PARENTS OF POSTHUMOUS GALLANTRY AWARDEES HONOURED

Investiture Ceremony in a New Initiative

In a new initiative, the government has decided that as a mark of

respect and to extend honour to the parents of the posthumous gallantry awardee, the mother/father of the awardee can accompany the Next of Kin (NoK) when she/he receives the award from the President of India during the Investiture Ceremony at Rashtrapati Bhawan.

The government’s new initiative was introduced during the Defence Investiture Ceremony (Phase-II) which was held at Durbar Hall in Rashtrapati Bhawan, New Delhi on May 7, 2016. Out of 14 Gallantry awards presented at the ceremony, two Kirti Chakra and

four Shaurya Chakra were conferred posthumously.

Accordingly, at the ceremony, Mrs Monalisha Borah Koch, wife of Constable Gautam Koch, Assam Armed Branch, was accompanied by his mother Mrs Putuli Koch and Mrs Nisha Devi, wife of Naib Subedar Rajesh Kumar of Mahar Regiment/30th Battalion, the Rashtriya Rifles was accompanied by his father Mr Rup Chand to receive the Kirti Chakra award from the President Mr Pranab Mukherjee. Similarly, in one case of Shaurya Chakra, Mrs Timu Devi, wife of Sepoy Dharma Ram of Mahar Regiment/1st Battalion, the

Rashtriya Rifles was accompanied by his mother Mrs Amru Devi.

As per the dispensation till the last Investiture Ceremony, the NoK of the posthumous awardee alone received the award from the President. The new dispensation to honour the parents of the posthumous awardees was appreciated by one and all.

A total of 42 distinguished Service Awards namely, 13 Param Vishisht Seva Medals, two Uttam Yuddh Seva Medals, two Bar to Ati Vishisht Seva Medals and 25 Ati Vishisht Seva Medals, which were announced on Republic Day – 2016 were also given to officers of the three Services during the function.

Lt Gen Hanut Singh Memorial Lecture was held at Kothari

Auditorium, DRDO Bhawan, New Delhi on May 9, 2016. The General passed away last year on April 11, 2015 and as a tribute this memorial lecture was held for the first time. It was organised by Centre for Joint Warfare Studies. Defence Minister Mr Manohar Parrikar was the Chief Guest on the occasion.

Lt Gen Hanut Singh popularly known as ‘the Doyen of Mechanised Warfare in India’ and ‘Soldier Saint’ was an archetypal Indian Warrior in the classical, heroic mould of Indian history. He is better known for his heroics in epic tank battle at Basantar during 1971 Indo Pak War during which almost 50 Pakistani tanks were destroyed as against loss of only 13 tanks of Poona Horse of Indian

leadership qualities and out of box thinking which should be emulated by young soldiers and future generation of leaders.

Lt Gen AK Singh (Retd), Lt Governor, Andaman & Nicobar Islands delivered the memorial lecture on “Leadership in the Future Networked Battlefield”. He highlighted the challenges for higher military leadership in 21st century and suggested ways to overcome them, suggesting a roadmap for future. Lt Gen Ajay Singh (Retd), former Governor of Assam also delivered a lecture on “General Hanut Singh - the Doyen of Mechanised Warfare in India’. He highlighted his leadership attributes through battle accounts in Battle of Basantar during 1971 Operations.

A short film on life and times of Lt Gen Hanut Singh was also screened.

EXERCISE RED FLAG

Multinational Air Exercise in USA

The US Air Force (USAF) has invited the Indian Air Force to

take part in the Air Exercise, “Ex-Red Flag-16-1” which was scheduled from April 28, 2016 to May 13, 2016 at Eielson AFB Alaska. The Exercise Red Flag is a multinational air exercise, originally conceived in 1975 by USAF to provide operational exposure and mutual exchange of Op capability of friendly Air Forces.

The IAF contingent along with the aircraft departed from Jamnagar on April 3, 2016 for Eielson Air Force Base Alaska in USA. The contingent led by Gp Capt H Assudani would aim to demonstrate its ability to project air power in transcontinental deployment of a task force comprising Su-30 MKI, Jaguars, IL-78 tankers and C-17 strategic airlift aircraft.

The opening welcome address for Red Flag Alaska 16-1 was delivered by Lt General Russell, Commander Alaskan Command,

USA on April 28, 2016 at the Red Flag Operations Complex.

of training sorties that were flown through the Work-up phase. The intent during the distant frontier phase was to expose the participating members, especially aircrew, to an international environment and familiarise them with Local flying procedures, Radio telephony terminologies, NATO Brevity codes and Airspace/ Environmental peculiarities. It is noteworthy that the local F-16 aggressor squadron appreciated the performance of the Indian Air Force crew in the multiples missions conducted so far.

Eielson AFB, where the contingent is presently deployed, is located 26 miles south east of Fairbanks town and it boasts of having one of the best operating environments in the USA. The base apart from housing the elite 18th aggressor squadron of USAF was flying the F–16 aircraft. In addition, the base also has a KC-135 Sqn and the Air National Guard element apart from a host of other facilities. For the main exercise, the IAF fighters were fielded alongside the best aircraft of USAF/USN such as F-22, F-16, F-15 and F-18. As part of the operational support platforms Indian Air Force IL-78 FRA and USAF KC-135 FRA were also deployed.

Defence Institute of Physiology and Allied Sciences (DIPAS),

a Delhi based premier laboratory of DRDO in collaboration with Department of Ayurveda, Yoga and Naturopathy, Unani, Siddha and Homoeopathy (AYUSH) organised a training program on Yoga for the Defence Wing Staff during 25th to 30th April, 2016. The training programme was in collaboration with HQ of Integrated Defence Services, DCIDS (Medical), Ministry of Defence and Central Council for Research in Yoga & Naturopathy (CCRYN) under AYUSH. The training program was inaugurated by the Chief Guest, Deputy Chief, Integrated Defence Staff (Medical) and Col Commandant Lt Gen (Dr) Velu Nair, who delivered an opening lecture on the benefit of regular yoga practice and its therapeutic effects. Director, CCRYN Dr IN Acharya who was the Guest of Honour, spoke about the basic concepts of yoga. Director, DIPAS Dr Shashi Bala Singh, in her welcome address highlighted the achievements of DIPAS in the field of yoga. Thirty-three participants from IHQ MoD (Army), Defence Wing Staff, IHQ MoD (Navy) and Air Headquarters

participated in the training program. They were trained by professional yoga trainers on various aspects of asanas, breathing exercise and meditation for improving physical, physiological and mental well-being. DIPAS has already imparted training to about 8000 Army and Paramilitary personnel deployed at various locations.

DIPAS has also designed customized yoga packages for Air Force, Navy, high altitude, hot

deserts, and Low Intensity Conflicts (LIC) environments. Regular yogic practice has been found to enhance muscular strength and body flexibility, promote and improve respiratory and cardiovascular function, help to reduce stress, anxiety, depression and chronic pain, improve sleep patterns, bring mind and body coordination and improve overall quality of life even under extremes of environment.

Two state-of-the-art Harbour Defence Systems namely

Integrated Underwater Harbour Defence and Surveillance System (IUHDSS) and Mine Warfare Data Centre (MWDC) which would enhance the Navy’s surveillance capability and response to security threats were inaugurated by Vice Admiral HCS Bisht, Flag Officer Commanding-in-Chief, Eastern Naval Command at the Naval Dockyard on May 10, 2016.

The IUHDSS is a multi-sensor system capable of detecting, identifying, tracking and generating warnings for all types of surface and underwater threats to Visakhapatnam harbour. Post 26/11, the Indian Navy was made responsible for the security of the country’s vast coastline of 7516 kms in coordination with other agencies like Indian Coast Guard, Marine Police, Fisheries etc. The creation of the Sagar Prahari Bal, induction of Fast Interceptor

Crafts (FICs) and commissioning of the IUHDSS are some of the Navy’s measures to strengthen security.

The MWDC will collate, analyse and classify data collected by the Navy’s Mine Hunting Ships from various ports along the East coast. This state-of-the-art facility will be

the nodal centre for maintaining an underwater information database of harbours along the East coast.

Both the IUHDSS and MWDC will function under the control of the Naval Officer-in-Charge (Andhra Pradesh), Commodore Sanjiv Issar.

The Indian Air Force has organised a grand function at Akash

Officers’ Mess, New Delhi on April 14, 2016 on the occasion of 97th birth day of Marshal of the Air Force Arjan Singh DFC. A large number of dignitaries attended which include the former Prime Minister of India, Dr Manmohan Singh and the three Service Chiefs among others.

The Marshal has strongly believed in four simple principles throughout his life. Firstly, one should be thorough in his profession; secondly, one should complete the job at hand to the satisfaction of everyone; thirdly, one must have implicit faith in his subordinates; and fourthly, ones efforts should be honest and sincere. He feels that if one adheres to these four principles, one can never go wrong.

The IAF salutes the Marshal of the Air Force Arjan Singh, an iconic figure and wishes him all the best and grateful to him for guiding and inspiring through the years.

The Marshal of the Air Force was the first Indian Air Chief to lead

a young Indian Air Force into war. He was Chief of the Air Staff when the IAF saw action in 1965. He was hardly 44 years of age when entrusted with the responsibility of leading the Indian Air Force.

The Marshal was born on April 15, 1919, in Lyalpur (now Faislabad, Pakistan), and

completed his education at Montgomery (now Sahiwal, Pakistan). At the age of 19, he was selected to the Empire Pilot training course at RAF Cranwell. His first assignment on being commissioned was to fly Westland Wapiti biplanes in the North-Western Frontier Province as a member of the No 1 RIAF Squadron. After a brief stint with the newly formed No 2 RIAF Squadron where the Marshal flew against the tribal forces, he later moved back to No 1 Sqn as a Flying Officer to

fly the Hawker Hurricane. He was promoted to the rank of Squadron Leader in 1944. The Marshal led the Squadron against the Japanese during the Arakan Campaign, flying Close Air Support missions during the crucial Imphal Campaign and later assisting the advance of the Allied Forces to Rangoon. For his role in successfully leading the Squadron in combat, the Marshal was awarded the Distinguished Flying Cross (DFC) in 1944. known as Western Air Command. Marshal of the Air Force Arjan Singh, had the distinction of having the longest tenure as the AOC of an Operational base, initially from 1949-1952 and then again from 1957-1961. After his promotion to the rank of Air Vice Marshal, he was appointed as the AOC-in-C of an Operational Command. Towards the end of the 1962 war, he was appointed as the Deputy Chief of the Air Staff and he became the Vice Chief of the Air Staff in 1963. He was the overall commander of the joint air training exercise “Shiksha” held between the IAF, RAF and RAAF.

On August 1, 1964, in the rank of Air Marshal, the Marshal of the

Air Force Arjan Singh took reins of the IAF, at a time when it was still rebuilding itself and was gearing up to meet new challenges. The Marshal was the first Air Chief to

keep his flying currency till his CAS rank. Having flown over 60 different types of aircraft from Pre-WW-II era biplanes to the more contemporary, Gnats & Vampires, he has also flown in transport aircraft like the Super Constellation.

In 1965, when Pakistan launched its Operation Grand Slam, with an armoured thrust targeted at the vital town of Akhnur, the Marshal led the Indian Air Force through the war with courage, determination and professional skill. He inspired the IAF to victory, despite the constraints imposed on the full-scale use of the Air Force combat power. Then Defence Minister YB Chavan wrote about him, “Air Marshal Arjan Singh is a jewel of a person, quiet efficient and firm; unexcitable but a very able leader.”

The Marshal was awarded the Padma Vibhushan for his astute

leadership of the Air Force during the war. Subsequently in recognition of the Air Force’s contribution during the war, the rank of the CAS was upgraded and Arjan Singh became the first Air Chief Marshal of the Indian Air Force. He remained a flyer to the end of his tenure in the IAF, visiting forward Bases and units and flying with the Squadrons. He retired in August 1969, thereupon accepting Ambassadorship to Switzerland. He was Lieutenant Governor of New Delhi from December 1989 to December 1990. Having been a source of inspiration to all personnel of the Armed Forces through the years, the Government of India conferred the rank of the Marshal of the Air Force upon Arjan Singh in January 2002 making him the first and the only ‘Five Star’ rank officer with the Indian Air Force.

exercise code named “Exercise CHAKRAVYUH-II” in the general area of Pallu – Sardarsahar (Suratgarh) in Rajasthan in April / May 2016. The exercise conceptualized by the Pivot Corps involves rapid mobilization and execution of plans in sync with Air Force. The illustrious and unique Sea Harriers of Indian Naval Air

Squadron (INAS 300) were given a befitting farewell in a function organised at INS Hansa, Goa on May 11, 2016. The function was attended by Admiral RK Dhowan, Chief of the Naval Staff, Vice Admiral Sunil Lanba, Flag Officer Commanding-in-Chief Western Naval Command, serving and retired Officers and Men of the Indian Navy and all personnel who have served in the INAS 300. Speaking on the occasion Admiral RK Dhowan lauded the stellar role played by the squadron in the defence of the country and acknowledged the professionalism of the pilots, the maintainers and all those personnel associated with flying and maintaining the aircraft in peak efficiency during their service. He said that the rich legacy would continue as the baton is being passed on to the proud young crew of the Mig-29K squadron who have been successful in seamlessly integrating the fighters with INS Vikramaditya in the shortest possible time.

time, and Mig-29K flanking their outgoing cousins and ceremoniously taking their place. The air display included supersonic pass by Mig-29s and formation flying by two each Sea Harriers and Mig-29Ks. The composite air display symbolized a smooth transition from the old to the new in continuance with the proud legacy of the INAS 300. On completion of the Air display,“washing down of the Sea Harriers” was carried out in a traditional manner. A first day cover was also released by Admiral RK Dhowan to mark the occasion.

The White Tigers or INAS 300 who stand for excellence,

determination and aggressive spirit, heralded the era of carrier borne aviation into the Indian Navy. Almost six decades ago the squadron was commissioned at RNAS Brawdy with its distinctive ‘White Tiger’ logo and equipped with the Sea Hawk aircraft. After providing yeoman service for over two decades, the squadron was subsequently reincarnated with Sea Harriers in 1983. This premier carrier borne fighter squadron achieved iconic status in the Indian Navy with its distinguished service, receiving numerous gallantry awards which include one Maha Vir Chakra, four Vir Chakras and one NauSena Medal.

From the time the white tigers came into being, ‘Three Hundred’ as the squadron is colloquially called, brought about transformational change in concept of naval operations. INAS 300 with its potent sea harriers formed the teeth of naval combat power and consequently was the center piece of naval operational strategy. Indian Coast Guard (ICG), being the Apex body for National

Maritime Search and Rescue Coordination conducted the 7th Search and Rescue Workshop and Exercise-2016 (SAREX-16) on May 2 and 3, 2016 off Mumbai to check the preparedness and response mechanism for Search and Rescue (SAR) at sea in a coordinated manner. The two-day event was organised by the Western Region of Coast Guard. A SAR Workshop was

While delivering the keynote address at the SAR Workshop, Rajendra Singh, Director General, ICG and also the Chairman of National Maritime Search & Rescue Board (NMSARB) emphasised the importance of harmonisation of aeronautical and maritime SAR along with coordination and cooperation

amongst the regional states for providing effective SAR services. The Director General, thereafter, reviewed the Exercise at sea on May 3, 2016. A total of 24 International Observers from 9 maritime nations witnessed the exercise at sea. Besides this, members of NMSARB including various Central and State Departments, resource agencies and other maritime stake holders, also participated in the exercise.

As the focus of SAREX-16 was harmonisation of aeronautical and maritime SAR response and Mass Rescue Operations (MRO), a passenger aircraft ditching into sea was simulated. Real time satellite based distress communication mechanisms such as Emergency Locator Transmitter (ELT) from the aircraft was also activated. 10 ICG Ships, one Dornier aircraft, three Chetak helicopters, one Advance Light Helicopter from Coast Guard, one Indian Naval Ship, one Indian Air Force helicopter, one ship of Shipping Corporation of India besides other resource agencies

like Airline Operator Committee, Mumbai International Airport Limited, Air India, Airport Authority of India (MB), Indian Mission Control Centre (INMCC) Bangalore, Maharashtra State administration, Brihanmumbai Municipal Corporation, Maharashtra Police, JNPT and MbPT, participated in the exercise.

The Search and Rescue missions undertaken by ICG and the lives saved at sea stand testimony to the concerted efforts of ICG.

261 Recruits of the 105 Recruit Course attained the status of a

combat soldiers at an impressive and solemn passing out parade at The Brigade of The Guards Regimental Centre, Kamptee on April 30, 2016.

A colourful Ceremonial Parade was presented by these proud young Guardsmen, who are the newest additions to the armed forces fraternity. These motivated and spirited young guardsmen have earned their status after a challenging and strenuous training of thirty four weeks. Keeping with the age old traditions, they were administered the oath of allegiance and devotion of duty by the Adjutant.

As they crossed the symbolic “Last Step” or “Antim Pag” in slow march to the famous Auld Lang Synetune of the military band, these recruits formally attained the status of combat soldiers, ready for frontline duties.

Andaman and Nicobar Islands from April 23 to 16, 2016. The DG ICG was on his maiden visit to the Coast Guard Region (A&N) after assuming charge of the Indian Coast Guard as the twenty second Director General on February 27, 2016. The DG ICG was presented 50-men Guard of Honour at an impressive Ceremonial Parade by Coast Guard at Port Blair on April 23, 2016. As part of the maiden visit to the A&N Islands, DG ICG accompanied by Inspector General KS Sheoran, Commander, Coast Guard Region (A&N) visited Diglipur for reviewing of ongoing projects and also inspected the operational capability of the Northernmost Coast Guard base in Andaman and Nicobar Islands. He expressed satisfaction at the rebasing of two additional Coast Guard ships at Diglipur which will greatly enhance the operational capability of service in Search and Rescue, Environment Protection and Coastal Security. The DG ICG also inaugurated the Coast Guard Naviks’ Institute at Diglipur on April

23, 2016. He lauded the yeoman service rendered towards fulfilling the charter of duties with élan and josh’.

The Director General complimented the quality maintenance of ships and aircraft and emphasised paramount importance to operational ability. DG ICG impressed upon impetus to developing operational infrastructure in tandem with accretion of assets and prioritise berthing facilities at all stations.

Director General ICG reiterated the commitment for further strengthening the service to the islanders in keeping the Coast Guard ensign flying high.

The National Cadet Corps (NCC) Girls Expedition to Mt Everest that was flagged-off by Minister of State for

Defence Rao Inderjit Singh on March 9, 2016 reached the base camp of Everest in Nepal on April 21, 2016.

The team led by Col Gaurav Karki had reached Kathmandu on March 31, 2016. The ten girls, scheduled to summit the peak between May 15 to 25, 2016 tracked for 156 kilometres of tough terrain from Jiri to reach the Everest Base Camp.

The team has trained hard for the Mt Everest Mission. Pre-Everest Expedition to Mt Deo-Tibba (19688 ft), near Manali in Himachal Pradesh was conducted for 40 cadets in April-May 2015. 15 cadets were selected for the next phase based on their performance. In August 2015, the team set off on second Pre-Everest Expedition to Mt Trishul (23360 ft), and helped in selecting 10 girl cadets for Everest Expedition. These ten girls thereafter did a month long winter training in Siachen glacier.

The aim of mountaineering expeditions in NCC is to strengthen the character and instil qualities of courage, comradeship, discipline and leadership in the cadets. Every year, NCC sponsors 354 boy and girl cadets for basic mountaineering courses at HMI, Darjeeling, NIM Uttarkashi, Atal Bihari Vajpayee Institute of Mountaineering and Allied Sports (ABVIMAS), Manali and JIM & WS Pahalgam.

Mountaineering Expedition as an adventure activity was introduced in NCC in the year 1970. Since then, NCC conducts two mountaineering expeditions every year, one each for boy and girl cadets thus having launched more than 70 expeditions to various peaks.

and indeed the whole country. The fifteen sparkling pairs of eyes, which numerous other eyes are drawing inspiration from, had dreamt big and are well on course to realising those dreams.

The Army’s Dagger Division felicitated the students of J&K who attended the ARMY’S KASHMIR SUPER 30 Engineering Coaching programme in the year 2015-16. In a remarkable achievement, 15 students of J&K, attending the Army’s Kashmir Super 30 Engineering Coaching programme at Srinagar, have cracked the JEE (Mains) Exam, 2016. Conducted by the Dagger Division, on behalf of Chinar Corps, the Army’s Super 30 programme affords Eleven months free coaching to a select group of 30 students from J&K for the Joint Entrance Exam for Engineering Courses.

Interacting with the students Major General JS Nain, GOC Dagger Division lauded the perseverance and hardwork, put in by all students and the CSRL faculty to strive for success in the National level prestigious Exam. While complimenting the successful candidates, the GOC, urged other youth in Kashmir to develop appropriate skills to enhance their employment opportunities through

the Chinar 9 Jawan Clubs. He further assured the Awam that the Chinar Corps is planning to expand the Super 30 programme, this year onwards, to benefit more deserving students from the Valley. All students were presented with Track Suits and stationary items by the Dagger Division.

Facing stiff competition wherein over 12 lakh candidates had appeared in this exam at the National level, the success of 15 students from J & K testifies to the professional conduct of the Super 30 programme. Eleven successful candidates now are eligible for the IIT (Advance) exam in May 2016 while all fifteen can seek admissions in various Engineering colleges as per their merit. The Super 30 students are selected based on a State wide exam conducted by the Army with it’s Training Partner Center for Social Responsibility and Leadership

(CSRL). All students are afforded free lodging, boarding and educational facilities under Army’s Kashmir Super 30 programme and the best of coaching is imparted to give the students a suitable launch pad for success in Engineering Entrance Exams. This year, 26 students had attended the programme at Srinagar, out of which 15 have qualified in the JEE (Mains) Exam 2016.

The excellent results are a big motivator for the youth of the state to set and reach out for their goals and the Chinar Corps would further rejuvenate it’s efforts to ensure optimal channelisation of the youth power in the Valley. With the Chinar 9 Jawan Clubs expanding across Kashmir the strong bond established between the Awam & the Army is bound to manifest in varied fields and scale new heights in the days to come.

valuable contribution of individual ships and the gallant men, who have maintained constant vigil in service to the nation. During the year gone by, the Eastern Fleet was deployed for numerous operations with a footprint ranging over entire Indian Ocean Region, Western Pacific and South China Sea. Eastern Fleet also conducted major Multilateral and Bi-lateral exercises with foreign navies.

Year 2016 was a milestone year in the naval history of Visakhapatnam, as the Eastern Naval Command and the City of Destiny played host to the first International Fleet Review conducted on the eastern seaboard. The city’s coastline/ beaches were packed to capacity, as the sea and

skies off Vizag were set ablaze with a flurry of Operational Demonstration and the skyline off city was dotted with 97 ships and 45 aircraft during Static Review. The Eastern Fleet was in the forefront of all events that happened during IFR-16.

A total of 19 trophies, representing varied disciplines of maritime operations were awarded to meritorious ships. INS Kuthar was adjudged the ‘Most Spirited Ships’ and the ‘Best Ship Trophy’ was awarded to INS Sahyadri.

The event also showcased in house talent of the fleet by means of an enthralling entertainment program.

Kishtwar based Rashtriya Rifles Battalion under Delta Force

conducted the final rites ceremony of Martyr Sapper Kishori Lal Rathore of 175 Engineer Regiment (TA Battalion) on May 9, 2016. The martyr was given a final farewell with full military honours in presence of hundreds of people who converged to pay their tributes to the braveheart at Dharbshala. Martyr Sapper Kishori Lal Rathore laid down his life on May 7, 2016 while carrying out the resuscitation of the anti infiltration obstacle system in Macchal Sector. He is survived by his aged parents and four sisters. The slogans of “Bharat Mata Ki Jai’ rent the air as the body of Martyr Sapper Kishori Lal Rathore reached his native place. The mortal remains of the soldier were brought from Srinagar to Kishtwar by an Army Helicopter and were then transported by road to his native village Dhar. A huge gathering of Soldiers, family and friends were present during the cremation. Wreaths ware laid on behalf of Chief of Army Staff, General Officer Commanding-in-Chief, Northern Command, General Officer Commanding White Knight Corps and General Officer Commanding, Delta Force. The cremation was attended by Commander Rashtriya Rifles Kishtwar and from the Civil Administration present where Mr Sandeep Wazir SSP Kishtwar, Mr Dewan Chand District Sports Officer, Mr Yograj SHO Drabshalaand Mr Jagadeshwar Tehsildhar Drabshala along with Panches and Sarpanches of nearby villages.

A seminar with the central theme “Modern Trends in Marine Ship

Building Infrastructure: Challenges and Opportunities” was organised by Director General Naval Projects (DGNP), Visakhapatnam as part of its Golden Jubilee Celebrations at Samudrika Auditorium. The seminar and a technical exhibition were inaugurated by Vice Admiral HCS Bisht, the Flag Officer Commanding in Chief of Eastern Naval Command on May 12, 2016. The seminar was attended by all the stake holders representing the Naval Headquarters, the Tri–services Command at Port Blair, Dockyards, eminent speakers and representatives from the Industry and Academic Institutions like the Indian Institute of Technology and Andhra University.

partnerships between Industry, Academia and the Navy which could confront the future challenges for creation of marine assets. Besides delegates from within the country, the seminar also saw participation of foreign delegates from Netherlands, Japan, USA and UK, who not only took active part but were themselves educated on the progress being made in marine Industry. The technical exhibition showcased the capability of industrial houses and they demonstrated their expertise in overcoming complexities associated with the execution of marine projects.

Established in June 1967, DGNP has built the Naval Dockyard at Visakhapatnam and undertaken a large number of marine infrastructure works and other technical works of various shore establishments of the Indian Navy on Eastern seaboard. Presently the organisation is handling major state of art projects such as jetties, marine infrastructure up-gradations, ship lifts, bridges and also enhancing the existing support facilities at the various Bases and Industrial establishments.

The Chief of Air Staff, Air Chief Marshal Arup Raha on May 12,

2016 inaugurated the Electronic Maintenance Management System (e-MMS) at Air Force Station Pune. Project e-MMS was conceptualised to address the need of automating maintenance management process in the IAF. Post implementation, the system would transform the manner in which the maintenance activities are executed and managed by the IAF. The day marks an important milestone in the history of the IAF.

According to the IAF, post implementation of the project, maintenance work environment is expected to become more efficient and operational availability of all fleets/systems can be monitored in real time at various hierarchical levels. Software support tools of the system would help to act proactively, reduce down times, achieve increased operational preparedness and enhance maintenance safety aspects. The project has introduced some of the latest technologies like mobility devices and RFID technology to aid maintenance activities in the IAF. The project is one of the largest Maintain Repair Overhaul (MRO) IT implementation in the world, which

would help IAF to transform from paper based legacy maintenance system to an online system.

Complimenting the IAF for achieving such a historic milestone, Chief of the Air Staff brought out that, with this project, IAF has once again showcased its ability to use and adapt technologies to meet its functional requirements.

CAC Annual Aerospace Safety Council Meeting Held

Central Air Command Annual Aerospace safety Council Meeting for 2015-16 was held at Air Force Station Bakshi Ka Talab on April 29, 2016. The meeting was chaired by Air Marshal SBP Sinha, Air Officer Commanding-in-Chief (AOC-in-C), Central Air Command (CAC). Air Commodore DK Awasthi, Principal Director of Aerospace Safety from Air HQ was the Chief Guest for the event.

The meeting commenced with the welcome address by Station Commander of Air Force Station Bakshi ka Talab, wherein, he welcomed all participants to the meeting. Air Commodore DK Awasthi, Principal Director of Aerospace Safety then covered the Aerospace Safety review of the IAF. This was followed up with an involved discussion on agenda points put forth by various Air Force Stations in Central Air Command.

Air marshal SBP Sinha, AOC-in-C, Central Air Command delivered the concluding address of the day, wherein, he touched upon various Aerospace and Maintenance safety issues that directly had a bearing on Operational efficiency.

A total of about 120 participants including several senior officers from Air HQ, Central Air Command, other IAF Commands and civilian guests attended the meeting.

Chief of the Naval Staff Visits KochiThe Chief of the Naval Staff Admiral R K Dhowan

is on a visit to the Southern Naval Command from May 5 to 6, 2016. He was received by the Flag Officer Commanding-in-Chief, Southern Naval Command, Vice Admiral Girish Luthra at naval air station Garuda on May 5 on his arrival and was presented a 50 men Guard of Honour .

Soon after his arrival, the CNS inaugurated the Combat Management System simulator at the Navigation and Direction (ND) School - his alma mater from where he graduated as a specialist Navigating officer in 1982- which will be used for training personnel on the indigenously developed state of the art Action Information System (AIS) fitted onboard the latest ships of the Indian Navy such as INS Kochi.

In his address later in the day, Admiral Dhowan appreciated the operational and training activities being undertaken by the Command, and the key role played by SNC in providing high quality, world class professional training to officers and sailors of the Indian Navy as also

Admiral Dhowan would be departing on May 6, 2016 after visiting the various training units at Kochi and interacting with the personnel of SNC including the defence civillians.

Eastern Air Command Organises A Multi-Speciality Health Camp

A Multi-speciality Health Camp was organised by the Eastern Air

Command (Unit) of Indian Air Force (IAF) at Tyrsad village, Mawphlang on May 7, 2016. It was inaugurated by Mrs Devika Hari Kumar, President, Air Force Wives Welfare Association (Regional) and was attended by

specialists was also brought in from IAF hospital Jorhat for the camp with specialisation in Medicine, Gynaecology, Paediatrics, Eye, ENT and Dermatology as well as a Dentist. The laboratory facilities for detection of anaemia and diabetes were also made available to the participants. Around 850 villagers have benefitted from the camp.

In this endeavour of fulfilling its social responsibilities, the IAF also conducted lectures on a healthy lifestyle and health promotion. The overwhelming participation by the villagers aided in achieving the goal of screening for diseases, healthy education and health promotion. The Village Headman Mr Lyndoh extended his gratitude towards the IAF for the organisation and conduct of the health camp.

undertook a Mega Drive for Youth Empowerment through job oriented courses in collaboration with Food Craft Institute, Jammu. Through this project, job oriented courses on the spheres of ‘Food Production, Bakery and Patisserie, Food and Beverage Services and Housekeeping’ will be conducted at Food Craft Institute, Jammu under its scheme ‘Hunar Se Rozgar’.

This noble idea was undertaken by Indian Army to empower the unemployed and uneducated youth of the entire Chenab Valley by making them skilled by imparting job oriented training so as to establish them in the society and earn their livelihood. The Institute is an autonomous society sponsored by the State Government of Jammu and Kashmir with an objective to provide quality education in the key

operational areas of Hotels and Hospitality industry and to empower the youth to succeed on April 25, 2016 dynamic world by integrating technical knowledge, professional skill and career focused training.

Fortnight from 1st to 15th May 2016. As a part of it, a marathon was organised by Ordnance Clothing Factory Avadion May 10, 2016. The marathon started at 6.30 AM Dr Rajib Chakraborthy, I.O.F.S, General Manager/OCF Flag off the Marathon Rally. Officers, Members Unions, Association and employees of OCF Avadi participated in the marathon. The marathon started from Children’s Park Jauhari Nagar, HVF Road, CVRDE Road and Giri Nagar of OCF Avadi. The marathon ended at Vinayaka Temple, Giri Nagar, Ordnance Clothing Factory Estate.

These officers earned this distinction after undergoing a gruelling 10 weeks of intensive training at the Air Force Test Pilots School. During the ceremony, the trophy for the best all-round student was awarded to Commander Vijay Verma.

Air Force Test Pilots School (AFTPS) established in 1973 is a premier institution in the country which is involved in training test crew for the flight testing of the aircraft and the associated systems. It is a part of Aircraft and Systems Testing Establishment (ASTE).

A Production Test Pilot is a vital link between the manufacturer, the overhaul agency and the operational pilot.

Strike Corps Celebrates 51st Raising Day

ensuring significant improvement in the standard of documentation in the Armed Corps envt, an interactive session on various aspects of documentation was conducted at Armed Corps Records from April 4, 2016 toApril 5, 2016.The session was chaired by Maj Gen Praveen Dixit, OIC Records and attended by Lt Col JSTanwar, CRO and other officers of Armd Corps Records, as well as officer-in-charge of PAO (OR) Armd Corps Mr Rahul Karale, IDAS, ACDA, other officers of PAO (OR) and Head Clerks of all Armd Regiments.

In the opening address Maj Gen Praveen Dixit, OIC Records while emphasising the need of correct and timely documentation brought out that documentation is a chain

function, with the chain starting from Unit and subsequently routing through Armed Corps Records and the PAO (OR) and further stressed upon the imp of correct and timely documentation.

The interaction proved to be very fruitful and all queries, doubts,

pending issues on documentation were cleared and settled.The feedback submitted by the participants was very encouraging and all concerned appreciated the efforts put in by CRO and his team in making the event a grand success.

The Strike 1 Corps celebrated its 51st Raising Day at Mathura

on May 12, 2016. The Raising Day celebrations commenced with the present General Officer

1 to compliment them for their extraordinary professionalism, camaraderie, esprit-de-Corps, self sacrifice and devotion to duty. As part of the event the traditional Barakhana was also organised for all ranks and families of Strike1 where senior officers had informal interaction with troops and their families.

The Strike 1 was raised at Varanasi on April 1, 1965 under command of Lieutenant General PO Dunn, MC. Since raising over the last 51 years the Strike 1 has excelled in all spheres, exhibiting the highest standard of professionalism. For the last one month Strike 1 was away in deserts of Thar for Ex Shatrujeet.

Addressing the medical officers of Lucknow Garrison, Lt Gen MK Unni exalted the officers for the high standards of training being carried out in the Centre. He emphasized on the importance of being courteous and sympathetic towards patients and urged the officers to keep themselves professionally updated. Lt Gen Unni reiterated to the young officers the significance of military ethos and discipline in everyday life. He further exhorted all officers to make sincere efforts to take the Corps to greater heights of glory through team work, mutual respect, understanding and selfless patient care.

Central Command won the overall championship by

defeating Southern Command with a tally of 174 points in the Army Inter-command athletics championship, which concluded at the Artillery Centre in Hyderabad on May 13, 2016.

Makhan Singh Athletics Stadium witnessed the creation of two new meet records by Central Command athletes Havildar Ranjit Singh in Hammer Throw with 63.40 metres and Havildar Boota Singh in Decathlon with 6796 points respectively. The championship was began on 09th May includes 14 Track and 8 Field events.

Navy Cup Race 2016

Air Marshal PP Khandekar assumed the responsibilities of Air Officer-in-Charge Maintenance at Air HQ, New Delhi on May 2, 2016. The Air Marshal is a graduate

of VNIT, Nagpur and was commissioned in Indian Air Force in Aeronautical Engineering (Electronics) stream on July 25, 1977. He is a post Graduate in Industrial Engineering from NITIE, Mumbai, an alumni of Defence Services Staff College, Wellington and Master in Science in Defence and Strategic from Madras University.

Air Marshal PP Khandekar has rich experience on aircraft such as SU-7, MiG-23 and MiG-27. He has held various prestigious appointments at HQ MC, HQ IDS & Air HQ and has the unique distinction of being the first Commandant and Director of MILIT, a tri-service technology training institute. He has held the appointment of Senior Maintenance Staff Officer of an Operational Command and ACAS (Maintenance Plans) at Air HQ. Prior to taking over as AOM, he was Senior Maintenance Staff Officer at HQ Maintenance Command.

Inspector General Rajan Bargorta took over as the new Commander Coast Guard Region (East) from Inspector General SP Sharma who retired after completing more than three and

a half decades of Coast Guard service.

The Flag Officer joined service in 1985 and has held various significant appointments afloat and ashore. He is an aluminie of National Defence College and Defence Services Staff College. He was holding the appointment of Principal Director (Logistics), at the Coast Guard Headquarters, New Delhi, prior to assuming command of Coast Guard Region (East).

course on April 29, 2016 amidst a full house. Fourteen participants raced for the coveted trophy. Gucci Water owned by Mrs Kumud Sharma was the winner and Miss Duncan belonging to Bharat Prabhakar and Ravi Pathak was the runners up.

The Indian Navy Cup Race was introduced in 1965 and was presented by the then Chief of Naval Staff, Vice Admiral BS Soman. Over the years, the race has become a very popular annual feature at the Delhi Race Club.
