lsleworth (this premises' ward) is affected by alcohol misuse:o lsleworth is ranked 1sth highest of 20 wards for ambulance call

outs due to alcohol (all ages), with 62 call-outs between July 20'|2and June 2013 (including 4 for children under 18 years).

o ln 2012113, there were 7 admissions of lsleworth residents tohospital that were specifically due to alcohol misuse, and none inthe first quarter ol 2013114. lsleworth had the second lowestnumber of alcohol-soecific admissions in 2012l13.

o ln2012113, there were 22 admissions of lsleworth residents tohospital that were partly attributable to alcohol misuse, and 6 in thefirst qua(er of 2013/14. lsleworth had the 1Oth highest number ofalcohol-attributable admissions in 2012113 (of 20 wards).

These figures are not amongst the highest in the borough, however,they still demonstrate a considerable impact of alcohol misuse, andtherefore the responsible retailing of alcohol is essential.

Within 1 km of this venue, there are 10 other premises licensed to sellalcohol, some late at night. Within 0.5 km, there are 3 other licensedpremrses.

The oermitted hours of sale of alcohol should not be extended -availability of alcohol in a deprived area for 18 hours per day with noseasonal or Sunday restrictions is unnecessary and is associated withhigher levels of overall alcohol consumption, drinking patterns anddamage from alcohol. A systematic review' found that restricting thehours of availability of alcohol is an effective measure to preventalcohol-attributable harm, and this should be taken into account in theapplicant's request to e)dend the existing permit hours.

It is entirely reasonable and appropriate for a business such as this tohave longer opening hours than the hours they are permitted to sellalcohol.1 Popova S et al. (2009). There is a disproportionate amount of crime beingreported at this store, The majority is shoplifting of highABV alcohol products. There are also allegations that an instore security guard has been passing information to localyouths so that they know when to and when not to comeand shoplift.There has also been a request for police to add extrapatrols during the store opening hours and in particularwhen they close as they feel the staff are likely to beattacked as they leave the shop as a punishment forupholding the law during the day.Police also believe that the extended hours will increasethe incidents of alcohol related Crime and disorder.

To prevent public nuisance There is currently an unacceptable level of ASB in andaround the lvybridge retail park and The Summenvoodestate. Police believe that the extended hours will increasethe incidents of alcohol related ASB.

The suspects for shoplifting on more than one occasionwere confirmed as juveniles. lt is also common practice forthe older local youths to shoplift the alcohol for Juveniles.

DETAILSThe informant works at venue he states that a colleague saw Suspect 1 run out ofthestore with two bottles of spirits taken from the spirit aisle and leave the store making noattempt to pay for them. The informant then reviewed CCTV on the incident

At 1855 hours on 02/l0ll2 the suspect entered the store with three other males. Two wentto the spirit display which is to the left as you enter the store next to customer services.Suspect 2 was seen to place a bottle ofspirits into a bag he had entered the store with andleave making no attempt to pay, The other two males went to speak to staff at customersservices as they did this suspect 1 picked up two bottles of spirits and ran out of the storemaking no attempt to pay.

Other staff members believe the suspects have been in the store previously and wouldlike to speak SNT re this problem.

Police were called to the location by VIW2 who stated that TTIREE SUSP had enteredthe store and went into the alcohol aisle. All SUSP selected bottles of JACK DANIELSand MARTELL fiom the shelf. The security guard asked them to put them back and tookthem from them and replaced them on the shelfin the alcohol aisle. All SUSP were nothappy with this and threatened VIW2SUSPI has then taken a bottle of JACK DANIELS and was asked to leave. SUSP1threatened VIW2 numreous times that she was going to assault him with the bottle.VIW2 walked offup the aisle in the produce section and SUSP2 has violently made anattempt to throw the bottle at VIW2 but it missed and smashed on the floor. SUSP2 andSUSP3 them left, shortly followed by SUSPI.

Police recieved a call from Asda store stating that three males had entered the store takensome alcohol and left without paying.

On arrival at the store I was shown footage ofthree male entering the store and takingalcohol from the store. Only one ofthe three males has made any attempt to cover theiridentity. The other two males have openly walked in and taken the items in front of a fullshop and walked out, making no attempts to pay on leaving.

The amount ofgoods taken amounts to t138.42p.

CCTV footage clearly shows all three males taking some bottles but is unclear onto whohas taken which exact bottles.

I spoke to VIW2, the manager at venue,Incident captured on CCTV.

VIW2 said that at 1757hrs on 04/10112 three males entered the venue and between themtook several bottles of spirits from a display at the venue and proceeded to walk out ofvenue without making any attempt to pay for goods.MW2 said the same suspects had been into venue earlier and also took spirits.

Suspect I then accused the VIW of grabbing his younger the brother the previous day.VIWI explained to the suspect that he did not grab his brother and that he merely stoppedhim from cycling his bike in the store the day before.The suspect then threatened the victim stating that he would fuck him up.The suspect then started to walk out ofthe store and then tumed around and walked backover to VIWI and squared up to him then pushed him with both hands against his chestcausing him to stubble backwards into VIW2The suspect then ran out ofthe store.VIW2 has just been released from hospital after suffering with sever back problems.After falling into VIW2 she felt sharp pain in her hip and back. LAS were called andVIW2 was taken to West Mid Hosptial

VIW1 stated that he did not know the suspects name but he knows his mothers name asNikki JONES and that they live on Summerwood Road.

He also stated that Nikki works in the Bridge End Cafe.

Officers spoke with Nikki who stated that she did not know where her son was and thenrefused to co-operate with police. she stated that her son would hand himself in atHounslow.

Victim was a security guard at the store.

2. Police were called to ASDA on TWICKENHAM ROAD. ISLEWORTH to reports ofmales stealing from the store.

On arrival an area search was conducted with no trace. Police spoke to the security at thestore who said that he had seen three males steal bottles of spirits from the front ofthestore and run out the entrance/exit. He did not challenge them as he feared they wouldattack him with the bottles. He stated that it is the same males that keep coming back tosteal from the shop.

CCTV shows susps 1 and 2 remove approximately six bottles of spirits from an areaclose to the cigarette counter, place them into a bag and then run out of the store.

In the past they have been very aggressive and threatening so staff do notchallenge them. VIW2 believes they live on summerwood estate.There is CCTV this will be available tomorrow at 1400 hours as will details of the spiritsand prices.

DETAILSOn Thursday 8th November 2012 at about 161 5 hours suspect I walked into ASDA andover to the alcohol counter. She then selected a bottle of courvoisior from the counter andwalked around the store and then out ofthe exit making no attempt to pay for the drink.

The suspect was seen by VIW2 and on CCTV but the suspect made off from the store

towards the Bridge Link Cafe and was not stopped by staff.

VIW3 explained that he does not know the suspect by name but states that she is part ofagroup who steals from the store regularly

Suspect t has enetered the 2 on 2 occassions and has taken 7 bottles of alcohol andSuspect 2 has entered and taken 1 bottle ofalcohol, putting it down his trousers andwalking out.

SUSl is described as an ICl Male, F602, Slim build, aged 20-30 Yrs, short brown hair,wearing Grey Top with pink writing on it, black scarf and dark jeans.

SUS2 is described as an IC1 Male, F510. Slim build, aged 19 Yrs, wearing a blue/whitetop'

Staff state that SUS is a resular and lives on the IVY BRIDGE ESTATE behind the store.

DETAILSInformant states that a member of staffhad finished work and was standing outside theshop. Informant noticed suspect heading for the entrance/exit doors, he was pushing afamily sized trolley full with goods, he was heading away from the checkouts and straightout ofthe shop. As soon as suspect was outside the member of staff asked to see areceipt, suspectjust looked and made out he didn't understand her. The member ofstaffasked if he would you like to go back inside and pay, suspect left the trolley and walkedaway heading towards the Estate behind.

DETAILSSuspl was drunk and walking around the ASDA Store, he took a packet of crisps fromthe shelf and started eating them while he was walking around the store. VIW2 observedSusp I for approximately 15 minutes and followed him around the store. Suspl went tothe wine section but was told by security that he could not have the wine.

Suspl then walked to the checkouts and approached VIW2, he told VIW2 that he wasrefused wine and VIW2 told him that he could not buy any alcohol as he was alreadydrunk and it was store policy. This made Suspl angry causing him to start shouting andswearing at WW2 and his colleagues, he said " you fucking yellow and brown people, allyou black and brown people work here call the white cops." VIW2 was offended by theremarks as he is an Asian Indian male and provided a statement to this effect.

VIW2 told Suspl to pay for the crisps and leave however he refused and opened a packetof cakes and ate them. VIW2 was concemed because customers were still shopping in thestore so he phoned police to assist.

On police anival Suspl was clearly drunk and still eating the cakes which were unpaidfor. Suspl refused a PND and had no money on him to pay for the goods. Therefore hewas arrested for theft and racially aggravated section 44. public order.

The property stolen was:

DETAILSOn Sunday 25111/12 between the period of 16:00 and 17:00 hours VIW Aron ANDALLwas walking home from ASDA with his two friends Rohan JOSHI and Matthew

OSGOOD, when they were approached by a group of two IC3 males. One of the malesuspects stated that "someone that looks like you has robbed my cousin here last week";to which Aron replied he doesn't know anything about. He is then asked to be searchedby the suspect, which it is twice refused but allows him to do eventually. Aron takes holdofhis own phone from his pocket while he is being searched and clutches it firmly.Aron's friend Rohan JOSHI is subjected to the same ordeal and is subsequently searohed.Both Aron and Rohan then have the phones snatched by the male suspect who tlenproceeds to walk off away from them without getting any resistance.Aron follows the male suspect that snatched his phone and pleads with him to retum hisphone; at this point the suspect is then incited by his accomplice to show the victim andhis friends the "tool" he has on him. The suspect then pulls up his Black hoody top andshows the victims a small black axe-shaped hammer. Upon seeing the weapon Aronceases to follow the suspect and his accomplice.

DETAILSInformant is the driver of a G4S cash in transit van Blue Mercedes Sprinter VRMLK5TCMY).Informants pulled into the rear yard ofASDA store from Summerwood Road and parkedup. He went into the building and collected the cash in transit box containingaproximately f,25,000.Informant left the building to walk back to his transit van and saw a Black colouredVolkswagen Golfenter the car park at high speed and pull to a stop behind his van.The informant noticed that the two male occupants were wearing scarfs pulled up overhis nose, he believed that he was about to be robbed and so ran back into the ASDA storeand called the police.The black golfthen tumed around and drove out ofthe carpark back in the direction ofMogden Lane.No threats were made towards the driver. No weaDons were seen.

DETAILSPolice were called to the venue by VIWI (NEMBENZ) after he stated he had beenchallenged by a male with a hammer.On police arrival VIWI (NEMBENZ) stated that the male had left the area just a fewminutes before police anived, VIWI 9NEMBENZ) stated that the suspect is a knownmale who has previously been dealt with for shoplifting at the store and banned. VIWIstated that he was outside having a cigarette break and had seen SUSP1 go into ASDA,he went in and challenged him and the suspect left and stopped outside the store. VIWI(NEMBENZ) followed him outside and an argument started where SUSPI stated hewould come back with a hammer and assault staff.

After about 5 minutes the suspect retumed to the store with a hammer and startedthreatening VIW1 and other staff, he then left the scene on hearing police .Police conducted and area search for this male with a negative result although staff at thestore believe he lives on the Worple road estate oposite.

DETAILSOn 26th January 2013 at approximately 2035hrs several males, eight in total, haveentered the premises ofAsda Supermarket through the main entrance, whilst in the storethese males have walked around in pairs and have hung around the alcohol aisle. It isreported that these males have been abusive towards staff and have taken items from theshelves without payment. Police have attended the scene at 2042hrs, upon arrival stafffrom the store were standing outside, they informed Police that the males have made offtowards the housing estate in Summerwood Road, via the alleyvay that runs alongsidethe store. It is reported that the males ran off when they saw Police attending. A staffmember was taken in the Police vehicle by PC PRINCE & PC CHAMBERS around thehousing estate to search for the alleged offenders. This was an area search no trace.During this time PS SCUDAMORE and APS OWEN attended the location and viewedthe CCTV. From this descriptions were given for the units completing an area search.PC PRINCE and PC CHAMBERS re-attended the scene.The CCTV shows that male 1 was stopped by staff members, during this male 2 leftthrough the checkout area. Male I was instantly aggressive towards staffmembers, thiswas clearly seen on CCTV, Male I continued to point at the staff member and the othermales gather around in the order of male 7 and 8, then 3, 5 and 6 walked over towardsmale 1 and the staff members. All the time male 1 was aggressive towaxds staff and waspulled away by the other males.It is alleged that male 1 shouted racial remarks at the staff member, shouting in easy earshot of members of public also in the store, male I said "FUCK OFF YOU ASIANS!"and "FUCK OFF BACK TO YOUR OWN CO[iNTRY!". Both VIWI and VIW2 believethis to be racial remarks made against them.The group ofmales were escorted from the premises and continually threatened staff,stating that they would get staff when they leave and they didn't know who they weremessing with.It is also alleged that goods were taken from the store, namely two bottles ofgordons ginand a bag of sweets.

DETAILSOn 8th of February 2013 at around 2250 hours VIWI was driving three males to Asda,Twickenham Road, Isleworth. VIWI is a taxi driver and picked up his fare at his localcab office which is Rugby Cars, 19A York Street, Twickenham. No details of these maleswhere given to the cab driver (VIWI). He had one male in the front passenger seat andthe other two males were in the rear seats. He stated that these males had been drinking inThe Bear Public house on York Road. Twickenham. He then took these males towardsthere destination. However at around 2300 the male who was sitting in the frontpassenger seat grabbed his steering wheel and tried pulling the car towards the pavement.It is believed the male sitting in the front seat did this following an argument he washaving with VIWI. VIWI then stopped the car and got out as he thought these threemales were trying to steal his car. As VIWI got out of his vehicle the male sitting behindhim got out and grabbed him. The vehicle was then stopped in the middle of TwickenhamRoad outside Asda. As the male in the rear passenger seat grabbed VIWI the other twomale got out the vehicle. He then heard one ofthem say "take his things, he has too muchmoney". At this point they all started kicking and punching VIW1 causing him to fall tothe ground. They then continued to do this until VIW1 started to become dizzy. He thensaw one of the males grab his right pocket which then caused hisjacket pocket to ripopen. This male then took ten pounds in cash from VIW1 jacket pocket. After this maletook the money.

The suspect then made off outof the store making no attempt to pay for the stamps.

Holly arrives at the cigarette kiosk counter which is located in the area next to the cashtills at 2l:33:30. She makes a purchase, believed to be cigarettes. As she is stood at thekiosk, she isjoined by a black male and they appear to have a conversation. Holly thenwalks away towards the produce aisles but retums a few seconds later. She is using amobile phone holding it in her left hand and starts to pace back and forth towards theacohol section whilst the black male is being served. It would suggest that the black maleis a decoy to occupy the cashier. The cashier tums away from the till back to the blackmale, and Holly immediately reaches upto the top shelve and steals a 75cl bottle ofLansons Champage valued at f.22 (reduced from 132.48)

Holly whom A/PS509TX Boyle recognised from the CCTV footage then observe thisfemale walk along the bottom ofthe aisles, passing all the cash tills, making no attempt topay and exited the front door.

Police were originally called to the IVY BRIDGE RETAIL estate following a call by amember ofpublic stating that youths were fighting at the location.There was no trace but police were called to West Middlesex Hospital where VIW1 andVIW2 had admitted themselves with serious stab/slash wounds to the head and face area.

VIW2 alleged to police that at about 2300-23l5hours, VIW1 and VIW2 left the AilsaTavern public house on St Margaret's Road, TWICKENHAM and made their waytowards ELIZABETH GARDENS. They got lost and walked onto the SUMMERWOODROAD estate where they saw two girls who were apparently distressed. VIW2 did notwant to get involved but VIW1 did and went to investigate.They were confronted by three Somalian male suspects where a verbal altercation eruptedbefore VIWI and VIW2 were physically assaulted. They ran down an alleyway by theASDA supermarket and onto TWICKENHAM ROAD where VIWI and VIW2 wereboth 'bottled' by the SUSPS causing deep wounds amounting to GBH. VIWI sufferedthree deep cuts to his head and there were cuts and bruises to his body. VIW2 had cuts tothe top and back ofhis head where they required stitches at the hospital.

The store wished to report this despite the low value as they are having increasedproblems with theft and have CCTV ofthe suspect although they have been unable tolink him to any other offences

On 14108/2013 information passed on to ISLEWORTH SNT by the ASDA staff and also by the BRIDGELINKmanager about the IVYBRIDGE RETAIL PARK security guard.

They both said the guard known by his first name called XXXXXX is employed by a company calledMAGENTA. He moved to Retail Park just under year ago and ever since he is very friendly with localnomtnals.

According to ASDA this guard always ask a lots of questions to ASDA staff about their store security, whenthey in and when they off. He then passes this information's to the local youths and they just entering thestore and helping themselves with alcohol and other items.

Recently there is sharp rise in shoplifiing at ASDA and staff blaming XXXXXX to be behind allthis.

SNT and ASDA planning to report to his employers.

On Sunday 7th July 2013 officers were patrolling through a fare next to ASDA on Twickenham Road,lvybridge retail park, lsleworth. lnformant approached offlcers with information about a group of youths ofaround 10-15 people that gather to the alleyway to the south side of ASDA on Twickenham road in lvybridgeretail park. Informant states youths normally gather late at night until 0400hrs in the moming. He was unsureon a specific date but stated this happens on a regular occasion.

27106/2013 Checks were carried our on possible addresses for XXXXXXXnX who is currently wanted forbreach of his YOTS order, suspect on CRIS TX0507095/ 13 - assault against a YOT worker and possessionofoffweap CRIMINT TXRT00365169 on 26/06/2013 where he was reportedly brandishing a samuraiswordaround in Dublic.Attempts have been made to arrest him (contact with father and solicito0 but his father xnooomoooofi ismaintaining that he does not know where he is which would appear to be a blatant lie.

TXRT00361653On 26/03 2013 information received from ASDA IVYBRIDGE TRADING ESTATE TWICKENHAM ROADISLEWORTH about the threat the staff is receiving from a local youths. Apparently some one threatenedstaff with hammer on three occasions at the store entrance and waited outside the store for staff to finish at2200 hours.Store staff are very concerned about this potential threat and requested if police can patrol the area duringthe time thev close the store which is 2200 hours

On the 26101/2013 the following subjects were arrested for Public order, racial abuse and theft (alcohol) atAsda lvybridge Estate. rco{ nqXXXX had an additional offence added to his list for possession of a firearmbullet found in his pocket. )Oooooon is apparently part of new and developing gang based in NEWHAM. The

group is called the YOUNG MARYLAND or YML and they are part of a far stronger Newham gang namelyYBC. The 12 chart for the Newham gangs is on KFRT00415874

It is possible the bullet originated from Newham.
