATEMENTS

Comparative Balance Sheets. December 31, 1965 December 31, 1966. (Exhibit A-l)

Comparative Balance Sheets as of December 31, 1965 and December 31, 1966, are presented in Exhibit A-l As indicated therein, the Net Debt increased by SI 7,627.27 in 1966.

Analysis of Chance in Financial Condition: (Exhibit A-2)

An analysis of the change in financial condition of the Town during the year is made in Exhibit A-2, with the factors which caused the change indicated therein. These were as follows:

Exhibits A-3 and A-4. As indicated by the budget summary (Exhibit A-4), a revenue surplus of 55,195.44, less a net overdraft of appropriations of 51,020.21, resulted in a net budget surplus of 54,175.23.

Summary Statement of Receipts and Expenditures: (Exhibit B-lj

A summary statement of receipts and expenditures for the fiscal year ended December 31, 1966, made up in accordance with the uniform classification of ac-counts, is included in Exhibit B-l Proof of the Treasurer's balance as of December 31, 1966, is indicated in Exhibit B-2.

Municipal Court: (Exhibit E)

A statement of the accounts of the Municipal Court for the fiscal year ended December 31, 1966, is in-cluded in Exhibit E.

Statement of Long Term Indebtedness. (Exhibit H)

A statement of outstanding long term indebtedness as of December 31, 1966, showing annual debt service requirements, is contained in Exhibit H.

AUDIT PROCEDURE

The accounts and records of all town officials charged with the custody, receipt and disbursement of public funds were examined and audited. Vouchers and cancelled checks were compared with supporting in-voices and payrolls as well as entries in the books of record. Receipts were checked by source insofar as possible and totals of receipts and expenditures veri-fied. Book balances were verified by comparison with reconciled bank balances made from statements ob-tained from depository banks. Verification of uncol-lected taxes was made by mailing notices to delinquent taxpayers as indicated by the Collector's records. The amounts of uncollected and unredeemed taxes as in-dicated in this report are therefore subject to any changes which may be necessitated by the return of verification notices.

GENERAL COMMENTS

The current surplus (excess of total assets over current liabilities) decreased by 5827.27, from 552,599.27 to 551,772.00 in 1966 as shown herewith-

Payment of Poll and Head Taxes Required:

In our two previous audit reports it has been noted that many taxpayers whose names appeared on the delinquent head and poll tax lists had obtained permits for registration of motor vehicles withc/ut first having paid head and poll taxes as required by law It is ap-parent that this situation still exists to a certain extent.

In accordance with the provisions of R.S.A. 260:4 and 260:5, as amended, the Town Clerk should not issue a permit for the registration of a motor vehicle without first requiring the applicant to show a tax collector's receipt for the payment of all poll and head taxes for which the applicant is liable for the preceding year

In the event that a taxpayer's head and pol taxes for the year of levy on account of which a tax sale is held are delinquent at the time of tax sale, the Tax Collector should advertise and sell the real estate of the delinquent head and poll taxpayer even though the tax on the real estate may have been paid.

Conclusion:

The provisions of Chapter 184, of the Laws of 1955, require that this report or the summary of findings and recommendations (letter of transmittal) shall be published in the next annual report of the Town.

To the Board of Selectmen and Citizens:

You will note in our statistics, among other things, that we had no fatal motor vehicle accidents during 1967 as compared to 2 in 1966. It is interesting to also notice that we had no suicides in 1967 as compared to a high number of 4 in 1966.

Suspected arson cases were less in 1967 than in 1966, although this continues to be a problem.

Juvenile delinquency was at an all time low in 1967 We like to believe this is the result in part of good police work and co-operating youth.

A great deal of our police activity is due to our geographical location-located as we are between Con-cord and Manchester It isbutafew minutes drive from either city This means we police many more people than our population indicates.

1968 has started out with our continuing efforts to make your Police Department better through our PemT

broke Police School and other schools and seminars available to us.

Help your Police Department by obeying the law and our local ordinances.

The year of 1967 will go down in history as a wet year although the early spring was dry and windy During this time, we had many fires--unnecessary fires caused by carelessness and disregard for the common-sense fire laws and regulations. This lack of responsi-bility on the part of a few people hurts everyone. Let's work together to prevent the start of those unnecessary fires b y

PEMBROKE FIRE DEPARTMENT

1967 REPORT

To the Selectmen and the Citizens of Pembroke:

I am pleased to present the following report of the activities and work of the Pembroke Fire Department for the year 1967

Work has continued on the fire alarm system with the extension of the fire alarm lines from the Pembroke Hill Road to the junction of Routes 106 and 3, to the Congregational Center and to the top of Brickett Hil Road. Existing lines were replaced on Pine and High Streets.

A new 750 gallon per minute Farrar pumper was delivered in April. After passing the Underwriters tests it was placed in service. This greatly increases our capabilities.

The interior of the fire station was painted at no labor cost to the town.

The training this year as usual wasgiven one evening per week from May to October Altogether it repre-sented over 900 man-hours. Emphasis was placed on rural fire fighting capabilities and procedures since the major land area of Pembroke is without town water Within the last two years many new houses have been builf in the rural area of town. The fire department has always recognized its dual responsibility of providing fire protection in both town and rural areas. All equip-ment is designed to use town water where available as well as carrying a mobile supply for use where it is not available.

In September a lorge scale dril l was held to further improve our techniques of rural fire fighting. Each of the two mutual aid compacts was called to send one truck. The arriving trucks worked on a shuttle arrange-ment so that a continuous stream of water could be kept in action. This dril l was a complete success and later proved beneficial at a serious fire.

In February a ladies auxiliary was formed to give assistance at more serious fires by providing water and refreshments for the firemen.

The following new equipment was donated to the Town by the members of the Department through fund raising activities.

REPORT OF THE SUPERINTENDENT

OF SCHOOLS We have just received notice that Pembroke will

receive $69,500.92 in Foundation Aid next year, an increase of 7,337.48 over last year I'm sure we all recognize this as a most welcome increase in a period of increasing costs of everything, including education. It is impossible to estimate the sweepstakes amount. In view of rapidly decreasing sweeps money this can no longer be considered a reliable base for an educa-tional program.

Pembroke again faces the need of additional space with next year's grade 6 approaching 80 pupils (74 as of now). This is more than we like to hove in two sections. Our first grade has 81 and next year's class could be equally large. It can be seen that we face the need of 3 sections in grade 1 - 8 making 24 classrooms a very basic need.

Another basic need is to do more at the 7th and 8th grade level. These pupils need to be properly motiva-ted and challenged physically and mentally We lack both the spacq and necessary facilities for these pur-poses. In view of this, and the probability of no changes at the junior high level in the immediate future, it would seem highly desirable to keep our classes in the basic subjects, reasonably small. Building costs are increasing rapidly It would be good business to add building facilities as quickly as possible.

We appreciate the fine support you have given your schools and hope you will continue to give it in the years ahead.

I hereby submit my annual report as Headmaster of Pembroke Academy. It is my sincere belief that we can take pride in the improvements to curriculum that were initiated a year ago. The increase in tuition called for by the trustees has allowed us to up-grade the materials of instruction to a point where measurable progress is evident to those of us responsible for curriculum administration and supervision. My report will consist of an evaluation of current program and a presentation of plans to continue our growth and ex-pansion of various aspects of instruction. It is pro-fessionally feasible to state that numerous problems faced a year ago relative to physical plant remain unsolved and continue to prohibit the expansion of program in several vital areas.

Since September we have lost students at a greater rate than we have admitted them. The normal number of transfers have occurred but nineteen of our students have left school mainly due to lack of interest. With the exception of one individual, these young people repre-sent the terminal student. I feel very strongly that if our industrial arts and home economics programs were adequate that some of these students would still be in attendance.

Current Curriculum Evaluation

The number of course electives available to our students at four grade levels increased by approxi-mately one-third. This was accomplished by curriculum revision and the addition of 2'/i full-time instructors. This has provided an opportunity for most full time students to have more subjects to choose from when electing their course of study A course in art was initiated last fall. The enrollment of approximately 70 students in grades 9 through 12 has fully justified our concern that art was not only a necessary cultural offering but would also serve definite student interests. French I was offered as o grade 9 subject instead of a tenth grade subject and enrollment was heavy enough to justify three academic divisions. We will now begin to notice a definite preference to French instead of Latin in the ninth grade in light of the exposure program in French started in the Pembroke Junior High School. This will make it possible for Pembroke students to graduate from the Academy with six years of a foreign language.

The extra money and new equipment available for the science curriculum last year has brought about very tangible results. Our IPS Physical Science course for ninth grade college preparatory students is, we feel, an excellent program. More emphasis is placed on laboratory skills than in previous courses and our students are being challenged more realistically A new P.S.S.C. Physics course replaced the traditional physics and again laboratory skills are being developed more convincingly A Practical Physics course for the technical and vocational student at the eleventh and twelfth grade level replaced the old Science Survey course and a new course in Health is being offered to the non-college bound student at the upper levels.

The social studies program experienced the greatest change and allowed us to create three levels of aca-demic difficulty Civics was eliminated as a required subject for freshmen and was replaced by an in-depth History of Civilization course. A Modern Non-Western History elective is currently offered to sophomores. An advanced placement course entitled Senior Seminar was initiated this year for seniors and we are con-vinced that more accelerated courses in other curricu-lum areas is extremely desirable. Three divisions of Psychology/Sociology are being taught to eleventh and twelfth graders this year and the response to this offer-ing was three times what we had anticipated and led to an enrollment of over 90 11th and 12th grade students. Economics was introduced as a hard core college preparatory course at the twelfth grade and we are satisfied that a strong course in economics can be taught effectively at the high school level. An almost total revision of course titles and subject matter empha-sis was accomplished in the general tracks and a greater attempt to provide our terminal students with an appreciation of history and its responsibilities is being carried forward.

A two-track math curriculum was created for the student interested in post high school work in the academic areas. A Pre-Algebra course was created for students who need more individual attention to the

development of algebraic concepts. We feel this Pre-Algebra course is extremely justified and an improved approach is planned for next year

It is felt by administration and staff that programs initiated this year are, for the most part, functional and educationally sound. Improvements can be made and an on-going evaluation will assure us the proper direction to take in determining what is superficial and what is essential.

Plans For Continuing The Up-Grading of Program

With French I being offered at the ninth grade level this year, French IV will be a definite course offering next year at the twelfth grade level. This will provide our students the opportunity to take four years of a foreign language. The introduction of Spanish is planned for the year 1969-1970. Latin will continue to be of-fered at the Academy with courses in Latin I, Latin II, and Latin III.

A re-alignment of the social studies offerings will occur as the result of the evaluation of this year's new programs. Certain changes in emphasis are being considered at several grade levels but the basic prog-rams will not be altered. A new course in Comparative Political Systems is being considered as a replacement course for Contemporary Issues. Pembroke Academy is currently participating in an eighteen week trial program with new materials and treatments of world problems as presented by McGraw-Hill Publishers.

With a possible expansion of plant for next year our science department plans to introduce an additional division of IPS Physical Science to freshmen. An extra division of general biology will become necessary and it is being contemplated that a realistic Earth Science course could be more advantageous and challenging than general sciences for the general student. An advanced placement course in college biology is defi-nite if the needed space becomes a reality The empha-sis of such a course would be in the direction of bio-chemistry and students interested in the biological sciences would have the opportunity tospecializeinone

or more areas of biology It is also anticipated that we will introduce the CHEM Study Program in Chemistry for college bound students. This will complete the lab oriented approach to all levels of college preparatory science in grades nine through twelve.

An advanced placement course in mathematics will be implemented next year for seniors in the college course. Mathematical Analysis will provide our top math students with the opportunity to take an accelera-ted math offering in keeping with their high math aptitude and performance. It is also planned to make introduction to Algebra a two year course instead of a one-year course. It is our feeling thata student enrolled in Pre-Algebra needs the two academic years to master the basic algebraic concepts necessary for functional competency Students successfully completing two years of Algebra I could then conceivably elect Geometry as juniors and Algebra II as seniors. This would provide them with three years of a math at the conclusion of their high school work.

A mathematics assistant program will be initiated next year for those students particularly interested in math as a profession or with some phase of a profes-sion dealing with math. The program will provide selected students with the opportunity to become famil-iar with various methods and philosophies of teaching, aid the mathematics department in providing individual student instruction for other students who are experi-encing difficulty and to strengthen the mathematical background of the student through more active partici-pation.

An additional full-time teacher in the math-science area is planned for next year in order that anticipated changes become a reality It is my opinion that the up-grading and improvement of curriculum continues to be progressive yet realistic in light of current needs and limitations of physical plant

Future Needs of the Academy

It is my considered opinion that many of our needs can only be solved by additional space. Until we have

adequate space in specific areas these problems will continue to exist regardless of any attempt to compen-sate for them.

1 Our industrial arts, home economics, science and physical education locker facilities continue to present unsolvable problems relative to improvement of program. The expansion and improvement of these phases of the curriculum will remain impossible until more adequate space becomes available. No matter how you regard the situation, the terminal student in these areas is simply not getting equal opportunities to prepare for post graduate experiences.

2. Developmental reading instruction should be made available in the immediate future. Too many of our terminal students enter the Academy with basic reading problems. An on-going program in reading should be available for these students.

3. An additional full-time guidance counselor is needed and it should be a woman. Our girls should have the opportunity to discuss their personal problems with a qualified woman councilor if they so desire. The guidance services are becoming more and more diversified and Pembroke Acodemy should make the addition of a full-time councilor as quickly as possible.

4. By the academic year 1969-1970, I anticipate the need of an additional five full-time teachers other than guidance. The entering classes are getting larger and more teachers are simply going to have to be added if academic class size is kept at an instructionally realistic number

5. Other problems presented in last year's report continue to be of concern, yet I feel substantial gains have already been accomplished in many areas. By the end of the next academic year I feel that many phases of our program of studies will be vastly im-proved.

Co-Curricular Opportunities

Pembroke Academy continues to provide a wide variety of co-curricular opportunities for both boys and girls. It is our philosophy that high standards of conduct

be expected from our students in all phases of school life. Opportunities to develop responsible behavior and to pursue individual interests is provided students in band, chorus, basketball, soccer, baseball, cheer-leading, social clubs, and class activities. Progress is being npted in the development of the music organiza-tions. An-operetta is planned for this spring and our band and chorus groups continue to show growth and improvement.

Conclusions

It will become rapidly and dramatically more difficult to justify the existence of Pembroke Academy in terms of equal opportunities for all students unless definite and positive measures are taken in the immediate future. It is without question that unless a building program takes place to provide adequate space for shop, science, home economics, and physical educa-tion, Pembroke Academy will lose its already qualified comprehensive rating. A conditional comprehensive rating was granted the Academy last year as a result of the inclusion of art in the curriculum. This com-prehensive rating is subject to review this spring. In light of our sub-standard facilities in several vital areas, our comprehensive rating will definitely be taken a way unless proof positive of expansion con be assured.

Unless the towns who send students to the Academy can accept a tuition contract to justify a needed expan-sion program, then it is my strong recommendation that enrollment be limited to 500 students beginning in the 1969-1970 academic year It is most certainly realized that there is no easy way to solve the complex problems we all face regarding education, but it has always been my belief that failure to accept the respon-sibility now only leads to more expensive problems in the future. If the Academy is to be regarded as the only solution to secondary education for the area, then it is imperative that the trustees establish the necessary financial contracts to justify that responsibility We are at a point in our development where the Academy car either improve its program and services to its student.

or continue to hold the line and fail to meetthe ever demanding needs of all our students. To me there is little choice. I personally see littlfe evidence of success-ful communications in existence between the admin-istration of the Academy and those towns who send their youngsters to us. It would be nice to see an informal monthly meeting between the headmaster and members of local school boards in an attempt to share some of the common problems that exist and to discuss possible solutions. I feel that thiscould do much to open avenues of good communication for the benefit of all concerned.

A N N U A L REPORT OF THE

PRINCIPAL OF PEMBROKE

E L E M E N T A R Y SCHOOLS

Once again I welcome the opportunity to convey a message to each of the tax payers of Pembroke.

School opened in September with 520 children. Our staff numbered 25, including 21 Classroom Teach-ers, one full t ime Remedial Reading Teacher, one Music Teacher, one Instrumental Teacher, and an Art Teacher for grades 7 & 8. We also began our first Physical Education program with a full time teacher

We have continued growth in our l ibrary Parent volunteers have helped catalogue new books pur-chased with local and federal funds. Our new Math series was extended into grades 7 & 8. The Audio Visual program was extended. Penmanship was re-vitalized with the contracting of the Reinhart Writ ing System which had been previously discontinued. One of our greatest improvements this year was the opera-tion of our first grade Readiness room. This was to introduce children to the purpose of attending school by using materials and methods that would enhance and not frustrate, encourage and not discourage each child. The philosophy is that success breeds success. Children, parents involved, and teachers have created an attitude paved for the success of this program. The program wil l be continued if space permits.

Parent conferences and open house were held again this year for the parents. Information programs ore held in the school for parents. Topics covered were Remedial Reading, Guidance, Test Interpretation, and Homework.

With the many developments in the world around us today, we find many demands being placed on our children. These children wil l enter a world based on knowledge surrounded by skills, reasoning and logic.

Automation has found its way into many mills and factories in place of the human hand. To prepare children for this we are not able to develop a dirth of facts alone but must teach skills; the skills for research, for critical thinking, for logic and reasoning. Teachers must be organizers, planners, and leaders trained in the development of the mind. This takes skilled, trained personnel. This personnel is scarce. A scarce item is an expensive one. We choose a group of teachers and hope someone within that group will choose us.

Recommendations. 1 That all parents attend budget hearings and vote

on the school budget. 2. That we be given the space to offer more than

"College Bound" subjects to our Junior High students. (This means an addition.)

3. That all classrooms be kept under 25 students. (This means an addition.)

4. That salaries put us in a selective position for recruiting teachers.

5. That we vote dollars for our schools according to the value we place on our children.

Conclusion: The sincere interest of the parents in Pembroke have proven that their children ore a top con-cern. The recommendations above are made with that concern in mind.

PEMBROKE TOWN LIBRARY REPORT

More money was added to the Library Building Fund during 1967 in memory of Albert Ritchotte, James Watterson and Anna MacDonald.

The Pembroke Women's Club gave $200.00 to pur-chase children's books.

The Pembroke Library is affil iated with the Statewide Library Development Program and received a grant of 5100.00 to purchase reference books.

Books were borrowed from the bookmobile and directly from the State Library

Books added to the Library during the year was 436.

Meetings attended by the Librarian, assistant Librar-ian and the trustees were:

New Hampshire Library Association Meet ing at the Highway Hotel.

New Hampshire Library Council Meet ing at the Wayfarer Inn.

The Legislative Appreciation Luncheon at the High-way Hotel. The Two Representatives from Pembroke, Constance Kersting and George Gordon also attended, invited by the Library

The Librarian attended the 4 book meeting of the Central District at the Concord Office.

A Friends of the Library was formed in 1967 They had a book sale, the money to be used for a file cabinet.

A story hour, movies and arts and crafts hour was sponsored by the friends during the summer and was well attended by children from Pembroke and Allens-town.

A tea for the Teachers was given in the fall by the friends and trustees and was well attended.
