PVES Organizational Chart

I. Introduction Porta Vaga Elementary School has come up with

this Child Protection Handbook in adherence to the following mandate: (1)1987 Constitution Article XV, Sec. 3(2) which states “The state shall defend the right of children to assistance including proper care, nutrition ansd special protection from all forms of neglect, abuse, cruelty, exploitation and other conditions prejudicial to their development”. (2) DepEd Order No. 40, s. 2012, DepEd Child Protection Policy and furthermore, the convention on the rights of the child (CRC) which aims to protect the children from all physical, mental and sexual abuse.

Relative to this mandate, PVES has come up with this handbook to make the school a child-friendly, conducive to learning and a true home of the school children for them to grow, develop and enjoy a happy and a meaningful life ahead.

This handbook serves as guide of the school head and teachers in managing the good atmosphere and healthy relationship between and among pupils, teachers in the school.

The symbolic design of PVES is emblazoned with a perfect circle line edging the logo symbolizing the existence of life and external influences that affect it. At the center are the Galleon and the fortress.

The fortress symbolizes the personnel, the school’s surrounding community and the stakeholders who, in one way or another, help in educating the children. It is based on the principle “ It takes a community to educate a child”. The PVES logo encompasses the ideals and ambition aspired through educative process.

III. History of the SchoolConstructed in February 1976, Porta Vaga

Elementary School was envisioned by the late Mrs. Amorfina S. Fernandez, Barangay Captain to cater the basic education needs of the growing population of the three adjacent Barangays namely Barangay 62, 62-A and 62-B. The joint effort of the DECS under Schools Division Superintendent, Mr. Benjamin Panahon and the City government through Mayor Eduardo De Guzman succeeded in the construction of the school in the 1,059 square meter-lot.

It was named Porta Vaga Elementary School in honor of the miraculous icon and patroness of Caviteños devout Catholics, the Nuestra Señora dela Soledad de Porta Vaga.

Procedures in Handling Bullying Incidents in Schools

In all cases where the imposable penalty on the offending child is suspension, exclusion or expulsion, the following minimum requirements of due process shall be complied with:

1. The child and the parents or guardians must be informed of the complaint in writing.

2. The child shall be given the opportunity to answer the complaint in writing, with the assistance of the parents or guardians;

Violence-Violence is defined by the World Health Organization as "the intentional use of physical force or power, threatened or actual, against oneself, another person, or against a group or community, which either results in or has a high likelihood of resulting in injury, death, psychological harm, maldevelopment, or deprivation"

Exploitation-Exploitation is the abuse of a child where some form of remuneration is involved or whereby the perpetrators

Stalking or constantly following or pursuing a person in his or her daily activities, with unwanted and obsessive attention;c. Taking of property;d. X. Behavioral Expectations, Discipline Child Protection Policy Procedure

Brief Explanation, Procedures of DepEd Order No. 40 s. 2012

DepEd Order No. 40 s. 2012 or known as DepEd Child Protection Policy is the policy guidelins on protecting children in school from abuse, violence, exploitation, discrimination, bullying and other forms of abuse. This policy will provide special protection to school children who are gravely threatened or endangered by circumstances which affect their normal development and over which they have no control, and to assist the concern agencies in their rehabilitation.

DepEd Order No. 40 s. 2012 is anchored on the 1987 Philippine Constitution (Article XV Sec. 3 (2)) which states: the state shall defend the right of the children to assistance including proper care and nutrition and special protection from all forms of neglect, abuse, cruelty, exploitation and other conditions prejudicial to their development. It is also anchored in the Convention on the Rights of the Child (CRC) and the Family Code that empowers the school, its administrators and teachers or any individual or institution engaged in the child care to exercise the special parental authority and responsibility over the child, while under their supervision, instruction or custody.

responsibilities as a child, a pupil and a citizen. Make the pupils, parents and

community aware of the committee to approach in case of problems, and the

programs and projects of the Department to support the CCP.

INDIVIDUAL INVENTORY

Gather records and utilize information about the pupils which the Guidance

Teacher together with the advisers and parents may use in assisting the pupils in

their growth and development.Utilize available information in helping pupils understand themselves better.

MONITORING PUPILS AT RISK

Monitoring and Keeping Track of pupils who are at risk of dropping-out, failing or leaving

the school at year-end without finishing elementary or highschool.
